ON THE ARRANGEMENT OF COMMUNE-LEVEL ADMINISTRATIVE DIVISIONS OF DAK LAK PROVINCE IN 2025

Pursuant to the Constitution of the Socialist Republic of Vietnam amended by the Resolution No. 203/2025/QH15;
Pursuant to the Law on Local Government Organization No. 72/2025/QH15;
Pursuant to the National Assembly’s Resolution No. 202/2025/QH15 dated June 12, 2025 on arrangement of provincial administrative divisions;
Pursuant to the Resolution No. 76/2025/UBTVQH15 dated April 14, 2025 of the Standing Committee of the National Assembly on arrangement of administrative divisions in 2025;
In view of the Government’s request in the Document No. 340/TTr-CP and Project No. 341/DA-CP dated May 09, 2025, Verification Report No. 418/BC-UBPLTP15 dated June 03, 2025 of the Committee on Law and Justice,
HEREBY RESOLVES:
Article 1. Arrangement of commune-level administrative divisions of Dak Lak province
According to the Government’s Project No. 341/DA-CP dated May 09, 2025 on the arrangement of commune-level administrative divisions of Dak Lak province (new) in 2025, the Standing Committee of the National Assembly makes a decision on the arrangement to establish commune-level administrative divisions of Dak Lak province as follows:
1. Merge the entire natural area and population size of communes of Hoa Phu (Buon Ma Thuot city), Hoa Xuan and Hoa Khanh into a new commune called Hoa Phu commune.
2. Merge the entire natural area and population size of communes of Ea Sien and Ea Drong into a new commune called Ea Drong commune.
3. Merge the entire natural area and population size of Ea Sup commune-level town; communes of Cu M’Lan and Ea Le into a new commune called Ea Sup commune.
4. Merge the entire natural area and population size of communes of Ia Jloi, Cu Kbang and Ea Rok into a new commune called Ea Rok commune.
5. Merge the entire natural area and population size of communes of Ya To Mot and Ea Bung into a new commune called Ea Bung commune.
6. Merge the entire natural area and population size of communes of Ea Huar, Tan Hoa and Ea Wer into a new commune called Ea Wer commune.
7. Merge the entire natural area and population size of communes of Ea Bar (Buon Don district), Cuor Knia and Ea Nuol into a new commune called Ea Nuol commune.
8. Merge the entire natural area and population size of communes of Ea Kueh and Ea Kiet into a new commune called Ea Kiet commune.
9. Merge the entire natural area and population size of communes of Quang Hiep, Ea M’nang and Ea M’Droh into a new commune called Ea M’Droh commune.
10. Merge the entire natural area and population size of commune-level towns of Quang Phu, Ea Pok; communes of Cu Sue and Quang Tien into a new commune called Quang Phu commune.
11. Merge the entire natural area and population size of communes of Ea Drong and Cuor Dang into a new commune called Cuor Dang commune.
12. Merge the entire natural area and population size of communes of Ea H’ding, Ea Kpam and Cu M’gar into a new commune called Cu M’gar commune.
13. Merge the entire natural area and population size of communes of Ea Tar, Cu Dlie Mnong and Ea Tul into a new commune called Ea Tul commune.
14. Merge the entire natural area and population size of Pong Drang commune-level town; communes of Ea Ngai and Tan Lap into a new commune called Pong Drang commune.
15. Merge the entire natural area and population size of communes of Cu Ne and Chu Kbo into a new commune called Krong Buk commune.
16. Merge the entire natural area and population size of communes of Ea Sin and Cu Pong into a new commune called Cu Pong commune.
17. Merge the entire natural area and population size of communes of Ea Nam, Ea Tir and Ea Khal into a new commune called Ea Khal commune.
18. Merge the entire natural area and population size of Ea Drang commune-level town; communes of Ea Ral and Dlie Yang into a new commune called Ea Drang commune.
19. Merge the entire natural area and population size of communes of Cu A Mung, Cu Mot and Ea Wy into a new commune called Ea Wy commune.
20. Merge the entire natural area and population size of communes of Ea Sol and Ea Hiao into a new commune called Ea Hiao commune.
21. Merge the entire natural area and population size of Krong Nang commune-level town; communes of Phu Loc and Ea Ho into a new commune called Krong Nang commune.
22. Merge the entire natural area and population size of communes of Ea Toh, Ea Tan and Dlie Ya into a new commune called Dlie Ya commune.
23. Merge the entire natural area and population size of communes of Ea Tam, Cu Klong and Tam Giang into a new commune called Tam Giang commune.
