ON ARRANGEMENT OF COMMUNE-LEVEL ADMINISTRATIVE DIVISIONS OF DA NANG CITY IN 2025

Pursuant to the Constitution of the Socialist Republic of Vietnam, as amended by the Resolution No. 203/2025/QH15;
Pursuant to the Law on Organization of Local Governments No. 72/2025/QH15;
Pursuant to the National Assembly’s Resolution No. 202/2025/QH15 dated June 12, 2025 on arrangement of provincial-level administrative divisions;
Pursuant to the Resolution No. 76/2025/UBTVQH15 dated April 14, 2025 of the Standing Committee of the National Assembly on arrangement of administrative divisions in 2025;
In view of the Government’s request in the Document No. 402/TTr-CP and Project No. 403/DA-CP dated May 09, 2025, Verification Report No. 417/BC-UBPLTP15 dated June 03, 2025 of the Committee on Law and Justice,
HEREIN RESOLVES:
Article 1. Arrangement of commune-level administrative divisions of Da Nang City
According to the Government’s Project No. 403/DA-CP dated May 09, 2025 on the arrangement of commune-level administrative divisions of Da Nang City (new) in 2025, the Standing Committee of the National Assembly makes a decision on the arrangement to establish commune-level administrative divisions of Da Nang City as follows:
1. Merge the entire natural area and population size of wards of Thanh Binh, Thuan Phuoc, Thach Thang, Phuoc Ninh and Hai Chau into a new Ward called Hai Chau Ward.
2. Merge the entire natural area and population size of wards of Binh Thuan, Hoa Thuan Tay, Hoa Cuong Bac and Hoa Cuong Nam into a new Ward called Hoa Cuong Ward.
3. Merge the entire natural area and population size of wards of Xuan Ha, Chinh Gian, Thac Gian, Thanh Khe Tay and Thanh Khe Dong into a new Ward called Thanh Khe Ward.
4. Merge the entire natural area and population size of wards of Hoa An, Hoa Phat and An Khe into a new Ward called An Khe Ward.
5. Merge the entire natural area and population size of wards of Phuoc My, An Hai Bac and An Hai Nam into a new Ward called An Hai Ward.
6. Merge the entire natural area and population size of wards of Tho Quang, Nai Hien Dong and Man Thai into a new Ward called Son Tra Ward.
7. Merge the entire natural area and population size of wards of My An, Khue My, Hoa Hai and Hoa Quy into a new Ward called Ngu Hanh Son Ward.
8. Merge the entire natural area and population size of Hoa Khanh Nam Ward, Hoa Minh Ward and Hoa Son Commune into a new Ward called Hoa Khanh Ward.
9. Merge the entire natural area and population size of Hoa Hiep Bac Ward, Hoa Hiep Nam Ward, Hoa Bac Commune and part of the natural area and population size of Hoa Lien Commune into a new Ward called Hai Van Ward.
10. Merge the entire natural area and population size of Hoa Khanh Bac Ward and remaining part of Hoa Lien Commune after the arrangement specified in clause 9 of this Article into a new Ward called Lien Chieu Ward.
11. Merge the entire natural area and population size of wards of Hoa Tho Tay, Hoa Tho Dong and Khue Trung into a new Ward called Cam Le Ward.
12. Merge the entire natural area and population size of Hoa Xuan Ward, Hoa Chau Ward and Hoa Phuoc Commune into a new Ward called Hoa Xuan Ward.
13. Merge the entire natural area and population size of wards of An My, An Xuan and Truong Xuan into a new Ward called Tam Ky Ward.
14. Merge the entire natural area and population size of An Phu Ward, Tam Thanh Commune and Tam Phu Commune into a new Ward called Quang Phu Ward.
15. Merge the entire natural area and population size of An Son Ward, Hoa Huong Ward and Tam Ngoc Commune into a new Ward called Huong Tra Ward.
16. Merge the entire natural area and population size of Tan Thanh Ward, Hoa Thuan Ward and Tam Thang Commune into a new Ward called Ban Thach Ward.
17. Merge the entire natural area and population size of wards of Dien Phuong, Dien Minh and Vinh Dien into a new Ward called Dien Ban Ward.
