ON ARRANGEMENT OF COMMUNE-LEVEL ADMINISTRATIVE DIVISIONS OF CAN THO CITY IN 2025

Pursuant to the Constitution of the Socialist Republic of Vietnam, as amended by the Resolution No. 203/2025/QH15;
Pursuant to the Law on Organization of Local Governments No. 72/2025/QH15;
Pursuant to the National Assembly’s Resolution No. 202/2025/QH15 dated June 12, 2025 on arrangement of provincial-level administrative divisions;
Pursuant to the Resolution No. 76/2025/UBTVQH15 dated April 14, 2025 of the Standing Committee of the National Assembly on arrangement of administrative divisions in 2025;
In view of the Government’s request in the Document No. 370/TTr-CP and Project No. 371/DA-CP dated May 09, 2025, Verification Report No. 415/BC-UBPLTP15 dated June 03, 2025 of the Committee on Law and Justice,
HEREIN RESOLVES:
Article 1. Arrangement of commune-level administrative divisions of Can Tho City
According to the Government’s Project No. 371/DA-CP dated May 09, 2025 on the arrangement of commune-level administrative divisions of Can Tho City (new) in 2025, the Standing Committee of the National Assembly makes a decision on the arrangement to establish commune-level administrative divisions of Can Tho City as follows:
1. Merge the entire natural area and population size of wards of Tan An, Thoi Binh and Xuan Khanh into a new Ward called Ninh Kieu Ward.
2. Merge the entire natural area and population size of An Hoa Ward, Cai Khe Ward, and part of the natural area and population size of Bui Huu Nghia Ward into a new Ward called Cai Khe Ward.
3. Merge the entire natural area and population size of An Khanh Ward and Hung Loi Ward into a new Ward called Tan An Ward.
4. Merge the entire natural area and population size of An Binh Ward, My Khanh Commune, and part of the natural area and population size of Long Tuyen Ward into a new Ward called An Binh Ward.
5. Merge the entire natural area and population size of wards of Tra An, Tra Noc and Thoi An Dong into a new Ward called Thoi An Dong Ward.
6. Merge the entire natural area and population size of An Thoi Ward, Binh Thuy Ward and remaining part of Bui Huu Nghia Ward after the arrangement specified in clause 2 of this Article into a new Ward called Binh Thuy Ward.
7. Merge the entire natural area and population size of Long Hoa Ward and remaining part of Long Tuyen Ward after the arrangement specified in clause 4 of this Article into a new Ward called Long Tuyen Ward.
8. Merge the entire natural area and population size of wards of Le Binh, Thuong Thanh, Ba Lang and Hung Thanh into a new Ward called Cai Rang Ward.
9. Merge the entire natural area and population size of wards of Tan Phu, Phu Thu and Hung Phu into a new Ward called Hung Phu Ward.
10. Merge the entire natural area and population size of wards of Chau Van Liem, Thoi Hoa and Thoi An, and Thoi Thanh Commune into a new Ward called O Mon Ward.
11. Merge the entire natural area and population size of Truong Lac Ward and Phuoc Thoi Ward into a new Ward called Phuoc Thoi Ward.
12. Merge the entire natural area and population size of wards of Long Hung, Tan Hung and Thoi Long into a new Ward called Thoi Long Ward.
13. Merge the entire natural area and population size of Thanh Hoa Ward, Trung Nhut Ward and Trung An Commune into a new Ward called Trung Nhut Ward.
14. Merge the entire natural area and population size of Trung Kien Ward, Thuan Hung Ward, and part of the natural area and population size of Thot Not Ward into a new Ward called Thuan Hung Ward.
15. Merge the entire natural area and population size of Thuan An Ward (Thot Not District), Thoi Thuan Ward and remaining part of Thot Not Ward after the arrangement specified in clause 14 of this Article into a new Ward called Thot Not Ward.
16. Merge the entire natural area and population size of Ward I, Ward III and Ward VII into a new Ward called Vi Thanh Ward.
17. Merge the entire natural area and population size of Ward IV, Ward V and Vi Tan Commune into a new Ward called Vi Tan Ward.
18. Merge the entire natural area and population size of Binh Thanh Ward, Vinh Tuong Ward and Long Binh Commune into a new Ward called Long Binh Ward.
19. Merge the entire natural area and population size of Thuan An Ward (Long My Town), Long Tri Commune and Long Tri A Commune into a new Ward called Long My Ward.
