RESOLUTION
ON THE ARRANGEMENT OF COMMUNE-LEVEL ADMINISTRATIVE DIVISIONS OF HUNG YEN PROVINCE IN 2025
THE STANDING COMMITTEE OF THE NATIONAL ASSEMBLY
Pursuant to the Constitution of the Socialist Republic of Vietnam amended by the Resolution No. 203/2025/QH15;
Pursuant to the Law on Local Government Organization No. 72/2025/QH15;
Pursuant to the National Assembly’s Resolution No. 202/2025/QH15 dated June 12, 2025 on arrangement of provincial administrative divisions;
Pursuant to the Resolution No. 76/2025/UBTVQH15 dated April 14, 2025 of the Standing Committee of the National Assembly on arrangement of administrative divisions in 2025;
In view of the Government’s request in the Document No. 359/TTr-CP and Project No. 360/DA-CP dated May 09, 2025, Verification Report No. 427/BC-UBPLTP15 dated June 03, 2025 of the Committee on Law and Justice,
HEREBY RESOLVES:
Article 1. Arrangement of commune-level administrative divisions of Hung Yen Province
According to the Government’s Project No. 360/DA-CP dated May 09, 2025 on the arrangement of commune-level administrative divisions of Hung Yen Province (new) in 2025, the Standing Committee of the National Assembly makes a decision on the arrangement to establish commune-level administrative divisions of Hung Yen Province as follows:
1. Merge the entire natural area and population size of communes of Thu Sy, Phuong Nam and Tan Hung into a new Commune called Tan Hung Commune.
2. Merge the entire natural area and population size of Vuong Town and communes of Hung Dao, Nhat Tan and An Vien into a new Commune called Hoang Hoa Tham Commune.
3. Merge the entire natural area and population size of communes of Thien Phien, Hai Thang and Thuy Loi into a new Commune called Tien Lu Commune.
4. Merge the entire natural area and population size of communes of Le Xa, Trung Dung and Cuong Chinh into a new Commune called Tien Hoa Commune.
5. Merge the entire natural area and population size of Tran Cao Town and communes of Minh Tan (Phu Cu District), Tong Phan and Quang Hung into a new Commune called Quang Hung Commune.
6. Merge the entire natural area and population size of communes of Phan Sao Nam, Minh Hoang and Doan Dao into a new Commune called Doan Dao Commune.
7. Merge the entire natural area and population size of communes of Dinh Cao, Nhat Quang and Tien into a new Commune called Tien Tien Commune.
8. Merge the entire natural area and population size of communes of Tam Da, Nguyen Hoa and Tong Tran into a new Commune called Tong Tran Commune.
9. Merge the entire natural area and population size of Luong Bang Town and communes of Pham Ngu Lao, Chinh Nghia and Dien Hong into a new Commune called Luong Bang Commune.
10. Merge the entire natural area and population size of communes of Dong Thanh (Kim Dong District), Vinh Xa, Toan Thang and Nghia Dan into a new Commune called Nghia Dan Commune.
11. Merge the entire natural area and population size of communes of Song Mai, Hung An and Hiep Cuong and part of the natural and population size of Ngoc Thanh Commune into a new Commune called Hiep Cuong Commune.
12. Merge the entire natural area and population size of communes of Phu Tho, Mai Dong and Duc Hop into a new Commune called Duc Hop Commune.
13. Merge the entire natural area and population size of An Thi Town, Quang Vinh Town and Hoang Hoa Tham Commune into a new Commune called An Thi Commune.
14. Merge the entire natural area and population size of communes of Van Du, Quang Lang and Xuan Truc into a new Commune called Xuan Truc Commune.
15. Merge the entire natural area and population size of communes of Bac Son (An Thi District), Phu Ung, Dao Duong and Bai Say into a new Commune called Pham Ngu Lao Commune.
16. Merge the entire natural area and population size of communes of Dang Le, Cam Ninh, Da Loc and Nguyen Trai into a new Commune called Nguyen Trai Commune.
17. Merge the entire natural area and population size of communes of Ho Tung Mau, Tien Phong, Ha Le and Hong Quang into a new Commune called Hong Quang Commune.