18. Merge the entire natural area and population size of wards of Dien Nam Dong, Dien Nam Trung, Dien Duong, Dien Ngoc and Dien Nam Bac into a new Ward called Dien Ban Dong Ward.
19. Merge the entire natural area and population size of wards of Dien An, Dien Thang Nam and Dien Thang Trung into a new Ward called An Thang Ward.
20. Merge the entire natural area and population size of Dien Thang Bac Ward, Dien Hoa Commune and Dien Tien Commune into a new Ward called Dien Ban Bac Ward.
21. Merge the entire natural area and population size of wards of Minh An, Cam Pho, Son Phong and Cam Nam, and Cam Kim Commune into a new Ward called Hoi An Ward.
22. Merge the entire natural area and population size of Cam Chau Ward, Cua Dai Ward and Cam Thanh Commune into a new Ward called Hoi An Dong Ward.
23. Merge the entire natural area and population size of wards of Thanh Ha, Tan An and Cam An, and Cam Ha Commune into a new Ward called Hoi An Tay Ward.
24. Merge the entire natural area and population size of Hoa Phong Commune and Hoa Phu Commune into a new Commune called Hoa Vang Commune.
25. Merge the entire natural area and population size of Hoa Khuong Commune and Hoa Tien Commune into a new Commune called Hoa Tien Commune.
26. Merge the entire natural area and population size of Hoa Ninh Commune and Hoa Nhon Commune into a new Commune called Ba Na Commune.
27. Merge the entire natural area and population size of Nui Thanh Town and communes of Tam Quang, Tam Nghia, Tam Hiep and Tam Giang into a new Commune called Nui Thanh Commune.
28. Merge the entire natural area and population size of communes of Tam My Dong, Tam My Tay and Tam Tra into a new Commune called Tam My Commune.
29. Merge the entire natural area and population size of communes of Tam Hoa, Tam Anh Bac and Tam Anh Nam into a new Commune called Tam Anh Commune.
30. Merge the entire natural area and population size of Tam Son Commune and Tam Thanh Commune into a new Commune called Duc Phu Commune.
31. Merge the entire natural area and population size of communes of Tam Xuan I, Tam Xuan II and Tam Tien into a new Commune called Tam Xuan Commune.
32. Merge the entire natural area and population size of communes of Tam An, Tam Thanh, Tam Phuoc and Tam Loc into a new Commune called Tay Ho Commune.
33. Merge the entire natural area and population size of Phu Thinh Town, Tam Dan Commune and Tam Thai Commune into a new Commune called Chien Dan Commune.
34. Merge the entire natural area and population size of communes of Tam Dan, Tam Dai and Tam Lanh into a new Commune called Phu Ninh Commune.
35. Merge the entire natural area and population size of communes of Tien Lanh, Tien Ngoc and Tien Hiep into a new Commune called Lanh Ngoc Commune.
36. Merge the entire natural area and population size of Tien Ky Town and communes of Tien My, Tien Phong and Tien Tho into a new Commune called Tien Phuoc Commune.
37. Merge the entire natural area and population size of communes of Tien Lap, Tien Loc, Tien An and Tien Canh into a new Commune called Thanh Binh Commune.
38. Merge the entire natural area and population size of communes of Tien Son, Tien Ha and Tien Chau into a new Commune called Son Cam Ha Commune.
39. Merge the entire natural area and population size of communes of Tra Dong, Tra Nu and Tra Kot into a new Commune called Tra Lien Commune.
40. Merge the entire natural area and population size of Tra Ka Commune and Tra Giap Commune into a new Commune called Tra Giap Commune.
41. Merge the entire natural area and population size of Tra Giac Commune and Tra Tan Commune into a new Commune called Tra Tan Commune.
42. Merge the entire natural area and population size of Tra Bui Commune and Tra Doc Commune into a new Commune called Tra Doc Commune.
43. Merge the entire natural area and population size of Tra My Town and communes of Tra Son, Tra Giang and Tra Duong into a new Commune called Tra My Commune.
44. Merge the entire natural area and population size of Tra Mai Commune and Tra Don Commune into a new Commune called Nam Tra My Commune.
45. Merge the entire natural area and population size of Tra Cang Commune and Tra Tap Commune into a new Commune called Tra Tap Commune.
46. Merge the entire natural area and population size of Tra Vinh Commune and Tra Van Commune into a new Commune called Tra Van Commune.
