ON THE ARRANGEMENT OF COMMUNE-LEVEL ADMINISTRATIVE DIVISIONS OF BAC NINH PROVINCE IN 2025

Pursuant to the Constitution of the Socialist Republic of Vietnam amended by the Resolution No. 203/2025/QH15;
Pursuant to the Law on Local Government Organization No. 72/2025/QH15;
Pursuant to the National Assembly’s Resolution No. 202/2025/QH15 dated June 12, 2025 on arrangement of provincial administrative divisions;
Pursuant to the Resolution No. 76/2025/UBTVQH15 dated April 14, 2025 of the Standing Committee of the National Assembly on arrangement of administrative divisions in 2025;
In view of the Government’s request in the Document No. 396/TTr-CP and Project No. 397/DA-CP dated May 09, 2025, Verification Report No. 413/BC-UBPLTP15 dated June 03, 2025 of the Committee on Law and Justice,
HEREBY RESOLVES:
Article 1. Arrangement of commune-level administrative divisions of Bac Ninh province
According to the Government’s Project No. 397/DA-CP dated May 09, 2025 on the arrangement of commune-level administrative divisions of Bac Ninh province (new) in 2025, the Standing Committee of the National Assembly makes a decision on the arrangement to establish commune-level administrative divisions of Bac Ninh province as follows:
1. Merge the entire natural area and population size of communes of Yen Gia and Chi Lang into a new commune called Chi Lang commune.
2. Merge the entire natural area and population size of communes of Chau Phong, Duc Long and Phu Lang into a new commune called Phu Lang commune.
3. Merge the entire natural area and population size of Cho commune-level town; communes of Trung Nghia, Long Chau and Dong Tien into a new commune called Yen Phong commune.
4. Merge the entire natural area and population size of communes of Yen Phu, Dong Tho and Van Mon into a new commune called Van Mon commune.
5. Merge the entire natural area and population size of communes of Hoa Tien and Tam Giang into a new commune called Tam Giang commune.
6. Merge the entire natural area and population size of communes of Dung Liet and Yen Trung into a new commune called Yen Trung commune.
7. Merge the entire natural area and population size of communes of Thuy Hoa, Dong Phong and Tam Da into a new commune called Tam Da commune.
8. Merge the entire natural area and population size of Lim commune-level town; communes of Noi Due and Phu Lam into a new commune called Tien Du commune.
9. Merge the entire natural area and population size of communes of Hien Van, Viet Doan and Lien Bao into a new commune called Lien Bao commune.
10. Merge the entire natural area and population size of communes of Lac Ve and Tan Chi into a new commune called Tan Chi commune.
11. Merge the entire natural area and population size of communes of Tri Phuong, Hoan Son and Dai Dong into a new commune called Dai Dong commune.
12. Merge the entire natural area and population size of communes of Minh Dao, Canh Hung and Phat Tich into a new commune called Phat Tich commune.
13. Merge the entire natural area and population size of Gia Binh commune-level town; communes of Xuan Lai, Quynh Phua and Dai Bai into a new commune called Gia Binh commune.
14. Merge the entire natural area and population size of Nhan Thang commune-level town; communes of Thai Bao and Binh Duong into a new commune called Nhan Thang commune.
15. Merge the entire natural area and population size of communes of Song Giang and Dai Lai into a new commune called Dai Lai commune.
16. Merge the entire natural area and population size of communes of Van Ninh and Cao Duc into a new commune called Cao Duc commune.
17. Merge the entire natural area and population size of communes of Giang Son, Lang Ngam and Dong Cuu into a new commune called Dong Cuu commune.
18. Merge the entire natural area and population size of Thua commune-level; communes of Phu Hoa and Tan Lang into a new commune called Luong Tai commune.
19. Merge the entire natural area and population size of communes of Binh Dinh, Quang Phu and Lam Thao into a new commune called Lam Thao commune.
20. Merge the entire natural area and population size of communes of Phu Luong, Quang Minh and Trung Chinh into a new commune called Trung Chinh commune.
21. Merge the entire natural area and population size of communes of An Thinh, An Tap and Trung Kenh into a new commune called Trung Kenh commune.
22. Merge the entire natural area and population size of communes of Giao Liem, Phuc Son and Dai Son into a new commune called Dai Son commune.