18. Merge the entire natural area and population size of Khoai Chau Town and communes of Lien Khe, Phung Hung and Dong Ket into a new Commune called Khoai Chau Commune.
19. Merge the entire natural area and population size of communes of Pham Hong Thai, Tan Dan, Ong Dinh and An Vi into a new Commune called Trieu Viet Vuong Commune.
20. Merge the entire natural area and population size of communes of Dong Tien (Khoai Chau District), Dan Tien and Viet Hoa into a new Commune called Viet Tien Commune.
21. Merge the entire natural area and population size of communes of Thuan Hung, Nguyen Hue and Chi Minh into a new Commune called Chi Minh Commune.
22. Merge the entire natural area and population size of communes of Dai Tap, Tu Dan, Tan Chau and Dong Ninh into a new Commune called Chau Ninh Commune.
23. Merge the entire natural area and population size of Yen My Town and communes of Tan Lap (Yen My District), Trung Hoa, Tan Minh into a new Commune called Yen My Commune.
24. Merge the entire natural area and population size of communes of Yen Phu, Thanh Long and Viet Yen into a new Commune called Viet Yen Commune.
25. Merge the entire natural area and population size of communes of Dong Tao, Dong Than and Hoan Long into a new Commune called Hoan Long Commune.
26. Merge the entire natural area and population size of communes of Ngoc Long, Lieu Xa and Nguyen Van Linh into a new Commune called Nguyen Van Linh Commune.
27. Merge the entire natural area and population size of Nhu Quynh Town communes of Tan Quang, Lac Hong and Trung Trac and part of the natural and population size of Dinh Du Commune into a new Commune called Nhu Quynh Commune.
28. Merge the entire natural area and population size of Chi Dao Commune, Minh Hai Commune and part of the natural and population size of Lac Dao Commune into a new Commune called Lac Dao Commune.
29. Merge the entire natural area and population size of communes of Viet Hung, Luong Tai and Dai Dong, remaining part of Dinh DU Commune after the arrangement specified in clause 27 of this Article and remaining part of Lac Dao Commune after the arrangement specified in clause 28 of this Article into a new Commune called Dai Dong Commune.
30. Merge the entire natural area and population size of communes of Long Hung, Vinh Khuc and Nghia Tru into a new Commune called Nghia Tru Commune.
31. Merge the entire natural area and population size of communes of Xuan Quan, Cuu Cao and Phung Cong into a new Commune called Phung Cong Commune.
32. Merge the entire natural area and population size of Tan Tien Commune (Van Giang District), Lien Nghia Commune and Van Giang Town into a new Commune called Van Giang Commune.
33. Merge the entire natural area and population size of communes of Binh Minh (Khoai Chau District), Thang Loi and Me So into a new Commune called Me So Commune.
34. Merge the entire natural area and population size of Diem Dien Town and communes of Thuy Hai, Thuy Trinh, Thuy Binh and Thuy Lien into a new Commune called Thai Thuy Commune.
35. Merge the entire natural area and population size of communes of Thuy Truong, Thuy Xuan, An Tan and Hong Dung into a new Commune called Dong Thuy Anh Commune.
36. Merge the entire natural area and population size of communes of Thuy Quynh, Thuy Van and Thuy Viet into a new Commune called Bac Thuy Anh Commune.
37. Merge the entire natural area and population size of communes of Thuy Son, Duong Phuc and Thuy Hung into a new Commune called Thuy Anh Commune.
38. Merge the entire natural area and population size of communes of Thuy Thanh, Thuy Phong and Thuy Duyen into a new Commune called Nam Thuy Anh Commune.
39. Merge the entire natural area and population size of Thai Phuc Commune and Duong Hong Thuy Commune into a new Commune called Bac Thai Ninh Commune.
40. Merge the entire natural area and population size of communes of Thai Hung (Thai Thuy District), Thai Thuong, Hoa An and Thai Nguyen into a new Commune called Thai Ninh Commune.
41. Merge the entire natural area and population size of communes of My Loc, Tan Hoc, Thai Do and Thai Xuyen into a new Commune called Dong Thai Ninh Commune.
