Resolution No. 1667/NQ-UBTVQH15 on the arrangement of commune-level administrative divisions of Khanh Hoa province in 2025

RESOLUTION

ON THE ARRANGEMENT OF COMMUNE-LEVEL ADMINISTRATIVE DIVISIONS OF KHANH HOA PROVINCE IN 2025

THE STANDING COMMITTEE OF THE NATIONAL ASSEMBLY

Pursuant to the Constitution of the Socialist Republic of Vietnam as amended and supplemented by Resolution No. 203/2025/QH15;

Pursuant to Law on Organization of Local Government 75/2025/QH15;

Pursuant to the National Assembly’s Resolution No. 202/2025/QH15 dated June 12, 2025 on arrangement of provincial administrative divisions;

Pursuant to Resolution No. 76/2025/UBTVQH15 dated April 14, 2025 of the Standing Committee of the National Assembly on rearrangement of administrative units in 2025;

In view of the Government’s request in the Document No. 353/TTr-CP and Project No. 354/DA-CP dated May 09, 2025, Verification Report No. 428/BC-UBPLTP15 dated June 03, 2025 of the Committee on Law and Justice,

HEREBY RESOLVES:

Article 1. Arrangement of commune-level administrative divisions of Khanh Hoa province

According to the Government’s Project No. 354 /DA-CP dated May 09, 2025 on the arrangement of commune-level administrative divisions of Khanh Hoa province (new) in 2025, the Standing Committee of the National Assembly makes a decision on the arrangement to establish commune-level administrative divisions of Khanh Hoa province as follows:

1. Merge the entire natural area and population size of communes of Cam Lap, Cam Binh, Cam Thinh Dong and Cam Thinh Tay into a new commune called Nam Cam Ranh commune.

2. Merge the entire natural area and population size of communes of Ninh An, Ninh Son and Ninh Tho into a new commune called Bac Ninh Hoa commune

3. Merge the entire natural area and population size of communes of Ninh Xuan, Ninh Quang and Ninh Binh into a new commune called Tan Dinh commune

4. Merge the entire natural area and population size of communes of Ninh Loc, Ninh Ich, Ninh Hung and Ninh Tan into a new commune called Nam Ninh Hoa commune

5. Merge the entire natural area and population size of communes of Ninh Tay and Ninh Sim into a new commune called Tay Ninh Hoa commune.

6. Merge the entire natural area and population size of communes of Ninh Thuong, Ninh Trung and Ninh Than into a new commune called Hoa Tri commune.

7. Merge the entire natural area and population size of communes of Van Thanh, Van Tho and Dai Lanh into a new commune called Dai Lanh commune

8. Merge the entire natural area and population size of communes of Van Khanh, Van Long and Van Phuoc into a new commune called Tu Bong commune.

9. Merge the entire natural area and population size of communes of Van Binh and Van Thang into a new commune called Van Thang commune.

10. Merge the entire natural area and population size of Van Gia commune-level town, Van Phu commune, and Van Luong commune into a new commune called Van Ninh commune.

11. Merge the entire natural area and population size of Xuan Son commune and Van Hung commune into a new commune called Van Hung commune.

12. Merge the entire natural area and population size of Dien Khanh commune-level town, Dien An commune, and Dien Toan commune into a new commune called Dien Khanh commune

13. Merge the entire natural area and population size of communes of Dien Thanh, Dien Lac and Dien Hoa into a new commune called Dien Lac commune.

14. Merge the entire natural area and population size of communes of Dien Son, Dien Phu and Dien Dien into a new commune called Dien Dien commune.

15. Merge the entire natural area and population size of communes of Xuan Dong and Dien Lam into a new commune called Dien Lam commune.

16. Merge the entire natural area and population size of communes of Dien Tan, Dien Phuoc and Dien Tho into a new commune called Dien Tho commune.

17. Merge the entire natural area and population size of communes of Suoi Tien, Binh Loc and Suoi Hiep into a new commune called Suoi Hiep commune.

18. Merge the entire natural area and population size of Cam Duc commune-level town, Cam Hai Dong commune, Cam Hai Tay commune, Cam Thanh Bac commune, and part of the natural area and population size of communes of Cam Hiep Bac, Cam Hiep Nam, Cam Hoa, Cam Tan, Cam An Bac, Cam An Nam, and Suoi Tan into a new commune called Cam Lam commune.

19. Merge the entire natural area and population size of Suoi Cat commune and part of the natural area and population size of communes of Cam Hoa, Cam Tan, Suoi Tan into a new commune called Suoi Dau commune.

