ON THE ARRANGEMENT OF COMMUNE-LEVEL ADMINISTRATIVE DIVISIONS OF DONG NAI PROVINCE IN 2025

Pursuant to the Constitution of the Socialist Republic of Vietnam amended by the Resolution No. 203/2025/QH15;
Pursuant to the Law on Local Government Organization No. 72/2025/QH15;
Pursuant to the National Assembly’s Resolution No. 202/2025/QH15 dated June 12, 2025 on arrangement of provincial administrative divisions;
Pursuant to the Resolution No. 76/2025/UBTVQH15 dated April 14, 2025 of the Standing Committee of the National Assembly on arrangement of administrative divisions in 2025;
In view of the Government’s request in the Document No. 378/TTr-CP and Project No. 379/DA-CP dated May 09, 2025, Verification Report No. 420/BC-UBPLTP15 dated June 03, 2025 of the Committee on Law and Justice,
HEREBY RESOLVES:
Article 1. Arrangement of commune-level administrative divisions of Dong Nai province
According to the Government’s Project No. 379/DA-CP dated May 09, 2025 on the arrangement of commune-level administrative divisions of Dong Nai province (new) in 2025, the Standing Committee of the National Assembly makes a decision on the arrangement to establish commune-level administrative divisions Dong Nai province as follows:
1. Merge the entire natural area and population size of communes of Phu Huu, Phu Dong, Phuoc Khanh and Dai Phuoc into a new commune called Dai Phuoc commune.
2. Merge the entire natural area and population size of Phuoc Hiep commun-level town; communes of Long Tan (Nhon Trach district), Phu Thanh, Phu Hoi and Phuoc Thien into a new commune called Nhon Trach commune.
3. Merge the entire natural area and population size of communes of Phuoc An (Nhon Trach district), Vinh Thanh and Long Tho into a new commune called Phuoc An commune.
4. Merge the entire natural area and population size of communes of Tan Hiep (Long Thanh district), Phuoc Binh and Phuoc Thai into a new commune called Phuoc Thai commune.
5. Merge the entire natural area and population size of communes of Bau Can and Long Phuoc into a new commune called Long Phuoc commune.
6. Merge the entire natural area and population size of Long Thanh commune-level town; communes of Loc An, Binh Son (Long Thanh district) and Long An into a new commune called Long Thanh commune.
7. Merge the entire natural area and population size of communes of Long Duc and Binh An into a new commune called Binh An commune.
8. Merge the entire natural area and population size of communes of Tam An and An Phuoc into a new commune called An Phuoc commune.
9. Merge the entire natural area and population size of communes of Doi 61 and An Vien into a new commune called An Vien commune.
10. Merge the entire natural area and population size of communes of Binh Minh (Trang Bom district) and Bac Son into a new commune called Binh Minh commune.
11. Merge the entire natural area and population size of Trang Bom commune-level; communes of Quang Tien, Song Trau and Giang Dien into a new commune called Trang Bom commune.
12. Merge the entire natural area and population size of communes of Thanh Binh (Trang Bom district), Cay Gao, Song Thao and Bau Ham into a new commune called Bau Ham commune.
13. Merge the entire natural area and population size of communes of Dong Hoa, Tay Hoa, Trung Hoa and Hung Thinh into a new commune called Hung Thinh commune.
14. Merge the entire natural area and population size of Dau Giay commune-level; communes of Hung Loc, Bau Ham 2 and Lo 25 into a new commune called Dau Giay commune.
15. Merge the entire natural area and population size of communes of Quang Trung, Gia Tan 3 and Gia Kiem into a new commune called Gia Kiem commune.
16. Merge the entire natural area and population size of communes of Gia Tan 1, Gia Tan 2, Phu Cuong and Phu Tuc into a new commune called Thong Nhat commune.
17. Merge the entire natural area and population size of communes of Song Nhan and Xuan Que into a new commune called Xuan Que commune.
18. Merge the entire natural area and population size of communes of Cam Duong, Thua Duc and Xuan Duong into a new commune called Xuan Duong commune.
