CIRCULAR
Amending and supplementing a number of articles of Circular No. 68/2025/TT-BTC dated July 01, 2025 of the Ministry of Finance promulgating forms used in enterprise registration and business household registration
Pursuant to the Law on Enterprises No. 59/2020/QH14, as amended and supplemented by Law No. 03/2022/QH15, Law No. 76/2025/QH15;
Pursuant to Decree No. 168/2025/NĐ-CP dated June 30, 2025 of the Government on enterprise registration, as amended and supplemented by Decree No. 296/2026/NĐ-CP;
Pursuant to Decree No. 29/2025/NĐ-CP dated February 24, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance, as amended and supplemented by Decree No. 166/2025/NĐ-CP;
At the proposal of the Director of the Department of Private Enterprise and Collective Economy Development;
The Minister of Finance promulgates a Circular amending and supplementing a number of articles of Circular No. 68/2025/TT-BTC dated July 01, 2025 promulgating forms used in enterprise registration and business household registration.
Article 1. Amending, supplementing, and repealing a number of forms in Appendix I issued together with Circular No. 68/2025/TT-BTC
1. Replacing a number of forms as follows:
a) Replacing Form No. 1 of Appendix I issued together with Circular No. 68/2025/TT-BTC with Form No. 1 of the Appendix issued together with this Circular;
b) Replacing Form No. 2 of Appendix I issued together with Circular No. 68/2025/TT-BTC with Form No. 2 of the Appendix issued together with this Circular;
c) Replacing Form No. 3 of Appendix I issued together with Circular No. 68/2025/TT-BTC with Form No. 3 of the Appendix issued together with this Circular;
d) Replacing Form No. 4 of Appendix I issued together with Circular No. 68/2025/TT-BTC with Form No. 4 of the Appendix issued together with this Circular;
đ) Replacing Form No. 5 of Appendix I issued together with Circular No. 68/2025/TT-BTC with Form No. 5 of the Appendix issued together with this Circular;
e) Replacing Form No. 10 of Appendix I issued together with Circular No. 68/2025/TT-BTC with Form No. 10 of the Appendix issued together with this Circular;
g) Replacing Form No. 12 of Appendix I issued together with Circular No. 68/2025/TT-BTC with Form No. 12 of the Appendix issued together with this Circular;
h) Replacing Form No. 27 of Appendix I issued together with Circular No. 68/2025/TT-BTC with Form No. 27 of the Appendix issued together with this Circular;
i) Replacing Form No. 30 of Appendix I issued together with Circular No. 68/2025/TT-BTC with Form No. 30 of the Appendix issued together with this Circular.
2. Repealing Form No. 11 in Appendix I issued together with Circular No. 68/2025/TT-BTC.
Article 2. Transitional provisions
For applications that have been received and not yet approved by the provincial business registration authority before the effective date of this Circular but meet the provisions of Decree No. 168/2025/NĐ-CP, Decree No. 296/2026/NĐ-CP, and Circular No. 68/2025/TT-BTC, they shall continue to be resolved in accordance with the provisions of these documents.
Article 3. Implementation provisions
1. This Circular shall take effect from August 21, 2026.
2. During the implementation process, if any difficulties arise, agencies, organizations, and individuals are requested to promptly report them to the Ministry of Finance for consideration, amendment, and supplementation.