47. Merge the entire natural area and population size of Tra Nam Commune and Tra Linh Commune into a new Commune called Tra Linh Commune.
48. Merge the entire natural area and population size of Tra Don Commune and Tra Leng Commune into a new Commune called Tra Leng Commune.
49. Merge the entire natural area and population size of Ha Lam Town and communes of Binh Nguyen, Binh Quy and Binh Phuc into a new Commune called Thang Binh Commune.
50. Merge the entire natural area and population size of communes of Binh Trieu, Binh Giang, Binh Dao, Binh Minh and Binh Duong into a new Commune called Thang An Commune.
51. Merge the entire natural area and population size of communes of Binh Nam, Binh Hai and Binh Sa into a new Commune called Thang Truong Commune.
52. Merge the entire natural area and population size of communes of Binh An, Binh Trung and Binh Tu into a new Commune called Thang Dien Commune.
53. Merge the entire natural area and population size of Binh Phu Commune and Binh Que Commune into a new Commune called Thang Phu Commune.
54. Merge the entire natural area and population size of communes of Binh Lanh, Binh Tri and Binh Dinh into a new Commune called Dong Duong Commune.
55. Merge the entire natural area and population size of communes of Que My, Que Hiep, Que Thuan and Que Chau into a new Commune called Que Son Trung Commune.
56. Merge the entire natural area and population size of Dong Phu Town and communes of Que Minh, Que An, Que Long and Que Phong into a new Commune called Que Son Commune.
57. Merge the entire natural area and population size of Huong An Town and communes of Que Xuan 1, Que Xuan 2 and Que Phu into a new Commune called Xuan Phu Commune.
58. Merge the entire natural area and population size of Trung Phuoc Town and Que Loc Commune into a new Commune called Nong Son Commune.
59. Merge the entire natural area and population size of communes of Que Lam, Phuoc Ninh and Ninh Phuoc into a new Commune called Que Phuoc Commune.
60. Merge the entire natural area and population size of communes of Duy Thanh, Duy Hai and Duy Nghia into a new Commune called Duy Nghia Commune.
61. Merge the entire natural area and population size of Nam Phuoc Town, Duy Phuoc Commune and Duy Vinh Commune into a new Commune called Nam Phuoc Commune.
62. Merge the entire natural area and population size of communes of Duy Trung, Duy Son and Duy Trinh into a new Commune called Duy Xuyen Commune.
63. Merge the entire natural area and population size of communes of Duy Chau, Duy Hoa, Duy Phu and Duy Tan into a new Commune called Thu Bon Commune.
64. Merge the entire natural area and population size of communes of Dien Hong, Dien Tho and Dien Phuoc into a new Commune called Dien Ban Tay Commune.
65. Merge the entire natural area and population size of communes of Dien Phong, Dien Trung and Dien Quang into a new Commune called Go Noi Commune.
66. Merge the entire natural area and population size of Ai Nghia Town and communes of Dai Hiep, Dai Hoa, Dai An and Dai Nghia into a new Commune called Dai Loc Commune.
67. Merge the entire natural area and population size of communes of Dai Dong, Dai Hong and Dai Quang into a new Commune called Ha Nha Commune.
68. Merge the entire natural area and population size of communes of Dai Lanh, Dai Hung and Dai Son into a new Commune called Thuong Duc Commune.
69. Merge the entire natural area and population size of communes of Dai Phong, Dai Minh and Dai Cuong into a new Commune called Vu Gia Commune.
70. Merge the entire natural area and population size of communes of Dai Tan, Dai Thang, Dai Chanh and Dai Thanh into a new Commune called Phu Thuan Commune.
71. Merge the entire natural area and population size of Thanh My Town into a new Commune called Thanh My Commune.
72. Merge the entire natural area and population size of communes of Ca Dy, Ta Bhing and Ta Poo into a new Commune called Ben Giang Commune.
73. Merge the entire natural area and population size of Zuoih Commune and Cha Val Commune into a new Commune called Nam Giang Commune.
74. Merge the entire natural area and population size of Dac Pre Commune and Dac Pring Commune into a new Commune called Dac Pring Commune.
75. Merge the entire natural area and population size of Dac Toi Commune and La Dee Commune into a new Commune called La Dee Commune.
