ON THE ARRANGEMENT OF COMMUNE-LEVEL ADMINISTRATIVE DIVISIONS OF CAO BANG PROVINCE IN 2025
THE STANDING COMMITTEE OF THE NATIONAL ASSEMBLY OF VIETNAM
Pursuant to the Constitution of the Socialist Republic of Vietnam amended by the Resolution No. 203/2025/QH15;
Pursuant to the Law on Local Government Organization No. 72/2025/QH15;
Pursuant to the Resolution No. 76/2025/UBTVQH15 dated April 14, 2025 of the Standing Committee of the National Assembly on arrangement of administrative divisions in 2025;
In view of the Government’s request in the Document No. 382/TTr-CP and Project No. 383/DA-CP dated May 09, 2025, Verification Report No. 416/BC-UBPLTP15 dated June 03, 2025 of the Committee on Law and Justice,
HEREBY RESOLVES:
Article 1. Arrangement of commune-level administrative divisions of Cao Bang province
According to the Government’s Project No. 383/DA-CP dated May 09, 2025 on the arrangement of commune-level administrative divisions of Cao Bang in 2025, the Standing Committee of the National Assembly makes a decision on the arrangement to establish commune-level administrative divisions of Cao Bang province as follows:
1. Merge the entire natural area and population size of communes of Thach Lam and Quang Lam into a new commune called Quang Lam commune.
2. Merge the entire natural area and population size of communes of Nam Cao and Nam Quang into a new commune called Nam Quang commune.
3. Merge the entire natural area and population size of communes of Vinh Quang (Bao Lam district) and Ly Bon into a new commune called Ly Bon commune.
4. Merge the entire natural area and population size of Pac Miau commune-level town; communes of Mong An and Vinh Phong into a new commune called Bao Lam commune.
5. Merge the entire natural area and population size of communes of Thai Hoc, Thai Son and Yen Tho into a new commune called Yen Tho commune.
6. Merge the entire natural area and population size of communes of Son Lap and Son Lo into a new commune called Son Lo commune.
7. Merge the entire natural area and population size of communes of Hung Thinh, Kim Cuc and Hung Dao (Bao Lac district) into a new commune called Hung Dao commune.
8. Merge the entire natural area and population size of Bao Lac commune-level town; communes of Bao Toan and Hong Tri into a new commune called Bao Lac commune.
9. Merge the entire natural area and population size of communes of Duc Hanh and Coc Pang into a new commune called Coc Pang commune.
10. Merge the entire natural area and population size of communes of Thuong Ha and Co Ba into a new commune called Co Ba commune.
11. Merge the entire natural area and population size of communes of Phan Thanh (Bao Lac district) and Khanh Xuan into a new commune called Khanh Xuan commune.
12. Merge the entire natural area and population size of communes of Hong An and Xuan Truong into a new commune called Xuan Truong commune.
13. Merge the entire natural area and population size of communes of Dinh Phung and Huy Giap into a new commune called Huy Giap commune.
14. Merge the entire natural area and population size of communes of Yen Lac and Ca Thanh into a new commune called Ca Thanh commune.
15. Merge the entire natural area and population size of communes of Phan Thanh (Nguyen Binh district) and Mai Long into a new commune called Phan Thanh commune.
16. Merge the entire natural area and population size of communes of Quang Thanh and Thanh Cong into a new commune called Thanh Cong ward.
17. Merge the entire natural area and population size of communes of Hung Dao (Nguyen Binh district), Hoa Tham and Tam Kim into a new commune called Tam Kim commune.
18. Merge the entire natural area and population size of Nguyen Binh commune-level town; communes of The Duc and Vu Minh into a new commune called Nguyen Binh commune.
19. Merge the entire natural area and population size of Tinh Tuc commune-level town; communes of Trieu Nguyen and Vu Nong into a new commune called Tinh Tuc commune.
20. Merge the entire natural area and population size of communes of Truong Luong and Minh Tam into a new commune called Minh Tam commune.
21. Merge the entire natural area and population size of communes of Ngoc Dong (Ha Quang district), Yen Son and Thanh Long into a new commune called Thanh Long commune.
22. Merge the entire natural area and population size of communes of Can Nong, Luong Thong and Can Yen into a new commune called Can Yen commune.
23. Merge the entire natural area and population size of Thong Nong commune-level town; communes of Da Thong and Luong Can into a new commune called Thong Nong commune.
24. Merge the entire natural area and population size of Xuan Hoa commune-level town; communes of Quy Quan, Soc Ha and Truong Ha into a new commune called Truong Ha commune.
25. Merge the entire natural area and population size of communes of Hong Sy, Ngoc Dao and Ma Ba into a new commune called Ha Quang commune.
26. Merge the entire natural area and population size of communes of Thuong Thong and Lung Nam into a new commune called Lung Nam commune.
27. Merge the entire natural area and population size of communes of Noi Thon, Cai Vien and Tong Cot into a new commune called Tong Cot commune.
28. Merge the entire natural area and population size of communes of Duc Long (Hoa An district), Dan Chu and Nam Tuan into a new commune called Nam Tuan commune.
29. Merge the entire natural area and population size of Nuoc Hai commune-level town; communes of Dai Tien and Hong Viet into a new commune called Hoa An commune.
30. Merge the entire natural area and population size of communes of Thinh Vuong, Binh Duong and Bach Dang into a new commune called Bach Dang commune.
