RESOLUTION

ON THE ARRANGEMENT OF COMMUNE-LEVEL ADMINISTRATIVE DIVISIONS OF HANOI CITY IN 2025

THE STANDING COMMITTEE OF THE NATIONAL ASSEMBLY

Pursuant to the Constitution of the Socialist Republic of Vietnam amended by the Resolution No. 203/2025/QH15;

Pursuant to the Law on Local Government Organization No. 72/2025/QH15;

Pursuant to the Resolution No. 76/2025/UBTVQH15 dated April 14, 2025 of the Standing Committee of the National Assembly on arrangement of administrative divisions in 2025;

In view of the Government’s request in the Document No. 368/TTr-CP and Project No. 369/DA-CP dated May 09, 2025, Verification Report No. 423/BC-UBPLTP15 dated June 03, 2025 of the Committee on Law and Justice,

HEREBY RESOLVES:

Article 1. Arrangement of commune-level administrative divisions of Hanoi City

According to the Government’s Project No. 369/DA-CP dated May 09, 2025 on the arrangement of commune-level administrative divisions of Hanoi City in 2025, the Standing Committee of the National Assembly makes a decision on the arrangement to establish commune-level administrative divisions of Hanoi City as follows:

1. Merge the entire natural area and population size of wards of Hang Bac, Hang Bo, Hang Buom, Hang Dao, Hang Gai, Hang Ma and Ly Thai To and part of the natural area and population size of wards of Cua Dong, Cua Nam, Dien Bien, Dong Xuan, Hang Bong, Hang Trong and Trang Tien into a new Ward called Hoan Kiem Ward.

2. Merge the entire natural area and population size of wards of Hang Bai, Phan Chu Trinh and Tran Hung Dao, part of the natural area and population size of wards of Cua Nam, Nguyen Du and Pham Dinh Ho and remaining part of wards of Hang Bong, Hang Trong and Trang Tien after the arrangement specified in clause 1 of this Article into a new Ward called Cua Nam Ward.

3. Merge the entire natural area and population size of Quan Thanh Ward, Truc Bach Ward, part of the natural area and population size of wards of Cua Nam, Dien Bien, Doi Can, Kim Ma and Ngoc Ha, part of the natural area of Thuy Khue Ward, remaining part of Cua Dong Ward and Dong Xuan Ward after the arrangement specified in clause 1 of this Article into a new Ward called Ba Dinh Ward.

4. Merge the entire natural area and population size of Vinh Phuc Ward, Lieu Giai Ward, part of the natural area and population size of wards of Cong Vi, Kim Ma, Ngoc Khanh and Nghia Do, remaining part of Doi Can Ward and Ngoc Ha Ward after the arrangement specified in clause 3 of this Article into a new Ward called Ngoc Ha Ward.

5. Merge the entire natural area and population size of Giang Vo Ward, part of the natural area and population size of wards of Cat Linh, Lang Ha, Ngoc Khanh and Thanh Cong, remaining part of Cong Vi Ward after the arrangement specified in clause 4 of this Article and remaining part of Kim Ma Ward after the arrangement specified in clause 3 and clause 4 of this Article into a new Ward called Giang Vo Ward.

6. Merge the entire natural area and population size of Dong Nhan Ward, Pho Hue Ward, part of the natural area and population size of wards of Bach Dang, Le Dai Hanh, Nguyen Du and Thanh Nhan and remaining part of Pham Dinh Ho Ward after the arrangement specified in clause 2 of this Article into a new Ward called Hai Ba Trung Ward.

7. Merge part of the natural area and population size of wards of Mai Dong, Thanh Luong, Vinh Hung and Vinh Tuy into a new Ward called Vinh Tuy Ward.

8. Merge the entire natural area and population size of wards of Bach Mai, Bach Khoa and Quynh Mai, part of the natural area and population size of wards of Minh Khai (Hai Ba Trung District), Dong Tam, Le Dai Hanh, Phuong Mai and Truong Dinh and remaining part of Thanh Nhan Ward after the arrangement specified in clause 6 of this Article into a new Ward called Bach Mai Ward.

9. Merge the entire natural area and population size of Thinh Quang Ward and part of the natural area and population size of wards of Quang Trung (Dong Da District), Lang Ha, Nam Dong, O Cho Dua and Trung Liet into a new Ward called Dong Da Ward.

10. Merge the entire natural area and population size of Kim Lien Ward, Khuong Thuong Ward, part of the natural area and population size of wards of Nam Dong, Phuong Lien – Trung Tu and Trung Liet, remaining part of Phuong Mai Ward after the arrangement specified in clause 8 of this Article and remaining part of Quang Trung Ward (Dong Da District) after the arrangement specified in clause 9 of this Article into a new Ward called Kim Lien Ward.

11. Merge the entire natural area and population size of wards of Kham Thien, Tho Quan and Van Chuong, part of the natural area and population size of wards of Dien Bien, Hang Bot and Van Mieu – Quoc Tu Giam, remaining part of Cua Nam Ward after the arrangement specified in clauses 1, 2 and 3 of this Article, remaining part of Le Dai Hanh Ward after the arrangement specified in clause 6 and 8 of this Article, remaining part of Nam Dong Ward after the arrangement specified in clause 9 and 10 of this Article, remaining part of Nguyen Du Ward after the arrangement specified in clause 2 and 6 of this Article and remaining part of Phuong Lien – Trung Tu Ward after the arrangement specified in clause 10 of this Article into a new Ward called Van Mieu – Quoc Tu Giam Ward.