20. Merge the entire natural area and population size of Tra Long Ward, Tan Phu Commune and Long Phu Commune into a new Ward called Long Phu 1 Ward.
21. Merge the entire natural area and population size of Hiep Loi Ward, Tan Thanh Commune and Dai Thanh Commune into a new Ward called Dai Thanh Ward.
22. Merge the entire natural area and population size of wards of Lai Hieu, Hiep Thanh and Nga Bay into a new Ward called Nga Bay Ward.
23. Merge the entire natural area and population size of Ward 1, Ward 2 and Ward 3 (Soc Trang City), and Ward 4 into a new Ward called Phu Loi Ward.
24. Merge the entire natural area and population size of Ward 5, Ward 6 and Ward 7 and Ward 8 into a new Ward called Soc Trang Ward.
25. Merge the entire natural area and population size of Ward 10, My Xuyen Town and Dai Tam Commune into a new Ward called My Xuyen Ward.
26. Merge the entire natural area and population size of Vinh Phuoc Ward and Vinh Tan Commune into a new Ward called Vinh Phuoc Ward.
27. Merge the entire natural area and population size of Ward 1 and Ward 2 (Vinh Chau Town), Lac Hoa Commune into a new Ward called Vinh Chau Ward.
28. Merge the entire natural area and population size of Khanh Hoa Ward, Vinh Hiep Commune and Hoa Dong Commune into a new Ward called Khanh Hoa Ward.
29. Merge the entire natural area and population size of Ward 1 and Ward 2 (Nga Nam Town), Vinh Quoi Commune into a new Ward called Nga Nam Ward.
30. Merge the entire natural area and population size of Ward 3 (Nga Nam Town), My Binh Commune and My Quoi Commune into a new Ward called My Quoi Ward.
31. Merge the entire natural area and population size of Phong Dien Town, Tan Thoi Commune and Giai Xuan Commune into a new Commune called Phong Dien Commune.
32. Merge the entire natural area and population size of Nhon Nghia Commune and Nhon Ai Commune into a new Commune called Nhon Ai Commune.
33. Merge the entire natural area and population size of Thoi Lai Town, Thoi Tan Commune and Truong Thang Commune into a new Commune called Thoi Lai Commune.
34. Merge the entire natural area and population size of Dong Binh Commune and Dong Thuan Commune into a new Commune called Dong Thuan Commune.
35. Merge the entire natural area and population size of communes of Truong Xuan A, Truong Xuan B and Truong Xuan into a new Commune called Truong Xuan Commune.
36. Merge the entire natural area and population size of communes of Tan Thanh, Dinh Mon and Truong Thanh into a new Commune called Truong Thanh Commune.
37. Merge the entire natural area and population size of Co Do Town, Thoi Dong Commune and Thoi Xuan Commune into a new Commune called Co Do Commune.
38. Merge the entire natural area and population size of communes of Dong Thang, Xuan Thang and Dong Hiep into a new Commune called Dong Hiep Commune.
39. Merge the entire natural area and population size of Trung Thanh Commune and Trung Hung Commune into a new Commune called Trung Hung Commune.
40. Merge the entire natural area and population size of Vinh Thanh Town, Thanh Loc Commune and Thanh My Commune into a new Commune called Vinh Thanh Commune.
41. Merge the entire natural area and population size of Vinh Binh Commune and Vinh Trinh Commune into a new Commune called Vinh Trinh Commune.
42. Merge the entire natural area and population size of Thanh An Town, Thanh Loi Commune and Thanh Thang Commune into a new Commune called Thanh An Commune.
43. Merge the entire natural area and population size of communes of Thanh Tien, Thanh An and Thanh Quoi into a new Commune called Thanh Quoi Commune.
44. Merge the entire natural area and population size of communes of Tan Tien, Hoa Tien and Hoa Luu into a new Commune called Hoa Luu Commune.
45. Merge the entire natural area and population size of Nang Mau Town, Vi Thang Commune and Vi Trung Commune into a new Commune called Vi Thuy Commune.
46. Merge the entire natural area and population size of communes of Vinh Thuan Tay, Vi Thuy and Vinh Thuan Dong into a new Commune called Vinh Thuan Dong Commune.
47. Merge the entire natural area and population size of communes of Vi Dong, Vi Binh and Vi Thanh into a new Commune called Vi Thanh 1 Commune.
48. Merge the entire natural area and population size of Vinh Trung Commune and Vinh Tuong Commune into a new Commune called Vinh Tuong Commune.