24. Merge the entire natural area and population size of communes of Ea Puk, Ea Dăh and Phu Xuan into a new commune called Phu Xuan commune.
25. Merge the entire natural area and population size of Phuoc An commune-level town; communes of Hoa An communes (Krong Pac district), Ea Yong and Hoa Tien into a new commune called Krong Pac commune.
26. Merge the entire natural area and population size of communes of Hoa Dong, Ea Kenh and Ea Knuec into a new commune called Ea Knuec commune.
27. Merge the entire natural area and population size of communes of Ea Yieng, Ea Uy and Tan Tien into a new commune called Tan Tien commune.
28. Merge the entire natural area and population size of communes of Ea Kuang, Ea Hiu and Ea Phe into a new commune called Ea Phe commune.
29. Merge the entire natural area and population size of communes of Krong Buk commune and Ea Kly into a new commune called Ea Kly commune.
30. Merge the entire natural area and population size of Ea Kar commune-level town; communes of Cu Hue, Ea Dar, Ea Kmut, Cu Ni and Xuan Phu into a new commune called Ea Kar commune.
31. Merge the entire natural area and population size of communes of Cu Elang and Ea O into a new commune called Ea O commune.
32. Merge the entire natural area and population size of Ea Knop commune-level town; communes of Ea Tih, Ea So and Ea Sa into a new commune called Ea Knop commune.
33. Merge the entire natural area and population size of communes of Cu Bong and Cu Yang into a new commune called Cu Yang commune.
34. Merge the entire natural area and population size of communes of Cu Prong and Ea Pal into a new commune called Ea Pal commune.
35. Merge the entire natural area and population size of M’Drak commune-level town; communes of Krong Jing and Ea Lai into a new commune called M’Drak commune.
36. Merge the entire natural area and population size of communes of Ea H’Mlay, Ea M’Doal and Ea Rieng into a new commune called Ea Rieng commune.
37. Merge the entire natural area and population size of communes of Cu Kroa and Cu M’ta into a new commune called Cu M’ta commune.
38. Merge the entire natural area and population size of communes of Cu San and Krong A into a new commune called Krong A commune.
39. Merge the entire natural area and population size of communes of Ea Pil and Cu Prao into a new commune called Cu Prao commune.
40. Merge the entire natural area and population size of communes of Yang Reh, Ea Trul and Hoa Son into a new commune called Hoa Son commune.
41. Merge the entire natural area and population size of communes of Hoa Thanh (Krong Bong district), Cu Kty and Dang Kang into a new commune called Dang Kang commune.
42. Merge the entire natural area and population size of Krong Kmar commune-level town; communes of Hoa Le and Khue Ngoc Dien into a new commune called Krong Bong commune.
43. Merge the entire natural area and population size of communes of Cu Dram and Yang Mao into a new commune called Yang Mao commune.
44. Merge the entire natural area and population size of communes of Hoa Phong (Krong Bong district) and Cu Pui into a new commune called Cu Pui commune.
45. Merge the entire natural area and population size of Lien Son commune-level town; communes of Yang Tao and Bong Krang into a new commune called Lien Son Lak commune.
46. Merge the entire natural area and population size of communes of Buon Tria, Buon Triet and Dak Lieng into a new commune called Dak Lieng commune.
47. Merge the entire natural area and population size of communes of Ea Rbin and Nam Ka into a new commune called Nam Ka commune.
48. Merge the entire natural area and population size of communes of Dak Nue and Dak Phoi into a new commune called Dak Phoi commune.
49. Merge the entire natural area and population size of communes of Cu Ewi, Ea Hu and Ea Ning into a new commune called Ea Ning commune.
50. Merge the entire natural area and population size of communes of Hoa Hiep, Dray Bhang; and a part of the natural area and population size of Ea Bhok commune into a new commune called Dray Bhang commune.
51. Merge the entire natural area and population size of communes of Ea Tieu, Ea Ktur; and remaining part of Ea Bhok commune after the merger prescribed in clause 50 of this Article into a new commune called Ea Ktur commune.
52. Merge the entire natural area and population size of Buon Trap commune-level town; communes of Binh Hoa and Quang Dien into a new commune called Krong Ana commune.
53. Merge the entire natural area and population size of communes of Bang A Drênh and Dur Kmal into a new commune called Dur Kmal commune.
54. Merge the entire natural area and population size of communes of Ea Bong, Dray Sap and Ea Na into a new commune called Ea Na commune.