12. Merge the entire natural area and population size of Lang Thuong Ward, remaining part of Lang Ha Ward after the arrangement specified in clauses 5 and 9 of this Article and remaining part of Ngoc Khanh Ward after the arrangement specified in clauses 4 and 5 of this Article into a new Ward called Lang Ward.

13. Merge the remaining part of Cat Linh Ward after the arrangement specified in clause 5 of this Article, remaining part of Dien Bien Ward after the arrangement specified in clauses 1, 3 and 11 of this Article, remaining part of Thanh Cong Ward after the arrangement specified in clause 5 of this Article, remaining part of O Cho Dua Ward after the arrangement specified in clause 9 of this Article, remaining part of Trung Liet Ward after the arrangement specified in clauses 9 and 10 of this Article, remaining part of Hang Bot Ward and Van Mieu – Quoc Tu Giam Ward after the arrangement specified in clause 11 of this Article into a new Ward called O Cho Dua Ward.

14. Merge the entire natural area and population size of wards of Chuong Duong, Phuc Tan and Phuc Xa, part of the natural area and population size of wards of Nhat Tan, Phu Thuong, Quang An, Thanh Luong, Tu Lien and Yen Phu, part of the natural area of Bo De Ward and Ngoc Thuy Ward and remaining part of Bach Dang Ward after the arrangement specified in clause 6 of this Article into a new Ward called Hong Ha Ward.

15. Merge part of the natural area and population size of wards of Linh Nam, Thanh Tri and Tran Phu, part of the natural area of Yen So Ward and remaining part of Thanh Luong Ward after the arrangement specified in clauses 7 and 14 of this Article into a new Ward called Linh Nam Ward.

16. Merge part of the natural area and population size of wards of Giap Bat, Hoang Liet, Hoang Van Thu, Linh Nam, Tan Mai, Thinh Liet, Tuong Mai, Tran Phu, Vinh Hung and Yen So into a new Ward called Hoang Mai Ward.

17. Merge part of the natural area and population size of Vinh Hung Ward, remaining part of Linh Nam Ward after the arrangement specified in clauses 15 and 16 of this Article, remaining part of Thanh Tri Ward after the arrangement specified in clause 15 of this Article and remaining part of Vinh Tuy Ward after the arrangement specified in clause 7 of this Article into a new Ward called Vinh Hung Ward.

18. Merge part of the natural area and population size of Giap Bat Ward, Phuong Liet Ward, remaining part of Mai Dong Ward after the arrangement specified in clause 7 of this Article, remaining part of wards of Minh Khai (Hai Ba Trung District), Dong Tam and Truong Dinh after the arrangement specified in clause 8 of this Article, remaining part of wards of Hoang Van Thu, Tan Mai and Tuong Mai after the arrangement specified in clause 16 of this Article and remaining part of Vinh Hung Ward after the arrangement specified in clauses 7, 16 and 17 of this Article into a new Ward called Tuong Mai Ward.

19. Merge part of the natural area and population size of wards of Dinh Cong, Hoang Liet and Thinh Liet, Tan Trieu Commune, Thanh Liet Commune, part of the natural area and entire population size of Dai Kim Ward and remaining part of Giap Bat Ward after the arrangement specified in clauses 16 and 18 of this Article into a new Ward called Dinh Cong Ward.

20. Merge part of the natural area and population size of Hoang Liet Ward, Van Dien Town, Tam Hiep Commune (Thanh Tri District), Thanh Liet Commune and part of the natural area of Dai Kim Ward into a new Ward called Hoang Liet Ward.

21. Merge part of the natural area and population size of Thinh Liet Ward, Yen So Ward, Tu Hiep Commune, remaining part of Hoang Liet Ward after the arrangement specified in clauses 16, 19 and 20 of this Article and remaining part of Tran Phu Ward after the arrangement specified in clauses 15 and 16 of this Article into a new Ward called Yen So Ward.

22. Merge part of the natural area and population size of wards of Nhan Chinh, Thanh Xuan Bac, Thanh Xuan Trung, Thuong Dinh, Trung Hoa and Trung Van into a new Ward called Thanh Xuan Ward.

23. Merge part of the natural area and population size of wards of Ha Dinh, Khuong Dinh and Khuong Trung, part of the natural area of Dai Kim Ward and Tan Trieu Commune, remaining part of Thanh Xuan Trung Ward and Thuong Dinh Ward after the arrangement specified in clause 22 of this Article into a new Ward called Khuong Dinh Ward.

24. Merge the entire natural area and population size of Khuong Mai Ward, remaining part of Thinh Liet Ward after the arrangement specified in clauses 16, 19 and 21 of this Article, remaining part of Phuong Liet Ward after the arrangement specified in clause 18 of this Article, remaining part of Dinh Cong Ward after the arrangement specified in clause 19 of this Article, remaining part of Khuong Dinh Ward and Khuong Trung Ward after the arrangement specified in clause 23 of this Article into a new Ward called Phuong Liet Ward.

25. Merge part of the natural area and population size of wards of Dich Vong, Dich Vong Hau, Quan Hoa, My Dinh 1, My Dinh 2 and Yen Hoa into a new Ward called Cau Giay Ward.