49. Merge the entire natural area and population size of Vinh Vien Town and Vinh Vien A Commune into a new Commune called Vinh Vien Commune.
50. Merge the entire natural area and population size of communes of Thuan Hoa (Long My District), Thuan Hung and Xa Phien into a new Commune called Xa Phien Commune.
51. Merge the entire natural area and population size of Luong Nghia Commune and Luong Tam Commune into a new Commune called Luong Tam Commune.
52. Merge the entire natural area and population size of Rach Goi Town, Tan Phu Thanh Commune and Thanh Xuan Commune into a new Commune called Thanh Xuan Commune.
53. Merge the entire natural area and population size of Mot Ngan Town, Bay Ngay Town, Nhon Nghia A Commune and Tan Hoa Commune into a new Commune called Tan Hoa Commune.
54. Merge the entire natural area and population size of Truong Long A Commune and Truong Long Tay Commune into a new Commune called Truong Long Tay Commune.
55. Merge the entire natural area and population size of Mai Dam Town, Nga Sau Town and Dong Phu Commune into a new Commune called Chau Thanh Commune.
56. Merge the entire natural area and population size of Cai Tac Town, Dong Thanh Commune and Dong Phuoc A Commune into a new Commune called Dong Phuoc Commune.
57. Merge the entire natural area and population size of communes of Phu Tan, Dong Phuoc and Phu Huu into a new Commune called Phu Huu Commune.
58. Merge the entire natural area and population size of Binh Thanh Commune and Tan Binh Commune into a new Commune called Tan Binh Commune.
59. Merge the entire natural area and population size of Kinh Cung Town and Hoa An Commune into a new Commune called Hoa An Commune.
60. Merge the entire natural area and population size of Phuong Phu Commune and Phuong Binh Commune into a new Commune called Phuong Binh Commune.
61. Merge the entire natural area and population size of Bung Tau Town and Tan Phuoc Hung Commune into a new Commune called Tan Phuoc Hung Commune.
62. Merge the entire natural area and population size of Cay Duong Town and Hiep Hung Commune into a new Commune called Hiep Hung Commune.
63. Merge the entire natural area and population size of Hoa My Commune and Phung Hiep Commune into a new Commune called Phung Hiep Commune.
64. Merge the entire natural area and population size of communes of Long Thanh, Tan Long and Thanh Hoa into a new Commune called Thanh Hoa Commune.
65. Merge the entire natural area and population size of Hoa Tu 1 Commune and Hoa Tu 2 Commune into a new Commune called Hoa Tu Commune.
66. Merge the entire natural area and population size of Thanh Quoi Commune and Gia Hoa 2 Commune into a new Commune called Gia Hoa Commune.
67. Merge the entire natural area and population size of Thanh Phu Commune and Gia Hoa 1 Commune into a new Commune called Nhu Gia Commune.
68. Merge the entire natural area and population size of communes of Tham Don, Ngoc Don and Ngoc To into a new Commune called Ngoc To Commune.
69. Merge the entire natural area and population size of communes of Hau Thanh, Phu Huu and Truong Khanh into a new Commune called Truong Khanh Commune.
70. Merge the entire natural area and population size of Dai Ngai Town and Long Duc Commune into a new Commune called Dai Ngai Commune.
71. Merge the entire natural area and population size of communes of Tan Hung, Chau Khanh and Tan Thanh into a new Commune called Tan Thanh Commune.
72. Merge the entire natural area and population size of Long Phu Town and Long Phu Commune into a new Commune called Long Phu Commune.
73. Merge the entire natural area and population size of communes of An My, Song Phung and Nhon My into a new Commune called Nhon My Commune.
74. Merge the entire natural area and population size of An Lac Thon Town, Xuan Hoa Commune and Trinh Phu Commune into a new Commune called An Lac Thon Commune.
75. Merge the entire natural area and population size of Ke Sach Town, Ke An Commune and Ke Thanh Commune into a new Commune called Ke Sach Commune.
76. Merge the entire natural area and population size of An Lac Tay Commune and Thoi An Hoi Commune into a new Commune called Thoi An Hoi Commune.
77. Merge the entire natural area and population size of Ba Trinh Commune and Dai Hai Commune into a new Commune called Dai Hai Commune.
78. Merge the entire natural area and population size of Chau Thanh Town and Phu Tam Commune into a new Commune called Phu Tam Commune.
