ARRANGEMENT OF COMMUNE-LEVEL ADMINISTRATIVE DIVISIONS OF CA MAU PROVINCE IN 2025
STANDING COMMITTEE OF THE NATIONAL ASSEMBLY
Pursuant to the Constitution of the Socialist Republic of Vietnam as amended by Resolution No. 203/2025/QH15;
Pursuant to Law on Organization of Local Government No. 72/2025/QH15;
Pursuant to Resolution No. 202/2025/QH15 dated June 12, 2025 of the National Assembly on arrangement of provincial-level administrative divisions;
Pursuant to Resolution No. 76/2025/UBTVQH15 dated April 14, 2025 of the Standing Committee of the National Assembly on arrangement of administrative divisions in 2025;
In view of the Government’s request in the Document No. 363/TTr-CP and Project No. 364/DA-CP dated May 09, 2025, Verification Report No. 414/BC-UBPLTP15 dated June 03, 2025 of the Committee on Law and Justice,
HEREBY RESOLVES:
Article 1. Arrangement of commune-level administrative divisions of Ca Mau province
On the basis of the Government’s Project No. 364/DA-CP dated May 09, 2025 on arrangement of commune-level administrative divisions of Ca Mau province (new province) in 2025, the Standing Committee of the National Assembly makes a decision on arrangement to establish commune-level administrative divisions of Ca Mau province as follows:
1. Merge the entire natural area and population size of communes of Tan Duc and Tan Thuan Thanh into a new Commune called Tan Thuan Commune.
2. Merge the entire natural area and population size of communes of Nguyen Huan and Tan Tien into a new Commune called Tan Tien Commune.
3. Merge the entire natural area and population size of communes of Ta An Khuong Dong and Ta An Khuong Nam and part of the natural area and population size of Ta An Khuong commune into a new Commune called Ta An Khuong Commune.
4. Merge the entire natural area and population size of communes of Tan Trung and Tran Phan into a new Commune called Tran Phan Commune.
5. Merge the entire natural area and population size of communes of Ngoc Chanh and Thanh Tung into a new Commune called Thanh Tung Commune.
6. Merge the entire natural area and population size of Dam Doi town and communes of Tan Duyet and Tan Dan and remaining part of Ta An Khuong commune after the arrangement specified in clause 3 of this Article into a new Commune called Dam Doi commune.
7. Merge the entire natural area and population size of communes of Quach Pham Bac and Quach Pham into a new Commune called Quach Pham Commune.
8. Merge the entire natural area and population size of communes of Khanh Tien and Khanh Hoa and part of the natural area and population size of communes of Khanh Thuan and Khanh Lam into a new Commune called U Minh Commune.
9. Merge the entire natural area and population size of U Minh town, part of the natural area and population size of Nguyen Phich commune and remaining part of Khanh Thuan commune after the arrangement specified in clause 8 of this Article into a new Commune called Nguyen Phich Commune.
10. Merge the entire natural area and population size of Khanh Hoi commune, part of the natural area and population size of Nguyen Phich commune and remaining part of Khanh Thuan commune after the arrangement specified in clause 8 of this Article into a new Commune called Khanh Lam Commune.
11. Merge the entire natural area and population size of Khanh An commune and remaining part of Nguyen Phich commune after the arrangement specified in clauses 9 and 10 of this Article into a new Commune called Khanh An Commune.
12. Merge the entire natural area and population size of Rach Goc town and Vien An Dong commune and part of the natural area and population size of Tan An commune into a new Commune called Phan Ngoc Hien Commune.
13. Merge the entire natural area and population size of Dat Mui commune, part of the natural area and population size of Vien An commune and remaining part of Tan An commune after the arrangement specified in clause 12 of this Article into a new Commune called Dat Mui Commune.
14. Merge the entire natural area and population size of communes of Tam Giang Tay and Tan An Tay into a new Commune called Tan An Commune.
15. Merge the entire natural area and population size of communes of Khanh Binh Dong and Khanh Binh into a new Commune called Khanh Binh Commune.
16. Merge the entire natural area and population size of communes of Khanh Binh Tay (including Hon Da Bac) and Khanh Binh Tay Bac and part of the natural area and population size of Tran Hoi commune into a new Commune called Da Bac Commune.
17. Merge the entire natural area and population size of communes of Khanh Hai and Khanh Hung into a new Commune called Khanh Hung Commune.
18. Merge the entire natural area and population size of Song Doc town (including Hon Chuoi island cluster) and part of the natural area and population size of Phong Dien commune into a new Commune called Song Doc Commune.