26. Merge the entire natural area and population size of Nghia Tan Ward, part of the natural area and population size of wards of Co Nhue 1, Mai Dich, Nghia Do, Xuan La and Xuan Tao, remaining part of wards of Dich Vong, Dich Vong Hau and Quan Hoa after the arrangement specified in clause 25 of this Article into a new Ward called Nghia Do Ward.

27. Merge part of the natural area and population size of wards of Me Tri, Nhan Chinh and Trung Hoa and remaining part of Yen Hoa Ward after the arrangement specified in clause 25 of this Article into a new Ward called Yen Hoa Ward.

28. Merge the entire natural area and population size of Buoi Ward, part of the natural area and population size of Phu Thuong Ward and Xuan La Ward, remaining part of wards of Nhat Tan, Quang An, Tu Lien and Yen Phu after the arrangement specified in clause 14 of this Article, remaining part of Nghia Do Ward after the arrangement specified in clauses 4 and 26 of this Article and remaining part of Thuy Khue Ward after the arrangement specified in clause 3 of this Article into a new Ward called Tay Ho Ward.

29. Merge part of the natural area and population size of wards of Dong Ngac, Xuan La, Xuan Dinh and Xuan Tao and remaining part of Phu Thuong Ward after the arrangement specified in clause 14 and clause 28 of this Article into a new Ward called Phu Thuong Ward.

30. Merge part of the natural area and population size of Minh Khai Ward (Bac Tu Liem District), part of the natural area and entire population size of Tay Tuu Ward and part of the natural area of Kim Chung Commune (Hoai Duc District) into a new Ward called Tay Tuu Ward.

31. Merge the entire natural area and population size of Phu Dien Ward and part of the natural area and population size of wards of Co Nhue 1, Mai Dich and Phuc Dien into a new Ward called Phu Dien Ward.

32. Merge part of the natural area and population size of Xuan Dinh Ward, remaining part of Co Nhue 1 Ward after the arrangement specified in clauses 26 and 31 of this Article, remaining part of Xuan La Ward after the arrangement specified in clause 26, 28 and 29 of this Article and remaining part of Xuan Tao Ward after the arrangement specified in clauses 26 and 29 of this Article into a new Ward called Xuan Dinh Ward.

33. Merge the entire natural area and population size of Duc Thang Ward, part of the natural area and population size of Co Nhue 2 Ward and Thuy Phuong Ward, part of the natural area of Minh Khai Ward (Bac Tu Liem District), remaining part of Dong Ngac Ward after the arrangement specified in clause 29 of this Article and remaining part of Xuan Dinh Ward after the arrangement specified in clauses 29 and 32 of this Article into a new Ward called Dong Ngac Ward.

34. Merge the entire natural area and population size of Lien Mac Ward, Thuong Cat Ward, part of the natural area of Minh Khai Ward (Bac Tu Liem District), Tay Tuu Ward, remaining part of Co Nhue 2 Ward and Thuy Phuong Ward after the arrangement specified in clause 33 of this Article into a new Ward called Thuong Cat Ward.

35. Merge the entire natural area and population size of Cau Dien Ward, part of the natural area and population size of Me Tri Ward and Phu Do Ward, remaining part of Mai Dich Ward after the arrangement specified in clauses 26 and 31 of this Article and remaining part of My Dinh 1 Ward and My Dinh 2 Ward after the arrangement specified in clause 25 of this Article into a new Ward called Tu Liem Ward.

36. Merge the entire natural area and population size of Phuong Canh Ward, Xuan Phuong Ward, part of the natural area and population size of Dai Mo Ward adn Tay Mo Ward, part of the natural area of Van Canh Commune, remaining part of Minh Khai Ward (Bac Tu Liem District) after the arrangement specified in clauses 30, 33 and 34 of this Article and remaining part of Phuc Dien Ward after the arrangement specified in clause 31 of this Article into a new Ward called Xuan Phuong Ward.

37. Merge part of the natural area and population size of Dai Mo Ward, Duong Noi Ward and An Khanh Commune, and remaining part of Tay Mo Ward after the arrangement specified in clause 36 of this Article into a new Ward called Tay Mo Ward.

38. Merge part of the natural area and population size of wards of Duong Noi, Dai Mo and Mo Lao, remaining part of Me Tri Ward after the arrangement specified in clauses 27 and 35 of this Article, remaining part of Nhan Chinh Ward and Trung Hoa Ward after the arrangement specified in clauses 22 and 27 of this Article, remaining part of Phu Do Ward after the arrangement specified in clause 35 of this Article and remaining part of Trung Van Ward after the arrangement specified in clause 22 of this Article into a new Ward called Dai Mo Ward.

39. Merge part of the natural area and population size of wards of Cu Khoi, Phuc Dong and Thach Ban, Bat Trang Commune, part of the natural area and entire population size of Long Bien Ward and part of the natural area of Bo De Ward and Gia Thuy Ward into a new Ward called Long Bien Ward.

40. Merge the entire natural area and population size of Ngoc Lam Ward, part of the natural area and population size of wards of Duc Giang, Gia Thuy and Thuong Thanh, part of the natural area of Phuc Dong Ward, remaining part of Ngoc Thuy Ward after the arrangement specified in clause 14 of this Article, remaining part of Bo De Ward after the arrangement specified in clauses 14 and 39 of this Article and remaining part of Long Bien Ward after the arrangement specified in clause 39 of this Article into a new Ward called Bo De Ward.

