ARRANGEMENT OF COMMUNE-LEVEL ADMINISTRATIVE DIVISIONS OF HA TINH PROVINCE IN 2025
STANDING COMMITTEE OF THE NATIONAL ASSEMBLY
Pursuant to the Constitution of the Socialist Republic of Vietnam as amended by Resolution No. 203/2025/QH15;
Pursuant to Law on Organization of Local Government No. 72/2025/QH15;
Pursuant to the Resolution No. 76/2025/UBTVQH15 dated April 14, 2025 of the Standing Committee Of The National Assembly on arrangement of administrative divisions in 2025;
In view of the Government’s request in the Document No. 390/TTr-CP and Project No. 391/DA-CP dated May 09, 2025, Verification Report No. 424/BC-UBPLTP15 dated June 03, 2025 of the Committee on Law and Justice,
HEREBY RESOLVES:
Article 1. Arrangement of commune-level administrative divisions of Ha Tinh province
On the basis of the Government’s Project No. 391/DA-CP dated May 09, 2025 on arrangement of commune-level administrative divisions of Ha Tinh province in 2025, the Standing Committee of the National Assembly makes a decision on arrangement to establish commune-level administrative divisions of Ha Tinh province as follows:
1. Merge the entire natural area and population size of communes of Tuong Son, Thach Thang and Thach Lac into a new Commune called Thach Lac Commune.
2. Merge the entire natural area and population size of communes of Thach Tri, Thach Hoi and Thach Van into a new Commune called Dong Tien Commune.
3. Merge the entire natural area and population size of communes of Dinh Ban, Thach Hai and Thach Khe into a new Commune called Thach Khe Commune.
4. Merge the entire natural area and population size of communes of Cam Vinh, Thach Binh, Cam Thanh and Cam Binh into a new Commune called Cam Binh Commune.
5. Merge the entire natural area and population size of communes of Ky Phong, Ky Bac and Ky Xuan into a new Commune called Ky Xuan Commune.
6. Merge the entire natural area and population size of Ky Dong town and communes of Ky Giang, Ky Tien and Ky Phu into a new Commune called Ky Anh Commune.
7. Merge the entire natural area and population size of communes of Ky Tan and Ky Hoa into a new Commune called Ky Hoa Commune.
8. Merge the entire natural area and population size of communes of Ky Tay, Ky Trung and Ky Van into a new Commune called Ky Van Commune.
9. Merge the entire natural area and population size of communes of Ky Tho, Ky Thu and Ky Khang into a new Commune called Ky Khang Commune.
10. Merge the entire natural area and population size of communes of Lam Hop and Ky Lac into a new Commune called Ky Lac Commune.
11. Merge the entire natural area and population size of communes of Ky Son and Ky Thuong into a new Commune called Ky Thuong Commune.
12. Merge the entire natural area and population size of Cam Xuyen town, communes of Cam Quang and Cam Quan into a new Commune called Cam Xuyen Commune.
13. Merge the entire natural area and population size of Thien Cam town, communes of Nam Phuc Thang and Cam Nhuong into a new Commune called Thien Cam Commune.
14. Merge the entire natural area and population size of communes of Cam My, Cam Thach and Cam Due into a new Commune called Cam Due Commune.
15. Merge the entire natural area and population size of communes of Cam Thinh, Cam Ha and Cam Hung into a new Commune called Cam Hung Commune.
16. Merge the entire natural area and population size of communes of Cam Minh, Cam Son and Cam Lac into a new Commune called Cam Lac Commune.
17. Merge the entire natural area and population size of communes of Cam Linh, Cam Loc and Cam Trung into a new Commune called Cam Trung Commune.
18. Merge the entire natural area and population size of communes of Cam Duong and Yen Hoa into a new Commune called Yen Hoa Commune.
19. Merge the entire natural area and population size of Thach Ha town, communes of Thach Long and Thach Son into a new Commune called Thach Ha Commune.
20. Merge the entire natural area and population size of communes of Ngoc Son and Luu Vinh Son into a new Commune called Toan Luu Commune.
21. Merge the entire natural area and population size of communes of Viet Tien and Thach Ngoc into a new Commune called Viet Xuyen Commune.
22. Merge the entire natural area and population size of communes of Thach Kenh, Thach Lien and Ich Hau into a new Commune called Dong Kinh Commune.
