Resolution No. 1670/NQ-UBTVQH15 on the arrangement of commune-level administrative divisions of Lai Chau province in 2025

RESOLUTION

ON THE ARRANGEMENT OF COMMUNE-LEVEL ADMINISTRATIVE DIVISIONS OF LAI CHAU PROVINCE IN 2025

THE STANDING COMMITTEE OF THE NATIONAL ASSEMBLY

Pursuant to the Constitution of the Socialist Republic of Vietnam as amended and supplemented by Resolution No. 203/2025/QH15;

Pursuant to Law on Organization of Local Government 72/2025/QH15;

Pursuant to Resolution No. 76/2025/UBTVQH15 dated April 14, 2025 of the Standing Committee of the National Assembly on rearrangement of administrative units in 2025;

In view of the Government’s request in the Document No. 357/TTr-CP and Project No. 358/DA-CP dated May 09, 2025, Verification Report No. 429/BC-UBPLTP15 dated June 03, 2025 of the Committee on Law and Justice,

HEREBY RESOLVES:

Article 1. Arrangement of commune-level administrative divisions of Lai Chau province

According to the Government’s Project No. 358 /DA-CP dated May 09, 2025 on the arrangement of commune-level administrative divisions of Lai Chau province in 2025, the Standing Committee of the National Assembly makes a decision on the arrangement to establish commune-level administrative divisions of Lai Chau province as follows:

1. Merge the entire natural area and population size of Ta Mung, Ta Hua, Pha Mu and Muong Kim communes into a new commune called Muong Kim commune.

2. Merge the entire natural area and population size of Ta Gia commune and Khoen On commune into a new commune called Khoen On commune.

3. Merge the entire natural area and population size of Than Uyen commune-level town and Muong Than, Hua Na, Muong Cang communes into a new commune called Than Uyen commune.

4. Merge the entire natural area and population size of Phuc Than commune and Muong Mit commune into a new commune called Muong Than commune.

5. Merge the entire natural area and population size of Ho Mit commune and Pac Ta commune into a new commune called Pac Ta commune.

6. Merge the entire natural area and population size of Ta Mit commune and Nam So commune into a new commune called Nam So commune.

7. Merge the entire natural area and population size of Tan Uyen commune-level town and Trung Dong, Than Thuoc, Nam Can communes into a new commune called Tan Uyen commune

8. Merge the entire natural area and population size of Phuc Khoa commune and Muong Khoa commune into a new commune called Muong Khoa commune.

9. Merge the entire natural area and population size of Na Tam commune and Ban Bo commune into a new commune called Ban Bo commune.

10. Merge the entire natural area and population size of Tam Duong commune-level town, Son Binh commune, and Binh Lu commune into a new commune called Binh Lu commune

11. Merge the entire natural area and population size of Giang Ma, Ho Thau, and Ta Leng communes into a new commune called Ta Leng commune.

12. Merge the entire natural area and population size of Ban Hon commune and Khun Ha commune into a new commune called Khun Ha commune.

13. Merge the entire natural area and population size of Nam Xe, Then Xin, and Sin Suoi communes into a new commune called Sin Suoi Ho commune.

14. Merge the entire natural area and population size of Phong Tho commune-level town, Huoi Luong, Ma Li Pho, and Muong So communes into a new commune called Phong Tho commune.

15. Merge the entire natural area and population size of  Tung Qua Lin, Mu Sang, and Dao San communes into a new commune called Dao San commune

16. Merge the entire natural area and population size of  Vang Ma Chai, Mo Si San, Pa Vay Su, and Si Lo Lau communes into a new commune called Si Lo Lau commune.

17. Merge the entire natural area and population size of  Hoang Then, Bang Lang, and Khong Lao communes into a new commune called Khong Lao commune.

18. Merge the entire natural area and population size of  Lang Mo, Ta Ngao, and Tua Sin communes into a new commune called Tua Sin Chai commune.

19. Merge the entire natural area and population size of Sin Ho commune-level town, Sa De Phin, Phang So Lin, Ta Phin communes into a new commune called Sin Ho commune.