76. Merge the entire natural area and population size of Cho Chun Commune and La Ee Commune into a new Commune called La Ee Commune.
77. Merge the entire natural area and population size of Tu Commune and Ba Commune into a new Commune called Song Vang Commune.
78. Merge the entire natural area and population size of communes of A Ting, Jo Ngay and Song Kon into a new Commune called Song Kon Commune.
79. Merge the entire natural area and population size of Prao Town and communes of Ta Lu, A Rooi and Za Hung into a new Commune called Dong Giang Commune.
80. Merge the entire natural area and population size of Ka Dang Commune and Ma Cooih Commune into a new Commune called Ben Hien Commune.
81. Merge the entire natural area and population size of Bhalee Commune and Avuong Commune into a new Commune called Avuong Commune.
82. Merge the entire natural area and population size of communes of Atieng, Dang, Anong and Lang into a new Commune called Tay Giang Commune.
83. Merge the entire natural area and population size of communes of Ch’om, Gari, Tr’hy and Axan into a new Commune called Hung Son Commune.
84. Merge the entire natural area and population size of Tan Binh Town, Que Tan Commune and Que Luu Commune into a new Commune called Hiep Duc Commune.
85. Merge the entire natural area and population size of communes of Thang Phuoc, Binh Son, Que Tho and Binh Lam into a new Commune called Viet An Commune.
86. Merge the entire natural area and population size of communes of Song Tra, Phuoc Gia and Phuoc Tra into a new Commune called Phuoc Tra Commune.
87. Merge the entire natural area and population size of Kham Duc Town and Phuoc Xuan Commune into a new Commune called Kham Duc Commune.
88. Merge the entire natural area and population size of communes of Phuoc Duc, Phuoc My and Phuoc Nang into a new Commune called Phuoc Nang Commune.
89. Merge the entire natural area and population size of Phuoc Cong Commune and Phuoc Chanh Commune into a new Commune called Phuoc Chanh Commune.
90. Merge the entire natural area and population size of communes of Phuoc Loc, Phuoc Kim and Phuoc Thanh into a new Commune called Phuoc Thanh Commune.
91. Merge the entire natural area and population size of Phuoc Hoa Commune and Phuoc Hiep Commune into a new Commune called Phuoc Hiep Commune.
92. Merge the entire natural area and population size of Hoang Sa District into a new Special Zone called Hoang Sa Special Zone.
93. After the arrangement, Da Nang City has 94 commune-level administrative divisions, including 23 wards, 70 communes and 01 special zone; of which 23 wards, 68 communes and 01 special zone are formed after the arrangement specified in this Article and 02 communes are not subject to the arrangement, namely Tam Hai Commune and Tan Hiep Commune.
1. This Resolution comes into force from the day on which it is ratified.
2. Agencies shall, under their authority, expeditiously make necessary preparations to ensure that local governments of commune-level administrative divisions formed after the arrangement specified in Article 1 of this Resolution officially commence operations from July 01, 2025.
3. Local governments of commune-level administrative divisions before the arrangement shall continue operating until local governments of commune-level administrative divisions formed after the arrangement officially commence operations.
Article 3. Implementation organization
1. The Government, People’s Council of Da Nang City, People’s Committee of Da Nang City, local governments of administrative divisions related to the arrangement and other agencies and organizations concerned shall organize the implementation of this Resolution; arrange and stabilize apparatuses of local agencies and organizations; stabilize lives of the local people and satisfy the socio-economic development, national defense and security requirements in the City.
2. The Government is assigned to rely on this Resolution and Project No. 403/DA-CP dated May 09, 2025 of the Government to organize the determination of natural area of commune-level administrative divisions and make it publicly available before September 30, 2025; at the same time expeditiously conduct on-site surveying activities and determine boundaries of administrative divisions to prepare dossiers on boundaries of administrative divisions as prescribed.
3. The Ethnic Minorities Council, Committees of the National Assembly, Delegations of the National Assembly Deputies and Da Nang City Delegation of National Assembly Deputies shall, within the bounds of their tasks and powers, supervise the implementation of this Resolution.
This Resolution is ratified by the Standing Committee of the 15th National Assembly of Socialist Republic of Vietnam on this 16th of June 2025.