41. Merge part of the natural area and population size of wards of Giang Bien, Phuc Dong and Viet Hung, part of the natural area of Phuc Loi Ward, remaining part of Gia Thuy Ward after the arrangement specified in clauses 39 and 40 of this Article, remaining part of Duc Giang Ward and Thuong Thanh Ward after the arrangement specified in clause 40 of this Article into a new Ward called Viet Hung Ward.

42. Merge part of the natural area and population size of Thach Ban Ward, Co Bi Commune, remaining part of wards of natural area of Giang Bien, Viet Hung and Phuc Loi after the arrangement specified in clause 41 of this Article and remaining part of Phuc Dong Ward after the arrangement specified in clauses 39, 40 and 41 of this Article into a new Ward called Phuc Loi Ward.

43. Merge the entire natural area and population size of Phuc La Ward and Van Phuc Ward, part of the natural area and population size of wards of Quang Trung (Ha Dong District), Dai Mo, Ha Cau, La Khe and Van Quan and Tan Trieu Commune, remaining part of Mo Lao Ward after the arrangement specified in clause 38 of this Article into a new Ward called Ha Dong Ward.

44. Merge part of the natural area and population size of wards of Duong Noi, Phu La, Yen Nghia and La Phu Commune, remaining part of Dai Mo Ward after the arrangement specified in clauses 36, 37, 38 and 43 of this Article and remaining part of La Khe Ward after the arrangement specified in clause 43 of this Article into a new Ward called Duong Noi Ward.

45. Merge part of the entire natural area and population size of Dong Mai Ward and remaining part of Yen Nghia Ward after the arrangement specified in clause 44 of this Article into a new Ward called Yen Nghia Ward.

46. Merge the entire natural area and population size of Phu Lam Ward and part of the natural area and population size of Kien Hung Ward, Phu Luong Ward, Cu Khe Commune and Huu Hoa Commune into a new Ward called Phu Long Ward.

47. Merge part of the natural area and population size of Kien Hung Ward, Phu Luong Ward, remaining part of wards of Quang Trung Ward (Ha Dong District) and Ha Cau Ward after the arrangement specified in clause 43 of this Article and remaining part of Phu La Ward after the arrangement specified in clause 44 of this Article into a new Ward called Kien Hung Ward.

48. Merge part of the natural area and population size of Ta Thanh Oai Commune, remaining part of Dai Kim Ward after the arrangement specified in clauses 19, 20 and 23 of this Article, remaining part of Thanh Xuan Bac Ward after the arrangement specified in clause 22 of this Article, remaining part of Ha Dinh Ward after the arrangement specified in clause 23 of this Article, remaining part of Van Quan Ward after the arrangement specified in clause 43 of this Article, remaining part of Thanh Liet Commune after the arrangement specified in clauses 9 and 10 of this Article and remaining part of Tan Trieu Commune after the arrangement specified in clauses 19, 23 and 43 of this Article into a new Ward called Thanh Liet Ward.

49. Merge the entire natural area and population size of Bien Giang Ward, Chuc Son Town, communes of Dai Yen, Ngoc Hoa, Phung Chau, Tien Phuong and Thuy Huong and remaining part of Dong Mai Ward after the arrangement specified in clause 45 of this Article into a new Ward called Chuong My Ward.

50. Merge the entire natural area and population size of wards of Ngo Quyen, Phu Thinh and Vien Son, Duong Lam Commune, part of the natural area and population size of Trung Hung Ward, Son Loc Ward and Thanh My Commune into a new Ward called Son Tay Ward.

51. Merge the entire natural area and population size of Xuan Khanh Ward, Trung Son Tram Ward, Xuan Son Commune, remaining part of Trung Hung Ward, Son Loc Ward and Thanh My Commune after the arrangement specified in clause 50 of this Article into a new Ward called Tung Thien Ward.

52. Merge part of the natural area and population size of Van Dien Town, Ngu Hiep Commune and Vinh Quynh Commune, part of the natural area and entire population size of Yen My Commune, part of the natural area of Duyen Ha Commune, remaining part of Tu Hiep Commune after the arrangement specified in clause 21 of this Article and remaining part of Yen So Ward after the arrangement specified in clauses 15, 16 and 21 of this Article into a new Commune called Thanh Tri Commune.

53. Merge remaining part of Tam Hiep Commune (Thanh Tri District) after the arrangement specified in clause 20 of this Article, remaining part of Huu Hoa Commune after the arrangement specified in clause 46 of this Article, remaining part of Kien Hung Ward after the arrangement specified in clauses 46 and 47 of this Article, remaining part of Van Dien Town after the arrangement specified in clauses 20 and 52 of this Article, remaining part of Ta Thanh Oai Commune after the arrangement specified in clause 48 of this Article and remaining part of Vinh Quynh Commune after the arrangement specified in clause 52 of this Article into a new Commune called Dai Thanh Commune.

54. Merge the entire natural area and population size of Van Phuc Commune, part of the natural area and population size of Lien Ninh Commune and Ninh So Commune, part of the natural area and entire population size of Dong My Commune, part of the natural area of Duyen Thai Commune and remaining part of communes of Ngu Giep, Yen My and Duyen Ha after the arrangement specified in clause 52 of this Article into a new Commune called Nam Phu Commune.