23. Merge the entire natural area and population size of An Chau commune-level town; communes of An Ba and Vinh An into a new commune called Son Dong commune.
24. Merge the entire natural area and population size of Tay Yen Tu commune-level town and Thanh Luan commune into a new commune called Tay Yen Tu commune.
25. Merge the entire natural area and population size of communes of Long Son and Duong Huu into a new commune called Duong Huu commune.
26. Merge the entire natural area and population size of communes of Cam Dan and Yen Dinh into a new commune called Yen Dinh commune.
27. Merge the entire natural area and population size of communes of Le Vien and An Lac into a new commune called An Lac commune.
28. Merge the entire natural area and population size of communes of Huu San and Van Son into a new commune called Van Son commune.
29. Merge the entire natural area and population size of Bien Dong commune-level town; communes of Kim Son and Phu Nhuan into a new commune called Bien Dong commune.
30. Merge the entire natural area and population size of Phi Dien commune-level town; communes of Giap Son, Dong Coc, Tan Hoa and Tan Quang into a new commune called Luc Ngan commune.
31. Merge the entire natural area and population size of communes of Tan Lap and Deo Gia into a new commune called Deo Gia commune.
32. Merge the entire natural area and population size of communes of Ho Dap and Son Hai into a new commune called Son Hai commune.
33. Merge the entire natural area and population size of communes of Cam Son and Tan Son into a new commune called Tan Son commune.
34. Merge the entire natural area and population size of communes of Phong Van, Bien Son; and the entire natural area of TB1 Shooting Range into a new commune called Bien Son commune.
35. Merge the entire natural area and population size of communes of Phong Minh and Sa Ly into a new commune called Sa Ly commune.
36. Merge the entire natural area and population size of communes of Tan Moc and Nam Duong into a new commune called Nam Duong commune.
37. Merge the entire natural area and population size of communes of Kien Thanh and Kien Lao into a new commune called Kien Lao commune.
38. Merge the entire natural area and population size of communes of Binh Son and Luc Son into a new commune called Luc Son commune.
39. Merge the entire natural area and population size of communes of Vo Tranh and Truong Son into a new commune called Truong Son commune.
40. Merge the entire natural area and population size of communes of Dan Hoi and Cam Ly into a new commune called Cam Ly commune.
41. Merge the entire natural area and population size of communes of Dong Hung and Dong Phu into a new commune called Dong Phu commune.
42. Merge the entire natural area and population size of communes of Truong Giang, Huyen Son and Nghia Phuong into a new commune called Nghia Phuong commune.
43. Merge the entire natural area and population size of commune-level towns of Phuong Son, Doi Ngo; communes of Cuong Son, Tien Nha and Chu Dien into a new commune called Luc Nam commune.
44. Merge the entire natural area and population size of communes of Yen Son, Lan Mau, Kham Lang and Bac Lung into a new commune called Bac Lung commune.
45. Merge the entire natural area and population size of communes of Bao Son, Thanh Lam, Tam Di and Bao Dai into a new commune called Bao Dai commune.
46. Merge the entire natural area and population size of Voi commune-level town; communes of Xuong Lam, Huong Lac and Tan Hung into a new commune called Lang Giang commune.
47. Merge the entire natural area and population size of communes of Xuan Huong, Duong Duc, Tan Thanh and My Thai into a new commune called My Thai commune.
48. Merge the entire natural area and population size of Kep commune-level town; communes of Quang Thinh and Huong Son into a new commune called Kep commune.
49. Merge the entire natural area and population size of communes of Tan Dinh, Thai Dao and Dai Lam into a new commune called Tan Dinh commune.
50. Merge the entire natural area and population size of communes of Dao My, Nghia Hoa, An Ha, Nghia Hung and Tien Luc into a new commune called Tien Luc commune.
51. Merge the entire natural area and population size of Phon Xuong commune-level town; communes of Dong Lac, Dong Tam, Tan Hiep and Tan Soi into a new commune called Yen The commune.
52. Merge the entire natural area and population size of Bo Ha commune-level town; communes of Dong Son and Huong Vi into a new commune called Bo Ha commune.
53. Merge the entire natural area and population size of communes of Dong Huu, Dong Vuong and Dong Ky into a new commune called Dong Ky commune.