23. Merge the entire natural area and population size of communes of Nam Dien and Thach Xuan into a new Commune called Thach Xuan Commune.
24. Merge the entire natural area and population size of Loc Ha town, communes of Binh An, Thinh Loc and Thach Kim into a new Commune called Loc Ha commune.
25. Merge the entire natural area and population size of communes of Tan Loc and Hong Loc into a new Commune called Hong Loc Commune.
26. Merge the entire natural area and population size of communes of Thach My, Thach Chau, Phu Luu and Mai Phu into a new Commune called Mai Phu Commune.
27. Merge the entire natural area and population size of Nghen town, communes of Thien Loc and Vuong Loc into a new Commune called Can Loc Commune.
28. Merge the entire natural area and population size of communes of Thuan Thien and Tung Loc into a new Commune called Tung Loc Commune.
29. Merge the entire natural area and population size of communes of Khanh Vinh Yen, Thanh Loc and Gia Hanh into a new Commune called Gia Hanh Commune.
30. Merge the entire natural area and population size of communes of Kim Song Truong, Thuong Nga and Phu Loc into a new Commune called Truong Luu Commune.
31. Merge the entire natural area and population size of communes of Son Loc, Quang Loc and Xuan Loc into a new Commune called Xuan Loc Commune.
32. Merge the entire natural area and population size of Dong Loc town, communes of Thuong Loc and My Loc into a new Commune called Dong Loc Commune.
33. Merge the entire natural area and population size of Tien Dien town and communes of Xuan Yen, Xuan My and Xuan Thanh into a new Commune called Tien Dien Commune.
34. Merge the entire natural area and population size of Xuan An town and communes of Xuan Giang, Xuan Hong, Xuan Vien and Xuan Linh into a new Commune called Nghi Xuan Commune.
35. Merge the entire natural area and population size of communes of Cuong Gian, Xuan Lien and Co Dam into a new Commune called Co Dam Commune.
36. Merge the entire natural area and population size of communes of Dan Truong, Xuan Hai, Xuan Hoi and Xuan Pho into a new Commune called Dan Hai Commune.
37. Merge the entire natural area and population size of Duc Tho town and communes of Tung Anh, Hoa Lac and Tan Dan into a new Commune called Duc Tho Commune.
38. Merge the entire natural area and population size of communes of Duc Lang, Tan Huong and Duc Dong into a new Commune called Duc Dong Commune.
39. Merge the entire natural area and population size of communes of Quang Vinh, Bui La Nhan and Yen Ho into a new Commune called Duc Quang Commune.
40. Merge the entire natural area and population size of communes of Thanh Binh Thinh, Lam Trung Thuy and An Dung into a new Commune called Duc Thinh Commune.
41. Merge the entire natural area and population size of communes of Truong Son, Tung Chau and Lien Minh into a new Commune called Duc Minh Commune.
42. Merge the entire natural area and population size of Pho Chau town and communes of Son Phu, Son Bang, Son Ninh and Son Trung into a new Commune called Huong Son Commune.
43. Merge the entire natural area and population size of Tay Son town and Son Tay commune into a new Commune called Son Tay Commune.
44. Merge the entire natural area and population size of communes of Chau Binh, Tan My Ha and My Long into a new Commune called Tu My Commune.
45. Merge the entire natural area and population size of communes of Son Lam, Quang Diem and Son Giang into a new Commune called Son Giang Commune.
46. Merge the entire natural area and population size of communes of Son Le, An Hoa Thinh and Son Tien into a new Commune called Son Tien Commune.
47. Merge the entire natural area and population size of communes of Son Linh and Son Hong into a new Commune called Son Hong Commune.
48. Merge the entire natural area and population size of communes of Ham Truong and Kim Hoa into a new Commune called Kim Hoa Commune.
49. Merge the entire natural area and population size of Vu Quang town and communes of Huong Minh, Quang Tho and Tho Dien into a new Commune called Vu Quang Commune.
50. Merge the entire natural area and population size of communes of An Phu, Duc Giang and Duc Linh into a new Commune called Mai Hoa Commune.
51. Merge the entire natural area and population size of communes of Duc Bong, Duc Huong and Duc Lien into a new Commune called Thuong Duc Commune.
52. Merge the entire natural area and population size of Huong Khe town, communes of Huong Long and Phu Gia into a new Commune called Huong Khe Commune.
