RESOLUTION

ARRANGEMENT OF COMMUNE-LEVEL ADMINISTRATIVE DIVISIONS OF HAI PHONG CITY IN 2025

STANDING COMMITTEE OF THE NATIONAL ASSEMBLY

Pursuant to the Constitution of the Socialist Republic of Vietnam as amended by Resolution No. 203/2025/QH15;

Pursuant to Law on Organization of Local Government No. 72/2025/QH15;

Pursuant to Resolution No. 202/2025/QH15 dated June 12, 2025 of the National Assembly on arrangement of provincial-level administrative divisions;

Pursuant to Resolution No. 76/2025/UBTVQH15 dated April 14, 2025 of the Standing Committee of the National Assembly on arrangement of administrative divisions in 2025;

In view of the Government’s request in the Document No. 380/TTr-CP and Project No. 381/DA-CP dated May 09, 2025, Verification Report No. 425/BC-UBPLTP15 dated June 03, 2025 of the Committee on Law and Justice,

HEREBY RESOLVES:

Article 1. Arrangement of commune-level administrative divisions of Hai Phong City

On the basis of the Government’s Project No. 381/DA-CP dated May 09, 2025 on arrangement of commune-level administrative divisions of Hai Phong City (new city) in 2025, the Standing Committee of the National Assembly makes a decision on arrangement to establish commune-level administrative divisions of Hai Phong City as follows:

1. Merge the entire natural area and population size of wards of Duong Quan and Thuy Duong and part of the natural area and population size of wards of Hoa Dong, An Lu and Thuy Ha into a new Ward called Thuy Nguyen Ward.

2. Merge the entire natural area and population size of wards of Thien Huong and Hoang Lam, part of the natural area and population size of Le Hong Phong ward and remaining part of Hoa Dong ward after the arrangement specified in clause 1 of this Article into a new Ward called Thien Huong Ward.

3. Merge the entire natural area and population size of Hoa Binh ward and remaining part of wards of An Lu and Thuy Ha after the arrangement specified in clause 1 of this Article into a new Ward called Hoa Binh Ward.

4. Merge the entire natural area and population size of wards of Nam Trieu Giang, Lap Le and Tam Hung into a new Ward called Nam Trieu Ward.

5. Merge the entire natural area and population size of Minh Duc ward and Bach Dang commune (Thuy Nguyen city), Pham Ngu Lao ward into a new Ward called Bach Dang Ward.

6. Merge the entire natural area and population size of wards of Tran Hung Dao (Thuy Nguyen city) and Luu Kiem, part of the natural area and population size of Lien Xuan commune and part of the natural area of Quang Trung commune (Thuy Nguyen city) into a new Ward called Luu Kiem Ward.

7. Merge the entire natural area and population size of Quang Thanh ward, remaining part of Le Hong Phong ward after the arrangement specified in clause 2 of this Article and remaining part of Quang Trung commune (Thuy Nguyen city) after the arrangement specified in clause 6 of this Article into a new Ward called Le Ich Moc Ward.

8. Merge the entire natural area and population size of wards of Hoang Van Thu, Minh Khai, Phan Boi Chau, Thuong Ly, So Dau and Hung Vuong and part of the natural area of Gia Vien ward into a new Ward called Hong Bang Ward.

9. Merge the entire natural area and population size of wards of Quan Toan and An Hong and part of the natural area and population size of wards of An Hung, Dai Ban, Le Thien and Tan Tien into a new Ward called Hong An Ward.

10. Merge the entire natural area and population size of wards of May Chai, Van My and Cau Tre and part of the natural area and population size of wards of Gia Vien and Dong Khe into a new Ward called Ngo Quyen Ward.

11. Merge the entire natural area and population size of Dang Giang ward, part of the natural area and population size of wards of Cau Dat, Lach Tray, remaining part of Gia Vien ward after the arrangement specified in clauses 8 and 10 of this Article, and remaining part of Dong Khe ward after the arrangement specified in clause 10 of this Article into a new Ward called Gia Vien Ward.

12. Merge the entire natural area and population size of wards of Hang Kenh, Du Hang Kenh and Kenh Duong, part of the natural area and population size of wards of An Bien, Tran Nguyen Han and Vinh Niem and remaining part of wards of Cau Dat and Lach Tray after the arrangement specified in clause 11 of this Article into a new Ward called Le Chan Ward.