42. Merge the entire natural area and population size of communes of Thai Tho, Thai Thinh and Thuan Thanh into a new Commune called Nam Thai Ninh Commune.
43. Merge the entire natural area and population size of Son Ha Commune and Thai Giang Commune into a new Commune called Tay Thai Ninh Commune.
44. Merge the entire natural area and population size of communes of Thuy Chinh, Thuy Dan and Thuy Ninh into a new Commune called Tay Thuy Anh Commune.
45. Merge the entire natural area and population size of Tien Hai Town and communes of An Ninh (Tien Hai District), Tay Ninh, Tay Luong and Vu Lang into a new Commune called Tien Hai Commune.
46. Merge the entire natural area and population size of communes of Phuong Cong, Van Truong and Bac Hai into a new Commune called Tay Tien Hai Commune.
47. Merge the entire natural area and population size of Tay Giang Commune and Ai Quoc Commune into a new Commune called Ai Quoc Commune.
48. Merge the entire natural area and population size of communes of Dong Hoang (Tien Hai District), Dong Co, Dong Lam and Dong Minh into a new Commune called Dong Chau Commune.
49. Merge the entire natural area and population size of communes of Dong Xuyen, Dong Quang, Dong Long and Dong Tra into a new Commune called Dong Tien Hai Commune.
50. Merge the entire natural area and population size of communes of Nam Thinh, Nam Tien, Nam Chinh and Nam Cuong into a new Commune called Nam Cuong Commune.
51. Merge the entire natural area and population size of communes of Nam Phu, Nam Hung and Nam Trung into a new Commune called Hung Phu Commune.
52. Merge the entire natural area and population size of communes of Nam Hong, Nam Ha and Nam Hai into a new Commune called Nam Tien Hai Commune.
53. Merge the entire natural area and population size of Dong Hung Town and communes of Nguyen Xa (Dong Hung District), Dong La, Dong Cac, Dong Son and Dong Hop into a new Commune called Dong Hung Commune.
54. Merge the entire natural area and population size of communes of Lien An Do, Lo Giang, Me Linh and Phu Luong into a new Commune called Bac Tien Hung Commune.
55. Merge the entire natural area and population size of Phong Duong Tien Commune and Phu Chau Thanh Commune into a new Commune called Dong Tien Hung Commune.
56. Merge the entire natural area and population size of Dong Hoang Commune (Dong Hung District) and Xuan Quang Dong commune into a new Commune called Nam Dong Hung Commune.
57. Merge the entire natural area and population size of communes of Ha Giang, Dong Kinh and Dong Vinh into a new Commune called Bac Dong Quan Commune.
58. Merge the entire natural area and population size of communes of Dong Cuong, Dong Xa and Dong Phuong into a new Commune called Bac Dong Hung Commune.
59. Merge the entire natural area and population size of communes of Dong A, Dong Tan and Dong Quan into a new Commune called Dong Quan Commune.
60. Merge the entire natural area and population size of communes of Lien Hoa, Hong Giang, Trong Quan and Minh Phu into a new Commune called Nam Tien Hung Commune.
61. Merge the entire natural area and population size of communes of Minh Tan (Dong Hung District), Hong Bach, Thang Long and Hong Viet into a new Commune called Tien Hung Commune.
62. Merge the entire natural area and population size of Quynh Coi Town and communes of Quynh Hai, Quynh Hoi, Quynh Hong, Quynh My and Quynh Hung into a new Commune called Quynh Phu Commune.
63. Merge the entire natural area and population size of communes of Quynh Hoa, Quynh Minh, Quynh Giao and Quynh Tho into a new Commune called Minh Tho Commune.
64. Merge the entire natural area and population size of communes of Chau Son, Quynh Khe and Quynh Nguyen into a new Commune called Nguyen Du Commune.
65. Merge the entire natural area and population size of communes of Trang Bao Xa, An Vinh and Dong Hai into a new Commune called Quynh An Commune.
66. Merge the entire natural area and population size of communes of Quynh Hoang, Quynh Lam and Quynh Ngoc into a new Commune called Ngoc Lam Commune.
67. Merge the entire natural area and population size of communes of An Cau, An Ap, An Le and An Quy into a new Commune called Dong Bang Commune.