53. Merge the entire natural area and population size of communes of Huong Giang, Huong Thuy and Gia Pho into a new Commune called Huong Pho Commune.
54. Merge the entire natural area and population size of communes of Loc Yen, Huong Tra and Huong Do into a new Commune called Huong Do Commune.
55. Merge the entire natural area and population size of communes of Dien My and Ha Linh into a new Commune called Ha Linh Commune.
56. Merge the entire natural area and population size of communes of Hoa Hai, Phuc Dong and Huong Binh into a new Commune called Huong Binh Commune.
57. Merge the entire natural area and population size of communes of Huong Trach, Huong Lien and Phuc Trach into a new Commune called Phuc Trach Commune.
58. Merge the entire natural area and population size of communes of Huong Lam, Huong Vinh and Huong Xuan into a new Commune called Huong Xuan Commune.
59. Merge the entire natural area and population size of wards of Bac Ha, Thach Quy, Tan Giang, Thach Hung, Nam Ha, Tran Phu, Ha Huy Tap and Van Yen and part of the natural area and population size of Dai Nai ward into a new Ward called Thanh Sen Ward.
60. Merge the entire natural area and population size of wards of Thach Trung, Dong Mon, Thach Ha and Ho Do into a new Ward called Tran Phu Ward.
61. Merge the entire natural area and population size of communes of Tan Lam Huong and Thach Dai and remaining part of Dai Nai ward after the arrangement specified in clause 59 of this Article into a new Ward called Ha Huy Tap Ward.
62. Merge the entire natural area and population size of Ky Long ward, Ky Thinh ward and the entire natural area of Ky Loi commune into a new Ward called Vung Ang Ward.
63. Merge the entire natural area and population size of wards of Hung Tri and Ky Trinh and Ky Chau commune and part of population size of Ky Loi commune into a new Ward called Song Tri Ward.
64. Merge the entire natural area and population size of wards of Ky Nam, Ky Phuong and Ky Lien and the remaining population size of Ky Loi commune after the arrangement specified in clause 63 of this Article into a new Ward called Hoanh Son ward.
65. Merge the entire natural area and population size of Ky Ninh ward and communes of Ky Ha and Ky Hai into a new Ward called Hai Ninh Ward.
66. Merge the entire natural area and population size of wards of Bac Hong, Duc Thuan, Trung Luong and Xuan Lam commune into a new Ward called Bac Hong Linh Ward.
67. Merge the entire natural area and population size of wards of Nam Hong and Dau Lieu and Thuan Loc commune into a new Ward called Nam Hong Linh Ward.
68. After the arrangement, Ha Tinh province has 69 commune-level administrative divisions, including 09 wards and 60 communes; of which 58 communes and 09 wards are established after the arrangement specified in this Article and 02 communes are not subject to the arrangement, namely Son Kim 1 and Son Kim 2.
1. This Resolution takes effect from the date on which it is ratified.
2. Authorities shall, within their jurisdiction, expeditiously make necessary preparations to ensure that local governments of commune-level administrative divisions established after the arrangement specified in Article 1 of this Resolution officially commence their operations from July 01, 2025.
3. Local governments of commune-level administrative divisions before the arrangement shall continue to operate until local governments of commune-level administrative divisions established after the arrangement officially commence operations.
Article 3. Implementation organization
1. The Government, the People’s Council of Ha Tinh province, the People’s Committee of Ha Tinh province, local governments of administrative divisions related to the arrangement and other relevant authorities and organizations shall organize the implementation of this Resolution; arrange and stably operate apparatus of local authorities and organizations; maintain stable lives of local people and satisfy socio-economic development, national defense and security requirements in the province.
2. According to this Resolution and the Government’s Project No. 391/DA-CP dated May 09, 2025, the Government is assigned to organize the determination of natural area of commune-level administrative divisions in an exact manner and make it publicly available before September 30, 2025; at the same time expeditiously conduct on-site survey and determine boundaries of administrative divisions to prepare dossiers on boundaries of administrative divisions as prescribed.
3. The Council for Ethnic Minorities, Committees of the National Assembly, Delegations of the National Assembly Deputies and Delegations of the National Assembly Deputies of Ha Tinh province shall, within their duties and powers, supervise the implementation of this Resolution.
This Resolution was passed by the Standing Committee of the 15th National Assembly of Socialist Republic of Vietnam on June 16, 2025.