13. Merge the entire natural area and population size of An Duong ward and remaining part of wards of An Bien, Tran Nguyen Han and Vinh Niem after the arrangement specified in clause 12 of this Article into a new Ward called An Bien Ward.

14. Merge the entire natural area and population size of wards of Cat Bi, Dang Lam, Thanh To, Dang Hai and Trang Cat and part of the natural area and population size of Nam Hai ward and part of the natural area of Dong Hai 2 ward into a new Ward called Hai An Ward.

15. Merge the entire natural area and population size of Dong Hai 1 ward and remaining part of wards of Dong Hai 2 and Nam Hai after the arrangement specified in clause 14 of this Article into a new Ward called Dong Hai Ward.

16. Merge part of natural area and population size of wards of Nam Son (Kien An district), Dong Hoa, Bac Son, Tran Thanh Ngo and Van Dau into a new Ward called Kien An Ward.

17. Merge the entire natural area and population size of wards of Bac Ha and Ngoc Son, part of the natural area of Truong Son town and remaining part of wards of Nam Son (Kien An district), Dong Hoa, Bac Son, Tran Thanh Ngo and Van Dau after the arrangement specified in clause 16 of this Article into a new Ward called Phu Lien Ward.

18. Merge the entire natural area and population size of wards of Minh Duc (Do Son ward), Bang La and Hop Duc and part of the natural area and population size of wards of Van Huong and Ngoc Xuyen into a new Ward called Nam Do Son Ward.

19. Merge the entire natural area and population size of Hai Son ward, part of the natural area of Tan Thanh ward and remaining part of wards of Van Huong and Ngoc Xuyen after the arrangement specified in clause 18 of this Article into a new Ward called Do Son Ward.

20. Merge the entire natural area and population size of wards of Da Phuc and Hung Dao and part of the natural area and population size of wards of Anh Dung and Hai Thanh into a new Ward called Hung Dao Ward.

21. Merge the entire natural area and population size of Hoa Nghia ward, remaining part of Tan Thanh ward after the arrangement specified in clause 19 of this Article and remaining part of wards of An Dung and Hai Thanh after the arrangement specified in clause 20 of this Article into a new Ward called Duong Kinh Ward.

22. Merge the entire natural area and population size of Nam Son ward (An Duong district), part of the natural area and population size of wards of An Hai, Le Loi, Dong Thai and Tan Tien and remaining part of An Hung ward after the arrangement specified in clause 9 of this Article into a new Ward called An Duong Ward.

23. Merge the entire natural area and population size of wards of An Dong and Hong Thai, part of the natural area and population size of Le Loi ward and remaining part of wards of An Hai and Dong Thai after the arrangement specified in clause 22 of this Article into a new Ward called An Hai Ward.

24. Merge the entire natural area and population size of wards of An Hoa and Hong Phong, remaining part of wards of Dai Ban and Le Thien after the arrangement specified in clause 9 of this Article, remaining part of Tan Tien ward after the arrangement specified in clause 9 and clause 22 of this Article and remaining part of Le Loi ward after the arrangement specified in clause 22 and clause 23 into a new Ward called An Phong Ward.

25. Merge the entire natural area and population size of wards of Tran Hung Dao (Hai Duong city), Nhi Chau, Ngoc Chau and Quang Trung into a new Ward called Hai Duong Ward.

26. Merge the entire natural area and population size of wards of Tan Binh, Thanh Binh and Le Thanh Nghi and part of the natural area and population size of Tran Phu ward into a new Ward called Le Thanh Nghi Ward.

27. Merge the entire natural area and population size of wards of Viet Hoa ward and Cao An commune and part of the natural area and population size of Tu Minh ward and Lai Cach town into a new Ward called Viet Hoa Ward.

28. Merge the entire natural area and population size of wards of Cam Thuong, Binh Han, Nguyen Trai and An Thuong into a new Ward called Thanh Dong Ward.

29. Merge the entire natural area and population size of wards of Nam Dong and Tien Tien into a new Ward called Nam Dong Ward.

30. Merge the entire natural area and population size of wards of Hai Tan and Tan Hung and Ngoc Son commune and remaining part of Tran Phu ward after the arrangement specified in clause 26 of this Article into a new Ward called Tan Hung Ward.

31. Merge the entire natural area and population size of Thach Khoi ward, Gia Xuyen commune and Lien Hong commune and part of the natural area of Thong Nhat commune into a new Ward called Thach Khoi Ward.

32. Merge the entire natural area and population size of Cam Doai commune and remaining part of Tu Minh ward and Lai Cach town after the arrangement specified in clause 27 of this Article into a new Ward called Tu Minh Ward.