19. Merge the entire natural area and population size of Long Giao commune-level town; communes of Nhan Nghia, Xuan My and Bao Binh into a new commune called Cam My commune.
20. Merge the entire natural area and population size of Lam San and Song Ray commune into a new commune called Song Ray commune.
21. Merge a part of the natural area and population size of Xuan Tay, Xuan Dong commune and a part of the natural area of Xuan Tam commune into a new commune called Xuan Dong commune.
22. Merge the entire natural area and population size of communes of Xuan Bao, Bao Hoa and Xuan Dinh into a new commune called Xuan Dinh commune.
23. Merge the entire natural area and population size of communes of Lang Minh and Xuan Phu into a new commune called Xuan Phu commune.
24. Merge the entire natural area and population size of Gia Ray commune-level town; communes of Xuan Tho, Xuan Truong, Suoi Cat and Xuan Hiep into a new commune called Xuan Loc commune.
25. Merge the entire natural area and population size of communes of Xuan Hung and Xuan Hoa; and remaining part of Xuan Tam commune after the merger prescribed in clause 21 of this Article into a new commune called Xuan Hoa commune.
26. Merge the entire natural area and population size of communes of Suoi Cao and Xuan Thanh into a new commune called Xuan Thanh ward.
27. Merge the entire natural area and population size of communes of Suoi Nho and Xuan Bac into a new commune called Xuan Bac commune.
28. Merge the entire natural area and population size of communes of Tuc Trung and La Nga into a new commune called La Nga commune.
29. Merge the entire natural area and population size of Dinh Quan commune-level town; communes of Phu Ngoc, Gia Canh and Ngoc Dinh into a new commune called Dinh Quan commune.
30. Merge the entire natural area and population size of communes of Phu Tan and Phu Vinh into a new commune called Phu Vinh commune.
31. Merge the entire natural area and population size of communes of Phu Dien, Phu Loi and Phu Hoa into a new commune called Phu Hoa commune.
32. Merge the entire natural area and population size of communes of Phu Thinh, Phu Lap and Ta Lai into a new commune called Ta Lai commune.
33. Merge the entire natural area and population size of communes of Phu An and Nam Cat Tien into a new commune called Nam Cat Tien commune.
34. Merge the entire natural area and population size of Tan Phu commune-level town (Tan Phu district); communes of Phu Loc, Tra Co, Phu Thanh and Phu Xuan into a new commune called Tan Phu commune.
35. Merge the entire natural area and population size of communes of Thanh Son, Phu Son (Tan Phu district), Phu Binh and Phu Lam into a new commune called Phu Lam commune.
36. Merge the entire natural area and population size of Vinh An commune-level town; communes of Ma Da and Tri An into a new commune called Tri An commune.
37. Merge the entire natural area and population size of communes of Vinh Tan and Tan An into a new commune called Tan An commune.
38. Merge the entire natural area and population size of communes of Minh Thang, Minh Lap and Nha Bich into a new commune called Nha Bich commune.
39. Merge the entire natural area and population size of communes of Phuoc An, Tan Loi (Hon Quan district), Quang Minh and Tan Quan into a new commune called Tan Quan commune.
40. Merge the entire natural area and population size of communes of Tan Hung (Hon Quan district), An Khuong and Thanh An into a new commune called Tan Hung commune.
41. Merge the entire natural area and population size of Tan Khai commune-level town; communes of Tan Hiep commune (Hon Quan district) and Dong No into a new commune called Tan Khai commune.
42. Merge the entire natural area and population size of communes of An Phu, Minh Tam and Minh Duc into a new commune called Minh Duc commune.
43. Merge the entire natural area and population size of communes of Loc Thinh and Loc Thanh into a new commune called Loc Thanh ward.
44. Merge the entire natural area and population size of Loc Ninh commune-level town; communes of Loc Thai and Loc Thuan into a new commune called Loc Ninh commune.
45. Merge the entire natural area and population size of communes of Loc Khanh, Loc Dien and Loc Hung into a new commune called Loc Hung commune.
46. Merge the entire natural area and population size of communes of Loc Thien and Loc Tan into a new commune called Loc Tan commune.