20. Merge the entire natural area and population size of Tan Son commune, remaining part of Cam Hiep Bac commune, and Cam Hiep Nam after the merger specified in Clause 18 of this Article, and remaining part of communes of Cam Hoa, Cam Tan, Suoi Tan after the merger specified in Clause 18, Clause 19 of this Article into a new commune called Cam Hiep commune.

21. Merge the entire natural area and population size of Cam Phuoc Tay commune and remaining part of Cam An Bac commune, Cam An Nam commune after the merger specified in Clause 18 of this Article into a new commune called Cam An commune.

22. Merge the entire natural area and population size of Khanh Binh commune and Khanh Dong commune into a new commune called Bac Khanh Vinh commune.

23. Merge the entire natural area and population size of Khanh Trung commune and Khanh Hiep commune into a new commune called Trung Khanh Vinh commune.

24. Merge the entire natural area and population size of communes of Giang Ly, Khanh Thuong, and Khanh Nam into a new commune called Tay Khanh Vinh commune.

25. Merge the entire natural area and population size of communes of Cau Ba, Khanh Thanh, Lien Sang and Son Thai into a new commune called Nam Khanh Vinh commune.

26. Merge the entire natural area and population size of Khanh Vinh commune-level town, Song Cau commune, and Khanh Phu commune into a new commune called Khanh Vinh commune.

27. Merge the entire natural area and population size of To Hap commune-level town, Son Hiep commune, and Sow Binh commune into a new commune called Khanh Son commune.

28. Merge the entire natural area and population size of Son Lam commune and Thanh Son commune into a new commune called Tay Khanh Son commune.

29. Merge the entire natural area and population size of communes of  Son Trung, Ba Cum Bac, and Ba Cum Nam into a new commune called Dong Khanh Son commune.

30. Merge the entire natural area and population size of Phuoc Dan commune-level town, Phuoc Thuan commune, and Phuoc Hai commune into a new commune called Ninh Phuoc commune.

31. Merge the entire natural area and population size of Phuoc Thai commune and Phuoc Huu commune into a new commune called Phuoc Huu commune.

32. Merge the entire natural area and population size of communes of Phuoc Vinh, Phuoc Son and Phuoc Hau into a new commune called Phuoc Hau commune.

33. Merge the entire natural area and population size of communes of Phuoc Nam, Phuoc Ninh and Phuoc Minh into a new commune called Thuan Nam commune.

34. Merge the entire natural area and population size of Phuoc Diem commune and Ca Na commune into a new commune called Ca Na commune.

35. Merge the entire natural area and population size of Nhi Ha commune and Phuoc Ha commune into a new commune called Phuoc Ha commune.

36. Merge the entire natural area and population size of An Hai commune, Phuoc Dinh commune, and part of natural area and population size of Dong Hai ward into a new commune called Phuoc Dinh commune.

37. Merge the entire natural area and population size of communes of Phuong Hai, Tri Hai and Bac Son into a new commune called Ninh Hai commune

38. Merge the entire natural area and population size of communes of Ho Hai, Tan Hai and Xuan Hai into a new commune called Xuan Hai commune.

39. Merge the entire natural area and population size of communes of Nhon Hai, Thanh Hai, and Vinh Hai into a new commune called Vinh Hai commune.

40. Merge the entire natural area and population size of communes of Bac Phong, Phuoc Khang, and Loi Hai into a new commune called Thuan Bac commune.

41. Merge the entire natural area and population size of Phuoc Chien commune and Cong Hai commune into a new commune called Cong Hai commune.

42. Merge the entire natural area and population size of Tan Son commune-level town and Quang Son commune into a new commune called Ninh Son commune.

43. Merge the entire natural area and population size of Luong Son commune and Lam Son commune into a new commune called Lam Son commune.

44. Merge the entire natural area and population size of Ma Noi commune and Hoa Son commune into a new commune called Anh Dung commune.

45. Merge the entire natural area and population size of Phuoc Trung commune and My Son commune into a new commune called My Son commune.

46. Merge the entire natural area and population size of Phuoc Dai commune and Phuoc Thanh commune into a new commune called Bac Ai Dong commune.

47. Merge the entire natural area and population size of communes of Phuoc Tien, Phuoc Thang and Phuoc Chinh into a new commune called Bac Ai commune.

48. Merge the entire natural area and population size of communes of Phuoc Hoa, Phuoc Tan and Phuoc Binh into a new commune called Bac Ai Tay commune.