55. Merge the entire natural area and population size of Ngoc Hoi Commune, part of the natural area and population size of communes of Duyen Thai, Dai Ang and Khanh Ha and remaining part of Lien Ninh Commune after the arrangement specified in clause 54 of this Article into a new Commune called Ngoc Hoi Commune.

56. Merge the entire natural area and population size of communes of Tan Minh (Thuong Tin District), Dung Tien, Quat Dong, Nghiem Xuyen and Nguyen Trai into a new Commune called Thuong Phuc Commune.

57. Merge the entire natural area and population size of Thuong Tin Town, communes of Tien Phong (Thuong Tin District), Hien Giang, Hoa Binh, Nhi Khe, Van Binh and Van Phu, remaining part of Dai Ang Commune and Khanh Ha Commune after the arrangement specified in clause 55 of this Article into a new Commune called Thuong Tin Commune.

58. Merge the entire natural area and population size of communes of Chuong Duong, Le Loi, Thang Loi and Tu Nhien and part of the natural area and population size of To Hieu Commune and Van Nhat Commune into a new Commune called Chuong Duong Commune.

59. Merge the entire natural area and population size of communes of Ha Hoi, Hong Van, Lien Phuong and Van Tao, remaining part of Duyen Thai Commune after the arrangement specified in clauses 54 and 55 of this Article and remaining part of Ninh So Commune and Dong My Commune after the arrangement specified in clause 54 of this Article into a new Commune called Hong Van Commune.

60. Merge the entire natural area and population size of Phu Minh Town, Phu Xuyen Town, communes of Hong Thai, Minh Cuong, Nam Phong, Nam Tien, Quang Ha and Van Tu, remaining part of To Hieu Commune and Van Nhat Commune after the arrangement specified in clause 58 of this Article into a new Commune called Phu Xuyen Commune.

61. Merge the entire natural area and population size of communes of Hoang Long, Hong Minh, Phu Tuc, Van Hoang and Phuong Duc into a new Commune called Phuong Duc Commune.

62. Merge the entire natural area and population size of communes of Tan Dan (Phu Xuyen District), Chau Can, Phu Yen, Van Tu and Chuyen My into a new Commune called Chuyen My Commune.

63. Merge the entire natural area and population size of communes of Bach Ha, Khai Thai, Minh Tan, Phuc Tien, Quang Lang, Tri Thuy and Dai Xuyen into a new Commune called Dai Xuyen Commune.

64. Merge the entire natural area and population size of Kim Bai Town, communes of Do Dong, Kim An, Phuong Trung and Thanh Mai and part of the natural area and population size of Kim Thu Commune into a new Commune called Thanh Oai Commune.

65. Merge the entire natural area and population size of communes of Bich Hoa, Binh Minh, Cao Vien and Thanh Cao, part of the natural area and population size of Lam Dien Commune, remaining part of Cu Khe Commune after the arrangement specified in clause 46 of this Article and remaining part of Phu Luong Ward after the arrangement specified in clauses 46 and 47 of this Article into a new Commune called Binh Minh Commune.

66. Merge the entire natural area and population size of communes of My Hung, Thanh Thuy, Thanh Van and Tam Hung into a new Commune called Tam Hung Commune.

67. Merge the entire natural area and population size of communes of Cao Xuan Duong, Hong Duong, Lien Chau, Tan Uoc and Dan Hoa into a new Commune called Dan Hoa Commune.

68. Merge the entire natural area and population size of Van Dinh Town and communes of Cao Son Tien, Phuong Tu and Tao Duong Van into a new Commune called Van Dinh Commune.

69. Merge the entire natural area and population size of communes of Hoa Vien, Lien Bat, Quang Phu Cau and Truong Thinh into a new Commune called Ung Thien Commune.

70. Merge the entire natural area and population size of Hoa Phu Commune and Thai Hoa Commune (Ung Hoa District), Binh Luu Quang Commune and Phu Luu Commune into a new Commune called Hoa Xa Commune.

72. Merge the entire natural area and population size of Dai Nghia Town and communes of An Phu, Dai Hung, Hop Thanh and Phu Luu Te into a new Commune called My Duc Commune.

73. Merge the entire natural area and population size of communes of Phung Xa (My Duc District), An My, Hop Tien, Le Thanh, Xuy Xa and Hong Son into a new Commune called Hong Son Commune.

74. Merge the entire natural area and population size of communes of My Xuyen, Phuc Lam, Thuong Lam and Tuy Lai and part of the natural area and entire population size of Dong Tam Commune into a new Commune called Phuc Son Commune.

75. Merge the entire natural area and population size of communes of An Tien, Hung Tien, Van Tin and Huong Son into a new Commune called Huong Son Commune.

76. Merge the entire natural area and population size of communes of Dong Phuong Yen, Dong Son, Thanh Binh, Trung Hoa, Truong Yen and Phu Nghia into a new Commune called Phu Nghia Commune.

77. Merge the entire natural area and population size of Xuan Mai Town, Nam Phuong Tien Commune, Thuy Xuan Tien Commune and part of the natural area and population size of Tan Tien Commune into a new Commune called Xuan Mai Commune.

78. Merge the entire natural area and population size of communes of Hoang Van Thu, Huu Van, My Luong and Tran Phu, remaining part of Dong Tam Commune after the arrangement specified in clause 74 of this Article and remaining part of Tan Tien Commune after the arrangement specified in clause 77 of this Article into a new Commune called Tran Phu Commune.