47. Merge the entire natural area and population size of communes of Loc Hoa and Loc Thanh into a new commune called Loc Thanh commune.
48. Merge the entire natural area and population size of communes of Loc Phu, Loc Hiep and Loc Quang into a new commune called Loc Quang commune.
49. Merge the entire natural area and population size of communes of Tan Thanh, Tan Tien communes (Bu Dop district), Loc An (Loc Ninh district) into a new commune called Tan Tien commune.
50. Merge the entire natural area and population size of Thanh Binh commune-level town; communes of Thanh Hoa and Thien Hung into a new commune called Thien Hung commune.
51. Merge the entire natural area and population size of communes of Phuoc Thien and Hung Phuoc into a new commune called Hung Phuoc commune.
52. Merge the entire natural area and population size of communes of Phu Van, Duc Hanh and Phu Nghia into a new commune called Phu Nghia commune.
53. Merge the entire natural area and population size of communes of Phuoc Minh, Binh Thang and Da Kia into a new commune called Da Kia commune.
54. Merge the entire natural area and population size of communes of Long Hung (Phu Rieng district), Long Binh and Binh Tan into a new commune called Binh Tan commune.
55. Merge the entire natural area and population size of communes of Long Tan (Phu Rieng district) and Long Ha into a new commune called Long Ha commune.
56. Merge the entire natural area and population size of communes of Bu Nho and Phu Rieng into a new commune called Phu Rieng commune.
57. Merge the entire natural area and population size of communes of Phuoc Tan and Phu Trung into a new commune called Phu Trung commune.
58. Merge the entire natural area and population size of communes of Thuan Phu and Thuan Loi into a new commune called Thuan Loi commune.
59. Merge the entire natural area and population size of communes of Dong Tien, Tan Phuoc and Dong Tam into a new commune called Dong Tam commune.
60. Merge the entire natural area and population size of communes of Tan Hung, Tan Loi (Dong Phu district) and Tan Hoa into a new commune called Tan Loi commune.
61. Merge the entire natural area and population size of Tan Phu commune-level town; communes of Tan Tien (Dong Phu district) and Tan Lap into a new commune called Dong Phu commune.
62. Merge the entire natural area and population size of communes of Dang Ha, Thong Nhat and Phuoc Son into a new commune called Phuoc Son commune.
63. Merge the entire natural area and population size of communes of Duc Lieu, Nghia Binh and Nghia Trung into a new commune called Nghia Trung commune.
64. Merge the entire natural area and population size of Duc Phong commune-level town; communes of Doan Ket and Minh Hung into a new commune called Bu Dang commune.
65. Merge the entire natural area and population size of communes of Phu Son (Bu Dang district), Dong Nai and Tho Son into a new commune called Tho Son commune.
66. Merge the entire natural area and population size of communes of Duong 10 and Dak Nhau into a new commune called Dak Nhau commune.
67. Merge the entire natural area and population size of communes of Binh Minh (Bu Dang district) and Bom Bo into a new commune called Bom Bo commune.
68. Merge the entire natural area and population size of wards of Tan Hanh, Hoa An, Buu Hoa and Tan Van into a new ward called Bien Hoa ward.
69. Merge the entire natural area and population size of wards of Buu Long, Quang Vinh, Trung Dung, Thong Nhat, Hiep Hoa and An Binh wards into a new ward called Tran Bien ward.
70. Merge the entire natural area and population size of wards of Tan Hiep, Tan Mai, Binh Da and Tam Hiep into a new ward called Tam Hiep ward.
71. Merge the entire natural area and population size of communes of Ho Nai, Tan Bien and Long Binh into a new commune called Long Binh commune.
72. Merge the entire natural area and population size of Trang Dai ward and Thien Tan commune into a new ward called Trang Dai ward.
73. Merge the entire natural area and population size of Tan Hoa ward and Ho Nai 3 commune into a new commune called Ho Nai commune.
74. Merge the entire natural area and population size of wards of wards of Long Binh Tan , An Hoa; and Long Hung commune (Bien Hoa city) into a new ward called Long Hung ward.