68. Merge the entire natural area and population size of communes of An Dong, An Hiep, An Thai and An Khe into a new Commune called A Sao Commune.
69. Merge the entire natural area and population size of An Bai Town and communes of An Ninh (Quynh Phu District), An Vu, An My, An Thanh into a new Commune called Phu Duc Commune.
70. Merge the entire natural area and population size of communes of Dong Tien (Quynh Phu District), An Duc and An Trang into a new Commune called Tan Tien Commune.
71. Merge the entire natural area and population size of communes of Hoa Binh, Minh Khai and Thong Nhat (Hung Ha District), communes Kim Trung, Hong Linh and Van Lang, and Hung Ha Town into a new Commune called Hung Ha Commune.
72. Merge the entire natural area and population size of communes of Tan Tien (Hung Ha District), Thai Phuong, Doan Hung and Phuc Khanh into a new Commune called Tien La Commune.
73. Merge the entire natural area and population size of communes of Minh Tan (Hung Ha District), Doc Lap and Hong An into a new Commune called Le Quy Don Commune.
74. Merge the entire natural area and population size of communes of Chi Hoa, Minh Hoa and Hong Minh into a new Commune called Hong Minh Commune.
75. Merge the entire natural area and population size of communes of Bac Son (Hung Ha District), Dong Do, Tay Do and Chi Lang into a new Commune called Than Khe Commune.
76. Merge the entire natural area and population size of communes of Quang Trung (Hung Ha District), Van Cam and Duyen Hai into a new Commune called Dien Ha Commune.
77. Merge the entire natural area and population size of communes of Tan Hoa (Hung Ha District), Canh Tan, Cong Hoa and Hoa Tien into a new Commune called Ngu Thien Commune.
78. Merge the entire natural area and population size of Hung Town and communes of Thai Hung (Hung Ha District), Tan Le, Tien Duc and Lien Hiep into a new Commune called Long Hung Commune.
79. Merge the entire natural area and population size of Binh Minh Commune and Quang Trung Commune (Kien Xuong District), Quang Minh Commune, Quang Binh Commune, and Kien Xuong Town into a new Commune called Kien Xuong Commune.
80. Merge the entire natural area and population size of Thong Nhat Commune (Kien Xuong District) and Le Loi Commune into a new Commune called Le Loi Commune.
81. Merge the entire natural area and population size of communes of Hoa Binh (Kien Xuong District), Vu Le and Quang Lich into a new Commune called Quang Lich Commune.
82. Merge the entire natural area and population size of communes of Vu An, Vu Ninh, Vu Trung and Vu Quy into a new Commune called Vu Quy Commune.
83. Merge the entire natural area and population size of Minh Tan Commune and Minh Quang (Kien Xuong District) and Binh Thanh Commune into a new Commune called Binh Thanh Commune.
84. Merge the entire natural area and population size of communes of Hong Tien, Nam Binh and Binh Dinh into a new Commune called Binh Dinh Commune.
85. Merge the entire natural area and population size of Vu Cong Commune and Hong Vu Commune into a new Commune called Hong Vu Commune.
86. Merge the entire natural area and population size of communes of Thanh Tan, An Binh and Binh Nguyen into a new Commune called Binh Nguyen Commune.
87. Merge the entire natural area and population size of communes of Hong Thai, Quoc Tuan and Tra Giang into a new Commune called Tra Giang Commune.
88. Merge the entire natural area and population size of communes of Hoa Binh, Minh Khai and Minh Quang (Vu Thu District), Tam Quang Commune, Dung Nghia Commune and Vu Thu Town into a new Commune called Vu Thu Commune.
89. Merge the entire natural area and population size of communes of Song Lang, Hiep Hoa and Minh Lang into a new Commune called Thu Tri Commune.
90. Merge the entire natural area and population size of communes of Tan Lap (Vu Thu District), Tu Tan and Bach Thuan into a new Commune called Tan Thuan Commune.
91. Merge the entire natural area and population size of communes of Viet Thuan, Vu Hoi, Vu Vinh and Vu Van into a new Commune called Thu Vu Commune.