33. Merge the entire natural area and population size of Ai Quoc ward, Quyet Thang commune and part of the natural area of Hong Lac commune into a new Ward called Ai Quoc Ward.

34. Merge the entire natural area and population size of wards of Sao Do, Van An, Chi Minh and Thai Hoc and part of the natural area and population size of Cong Hoa ward and part of the natural area of Van Duc ward into a new Ward called Chu Van An Ward.

35. Merge the entire natural area and population size of wards of Phai Lai and Co Thanh and Nhan Hue commune into a new Ward called Chi Linh Ward.

36. Merge the entire natural area and population size of communes of Le Loi and Hung Dao (Chi Linh city) and remaining part of Cong Hoa ward after the arrangement specified in clause 34 of this Article into a new Ward called Tran Hung Dao Ward.

37. Merge the entire natural area and population size of Ben Tam ward, Bac An commune and Hoang Hoa Tham commune into a new Ward called Nguyen Trai Ward.

38. Merge the entire natural area and population size of wards of Hoang Tan and Hoang Tien and part of the natural area and population size of Van Duc ward into a new Ward called Tran Nhan Tong Ward.

39. Merge the entire natural area and population size of wards of Tan Dan (Chi Linh city), An Lac and Dong Lac into a new Ward called Le Dai Hanh Ward.

40. Merge the entire natural area and population size of wards of An Luu, Hiep An and Long Xuyen into a new Ward called Kinh Mon Ward.

41. Merge the entire natural area and population size of wards of Thai Thinh and Hien Thanh and Minh Hoa commune into a new Ward called Nguyen Dai Nang Ward.

42. Merge the entire natural area and population size of An Phu ward, Hiep Hoa commune and part of the natural area and population size of Thuong Quan commune into a new Ward called Tran Lieu Ward.

43. Merge the entire natural area and population size of That Hung ward, Bach Dang commune (Kinh Mon town) and Le Ninh commune and remaining part of Van Duc ward after the arrangement specified in clause 34 and clause 38 of this Article into a new Ward called Bac An Phu Ward.

44. Merge the entire natural area and population size of wards of Pham Thai, An Sinh and Hiep Son into a new Ward called Pham Su Manh Ward.

45. Merge the entire natural area and population size of wards of Tan Dan (Kinh Mon town), Minh Tan, Duy Tan and Phu Thu into a new Ward called Nhi Chieu Ward.

46. Merge the entire natural area and population size of communes of An Thai, An Tho and Chien Thang into a new Commune called An Hung Commune.

47. Merge the entire natural area and population size of communes of Tan Vien and My Duc and part of the natural area and population size of Thai Son commune into a new Commune called An Khanh Commune.

48. Merge the entire natural area and population size of communes of   Quoc Tuan, Quang Trung (An Lao district) and Quang Hung into a new Commune called An Quang Commune.

49. Merge the entire natural area and population size of communes of Bat Trang, Truong Tho and Truong Thanh into a new Commune called An Truong Commune.

50. Merge the entire natural area and population size of An Lao town, communes of An Thang, Tan Dan and An Tien, remaining part of Truong Son town after the arrangement specified in clause 17 of this Article and remaining part of Thai Son commune after the arrangement specified in clause 47 of this Article into a new Commune called An Lao commune.

51. Merge the entire natural area and population size of Nui Doi town, communes of Thanh Son (Kien Thuy district), Thuan Thien and Huu Bang and part of the natural area and population size of Kien Hung commune into a new Commune called Kien Thuy Commune.

52. Merge the entire natural area and population size of communes of Minh Tan (Kien Thuy district), Dai Dong and Dong Phuong into a new Commune called Kien Minh Commune.

53. Merge the entire natural area and population size of communes of Tan Phong, Dai Hop (Kien Thuy district) and Tu Son and part of the natural area and population size of Doan Xa commune into a new Commune called Kien Hai Commune.

54. Merge the entire natural area and population size of Tan Trao commune (Kien Thuy district), remaining part of Kien Hung commune after the arrangement specified in clause 51 of this Article and remaining part of Doan Xa commune after the arrangement specified in clause 53 of this Article into a new Commune called Kien Hung commune.

55. Merge the entire natural area and population size of communes of Ngu Phuc (Kien Thuy district), Kien Quoc and Du Le into a new Commune called Nghi Duong Commune.