31. Merge the entire natural area and population size of communes of Quang Trung (Hoa An district), Ngu Lao and Nguyen Hue into a new commune called Nguyen Hue commune.
32. Merge the entire natural area and population size of communes of Quang Trong and Minh Khai into a new commune called Minh Khai commune.
33. Merge the entire natural area and population size of communes of Duc Thong and Canh Tan into a new commune called Canh Tan commune.
34. Merge the entire natural area and population size of communes of Hong Nam, Thai Cuong and Kim Dong into a new commune called Kim Dong commune.
35. Merge the entire natural area and population size of communes of Tien Thanh, Van Trinh and Le Lai into a new commune called Thach An commune.
36. Merge the entire natural area and population size of Dong Khe commune-level town; communes of Duc Xuan and Trong Con into a new commune called Dong Khe commune.
37. Merge the entire natural area and population size of communes of Duc Long (Thach An district), Thuy Hung and Le Loi into a new commune called Duc Long commune.
38. Merge the entire natural area and population size of commune-level towns of Ta Lung and Hoa Thuan; communes of My Hung and Dai Son into a new commune called Phuc Hoa commune.
39. Merge the entire natural area and population size of communes of Hong Quang, Cach Linh and Be Van Dan into a new commune called Be Van Dan commune.
40. Merge the entire natural area and population size of communes of Quang Hung, Cai Bo and Doc Lap into a new commune called Doc Lap commune.
41. Merge the entire natural area and population size of Quang Uyen commune-level town; communes of Phi Hai, Phuc Sen and Chi Thao into a new commune called Quang Uyen commune.
42. Merge the entire natural area and population size of communes of Ngoc Dong (Quang Hoa district), Tu Do and Hanh Phuc into a new commune called Hanh Phuc commune.
43. Merge the entire natural area and population size of communes of Quang Vinh and Quang Han into a new commune called Quang Han commune.
44. Merge the entire natural area and population size of Tra Linh commune-level town; communes of Cao Chuong and Quoc Toan into a new commune called Tra Linh commune.
45. Merge the entire natural area and population size of communes of Quang Trung (Trung Khanh district), Tri Phuong and Xuan Noi into a new commune called Quang Trung commune.
46. Merge the entire natural area and population size of communes of Trung Phuc, Cao Than and Doai Duong into a new commune called Doai Duong commune.
47. Merge the entire natural area and population size of Trung Khanh commune-level town, communes of Duc Hong, Lang Hieu, Kham Thanh into a new commune called Trung Khanh commune.
48. Merge the entire natural area and population size of communes of Chi Vien, Phong Chau and Dam Thuy into a new commune called Dam Thuy commune.
49. Merge the entire natural area and population size of communes of Ngoc Con, Ngoc Khe, Phong Nam and Dinh Phong into a new commune called Dinh Phong commune.
50. Merge the entire natural area and population size of Thanh Nhat commune-level town; communes of Thong Nhat and Thi Hoa into a new commune called Ha Lang commune.
51. Merge the entire natural area and population size of communes of Minh Long, Dong Loan and Ly Quoc into a new commune called Ly Quoc commune.
52. Merge the entire natural area and population size of communes of Co Ngan, An Lac, Kim Loan and Vinh Quy into a new commune called Vinh Quy commune.
53. Merge the entire natural area and population size of communes of Duc Quang, Thang Loi and Quang Long into a new commune called Quang Long commune.
54. Merge the entire natural area and population size of wards of Song Hien, De Tham, Hop Giang; communes of Hung Dao (Cao Bang city) and Hoang Tung into a new ward called Thuc Phan ward.
55. Merge the entire natural area and population size of wards of Ngoc Xuan, Song Bang; and Vinh Quang commune (Cao Bang city) into a new ward called Nung Tri Cao ward.
56. Merge the entire natural area and population size of wards of Tan Giang, Duyet Trung, Hoa Chung; communes of Chu Trinh and Le Chung into a new ward called Tan Giang ward.
57. After the arrangement, Cao Bang province has 56 commune-level administrative divisions including 53 communes and 03 wards.
1. This Resolution comes into force from the day on which it is ratified.
2. Agencies shall, under their authority, expeditiously make necessary preparations to ensure that local governments of commune-level administrative divisions formed after the arrangement prescribed in Article 1 of this Resolution officially commence operations from July 01, 2025.
3. Local governments of commune-level administrative divisions before the arrangement shall continue to operate until local governments of commune-level administrative divisions formed after the arrangement officially commence operations.
1. The Government, People’s Council of Cao Bang province, People’s Committee of Cao Bang province, local governments of administrative divisions related to the arrangement and other organizations and individuals concerned shall organize the implementation of this Resolution; arrange and stabilize apparatuses of local agencies and organizations; stabilize lives of the local people and satisfy the socio-economic development, national defense and security requirements in the province.
2. The Government is assigned to rely on this Resolution and Project No. 383/DA-CP dated May 09, 2025 of the Government to organize the determination of natural area of commune-level administrative divisions and disclose it before September 30, 2025; at the same time expeditiously conduct on-site surveying activities and determine boundaries of administrative divisions to prepare dossiers on boundaries of administrative divisions as prescribed.
3. The Ethnic Minorities Council, Committees of the National Assembly, Delegations of the National Assembly Deputies and Delegation of National Assembly Deputies of Cao Bang province shall, within the bounds of their tasks and powers, supervise the implementation of this Resolution.
