ON THE ARRANGEMENT OF COMMUNE-LEVEL ADMINISTRATIVE DIVISIONS OF DIEN BIEN PROVINCE IN 2025
THE STANDING COMMITTEE OF THE NATIONAL ASSEMBLY OF VIETNAM
Pursuant to the Constitution of the Socialist Republic of Vietnam amended by the Resolution No. 203/2025/QH15;
Pursuant to the Law on Local Government Organization No. 72/2025/QH15;
Pursuant to the Resolution No. 76/2025/UBTVQH15 dated April 14, 2025 of the Standing Committee of the National Assembly on arrangement of administrative divisions in 2025;
In view of the Government’s request in the Document No. 347/TTr-CP and Project No. 348/DA-CP dated May 09, 2025, Verification Report No. 419/BC-UBPLTP15 dated June 03, 2025 of the Committee on Law and Justice,
HEREBY RESOLVES:
Article 1. Arrangement of commune-level administrative divisions of Dien Bien province
According to the Government’s Project No. 348/DA-CP dated May 09, 2025 on the arrangement of commune-level administrative divisions of Dien Bien in 2025, the Standing Committee of the National Assembly makes a decision on the arrangement to establish commune-level administrative divisions of Dien Bien province as follows:
1. Merge the entire natural area and population size of communes of Nam Vi, Chung Chai and Muong Nhe into a new commune called Muong Nhe commune.
2. Merge the entire natural area and population size of communes of Sen Thuong, Leng Su Sin and Sin Thau into a new commune called Sin Thau commune.
3. Merge the entire natural area and population size of communes of Huoi Lech and Muong Toong into a new commune called Muong Toong commune.
4. Merge the entire natural area and population size of communes of Pa My and Nam Ke into a new commune called Nam Ke commune.
5. Merge the entire natural area and population size of communes of Na Co Sa and Quang Lam into a new commune called Quang Lam commune.
6. Merge the entire natural area and population size of communes of Na Khoa, Nam Nhu, Nam Chua and Na Hy into a new commune called Na Hy commune.
7. Merge the entire natural area and population size of communes of Cha Cang, Cha Nua, Nam Tin and Pa Tan into a new commune called Muong Cha commune.
8. Merge the entire natural area and population size of communes of Vang Dan and Na Bung into a new commune called Na Bung commune.
9. Merge the entire natural area and population size of communes of Nam Khan and Cha To into a new commune called Cha To commune.
10. Merge the entire natural area and population size of communes of Phin Ho and Si Pa Phin into a new commune called Si Pa Phin commune.
11. Merge the entire natural area and population size of Muong Cha commune-level town; communes of Ma Thi Ho, Sa Long and Na Sang into a new commune called Na Sang commune.
12. Merge the entire natural area and population size of communes of Huoi Leng and Muong Tung into a new commune called Muong Tung commune.
13. Merge the entire natural area and population size of communes of Hua Ngai and Pa Ham into a new commune called Pa Ham commune.
14. Merge the entire natural area and population size of communes of Huoi Mi and Nam Nen into a new commune called Nam Nen commune.
15. Merge the entire natural area and population size of communes of Muong Muon and Muong Pon into a new commune called Muong Pon commune.
16. Merge the entire natural area and population size of Tua Chua commune-level town; communes of Muong Bang and Na Tong into a new commune called Tua Chua commune.
17. Merge the entire natural area and population size of communes of Ta Sin Thang, Lao Xa Phinh and Sin Chai into a new commune called Sin Chai commune.
18. Merge the entire natural area and population size of communes of Trung Thu,Ta Phin and Sinh Phinh into a new commune called Sinh Phinh commune.
19. Merge the entire natural area and population size of communes of Huoi So and Tua Thang into a new commune called Tua Thang commune.
20. Merge the entire natural area and population size of communes of Xa Nhe, Muong Dun and Phinh Sang into a new commune called Sang Nhe commune.
21. Merge the entire natural area and population size of Tuan Giao commune-level town; communes of Quai Cang and Quai Nua into a new commune called Tuan Giao commune.
22. Merge the entire natural area and population size of communes of Toa Tinh, Tenh Phong and Quai To into a new commune called Quai To commune.
23. Merge the entire natural area and population size of communes of Mun Chung, Pu Xi and Muong Mun into a new commune called Muong Mun commune.
24. Merge the entire natural area and population size of communes of Rang Dong, Ta Ma and Pu Nhung into a new commune called Pu Nhung commune.