19. Merge the entire natural area and population size of Tran Van Thoi town and communes of Khanh Loc and Phong Lac, part of the natural area and population size of Loi An commune and remaining part of Tran Hoi commune after the arrangement specified in clause 16 of this Article and remaining part of Phong Dien commune after the arrangement specified in clause 18 of this Article into a new Commune called Tran Van Thoi Commune.
20. Merge the entire natural area and population size of Thoi Binh town and Thoi Binh commune into a new Commune called Thoi Binh Commune.
21. Merge the entire natural area and population size of communes of Tri Luc, Tan Phu and Tri Phai into a new Commune called Tri Phai Commune.
22. Merge the entire natural area and population size of communes of Tan Loc Bac, Tan Loc Dong and Tan Loc into a new Commune called Tan Loc Commune.
23. Merge the entire natural area and population size of communes of Tan Bang, Bien Bach Dong and Bien Bach into a new Commune called Bien Bach Commune.
24. Merge the entire natural area and population size of communes of Lam Hai and Dat Moi, part of the natural area and population size of Nam Can town and Ham Rong commune and remaining part of Vien An commune after the arrangement specified in clause 13 of this Article into a new Commune called Dat Moi Commune.
25. Merge the entire natural area and population size of Hang Vinh commune and remaining part of Nam Can town and Ham Rong commune after the arrangement specified in clause 24 of this Article into a new Commune called Nam Can Commune.
26. Merge the entire natural area and population size of communes of Hiep Tung, Tam Giang Dong and Tam Giang into a new Commune called Tam Giang Commune.
27. Merge the entire natural area and population size of Cai Doi Vam town and Nguyen Viet Khai commune into a new Commune called Cai Doi Vam Commune.
28. Merge the entire natural area and population size of communes of Tan Hung Tay, Rach Cheo and Viet Thang into a new Commune called Nguyen Viet Khai Commune.
29. Merge the entire natural area and population size of communes of Tan Hai and Phu Tan into a new Commune called Phu Tan Commune.
30. Merge the entire natural area and population size of communes of Phu Thuan and Phu My and part of the natural area and population size of Hoa My commune into a new Commune called Phu My Commune.
31. Merge the entire natural area and population size of communes of Thanh Phu, Phu Hung and Luong The Tran and part of the natural area and population size of Loi An commune into a new Commune called Luong The Tran Commune.
32. Merge the entire natural area and population size of Tan Hung commune and part of the natural area and population size of communes of Dong Hung, Dong Thoi and Hoa My into a new Commune called Tan Hung Commune.
33. Merge the entire natural area and population size of Hung My commune, part of the natural area and population size of Tan Hung Dong commune and remaining part of Hoa My commune after the arrangement specified in clauses 30 and 32 of this Article into a new Commune called Hung My Commune.
34. Merge the entire natural area and population size of Cai Nuoc town and Tran Thoi commune, remaining part of communes of Dong Hung and Dong Thoi after the arrangement specified in clause 32 of this Article and remaining part of Tan Hung Dong commune after the arrangement specified in clause 33 of this Article into a new Commune called Cai Nuoc Commune.
35. Merge the entire natural area and population size of communes of Tan Thanh, Phong Thanh Tay and Tan Phong into a new Commune called Phong Thanh Commune.
36. Merge the entire natural area and population size of Ngan Dua town and communes of Loc Ninh and Ninh Hoa into a new Commune called Hong Dan Commune.
37. Merge the entire natural area and population size of communes of Vinh Loc A and Vinh Loc into a new Commune called Vinh Loc Commune.
38. Merge the entire natural area and population size of communes of Ninh Thanh Loi A and Ninh Thanh Loi into a new Commune called Ninh Thanh Loi Commune.
39. Merge the entire natural area and population size of communes of Ninh Quoc A and Ninh Quoi into a new Commune called Ninh Quoi Commune.
40. Merge the entire natural area and population size of Ganh Hao town and Long Dien Tay commune into a new Commune called Ganh Hao Commune.
41. Merge the entire natural area and population size of communes of An Phuc, Dinh Thanh A and Dinh Thanh into a new Commune called Dinh Thanh Commune.
42. Merge the entire natural area and population size of communes of An Trach A and An Trach into a new Commune called An Trach Commune.
43. Merge the entire natural area and population size of communes of Dien Hai and Long Dien into a new Commune called Long Dien Commune.
44. Merge the entire natural area and population size of communes of Long Dien Dong and Long Dien Dong A into a new Commune called Dong Hai Commune.
45. Merge the entire natural area and population size of Hoa Binh town and communes of Vinh My A and Long Thanh into a new Commune called Hoa Binh Commune.
46. Merge the entire natural area and population size of communes of Minh Dieu, Vinh Binh and Vinh My B into a new Commune called Vinh My Commune.