79. Merge the entire natural area and population size of communes of Hoa Phu (Chuong My District), Dong Lac, Hong Phu, Thuong Vuc and Van Vo and remaining part of Kim Thu Commune after the arrangement specified in clause 64 of this Article into a new Commune called Hoa Phu Commune.

80. Merge the entire natural area and population size of communes of Hoang Dieu, Hop Dong, Quang Bi and Tot Dong and remaining part of Lam Dien Commune after the arrangement specified in clause 65 of this Article into a new Commune called Quang Bi Commune.

81. Merge the entire natural area and population size of Minh Chau Commune and part of the natural area of Tay Dang Town and Chu Minh Commune into a new Commune called Minh Chau Commune.

82. Merge the entire natural area and population size of communes of Cam Thuong, Dong Quang and Tien Phong, part of the natural area and entire population size of Thuy An Commune and remaining part of Tay Dang Town and Chu Minh Commune after the arrangement specified in clause 81 of this Article into a new Commune called Quang Oai Commune.

83. Merge the entire natural area and population size of Thai Hoa Commune and Phu Son Commune (Ba Vi District), communes of Dong Thai, Phu Chau and Vat Lai into a new Commune called Vat Lai Commune.

84. Merge the entire natural area and population size of communes of Phu Cuong (Ba Vi District), Co Do, Phong Van, Phu Hong, Phu Dong and Van Thang into a new Commune called Co Do Commune.

85. Merge the entire natural area and population size of communes of Thuan My, Tong Bat and Son Da and part of the natural area and population size of Cam Linh Commune and Minh Quang Commune into a new Commune called Bat Dat Commune.

86. Merge the entire natural area and population size of Ba Trai Commune, Tan Linh Commune, remaining part of Thuy An Commune after the arrangement specified in clause 82 of this Article and remaining part of Cam Linh Commune after the arrangement specified in clause 85 of this Article into a new Commune called Suoi Hai Commune.

87. Merge the entire natural area and population size of Ba Vi Commune, Khanh Thuong Commune and remaining part of Minh Quang Commune after the arrangement specified in clause 85 of this Article into a new Commune called Ba Vi Commune.

88. Merge the entire natural area and population size of Van Hoa Commune and Yen Bai Commune and part of the natural area and population size of Thach Hoa Commune into a new Commune called Yen Bai Commune.

89. Merge the entire natural area and population size of Kim Son Commune and Son Dong Commune and part of the natural area and population size of Co Dong Commune into a new Commune called Doai Phuong Commune.

90. Merge the entire natural area and population size of Phuc Tho Town and communes of Long Thuong, Phuc Hoa, Phung Thuong, Tich Loc and Trach My Loc into a new Commune called Phuc Tho Commune.

91. Merge the entire natural area and population size of communes of Nam Ha, Sen Phuong, Van Phuc, Vong Xuyen and Xuan Dinh into a new Commune called Phuc Loc Commune.

92. Merge the entire natural area and population size of communes of Tam Hiep (Phuc Tho District), Hiep Thuan, Lien Hiep, Ngoc Tao, Tam Thuan, Thanh Da and Hat Mon into a new Commune called Hat Mon Commune.

93. Merge the entire natural area and population size of Lien Quan Town and communes of Cam Yen, Dai Dong, Kim Quan, Lai Thuong and Phu Kim into a new Commune called Thach That Commune.

94. Merge the entire natural area and population size of Can Kiem Commune and Dong Truc Commune, part of the natural area and population size of communes of Binh Yen, Ha Bang and Tan Xa and part of the natural area of Phu Cat Commune into a new Commune called Ha Bang Commune.

95. Merge the entire natural area and population size of communes of Phung Xa (Thach That District), Huong Ngai, Lam Son and Thach Xa, part of the natural area and population size of Quang Trung Commune, part of the natural area of Quoc Oai Town, Ngoc Liep Commune and Phuong Son Commune into a new Commune called Tay Phuong Commune.

96. Merge part of the natural area and population size of communes of Tien Xuan Commune, Thach Hoa Commune, remaining part of Co Ding Commune after the arrangement specified in clause 89 of this Article and remaining part of communes of Binh Yen, Ha Bang and Tan Xa after the arrangement specified in clause 94 of this Article into a new Commune called Hoa Lac Commune.

97. Merge the entire natural area and population size of communes of Dong Xuan (Quoc Oai District), Yen Binh and Yen Trung, remaining part of Tien Xuan Commune after the arrangement specified in clause 96 of this Article and remaining part of Thach Hoa Commune after the arrangement specified in clauses 88 and 96 of this Article into a new Commune called Yen Xuan Commune.

98. Merge the entire natural area and population size of Thach Than Commune, Sai Son Commune, part of the natural area of Ngoc My Commune and remaining part of Quoc Oai District and Phuong Son Commune after the arrangement specified in clause 95 of this Article into a new Commune called Quoc Oai Commune.

99. Merge the entire natural area and population size of communes of Cong Hoa, Dong Quang and Hung Dao into a new Commune called Hung Dao Commune.

100. Merge the entire natural area and population size of communes of Can Huu, Liep Nghia and Tuyet Nghia, remaining part of Ngoc Liep Commune and Quang Trung Commune after the arrangement specified in clause 95 of this Article and remaining part of Ngoc My Commune after the arrangement specified in clause 98 of this Article into a new Commune called Kieu Phu Commune.