92. Merge the entire natural area and population size of communes of Vu Doai, Duy Nhat, Hong Phong and Vu Tien into a new Commune called Vu Tien Commune.
93. Merge the entire natural area and population size of communes of Dong Thanh (Vu Thu District), Hong Ly, Viet Hung and Xuan Hoa into a new Commune called Van Xuan Commune.
94. Merge the entire natural area and population size of wards of An Tao, Le Loi, Hien Nam and Minh Khai, Trung Nghia Commune and Lien Phuong Commune into a new Ward called Pho Hien Ward.
95. Merge the entire natural area and population size of Lam Son Ward, communes of Phu Cuong, Hung Cuong and Bao Khe and remaining part of Ngoc Thanh Commune after the arrangement specified in clause 11 of this Article into a new Ward called Son Nam Ward.
96. Merge the entire natural area and population size of Hong Chau Ward, Quang Chau Commune and Hoang Hanh Commune into a new Ward called Hong Chau Ward.
97. Merge the entire natural area and population size of wards of Ban Yen Nhan, Nhan Hoa and Phan Dinh Phung and Cam Xa Commune into a new Ward called My Hao Ward.
98. Merge the entire natural area and population size of Di Su Ward, Phung Chi Kien Ward and communes of Xuan Duc, Hung Long and Ngoc Lam into a new Ward called Duong Hao Ward.
99. Merge the entire natural area and population size of Bach Sam Ward, Minh Duc Ward, Duong Quang Commune and Hoa Phong Commune into a new Ward called Thuong Hong Ward.
100. Merge the entire natural area and population size of wards of Le Hong Phong, Bo Xuyen and Tien Phong and communes of Tan Hoa (Vu Thu District), Phuc Thanh, Tan Phong and Tan Binh into a new Ward called Thai Binh Ward.
101. Merge the entire natural area and population size of Tran Lam Ward, Ky Ba Ward and communes of Vu Dong, Vu Lac, Vu Chinh and Tay Son into a new Ward called Tran Lam Ward.
102. Merge the entire natural area and population size of wards of Tran Hung Dao, De Tham and Quang Trung and Phu Xuan Commune into a new Ward called Tran Hung Dao Commune.
103. Merge the entire natural area and population size of Hoang Dieu Ward and communes of Dong My, Dong Hoa, Dong Tho and Dong Duong into a new Ward called Tra Ly Ward.
104. Merge the entire natural area and population size of Phu Khanh Ward and communes of Nguyen Xa (Vu Thu District), Song An, Trung An and Vu Phuc into a new Ward called Vu Phuc Ward.
105. After the arrangement, Hung Yen Province has 104 commune-level administrative divisions, including 93 communes and 11 wards.
1. This Resolution comes into force from the date on which it is approved.
2. Agencies shall, under their authority, expeditiously make necessary preparations to ensure that local governments of commune-level administrative divisions formed after the arrangement specified in Article 1 of this Resolution officially commence operations from July 01, 2025.
3. Local governments of commune-level administrative divisions before the arrangement shall continue to operate until local governments of commune-level administrative divisions formed after the arrangement officially commence operations.
Article 3. Organizing implementation
1. The Government, People’s Council of Hung Yen Province, People’s Committee of Hung Yen Province, local governments of administrative divisions related to the arrangement and other organizations and individuals concerned shall organize the implementation of this Resolution; arrange and stabilize apparatuses of local agencies and organizations; stabilize lives of the local people and satisfy the socio-economic development, national defense and security requirements in the Province.
2. The Government is assigned to rely on this Resolution and Project No. 360/DA-CP dated May 09, 2025 of the Government to organize the determination of natural area of commune-level administrative divisions and make it publicly available before September 30, 2025; at the same time expeditiously conduct on-site surveying activities and determine boundaries of administrative divisions to prepare dossiers on boundaries of administrative divisions as prescribed.
3. The Ethnic Minorities Council, Committees of the National Assembly, Delegations of the National Assembly Deputies and Hung Yen Province Delegation of National Assembly Deputies shall, within the bounds of their tasks and powers, supervise the implementation of this Resolution.
This Resolution was adopted by the Standing Committee of the 15th National Assembly of Socialist Republic of Vietnam on this 16th of June 2025.