56. Merge the entire natural area and population size of communes of Dai Thang, Tien Cuong and Tu Cuong into a new Commune called Quyet Thang Commune.

57. Merge the entire natural area and population size of Tien Lang town and communes of Quyet Tien, Tien Thanh and Khoi Nghia into a new Commune called Tien Lang Commune.

58. Merge the entire natural area and population size of communes of Cap Tien, Kien Thiet and Doan Lap and part of the natural area and population size of Tan Minh commune into a new Commune called Tan Minh Commune.

59. Merge the entire natural area and population size of communes of Tien Thang and Tien Minh and remaining part of Tan Minh commune after the arrangement specified in clause 58 of this Article into a new Commune called Tien Minh commune.

60. Merge the entire natural area and population size of communes of Nam Hung (Tien Lang district), Bac Hung, Dong Hung and Tay Hung into a new Commune called Chan Hung Commune.

61. Merge the entire natural area and population size of communes of Hung Thang (Tien Lang district) and Vinh Quang into a new Commune called Hung Thang Commune.

62. Merge the entire natural area and population size of Vinh Bao town and communes of Vinh Hung (Vinh Bao district), Tan Hung and Tan Lien into a new Commune called Vinh Bao Commune.

63. Merge the entire natural area and population size of communes of Tran Duong, Hoa Binh and Ly Hoc into a new Commune called Nguyen Binh Khiem Commune.

64. Merge the entire natural area and population size of communes of Tam Cuong, Cao Minh and Lien Am into a new Commune called Vinh An Commune.

65. Merge the entire natural area and population size of communes of Tien Phong and Vinh Hai into a new Commune called Vinh Hai Commune.

66. Merge the entire natural area and population size of communes of Vinh Hoa (Vinh Bao district) and Hung Tien into a new Commune called Vinh Hoa Commune.

67. Merge the entire natural area and population size of communes of Thang Thuy, Trung Lap and Viet Tien into a new Commune called Vinh Thinh Commune.

68. Merge the entire natural area and population size of communes of Vinh An, Giang Bien and Dung Tien into a new Commune called Vinh Thuan Commune.

69. Merge the entire natural area and population size of Ninh Son commune and remaining part of Lien Xuan commune after the arrangement specified in clause 6 of this Article into a new Commune called Viet Khe commune.

70. Merge the entire natural area and population size of communes of Quang Thanh, Lac Long and Thang Long and part of the natural area and population size of communes of Tuan Viet and Vu Dung and part of the natural area of Cong Hoa commune into a new Commune called Nam An Phu commune.

71. Merge the entire natural area and population size of Nam Sach town, Hong Phong commune (Nam Sach district) and Dong Lac commune into a new Commune called Nam Sach commune.

72. Merge the entire natural area and population size of communes of Minh Tan (Nam Sach district), An Son and Thai Tan into a new Commune called Thai Tan commune.

73. Merge the entire natural area and population size of communes of Quoc Tuan (Nam Sach district), Hiep Cat and Tran Phu into a new Commune called Tran Phu commune.

74. Merge the entire natural area and population size of communes of Nam Hung (Nam Sach district), Nam Tan and Hop Tien into a new Commune called Hop Tien commune.

75. Merge the entire natural area and population size of communes of An Binh and An Phu and part of the natural area and population size of Cong Hoa commune after the arrangement specified in clause 70 of this Article into a new Commune called An Phu commune.

76. Merge the entire natural area and population size of Thanh Ha town, Thanh Son commune (Thanh Ha district) and Thanh Tan commune into a new Commune called Thanh Ha commune.

77. Merge the entire natural area and population size of communes of Tan An and An Phuong and part of the natural area and population size of Thanh Hai commune into a new Commune called Ha Tay Commune.

78. Merge the entire natural area and population size of Tan Viet commune (Thanh Ha district), part of the natural area and population size of Cam Viet commune and remaining part of Hong Lac commune after the arrangement specified in clause 33 of this Article into a new Commune called Ha Bac commune.

79. Merge the entire natural area and population size of communes of Thanh Xuan, Lien Mac and Thanh Lang, part of the natural area and population size of Thanh An commune and part of the natural area of Hoa Binh commune into a new Commune called Ha Nam commune.

80. Merge the entire natural area and population size of communes of Thanh Hong, Vinh Cuong and Thanh Quang into a new Commune called Ha Dong Commune.

81. Merge the entire natural area and population size of communes of Tan Truong and Cam Dong and part of the natural area and population size of Phuc Dien commune into a new Commune called Mao Dien Commune.

