Pursuant to the Constitution of the Socialist Republic of Vietnam, amended by Resolution No. 203/2025/QH15;
The National Assembly of Vietnam hereby promulgates the Law on amendments to the Law on Prices No. 16/2023/QH15, amended by Law No. 44/2024/QH15, Law No. 61/2024/QH15, and Law No. 95/2025/QH15.
Article 1. Amendments to Law on Prices
1. Replacement of certain phrases as follows:
a) The phrase “thanh tra chuyên ngành về giá” (professional inspection of prices in Article 1 and the title of Chapter VII is replaced with the phrase “thanh tra trong lĩnh vực giá” (inspection in the field of prices);
b) The phrase “Ủy ban nhân dân cấp huyện” (district-level People’s Committees) in Point b Clause 2 Article 20 is replaced with the phrase “Ủy ban nhân dân cấp xã” (commune-level People’s Committees);
c) The phrase “Bộ Giao thông vận tải” (Ministry of Transport of Vietnam) in Items 4, 5, 6, and 7 of Appendix No. 02 – List of Goods and Services Priced by the State with the phrase “Bộ Xây dựng” (Ministry of Construction of Vietnam);
d) The phrase “Bộ Nông nghiệp và Phát triển nông thôn” (Ministry of Agriculture and Rural Development of Vietnam) in Items 12, 13, and 22 of Appendix No. 02 – List of Goods and Services Priced by the State is replaced with the phrase “Bộ Nông nghiệp và Môi trường” (Ministry of Agriculture and Environment of Vietnam);
dd) The phrase “Bộ Lao động – Thương binh và Xã hội” (Ministry of Labor – War Invalids and Social Affairs of Vietnam) in Clause 12 Article 73 and in Item 25 of Appendix No. 02 – List of Goods and Services Priced by the State with the phrase “Bộ Nội vụ” (Ministry of Home Affairs of Vietnam);
e) The phrase “Bộ Thông tin và Truyền thông” (Ministry of Information and Communications of Vietnam) in Items 9 and 10 of Appendix No. 02 – List of Goods and Services Priced by the State is replaced with the phrase “Bộ Khoa học và Công nghệ” (Ministry of Science and Technology of Vietnam).
2. Amendments to Clause 1 Article 70:
“1. Inspection in the field of prices shall be conducted in accordance with the law on inspection.”.
3. Amendment and supplementation of a number of items of Appendix No. 02 – List of Goods and Services Priced by the State:
a) Amend and supplement Items 7, 8, 14, 16, 17, 19, 20, 21, 26, 27, 37, and 42 as follows:

Regular domestic aviation passenger transport services – basic economy class | The Ministry of Construction of Vietnam shall determine the maximum prices |

– People’s Committees of provinces shall determine the specific prices or decentralize to commune-level People’s Committees the determination of specific prices based on actual local conditions applicable to agencies, organizations, production, business, and service facilities, concentrated production, business, and service zones, industrial clusters, households, and individuals using services of collection, transport, and treatment of domestic solid waste |

Services of using sale areas at markets with funding from the state | People’s Committees of provinces shall determine the specific prices or decentralize to commune-level People’s Committees the determination of specific prices based on actual local conditions (except for cases implemented in accordance with the law on auction) |
b) Add Items 43 and 44 after Item 42 as follows:

Extra-judicial forensic assessment services in the fields of forensic medicine, forensic psychiatry, and criminalistics provided by public judicial expertise organizations, being public service providers, and judicial expertise offices in accordance with the Law on Judicial Expertise | Ministries and central authorities in charge of professional management in the field of judicial expertise shall determine the maximum prices |
4. Annulment:
a) Clause 13 Article 14 is annulled;
b) The phrase “người đại diện theo ủy quyền của tổ chức góp vốn phải là người có thẻ thẩm định viên về giá đăng ký hành nghề thẩm định giá tại doanh nghiệp;”(authorized representatives of capital contribution organizations shall be persons with valuer cards registering their practice at the enterprises;) in Point b Clause 1 Article 49, is annulled.
1. This Law comes into force as of January 1, 2026, excluding the cases prescribed in Clauses 2 and 3 of this Article.
2. The regulations prescribed in Item 7 Point a Clause 3 Article 1 of this Law shall come into force as of July 1, 2026.
3. The regulations prescribed in Item 44 Point b Clause 3 Article 1 of this Law shall come into force as of May 1, 2026.
This Law is approved by the 15th National Assembly of the Socialist Republic of Vietnam during its 10th meeting session on December 10, 2025.