55. Merge the entire natural area and population size of communes of D Xuan Lam, Xuan Tho 1 and Xuan Tho 2 into a new commune called Xuan Tho commune.
56. Merge the entire natural area and population size of communes of Xuan Binh and Xuan Canh into a new commune called Xuan Canh commune.
57. Merge the entire natural area and population size of communes of Xuan Hai and Xuan Loc into a new commune called Xuan Loc commune.
58. Merge the entire natural area and population size of communes of Hoa Tam, Hoa Xuan Dong and Hoa Xuan Nam into a new commune called Hoa Xuan commune.
59. Merge the entire natural area and population size of Chi Thanh commune-level town; communes of An Dan and An Dinh into a new commune called Tuy An Bac commune.
60. Merge the entire natural area and population size of communes of An Ninh Dong, An Ninh Tay and An Thach into a new commune called Tuy An Dong commune.
61. Merge the entire natural area and population size of communes of An Hiep, An Hoa Hai and An Cu into a new commune called O Loan commune.
62. Merge the entire natural area and population size of communes of An Tho, An My and An Chan into a new commune called Tuy An Nam commune.
63. Merge the entire natural area and population size of communes of An Nghiep, An Xuan and An Linh into a new commune called Tuy An Tay commune.
64. Merge the entire natural area and population size of Phu Hoa commune-level town; communes of Hoa Thang (Phu Hoa district), Hoa Dinh Dong, Hoa Dinh Tay, Hoa Hoi; and a part of the natural area and population size of Hoa An commune (Phu Hoa district) into a new commune called Phu Hoa 1 commune.
65. Merge the entire natural area and population size of communes of Hoa Quang Nam, Hoa Quang Bac; and a part of the natural area and population size of Hoa Tri commune into a new commune called Phu Hoa 2 commune.
66. Merge the entire natural area and population size of Phu Thu commune-level town; communes of Hoa Phong (Tay Hoa district), Hoa Tan Tay; and a part of the natural area and population size of Hoa Binh 1 commune into a new commune called Tay Hoa commune.
67. Merge the entire natural area and population size of communes of Hoa Dong and Hoa Thinh into a new commune called Hoa Thinh commune.
68. Merge the entire natural area and population size of communes of Hoa My Dong and Hoa My Tay into a new commune called Hoa My commune.
69. Merge the entire natural area and population size of communes of Hoa Phu (Tay Hoa district), Son Thanh Dong and Son Thanh Tay into a new commune called Son Thanh commune.
70. Merge the entire natural area and population size of Cung Son commune-level town; communes of Suoi Bac, Son Ha, Son Nguyen and Son Phuoc into a new commune called Son Hoa commune.
71. Merge the entire natural area and population size of communes of Son Long, Son Xuan and Son Dinh into a new commune called Van Hoa commune.
72. Merge the entire natural area and population size of communes of Son Hoi, Ca Lui and Phuoc Tan into a new commune called Tay Son commune.
73. Merge the entire natural area and population size of communes of Ea Cha Rang, Krong Pa and Suoi Trai into a new commune called Suoi Trai commune.
74. Merge the entire natural area and population size of communes of Ea Lam, Ea Ly; and a part of the natural area and population size of Ea Bar commune (Song Hinh district) into a new commune called Ea Ly commune.
75. Merge the entire natural area and population size of communes of Ea Ba and remaining part of Ea Bar commune (Song Hinh district) after the merger prescribed in clause 74 of this Article into a new commune called Ea Ba commune.
76. Merge the entire natural area and population size of communes of Son Giang, Duc Binh Dong, Duc Binh Tay; and a part of the natural area and population size of Ea Bia commune into a new commune called Duc Binh commune.
77. Merge the entire natural area and population size of Hai Rieng commune-level town; communes of Ea Trol, Song Hinh; and remaining part of Ea Bia commune after the merger prescribed in clause 76 of this Article into a new commune called Song Hinh commune.
78. Merge the entire natural area and population size of communes of Da Loc and Xuan Lanh into a new commune called Xuan Lanh commune.
79. Merge the entire natural area and population size of communes of Xuan Quang 1 and Phu Mo into a new commune called Phu Mo commune.
80. Merge the entire natural area and population size of communes of Xuan Quang 3 and Xuan Phuoc into a new commune called Xuan Phuoc commune.
81. Merge the entire natural area and population size of La Hai commune-level town; communes of Xuan Son Nam, Xuan Son Bac, Xuan Long, Xuan Quang 2 into a new commune called Dong Xuan commune.