82. Merge the entire natural area and population size of communes of Luong Dien, Ngoc Lien and Cam Hung and remaining part of Phuc Dien commune after the arrangement specified in clause 81 of this Article into a new Commune called Cam Giang commune.

83. Merge the entire natural area and population size of Cam Giang town, Dinh Son commune and Cam Hoang commune into a new Commune called Cam Giang Commune.

84. Merge the entire natural area and population size of communes of Duc Chinh, Cam Vu and Cam Van into a new Commune called Tue Tinh Commune.

85. Merge the entire natural area and population size of communes of Vinh Hung and Hung Thang (Binh Giang district), Ke Sat town and part of the natural area and population size of Vinh Hong commune into a new Commune called Ke Sat Commune.

86. Merge the entire natural area and population size of communes of Tan Viet (Binh Giang district), Long Xuyen, Hong Khe and Co Bi and remaining part of Vinh Hong commune after the arrangement specified in clause 85 of this Article into a new Commune called Binh Giang commune.

87. Merge part of the natural area and population size of communes of Thuc Khang, Thai Minh, Tan Hong and Thai Duong and part of the natural area of Thai Hoa commune into a new Commune called Duong An Commune.

88. Merge the entire natural area and population size of Binh Xuyen commune (Binh Giang district), part of the natural area of communes of Thanh Tung and Doan Tung and remaining part of communes of Thuc Khang, Thai Minh, Tan Hong, Thai Duong and Thai Hoa after the arrangement specified in clause 87 of this Article into a new Commune called Thuong Hong commune.

89. Merge the entire natural area and population size of Gia Tien commune and part of the natural area and population size of Gia Loc town, Gia Phuc commune, Yet Kieu commune and part of the natural area of Le Loi commune (Gia Loc district) into a new Commune called Gia Loc Commune.

90. Merge remaining part of Thong Nhat commune after the arrangement specified in clause 31 of this Article, remaining part of Le Loi commune (Gia Loc district) and Yet Kieu commune after the arrangement specified in clause 89 of this Article into a new Commune called Yet Kieu commune.

91. Merge the entire natural area and population size of communes of Toan Thang, Hoang Dieu and Hong Hung, part of the natural area and population size of communes of Thong Kenh and Doan Thuong, part of the natural area of Quang Duc commune and remaining part of Gia Loc town, Gia Phuc commune after the arrangement specified in clause 89 of this Article into a new Commune called Gia Phuc commune.

92. Merge the entire natural area and population size of communes of Pham Tran and Nhat Quang, remaining part of communes of Thong Kenh, Doan Thuong and Quang Duc after the arrangement specified in clause 91 of this Article and part of the natural area of Thanh Mien town into a new Commune called Truong Tan commune.

93. Merge the entire natural area and population size of Tu Ky town and communes of Minh Duc, Quang Khai and Quang Phuc into a new Commune called Tu Ky Commune.

94. Merge the entire natural area and population size of communes of Dai Hop (Tu Ky district), Tan Ky, Dan An and Ky Son and part of the natural area of Hung Dao commune (Tu Ky district) into a new Commune called Tan Ky Commune.

95. Merge the entire natural area and population size of communes of Binh Lang and Dai Son, remaining part of Thanh Hai commune after the arrangement specified in clause 77 of this Article and remaining part of Hung Dao commune (Tu Ky district) after the arrangement specified in clause 94 of this Article into a new Commune called Dai Son commune.

96. Merge the entire natural area and population size of communes of An Thanh, Van To and Chi Minh into a new Commune called Chi Minh Commune.

97. Merge the entire natural area and population size of communes of Quang Trung (Tu Ky district) and Lac Phuong and part of the natural area and population size of Tien Dong commune into a new Commune called Lac Phuong Commune.

98. Merge the entire natural area and population size of communes of Ha Ky, Nguyen Giap and Ha Thanh and remaining part of Tien Dong commune after the arrangement specified in clause 97 of this Article into a new Commune called Nguyen Giap commune.

99. Merge the entire natural area and population size of Ninh Giang town and communes of Vinh Hoa (Ninh Giang district), Hong Du and Hiep Luc into a new Commune called Ninh Giang Commune.

100. Merge the entire natural area and population size of communes of Ung Hoe, Tan Huong and Nghia An into a new Commune called Vinh Lai Commune.