101. Merge the entire natural area and population size of communes of Dong Yen, Hoa Thach and Phu Man and remaining part of Phu Cat Commune after the arrangement specified in clause 94 of this Article into a new Commune called Phu Cat Commune.

102. Merge the entire natural area and population size of Tram Troi Town, communes of Di Trach, Duc Giang and Duc Thuong, part of the natural area of Tay Tuu Ward and Tan Lap Commune, remaining part of Kim Chung Commune (Hoai Duc District) after the arrangement specified in clause 30 of this Article into a new Commune called Hoai Duc Commune.

103. Merge the entire natural area and population size of communes of Cat Que, Duong Lieu, Dac So, Minh Khai and Yen So into a new Commune called Duong Hoa Commune.

104. Merge the entire natural area and population size of communes of Lai Yen, Son Dong and Tien Yen, part of the natural area and population size of communes of An Khanh, Song Phuong and Van Con and part of natural area of An Thuong Commune and remaining part of Van Canh Commune after the arrangement specified in clause 36 of this Article into a new Commune called Son Dong Commune.

105. Merge the entire natural area and population size of Dong La Commune, remaining part of Duong Noi Ward after the arrangement specified in clauses 37, 38 and 44 of this Article, remaining part of An Khanh Commune after the arrangement specified in clauses 37 and 104 of this Article, remaining part of La Phu Commune after the arrangement specified in clause 44 of this Article and remaining part of communes of Song Phuong, Van Con and An Thuong after the arrangement specified in clause 104 of this Article into a new Commune called An Khanh Commune.

106. Merge the entire natural area and population size of Phung Town and communes of Dong Thap, Song Phuong, Thuong Mo and Dan Phuong into a new Commune called Dan Phuong Commune.

107. Merge the entire natural area and population size of Ha Mo Commune, Tan Hoi Commune, part of the natural area and entire population size of communes of Lien Ha (Dan Phuong District), Hong Ha, Lien Hong and Lien Trung, remaining part of Van Khe Commune, remaining part of Tay Tuu Ward after the arrangement specified in clauses 30, 34 and 102 of this Article and remaining part of Tan Lap Commune after the arrangement specified in clause 102 of this Article into a new Commune called O Dien Commune.

108. Merge the entire natural area and population size of Phuong Dinh Commune, part of the natural area and entire population size of communes of Trung Chau, Tho Xuan and Tho An, part of the natural area of Hong Ha Commune and Tien Thinh Commune into a new Commune called Lien Minh Commune.

109. Merge the entire natural area and population size of Duong Xa Commune, Kieu Ky Commune, part of the natural area and entire population size of Trau Quy Commune, part of the natural area and entire population size of Thach Ban Ward and communes of Phu Son (Gia Lam District), Co Bi and Da Ton and part of the natural area of Bat Trang Commune into a new Commune called Gia Lam Commune.

110. Merge the entire natural area and population size of Duong Quang Commune, Le Chi Commune, part of the natural area and entire population size of Dang Xa Commune and remaining part of Phu Son Commune (Gia Lam District) after the arrangement specified in clause 109 of this Article into a new Commune called Thuan An Commune.

111. Merge the entire natural area and population size of Kim Duc Commune, remaining part of Cu Khoi Ward after the arrangement specified in clause 39 of this Article, remaining part of Thach Ban Ward after the arrangement specified in clauses 39, 42 and 109 of this Article, remaining part of Trau Quy Town and Da Ton Commune after the arrangement specified in clause 109 of this Article and remaining part of Bat Trang Commune after the arrangement specified in clauses 39 and 109 of this Article into a new Commune called Bat Trang Commune.

112. Merge the entire natural area and population size of Yen Vien Town, communes of Ninh Hiep, Phu Dong, Thien Duc, Yen Thuong and Yen Vien, remaining part of Co Bi Commune after the arrangement specified in clauses 42 and 109 of this Article and remaining part of Dang Xa Commune after the arrangement specified in clause 110 of this Article into a new Commune called Phu Dong Commune.

113. Merge the entire natural area and population size of Thuy Lam Commune, Van Ha Commune, part of the natural area and entire population size of Xuan Non Commune, part of the natural area and population size of Dong Anh Town and communes of Lien Ha commune (Dong Anh District), Duc Tu, Nguyen Khe, Uy No and Viet Hung into a new Commune called Thu Lam Commune.

114. Merge the entire natural area and population size of communes of Co Loa, Dong Hoi and Mai Lam, part of the natural area and population size of Dong Anh Town and communes of Tam Xa, Tien Duong, Vinh Ngoc and Xuan Canh and remaining part of communes of Lien Ha (Dong Anh District), Duc Tu, Uy No and Viet Hung after the arrangement specified in clause 113 of this Article into a new Commune called Dong Anh Commune.

115. Merge the entire natural area and population size of communes of Bac Hong, Nam Hong and Van Noi, part of the natural area of Vinh Ngoc Commune, remaining part of Nguyen Khe Commune and Xuan Non Commune after the arrangement specified in clause 113 of this Article, remaining part of Tien Duong Commune after the arrangement specified in clause 114 of this Article and remaining part of Dong Anh Town after the arrangement specified in clauses 113 and 114 of this Article into a new Commune called Phuc Thinh Commune.