54. Merge the entire natural area and population size of communes of Dong Tien (Yen The district), Canh Nau and Xuan Luong into a new commune called Xuan Luong commune.
55. Merge the entire natural area and population size of communes of Tien Thang, An Thuong and Tam Tien into a new commune called Tam Tien commune.
56. Merge the entire natural area and population size of Cao Thuong commune-level town; communes of Cao Xa, Viet Lap and Ngoc Ly into a new commune called Tan Yen commune.
57. Merge the entire natural area and population size of communes of Song Van, Ngoc Chau, Ngoc Van, Viet Ngoc and Ngoc Thien into a new commune called Ngoc Thien commune.
58. Merge the entire natural area and population size of Nha Nam commune-level town; communes of Tan Trung, Lien Son and An Duong into a new commune called Nha Nam commune.
59. Merge the entire natural area and population size of communes of Hop Duc, Lien Chung and Phuc Hoa into a new commune called Phuc Hoa commune.
60. Merge the entire natural area and population size of communes of Lam Son and Quang Trung into a new commune called Quang Trung commune.
61. Merge the entire natural area and population size of communes of Thuong Thang, Mai Trung, Hung Thai, Son Thinh and Hop Thinh into a new commune called Hop Thinh commune.
62. Merge the entire natural area and population size of Thang commune-level town; communes of Dong Lo, Doan Bai, Danh Thang, and Luong Phong into a new commune called Hiep Hoa commune.
63. Merge the entire natural area and population size of communes of Dong Tien (Hiep Hoa district), Toan Thang, Ngoc Son and Hoang Van into a new commune called Hoang Van commune.
64. Merge the entire natural area and population size of communes of Duc Giang, Dong Phuc and Dong Viet into a new commune called Dong Viet commune.
65. Merge the entire natural area and population size of Bac Ly commune-level town; communes of Huong Lam, Mai Dinh, Chau Minh and Xuan Cam into a new commune called Xuan Cam commune.
66. Merge the entire natural area and population size of wards of Suoi Hoa, Tien Ninh Ve, Van An, Hoa Long, Khuc Xuyen and Kinh Bac into a new ward called Kinh Bac ward.
67. Merge the entire natural area and population size of wards of Dai Phuc, Phong Khe and Vo Cuong into a new ward called Vo Cuong ward.
68. Merge the entire natural area and population size of wards of Kim Chan, Dap Cau, Thi Cau and Vu Ninh into a new ward called Vu Ninh ward.
69. Merge the entire natural area and population size of wards of Khac Niem ward and Hap Linh into a new ward called Hap Linh ward.
70. Merge the entire natural area and population size of wards of Van Duong and Nam Son into a new ward called Nam Son ward.
71. Merge the entire natural area and population size of wards of Dong Ngan, Tan Hong, Phu Chan and Dinh Bang commune into a new ward called Tu Son ward.
72. Merge the entire natural area and population size of wards of Tuong Giang and Tam Son into a new commune called Tam Son ward.
73. Merge the entire natural area and population size of wards of Trang Ha, Dong Ky and Dong Nguyen into a new ward called Dong Nguyen ward.

75. Merge the entire natural area and population size of wards of Ho, Song Ho, Gia Dong; and Dai Dong Thanh commune into a new ward called Thuan Thanh ward.
76. Merge the entire natural area and population size of An Binh ward; communes of Hoai Thuong and Mao Dien into a new ward called Mao Dien ward.
77. Merge the entire natural area and population size of Tram Lo ward and Nghia Dao commune into a new ward called Tram Lo ward.
78. Merge the entire natural area and population size of wards of Thanh Khuong, Tri Qua; and Dinh To commune into a new ward called Tri Qua ward.
79. Merge the entire natural area and population size of wards of Xuan Lam, Ha Man; communes of Ngu Thai and Song Lieu into a new ward called Song Lieu ward.
80. Merge the entire natural area and population size of Ninh Xa ward and Nguyet Duc commune into a new ward called Ninh Xa ward.
81. Merge the entire natural area and population size of wards of Pho Moi, Bang An, Viet Hung and Que Tan into a new ward called Que Vo ward.
82. Merge the entire natural area and population size of wards of Phuong Mao and Phuong Lieu into a new ward called Phuong Lieu ward.