101. Merge the entire natural area and population size of communes of Binh Xuyen, Hong Phong (Ninh Giang district) and Kien Phuc into a new Commune called Khuc Thua Du Commune.

102. Merge the entire natural area and population size of communes of Tan Phong (Ninh Giang district), An Duc and Duc Phuc into a new Commune called Tan An Commune.

103. Merge the entire natural area and population size of communes of Tan Quang, Van Hoi and Hung Long into a new Commune called Hong Chau Commune.

104. Merge the entire natural area and population size of communes of Cao Thang, Ngu Hung and Tu Cuong and remaining part of Thanh Mien town after the arrangement specified in clause 92 of this Article into a new Commune called Thanh Mien commune.

105. Merge the entire natural area and population size of communes of Hong Quang, Lam Son and Le Hong into a new Commune called Bac Thanh Mien Commune.

106. Merge the entire natural area and population size of communes of Tan Trao (Thanh Mien district), Ngo Quyen and Doan Ket into a new Commune called Hai Hung Commune.

107. Merge the entire natural area and population size of communes of Pham Kha and Nhan Quyen and remaining part of communes of Thanh Tung and Doan Tung after the arrangement specified in clause 88 of this Article into a new Commune called Nguyen Luong Bang commune.

108. Merge the entire natural area and population size of communes of Hong Phong (Thanh Mien district), Thanh Giang, Chi Lang Bac and Chi Lang Nam into a new Commune called Nam Thanh Mien Commune.

109. Merge the entire natural area and population size of Phu Thai town and communes of Kim Xuyen, Kim Anh and Kim Lien and remaining part of Thuong Quan commune after the arrangement specified in clause 42 of this Article into a new Commune called Phu Thai commune.

110. Merge the entire natural area and population size of Lai Khe commune, remaining part of communes of Vu Dung and Tuan Viet after the arrangement specified in clause 70 of this Article, remaining part of Cong Hoa commune after the arrangement specified in clause 70 and clause 75 of this Article, remaining part of Thanh An commune after the arrangement specified in clause 79 of this Article and remaining part of Cam Viet commune after the arrangement specified in clause 78 of this Article into a new Commune called Lai Khe commune.

111. Merge the entire natural area and population size of communes of Ngu Phuc (Kim Thanh district), Kim Tan and Kim Dinh into a new Commune called An Thanh Commune.

112. Merge the entire natural area and population size of communes of Dong Cam, Tam Ky and Dai Duc and remaining part of Hoa Binh commune after the arrangement specified in clause 79 of this Article into a new Commune called Kim Thanh commune.

113. Merge the entire natural area and population size of Cat Hai town, Cat Ba town and communes of Dong Bai, Hoang Chau, Nghia Lo, Van Phong, Gia Luan, Hien Hao, Phu Long, Tran Chau, Viet Hai and Xuan Dam into a special zone called Cat Hai special zone.

114. Merge the entire natural area and population size of Bach Long Vi district into a special zone called Bach Long Vi special zone.

115. After the arrangement, Hai Phong City has 114 commune-level administrative divisions, including 45 wards, 67 communes and 02 special zones.

Article 2. Effect

1. This Resolution takes effect from the date on which it is ratified.

2. Authorities shall, within their jurisdiction, expeditiously make necessary preparations to ensure that local governments of commune-level administrative divisions established after the arrangement specified in Article 1 of this Resolution officially commence their operations from July 01, 2025.

3. Local governments of commune-level administrative divisions before the arrangement shall continue to operate until local governments of commune-level administrative divisions established after the arrangement officially commence operations.

Article 3. Implementation organization

1. The Government, the People’s Council of Hai Phong City, the People’s Committee of Hai Phong City, local governments of administrative divisions related to the arrangement and other relevant authorities and organizations shall organize the implementation of this Resolution; arrange and stably operate apparatus of local authorities and organizations; maintain stable lives of local people and satisfy socio-economic development, national defense and security requirements in the City.

2. According to this Resolution and the Government’s Project No. 381/DA-CP dated May 09, 2025, the Government is assigned to organize the determination of natural area of commune-level administrative divisions in an exact manner and make it publicly available before September 30, 2025; at the same time expeditiously conduct on-site survey and determine boundaries of administrative divisions to prepare dossiers on boundaries of administrative divisions as prescribed.

3. The Council for Ethnic Minorities, Committees of the National Assembly, Delegations of the National Assembly Deputies and Delegations of the National Assembly Deputies of Hai Phong City shall, within their duties and powers, supervise the implementation of this Resolution.