116. Merge the entire natural area and population size of Vong La Commune, part of the natural area and entire population size of communes of Kim Chung (Dong Anh District), Dai Mach and Kim No and part of the natural area of Tien Phong Commune (Me Linh District) and Hai Boi Commune into a new Commune called Thien Loc Commune.

117. Merge the remaining part of Tam Xa Commune and Xuan Canh Commune after the arrangement specified in clause 114 of this Article, remaining part of Vinh Ngoc Commune after the arrangement specified in clauses 114 and 115 of this Article and remaining part of communes of Kim Chung (Dong Anh District), Hai Boi and Kim No after the arrangement specified in clauses 116 of this Article into a new Commune called Vinh Thanh Commune.

118. Merge the entire natural area and population size of Trang Viet Commune, part of the natural area and population size of communes of Tien Phong (Me Linh District), Van Khe and Me Linh, part of the natural area of Dai Thinh Commune and Hong Ha Commune, remaining part of communes of Lien Ha (Dan Phuong District), Lien Hong and Lien Trung after the arrangement specified in clause 107 of this Article and remaining part of Dai Mach Commune after the arrangement specified in clause 116 of this Article into a new Commune called Me Linh Commune.

119. Merge the entire natural area and population size of communes of Chu Phan, Hoang Kim and Lien Mac, part of the natural area and population size of Thach Da, part of the natural area of Van Ke Commune, remaining part of communes of Tien Thinh, Trung Chau, Tho Xuan and Tho An after the arrangement specified in clause 108 of this Article and remaining part of Hong Ha Ward after the arrangement specified in clauses 107, 108 and 118 of this Article into a new Commune called Yen Lang Commune.

120. Merge the entire natural area and population size of communes of Tam Dong, Tien Thang and Tu Lap, part of the natural area and population size of communes of Dai Thinh, Kim Hoa and Thanh Lam, remaining part of Van Khe Commune after the arrangement specified in clauses 107, 118 and 119 of this Article and remaining part of Thach Da Commune after the arrangement specified in clause 119 of this Article into a new Commune called Tien Thang Commune.

121. Merge the entire natural area and population size of Chi Dong Town, Quang Minh Town, remaining part of Me Linh Commune after the arrangement specified in clause 118 of this Article, remaining part of Tien Phong Commune (Me Linh District) after the arrangement specified in clauses 116 and 118 of this Article, remaining part of Dai Thinh Commune after the arrangement specified in clauses 118 and 120 of this Article and remaining part of Kim Hoa Commune and Thanh Lam Commune after the arrangement specified in clause 120 of this Article into a new Commune called Quang Minh Commune.

122. Merge the entire natural area and population size of Soc Son Town, Tan Minh Commune and Dong Xuan Commune (Soc Son District), communes of Phu Lu, Phu Linh and Tien Duoc, part of the natural area and entire population size of Mai Dinh Commune and part of the natural area of Phu Minh Commune and Quang Tien Commune into a new Commune called Soc Son Commune.

123. Merge the entire natural area and population size of communes of Bac Phu, Duc Hoa, Kim Lu, Tan Hung, Viet Long, Xuan Giang and Xuan Thu into a new Commune called Da Phuc Commune.

124. Merge the entire natural area and population size of communes of Phu Cuong (Soc Son District), Hien Ninh, Thanh Xuan and Khanh Thuong and remaining part of communes of Mai Dinh, Phu Minh and Quang Tien after the arrangement specified in clause 122 of this Article into a new Commune called Noi Bai Commune.

125. Merge the entire natural area and population size of communes of Bac Son, Hong Ky, Nam Son and Trung Gia into a new Commune called Trung Gia Commune.

126. Merge the entire natural area and population size of communes of Tan Dan (Soc Son District), Minh Phu and Minh Tri into a new Commune called Kim Anh Commune.

127. After the arrangement, Hanoi City has 126 commune-level administrative divisions, including 51 wards and 75 communes.

Article 2. Effect

1. This Resolution comes into force from the date on which it is approved.

2. Agencies shall, under their authority, expeditiously make necessary preparations to ensure that local governments of commune-level administrative divisions formed after the arrangement specified in Article 1 of this Resolution officially commence operations from July 01, 2025.

3. Local governments of commune-level administrative divisions before the arrangement shall continue to operate until local governments of commune-level administrative divisions formed after the arrangement officially commence operations.

Article 3. Organizing implementation

1. The Government, People’s Council of Hanoi City, People’s Committee of Hanoi City, local governments of administrative divisions related to the arrangement and other organizations and individuals concerned shall organize the implementation of this Resolution; arrange and stabilize apparatuses of local agencies and organizations; stabilize lives of the local people and satisfy the socio-economic development, national defense and security requirements in the City.

2. The Government is assigned to rely on this Resolution and Project No. 369/DA-CP dated May 09, 2025 of the Government to organize the determination of natural area of commune-level administrative divisions and make it publicly available before September 30, 2025; at the same time expeditiously conduct on-site surveying activities and determine boundaries of administrative divisions to prepare dossiers on boundaries of administrative divisions as prescribed.

3. The Ethnic Minorities Council, Committees of the National Assembly, Delegations of the National Assembly Deputies and Hanoi City Delegation of National Assembly Deputies shall, within the bounds of their tasks and powers, supervise the implementation of this Resolution.