20. Merge the entire natural area and population size of Phin Ho, Ma Quai and Hong Thu communes into a new commune called Hong Thu commune.

21. Merge the entire natural area and population size of Lung Thang, Nam Cha, and Nam Tam communes into a new commune called Nam Tam commune.

22. Merge the entire natural area and population size of Pa Khoa, Noong Heo, and Pu Sam Cap communes into a new commune called Pu Sam Cap commune.

23. Merge the entire natural area and population size of Nam Han commune and Nam Cuoi commune into a new commune called Nam Cuoi commune.

24. Merge the entire natural area and population size of Can Co commune and Nam Ma commune into a new commune called Nam Ma commune.

25. Merge the entire natural area and population size of Nam Pi, Pu Dao, Chan Nua and Le Loi communes into a new commune called Le Loi commune.

26. Merge the entire natural area and population size of Nam Nhin commune-level town, Nam Manh and Nam Hang communes into a new commune called Nam Hang commune.

27. Merge the entire natural area and population size of Nam Cha commune and Muong Mo commune into a new commune called Muong Mo commune.

28. Merge the entire natural area and population size of Vang San commune and Hua Bum commune into a new commune called Hua Bum commune.

29. Merge the entire natural area and population size of Nam Ban, Trung Chai and Pa Tan communes into a new commune called Pa Tan commune.

30. Merge the entire natural area and population size of Pa Ve Su commune and Bum Nua commune into a new commune called Bum Nua commune.

31. Merge the entire natural area and population size of Muong Te commune-level town, Can Ho commune, and Bum To commune into a new commune called Bum To commune.

32. Merge the entire natural area and population size of Nam Khao commune and Muong Te commune into a new commune called Muong Te commune.

33. Merge the entire natural area and population size of Ka Lang commune and Thu Lum commune into a new commune called Thu Lum commune.

34. Merge the entire natural area and population size of Ta Ba  commune and Pa U commune into a new commune called Pa U commune.

35. Merge the entire natural area and population size of Tan Phong ward, Dong Phong ward, and communes of San Thang, Nung Nang, and Ban Giang into a new ward called Tan Phong ward.

36. Merge the entire natural area and population size of wards of Doan Ket, Quyet Tien, Quyet Thang and communes of Lan Nhi Thang and Sung Phai into a new ward called Doan Ket ward.

37. After the arrangement, Lai Chau province has 38 commune-level administrative divisions, including 36 communes and 02 wards; of which 34 communes and 02 wards are formed after the arrangement specified in this Article and 02 communes are not subject to the arrangement, namely communes of Mu Ca and Ta Tong.

Article 2. Effect

1. This Resolution comes into force from the date on which it is approved.

2. Agencies shall, under their authority, expeditiously make necessary preparations to ensure that local governments of commune-level administrative divisions formed after the arrangement specified in Article 1 of this Resolution officially commence operations from July 01, 2025.

3. Local governments of commune-level administrative divisions before the arrangement shall continue to operate until local governments of commune-level administrative divisions formed after the arrangement officially commence operations.

Article 3. Organizing implementation

The Government, People’s Council of Lai Chau province, People’s Committee of Lai Chau province, local governments of administrative divisions related to the arrangement and other agencies, organizations concerned shall organize the implementation of this Resolution; arrange and stabilize apparatuses of local agencies and organizations; stabilize lives of the local people and satisfy the socio-economic development, national defense and security requirements in the province.

2. The Government is assigned to rely on this Resolution and Project No. 358/DA-CP dated May 09, 2025 of the Government to organize the determination of natural area of commune-level administrative divisions and make it publicly available before September 30, 2025; at the same time expeditiously conduct on-site surveying activities and determine boundaries of administrative divisions to prepare dossiers on boundaries of administrative divisions as prescribed.

3. The Ethnic Minorities Council, Committees of the National Assembly, Delegations of the National Assembly Deputies and Delegation of National Assembly Deputies of Lai Chau province shall, within the bounds of their tasks and powers, supervise the implementation of this Resolution.