75. Merge the entire natural area and population size of Suoi Tre ward; communes of Xuan Thien and Binh Loc into a new ward called Binh Loc ward.
76. Merge the entire natural area and population size of Bao Vinh ward and Bao Quang commune into a new ward called Bao Vinh ward.
77. Merge the entire natural area and population size of wards of Bau Sen and Xuan Lap into a new ward called Xuan Lap ward.
78. Merge the entire natural area and population size of wards of Xuan An, Xuan Binh, Xuan Hoa, Phu Binh; and Bau Tram commune into a new ward called Long Khanh ward.
79. Merge the entire natural area and population size of Xuan Tan ward and Hang Gon commune into a new ward called Hang Gon ward.
80. Merge the entire natural area and population size of Tan Phong ward; communes of Tan Binh, Binh Loi and Thanh Phu into a new ward called Tan Trieu ward.
81. Merge the entire natural area and population size of wards of Minh Long and Minh Hung into a new ward called Minh Hung ward.
82. Merge the entire natural area and population size of wards of Hung Long, Thanh Tam and Minh Thanh into a new ward called Chon Thanh ward.
83. Merge the entire natural area and population size of wards of An Loc, Hung Chien, Phu Duc; and Thanh Binh commune (Hon Quan district) into a new ward called Binh Long ward.
84. Merge the entire natural area and population size of Phu Thinh ward; communes of Thanh Phu and Thanh Luong into a new ward called An Loc ward.
85. Merge the entire natural area and population size of wards of Long Phuoc, Phuoc Binh; communes of Binh Son (Phu Rieng district) and Long Giang into a new ward called Phuoc Binh ward.
86. Merge the entire natural area and population size of wards of Long Thuy, Thac Mo, Son Giang; and Phuoc Tin commune into a new ward called Phuoc Long ward.
87. Merge the entire natural area and population size of Tien Thanh ward and Tan Thanh commune (Dong Xoai city) into a new ward called Dong Xoai ward.
88. Merge the entire natural area and population size of wards of Tan Phu, Tan Dong, Tan Thien, Tan Binh, Tan Xuan; and Tien Hung commune into a new ward called Binh Phuoc ward.
89. After the arrangement, Dong Nai province has 95 administrative-level divisions including 72 communes and 23 wards; of which 67 communes and 21 are formed after the arrangement prescribed in this Article and 07 administrative divisions are not subject to the arrangement including wards of Phuoc Tan, Tam Phuoc; communes of Thanh Son (Dinh Quan district), Dak Lua, Phu Ly, Bu Gia Map, Dak O.
1. This Resolution comes into force from the day on which it is ratified.
2. Agencies shall, under their authority, expeditiously make necessary preparations to ensure that local governments of commune-level administrative divisions formed after the arrangement prescribed in Article 1 of this Resolution officially commence operations from July 01, 2025.
3. Local governments of commune-level administrative divisions before the arrangement shall continue to operate until local governments of commune-level administrative divisions formed after the arrangement officially commence operations.
1. The Government, People’s Council of Dong Nai province, People’s Committee of Dong Nai province, local governments of administrative divisions related to the arrangement and other organizations and individuals concerned shall organize the implementation of this Resolution; arrange and stabilize apparatuses of local agencies and organizations; stabilize lives of the local people and satisfy the socio-economic development, national defense and security requirements in the province.
2. The Government is assigned to rely on this Resolution and Project No. 379/DA-CP dated May 09, 2025 of the Government to organize the determination of natural area of commune-level administrative divisions and disclose it before September 30, 2025; at the same time expeditiously conduct on-site surveying activities and determine boundaries of administrative divisions to prepare dossiers on boundaries of administrative divisions as prescribed.
3. The Ethnic Minorities Council, Committees of the National Assembly, Delegations of the National Assembly Deputies and Delegation of National Assembly Deputies of Dong Nai province shall, within the bounds of their tasks and powers, supervise the implementation of this Resolution.
This Resolution was ratified by the Standing Committee of the 15th National Assembly of Socialist Republic of Vietnam on June 16, 2025.