25. Merge the entire natural area and population size of communes of Na Say, Muong Thin, Muong Khong and Chieng Sinh into a new commune called Chieng Sinh commune.
26. Merge the entire natural area and population size of Muong Ang commune-level town; communes of Ang Nua and Ang Cang into a new commune called Muong Ang commune.
27. Merge the entire natural area and population size of communes of Muong Dang, Ngoi Cay and Na Tau into a new commune called Na Tau commune.
28. Merge the entire natural area and population size of communes of Ang To, Chieng Dong and Bung Lao into a new commune called Bung Lao commune.
29. Merge the entire natural area and population size of communes of Nam Lich, Xuan Lao and Muong Lan into a new commune called Muong Lan commune.
30. Merge the entire natural area and population size of communes of Na Nhan, Pa Khoang and Muong Phang into a new commune called Muong Phang commune.
31. Merge the entire natural area and population size of communes of Hua Thanh, Thanh Luong, Thanh Hung, Thanh Chan and Thanh Nua into a new commune called Thanh Nua commune.
32. Merge the entire natural area and population size of communes of Noong Het, Sam Mun and Thanh An into a new commune called Thanh An commune.
33. Merge the entire natural area and population size of communes of Noong Luong, Pa Thom and Thanh Yen into a new commune called Thanh Yen commune.
34. Merge the entire natural area and population size of communes of Pom Lot and Na U into a new commune called Sam Mun commune.
35. Merge the entire natural area and population size of communes of He Muong, Na Tong and Nua Ngam into a new commune called Nua Ngam commune.
36. Merge the entire natural area and population size of communes of Muong Loi, Phu Luong and Muong Nha into a new commune called Muong Nha commune.
37. Merge the entire natural area and population size of Dien Bien Dong commune-level town; communes of Keo Lom and Na Son into a new commune called Na Son commune.
38. Merge the entire natural area and population size of communes of Phi Nhu and Xa Dung into a new commune called Xa Dung commune.
39. Merge the entire natural area and population size of communes of Nong U and Pu Nhi into a new commune called Pu Nhi commune.
40. Merge the entire natural area and population size of communes of Chieng So, Luan Gioi and Muong Luan into a new commune called Muong Luan commune.
41. Merge the entire natural area and population size of communes of Hang Lia and Tia Dinh into a new commune called Tia Dinh commune.
42. Merge the entire natural area and population size of communes of Pu Hong and Phinh Giang into a new commune called Phinh Giang commune.
43. Merge the entire natural area and population size of wards of Song Da, Na Lay; communes of Lay Nua and Sa Tong into a new ward called Muong Lay ward.
44. Merge the entire natural area and population size of wards of Him Lam, Tan Thanh, Muong Thanh, Thanh Binh, Thanh Truong; and Thanh Minh commune into a new ward called Dien Bien Phu ward.
45. Merge the entire natural area and population size of wards of Noong Bua, Nam Thanh; and Thanh Xuong commune into a new ward called Muong Thanh ward.
46. After the arrangement, Dien Bien province has 45 commune-level administrative divisions including 42 communes and 03 wards.
1. This Resolution comes into force from the day on which it is ratified.
2. Agencies shall, under their authority, expeditiously make necessary preparations to ensure that local governments of commune-level administrative divisions formed after the arrangement prescribed in Article 1 of this Resolution officially commence operations from July 01, 2025.
3. Local governments of commune-level administrative divisions before the arrangement shall continue to operate until local governments of commune-level administrative divisions formed after the arrangement officially commence operations.
1. The Government, People’s Council of Dien Bien province, People’s Committee of Dien Bien province, local governments of administrative divisions related to the arrangement and other organizations and individuals concerned shall organize the implementation of this Resolution; arrange and stabilize apparatuses of local agencies and organizations; stabilize lives of the local people and satisfy the socio-economic development, national defense and security requirements in the province.
2. The Government is assigned to rely on this Resolution and Project No. 348/DA-CP dated May 09, 2025 of the Government to organize the determination of natural area of commune-level administrative divisions and disclose it before September 30, 2025; at the same time expeditiously conduct on-site surveying activities and determine boundaries of administrative divisions to prepare dossiers on boundaries of administrative divisions as prescribed.
3. The Ethnic Minorities Council, Committees of the National Assembly, Delegations of the National Assembly Deputies and Delegation of National Assembly Deputies of Dien Bien province shall, within the bounds of their tasks and powers, supervise the implementation of this Resolution.
This Resolution was ratified by the Standing Committee of the 15th National Assembly of Socialist Republic of Vietnam on June 16, 2025.