47. Merge the entire natural area and population size of communes of Vinh Thinh, Vinh Hau A and Vinh Hau into a new Commune called Vinh Hau Commune.
48. Merge the entire natural area and population size of Phuoc Long town and Vinh Phu Dong commune into a new Commune called Phuoc Long Commune.
49. Merge the entire natural area and population size of communes of Phuoc Long and Vinh Phu Tay into a new Commune called Vinh Phuoc Commune.
50. Merge the entire natural area and population size of communes of Phong Thanh Tay A and Phong Thanh Tay B into a new Commune called Phong Hiep Commune.
51. Merge the entire natural area and population size of communes of Hung Phu and Vinh Thanh into a new Commune called Vinh Thanh Commune.
52. Merge the entire natural area and population size of Chau Hung town and Chau Hung A commune into a new Commune called Vinh Loi Commune.
53. Merge the entire natural area and population size of communes of Hung Thanh and Hung Hoi into a new Commune called Hung Hoi Commune.
54. Merge the entire natural area and population size of communes of Vinh Hung, Vinh Hung A and Chau Thoi into a new Commune called Chau Thoi Commune.
55. Merge the entire natural area and population size of Wards 1, 2, 7 and 8 (Bac Lieu city) and 3 into a new Ward called Bac Lieu Ward.
56. Merge the entire natural area and population size of Ward 5 (Bac Lieu city) and Vinh Trach commune into a new Ward called Vinh Trach Ward.
57. Merge the entire natural area and population size of Nha Mat ward and communes of Vinh Trach Dong and Hiep Thanh into a new Ward called Hiep Thanh Ward.
58. Merge the entire natural area and population size of Ward 1 (Gia Rai town), Ho Phong ward and communes of Phong Thanh and Phong Thanh A into a new Ward called Gia Rai Ward.
59. Merge the entire natural area and population size of Lang Tron ward, communes of Phong Tan and Phong Thanh Dong into a new Ward called Lang Tron ward.
60. Merge the entire natural area and population size of Wards 1, 2 (Ca Mau city) and 9, Tan Xuyen ward and An Xuyen commune into a new Ward called An Xuyen ward.
61. Merge the entire natural area and population size of Ward 8 (Ca Mau city), Ly Van Lam commune and remaining part of Loi An commune after the arrangement specified in clauses 19 and 31 of this Article into a new Ward called Ly Van Lam Ward.
62. Merge the entire natural area and population size of Ward 5 (Ca Mau city), Tan Thanh ward, Tan Thanh commune and part of the natural area and population size of Ward 7 (Ca Mau city), Ward 6, Dinh Binh commune and Tac Van commune into a new Ward called Tan Thanh Ward.
63. Merge the entire natural area and population size of communes of Hoa Tan and Hoa Thanh and remaining part of Ward 7 (Ca Mau city), Ward 6, Dinh Binh commune and Tac Van commune after the arrangement specified in clause 62 of this Article into a new Ward called Hoa Thanh Ward.
64. After the arrangement, Ca Mau province has 64 commune-level administrative divisions, including 09 wards and 55 communes; of which 54 communes and 09 wards are established after the arrangement specified in this Article and 01 commune is not subject to the arrangement, namely Ho Thi Ky.
1. This Resolution takes effect from the date on which it is ratified.
2. Authorities shall, within their jurisdiction, expeditiously make necessary preparations to ensure that local governments of commune-level administrative divisions established after the arrangement specified in Article 1 of this Resolution officially commence their operations from July 01, 2025.
3. Local governments of commune-level administrative divisions before the arrangement shall continue to operate until local governments of commune-level administrative divisions established after the arrangement officially commence operations.
Article 3. Implementation organization
1. The Government, the People’s Council of Ca Mau province, the People’s Committee of Ca Mau province, local governments of administrative divisions related to the arrangement and other relevant authorities and organizations shall organize the implementation of this Resolution; arrange and stably operate apparatus of local authorities and organizations; maintain stable lives of local people and satisfy socio-economic development, national defense and security requirements in the province.
2. According to this Resolution and the Government’s Project No. 364/DA-CP dated May 09, 2025, the Government is assigned to organize the determination of natural area of commune-level administrative divisions in an exact manner and make it publicly available before September 30, 2025; at the same time expeditiously conduct on-site survey and determine boundaries of administrative divisions to prepare dossiers on boundaries of administrative divisions as prescribed.
3. The Council for Ethnic Minorities, Committees of the National Assembly, Delegations of the National Assembly Deputies and Delegations of the National Assembly Deputies of Ca Mau province shall, within their duties and powers, supervise the implementation of this Resolution.
This Resolution was passed by the Standing Committee of the 15th National Assembly of Socialist Republic of Vietnam on June 16, 2025.