83. Merge the entire natural area and population size of wards of Dai Xuan, Nhan Hoa; and Viet Thong commune into a new ward called Nhan Hoa ward.
84. Merge the entire natural area and population size of Phu Luong ward; communes of Ngoc Xa and Dao Vien into a new ward called Dao Vien ward.
85. Merge the entire natural area and population size of wards of Cach Bi, Bong Lai; Mo Dao commune into a new ward called Bong Lai ward.
86. Merge the entire natural area and population size of wards of Thanh Hai, Hong Giang, Tru Huu and Chu into a new ward called Chu ward.
87. Merge the entire natural area and population size of Phuong Son ward; communes of Quy Son and My An into a new ward called Phuong Son ward.
88. Merge the entire natural area and population size of Tu Lan ward; communes of Viet Tien, Thuong Lan, and Huong Mai into a new ward called Tu Lan ward.
89. Merge the entire natural area and population size of wards of Bich Dong, Hong Thai; communes of Minh Duc and Nghia Trung into a new ward called Viet Yen ward.
90. Merge the entire natural area and population size of wards of Quang Chau, Van Trung, Tang Tien and Nenh into a new ward called Nenh ward.
91. Merge the entire natural area and population size of wards of Ninh Son, Quang Minh; communes of Tien Son, Trung Son and Van Ha into a new ward called Van Ha ward.
92. Merge the entire natural area and population size of wards of Tho Xuong, Ngo Quyen, Xuong Giang, Hoang Van Thu, Tran Phu, Dinh Ke and Dinh Tri into a new ward called Bac Giang ward.
93. Merge the entire natural area and population size of wards of Tan My, My Do, Song Mai, Da Mai; and Que Nham commune into a new ward called Da Mai ward.
94. Merge the entire natural area and population size of wards of Noi Hoang, Song Khe, Dong Son and Tien Phong into a new ward called Tien Phong ward.
95. Merge the entire natural area and population size of Tan An ward; communes of Quynh Son, Tri Yen and Lang Son into a new ward called Tan An ward.
96. Merge the entire natural area and population size of wards of Tan Lieu, Nham Bien; and Yen Lu commune into a new ward called Yen Dung ward.
97. Merge the entire natural area and population size of wards of Huong Gian, Tan Tien; Xuan Phu commune into a new ward called Tan Tien ward.
98. Merge the entire natural area and population size of Canh Thuy ward; communes of Tien Dung and Tu Mai into a new ward called Canh Thuy ward.
99. After the arrangement, Bac Ninh province has 99 administrative-level divisions including 66 communes and 33 wards; of which 65 communes and 33 wards are formed after the arrangement prescribed in this Article and 01 commune are not subject to the arrangement, namely Tuan Dao.
1. This Resolution comes into force from the day on which it is ratified.
2. Agencies shall, under their authority, expeditiously make necessary preparations to ensure that local governments of commune-level administrative divisions formed after the arrangement prescribed in Article 1 of this Resolution officially commence operations from July 01, 2025.
3. Local governments of commune-level administrative divisions before the arrangement shall continue to operate until local governments of commune-level administrative divisions formed after the arrangement officially commence operations.
1. The Government, People’s Council of Bac Ninh province, People’s Committee of Bac Ninh province, local governments of administrative divisions related to the arrangement and other organizations and individuals concerned shall organize the implementation of this Resolution; arrange and stabilize apparatuses of local agencies and organizations; stabilize lives of the local people and satisfy the socio-economic development, national defense and security requirements in the province.
2. The Government is assigned to rely on this Resolution and Project No. 397/DA-CP dated May 09, 2025 of the Government to organize the determination of natural area of commune-level administrative divisions and disclose it before September 30, 2025; at the same time expeditiously conduct on-site surveying activities and determine boundaries of administrative divisions to prepare dossiers on boundaries of administrative divisions as prescribed.
3. The Ethnic Minorities Council, Committees of the National Assembly, Delegations of the National Assembly Deputies and Delegation of National Assembly Deputies of Bac Ninh province shall, within the bounds of their tasks and powers, supervise the implementation of this Resolution.
This Resolution was ratified by the Standing Committee of the 15th National Assembly of Socialist Republic of Vietnam on June 16, 2025.