79. Merge the entire natural area and population size of An Hiep Commune and An Ninh Commune into a new Commune called An Ninh Commune.
80. Merge the entire natural area and population size of Thuan Hoa Commune (Chau Thanh District) and Phu Tan Commune into a new Commune called Thuan Hoa Commune.
81. Merge the entire natural area and population size of Thien My Commune and Ho Dac Kien Commune into a new Commune called Ho Dac Kien Commune.
82. Merge the entire natural area and population size of Huynh Huu Nghia Town, My Thuan Commune and My Tu Commune into a new Commune called My Tu Commune.
83. Merge the entire natural area and population size of Hung Phu Commune and Long Hung Commune into a new Commune called Long Hung Commune.
84. Merge the entire natural area and population size of communes of Thuan Hung, Phu My and My Huong into a new Commune called My Huong Commune.
85. Merge the entire natural area and population size of communes of Thanh Tan, Long Binh and Tan Long into a new Commune called Tan Long Commune.
86. Merge the entire natural area and population size of Hung Loi Town, Phu Loc Town and Thanh Tri Commune into a new Commune called Phu Loc Commune.
87. Merge the entire natural area and population size of communes of Chau Hung, Vinh Thanh and Vinh Loi into a new Commune called Vinh Loi Commune.
88. Merge the entire natural area and population size of communes of Tuan Tuc, Lam Kiet and Lam Tan into a new Commune called Lam Tan Commune.
89. Merge the entire natural area and population size of Thanh Thoi Thuan Commune and Thanh Thoi An Commune into a new Commune called Thanh Thoi An Commune.
90. Merge the entire natural area and population size of Vien An Commune and Tai Van Commune into a new Commune called Tai Van Commune.
91. Merge the entire natural area and population size of Vien Binh Commune and Lieu Tu Commune into a new Commune called Lieu Tu Commune.
92. Merge the entire natural area and population size of Lich Hoi Thuong Town and Lich Hoi Thuong Commune into a new Commune called Lich Hoi Thuong Commune.
93. Merge the entire natural area and population size of Tran De Town, Dai An 2 Commune and Trung Binh Commune into a new Commune called Tran De Commune.
94. Merge the entire natural area and population size of Cau Lao Dung Town and communes of An Thanh 1, An Thanh Tay and An Thanh Dong into a new Commune called An Thanh Commune.
95. Merge the entire natural area and population size of communes of An Thanh 2, Dai An 1, An Thanh 3 and An Thanh Nam into a new Commune called Cu Lao Dong Commune.
96. After the arrangement, Can Tho City has 103 commune-level administrative divisions, including 31 wards and 72 communes; of which 30 wards and 65 communes are formed after the arrangement specified in this Article and 08 commune-level administrative divisions are not subject to the arrangement, including communes of Truong Long, Thanh Phu, Thoi Hung, Phong Nam, My Phuoc, Lai Hoa and Vinh Hai.
1. This Resolution comes into force from the day on which it is ratified.
2. Agencies shall, under their authority, expeditiously make necessary preparations to ensure that local governments of commune-level administrative divisions formed after the arrangement specified in Article 1 of this Resolution officially commence operations from July 01, 2025.
3. Local governments of commune-level administrative divisions before the arrangement shall continue operating until local governments of commune-level administrative divisions formed after the arrangement officially commence operations.
Article 3. Implementation organization
1. The Government, People’s Council of Can Tho City, People’s Committee of Can Tho City, local governments of administrative divisions related to the arrangement and other agencies and organizations concerned shall organize the implementation of this Resolution; arrange and stabilize apparatuses of local agencies and organizations; stabilize lives of the local people and satisfy the socio-economic development, national defense and security requirements in the City.
2. The Government is assigned to rely on this Resolution and Project No. 371/DA-CP dated May 09, 2025 of the Government to organize the determination of natural area of commune-level administrative divisions and make it publicly available before September 30, 2025; at the same time expeditiously conduct on-site surveying activities and determine boundaries of administrative divisions to prepare dossiers on boundaries of administrative divisions as prescribed.
3. The Ethnic Minorities Council, Committees of the National Assembly, Delegations of the National Assembly Deputies and Can Tho City Delegation of National Assembly Deputies shall, within the bounds of their tasks and powers, supervise the implementation of this Resolution.
This Resolution is ratified by the Standing Committee of the 15th National Assembly of Socialist Republic of Vietnam on this 16th of June 2025.
