II. Codes and names of diseases in the List of diseases requiring long-term treatment:

1. The names and codes of diseases in the List of diseases requiring long-term treatment shall comply with Decision No. 4469/QD-BYT, of the Minister of Health, dated October 28, 2020, on promulgation of the “International Statistical Classification of Diseases and Related Health Problems ICD-10” and “Guidelines for disease coding under ICD-10” at health facilities.

2. Diseases in the List of diseases requiring long-term treatment are coded according to the International Statistical Classification of Diseases (ICD-10) with 3-character, 4-character, and 5-character codes (including numbers and letters). Diseases with 4-character codes belong to the group of diseases with 3-character codes, and diseases with 5-character codes belong to the group of diseases with 3-character or 4-character codes.

2.1. Diseases with 3-character codes in the List of diseases requiring long-term treatment shall include all diseases with 4-character or 5-character codes belonging to the 3-character group. Diseases with 4-character codes in the List of diseases requiring long-term treatment shall include all diseases with 5-character codes belonging to the 4-character group.

Example:

(1) Benign neoplasm of bone and articular cartilage with disease code D16 is in the List of diseases requiring long-term treatment, then all diseases with 4-character codes under the 3-character group D16 are also in the List of diseases requiring long-term treatment, including:

– Benign neoplasm of scapula and long bones of upper limb, code: D16.0

– Benign neoplasm of short bones of upper limb, code: D16.1

– Benign neoplasm of long bones of lower limb, code: D16.2

– Benign neoplasm of short bones of lower limb, code: D16.3

– Benign neoplasm of skull and facial bones, code: D16.4

– Benign neoplasm of mandible, code: D16.5

– Benign neoplasm of vertebral column, code: D16.6

– Benign neoplasm of ribs, sternum and clavicle, code: D16.7

– Benign neoplasm of pelvic bones, sacrum and coccyx, code: D16.8

– Benign neoplasm of bone and articular cartilage, unspecified, code: D16.9

(2) Other inflammatory spondylopathies with disease code M46 are in the List of diseases requiring long-term treatment, then all diseases with 4-character or 5-character codes under the 3-character group M46 are also in the List of diseases requiring long-term treatment, including:

– Other specified vertebral osteomyelitis: Cervical region, code: M46.82

– Other specified vertebral osteomyelitis: Cervicothoracic region, code: M46.83

– Other specified vertebral osteomyelitis: Thoracic region, code: M46.84

– Other specified vertebral osteomyelitis: Thoracolumbar region, code:  M46.85

– Other specified vertebral osteomyelitis: Lumbar region, code: M46.86

– Other specified vertebral osteomyelitis: Lumbosacral region, code: M46.87

– Other specified vertebral osteomyelitis: Sacral and sacrococcygeal region, code: M46.88

– Other specified vertebral osteomyelitis: Site unspecified, code: M46.89

– Unspecified inflammatory spondylopathy, code: M46.9

– Unspecified inflammatory spondylopathy: Multiple sites in spine, code: M46.90

– Unspecified inflammatory spondylopathy: Occipito-atlanto-axial region, code: M46.91

– Unspecified inflammatory spondylopathy: Cervical region, code: M46.92

– Unspecified inflammatory spondylopathy: Cervicothoracic region, code: M46.93

– Unspecified inflammatory spondylopathy: Thoracic region, code: M46.94

– Unspecified inflammatory spondylopathy: Thoracolumbar region, code:  M46.95

– Unspecified inflammatory spondylopathy: Lumbar region, code: M46.96

– Unspecified inflammatory spondylopathy: Lumbosacral region, code: M46.97

– Unspecified inflammatory spondylopathy: Sacral and sacrococcygeal region, code: M46.98

– Unspecified inflammatory spondylopathy: Site unspecified, code: M46.99

2.2. In cases where only a disease with a 4-character or 5-character code is included in the List of diseases requiring long-term treatment, the corresponding group with a 3-character or 4-character code is not included in the List of diseases requiring long-term treatment.

Example: The disease “Noise-induced hearing loss” with code H83.3 is included in the List of diseases requiring long-term treatment; however, other diseases in the 3-character code group H83 and other 4-character codes in the 3-character group H83, such as:

– Labyrinthitis, code: H83.0

– Labyrinthine fistula, code: H83.1

– Labyrinthine dysfunction, code: H83.2

– Other specified inner ear disorders, code: H83.8

– Inner ear disorder, unspecified, code: H83.9

are not included in the List of diseases requiring long-term treatment.

3. The names of diseases in this List are taken from the names in Decision No. 4469/QD-BYT, of the Minister of Health, dated October 28, 2020. In cases where the disease name differs in other Circulars of the Ministry of Health or where different names are used in different regions, the disease name shall be standardized according to the disease code in the “International Statistical Classification of Diseases and Related Health Problems ICD-10”.