49. Merge the entire natural area and population size of wards of Van Hanh, Loc Tho, Vinh Nguyen, Tan Tien and Phuoc Hoa into a new ward called Nha Trang ward.

50. Merge the entire natural area and population size of wards of Vinh Hoa, Vinh Hai, Vinh Phuoc, Vinh Tho, and Vinh Phuong commune into a new ward called Bac Nha Trang ward.

51. Merge the entire natural area and population size of Ngoc Hiep ward, Phuong Sai ward, and communes of Vinh Ngoc, Vinh Thanh, Vinh Hiep, Vinh Trung into a new ward called Tay Nha Trang ward.

52. Merge the entire natural area and population size of wards of Phuoc Hai, Phuoc Long, Vinh Truong, Vinh Thai commune, and Phuoc Dong commune into a new ward called Nam Nha Trang ward.

53. Merge the entire natural area and population size of Cam Nghia ward, Cam Phuc Bac, and Cam Thanh Nam commune into a new ward called Bac Nha Trang ward.

54. Merge the entire natural area and population size of wards of Cam Phu, Cam Loc, and Cam Phuc Nam into a new ward called Cam Ranh ward.

55. Merge the entire natural area and population size of wards of Cam Thuan, Cam Loi and Cam Linh into a new ward called Cam Linh ward.

56. Merge the entire natural area and population size of Ba Ngoi ward, and Cam Phuoc Dong commune into a new ward called Ba Ngoi ward.

57. Merge the entire natural area and population size of Ninh Hiep ward, Ninh Da ward, Ninh Dong commune, and NinhPhung commune into a new ward called Ninh Hoa ward.

58. Merge the entire natural area and population size of wards of Ninh Diem, Ninh Hai, Ninh Thuy, and Ninh Phuoc commune into a new ward called Dong Ninh Hoa ward.

59. Merge the entire natural area and population size of Ninh Giang ward, Ninh Ha ward, and Ninh Phu commune into a new ward called Hoa Thang ward.

60. Merge the entire natural area and population size of wards of Kinh Dinh, Phu Ha, Dai Son and Dao Long into a new ward called Phan Rang ward

61. Merge the entire natural area and population size of wards of My Binh, My Dong, My Hai, and part of natural area and population size of Dong Hai ward after the merger specified in Clause 36 of this Article into a new ward called Dong Hai ward.

62. Merge the entire natural area and population size of Van Hai ward and Khanh Hai commune-level town into a new ward called Ninh Chu ward.

63. Merge the entire natural area and population size of Phuoc My ward, Bao An ward and Thanh Hai commune into a new ward called Bao An ward.

64. Merge the entire natural area and population size of Do Vinh ward and Nhon Dong commune into a new ward called Do Vinh ward.

65. Merge the entire natural area and population size of Truong Sa ward, Song Tu Tay commune, and Sinh Ton commune into a special administrative region called Truong Sa special administrative region.

66. After the arrangement, Khanh Hoa province has 65 commune-level administrative divisions, including 48 communes, 16 wards, and 01 special administrative region.

Article 2. Effect

 1. This Resolution comes into force from the date on which it is approved.

2. Agencies shall, under their authority, expeditiously make necessary preparations to ensure that local governments of commune-level administrative divisions formed after the arrangement specified in Article 1 of this Resolution officially commence operations from July 01, 2025.

3. Local governments of commune-level administrative divisions before the arrangement shall continue to operate until local governments of commune-level administrative divisions formed after the arrangement officially commence operations.

Article 3. Organizing implementation

1. The Government, People’s Council of Khanh Hoa province, People’s Committee of Khanh Hoa province, local governments of administrative divisions related to the arrangement and other agencies, organizations concerned shall organize the implementation of this Resolution; arrange and stabilize apparatuses of local agencies and organizations; stabilize lives of the local people and satisfy the socio-economic development, national defense and security requirements in the province.

2. The Government is assigned to rely on this Resolution and Project No. 354/DA-CP dated May 09, 2025 of the Government to organize the determination of natural area of commune-level administrative divisions and make it publicly available before September 30, 2025; at the same time expeditiously conduct on-site surveying activities and determine boundaries of administrative divisions to prepare dossiers on boundaries of administrative divisions as prescribed.

3. The Ethnic Minorities Council, Committees of the National Assembly, Delegations of the National Assembly Deputies and Delegation of National Assembly Deputies of Khanh Hoa province shall, within the bounds of their tasks and powers, supervise the implementation of this Resolution.