82. Merge the entire natural area and population size of wards of Thanh Cong, Tan Tien, Tan Thanh, Tu An, Tan Loi and Cu Ebur commune into a new ward called Buon Ma Thuot ward.
83. Merge the entire natural area and population size of Tan An ward; communes of Ea Tu and Hoa Thuan into a new ward called Tan An ward.
84. Merge the entire natural area and population size of wards of an Hoa, Tan Lap; and Hoa Thang commune (Buon Ma Thuot city) into a new ward called Tan Lap ward.
85. Merge the entire natural area and population size of wards of Khanh Xuan and Thanh Nhat into a new ward called Thanh Nhat ward.
86. Merge the entire natural area and population size of Ea Tam ward and Ea Kao commune into a new ward called Ea Kao ward.
87. Merge the entire natural area and population size of wards of Dat Hieu, An Binh, An Lac, Thien An, Thong Nhat and Doan Ket into a new ward called Buon Ho ward.
88. Merge the entire natural area and population size of Binh Tan ward; communes of Binh Thuan and Cu Bao into a new ward called Cu Bao ward.
89. Merge a part of the natural area and population size of wards of Phu Dong, Phu Lam, Phu Thanh; Hoa Thanh commune (Dong Hoa district-level town); a part of the natural area and population size of Hoa Hiep Bac ward; and remaining part of Hoa Binh 1 commune after the merger prescribed in clause 66 of this Article into a new ward called Phu Yen ward.
90. Merge a part of the natural area and population size of wards 1, 2, 4, 5, 7; a part of the natural area and population size of ward 9; remaining part of Hoa An commune (Phu Hoa district) after the merger prescribed in clause 64 of this Article; and remaining part of Hoa Tri commune after the merger prescribed in clause 65 of this Article into a new ward called Tuy Hoa ward.
91. Merge the entire natural area and population size of communes of An Phu, Hoa Kien, Binh Kien; and remaining part of ward 9 after the merger prescribed in clause 90 of this Article into a new commune called Binh Kien ward.
92. Merge the entire natural area and population size of wards of Xuan Thanh and Xuan Dai into a new ward called Xuan Dai ward.
93. Merge the entire natural area and population size of wards of Xuan Yen, Xuan Phu; communes of Xuan Phuong and Xuan Thinh into a new ward called Song Cau ward.
94. Merge the entire natural area and population size of wards of Hoa Vinh, Hoa Xuan Tay; and Hoa Tan Dong commune into a new ward called Dong Hoa ward.
95. Merge the entire natural area and population size of wards of Hoa Hiep Trung, Hoa Hiep Nam; and remaining part of Hoa Hiep Bac ward after the merger prescribed in clause 89 of this Article into a new ward called Hoa Hiep ward.
96. Krong Na commune is changed into Buon Don commune.
97. After the arrangement, Dak Lak province has 102 administrative-level divisions including 88 communes and 14 wards; of which 82 wards and 14 wards are formed after the arrangement prescribed in this Article and 06 communes are not subject to the arrangement, namely Ea H’Leo, Ea Trang, Ia Lop, Ia Rve, Krong No and Vu Bon.
1. This Resolution comes into force from the day on which it is ratified.
2. Agencies shall, under their authority, expeditiously make necessary preparations to ensure that local governments of commune-level administrative divisions formed after the arrangement prescribed in Article 1 of this Resolution officially commence operations from July 01, 2025.
3. Local governments of commune-level administrative divisions before the arrangement shall continue to operate until local governments of commune-level administrative divisions formed after the arrangement officially commence operations.
1. The Government, People’s Council of Dak Lak province, People’s Committee of Dak Lak province, local governments of administrative divisions related to the arrangement and other organizations and individuals concerned shall organize the implementation of this Resolution; arrange and stabilize apparatuses of local agencies and organizations; stabilize lives of the local people and satisfy the socio-economic development, national defense and security requirements in the province.
2. The Government is assigned to rely on this Resolution and Project No. 341/DA-CP dated May 09, 2025 of the Government to organize the determination of natural area of commune-level administrative divisions and disclose it before September 30, 2025; at the same time expeditiously conduct on-site surveying activities and determine boundaries of administrative divisions to prepare dossiers on boundaries of administrative divisions as prescribed.
3. The Ethnic Minorities Council, Committees of the National Assembly, Delegations of the National Assembly Deputies and Delegation of National Assembly Deputies of Dak Lak province shall, within the bounds of their tasks and powers, supervise the implementation of this Resolution.
This Resolution was ratified by the Standing Committee of the 15th National Assembly of Socialist Republic of Vietnam on June 16, 2025.
