Resolution No. 1671/NQ-UBTVQH15 on the arrangement of commune-level administrative divisions of Lam Dong province in 2025

 

RESOLUTION

ON THE ARRANGEMENT OF COMMUNE-LEVEL ADMINISTRATIVE DIVISIONS OF LAM DONG PROVINCE IN 2025

THE STANDING COMMITTEE OF THE NATIONAL ASSEMBLY OF VIETNAM

Pursuant to the Constitution of the Socialist Republic of Vietnam amended by the Resolution No. 203/2025/QH15;

Pursuant to the Law on Local Government Organization No. 72/2025/QH15;

Pursuant to the National Assembly’s Resolution No. 202/2025/QH15 dated June 12, 2025 on arrangement of provincial administrative divisions;

Pursuant to Resolution No. 76/2025/ UBTVQH15 dated April 14, 2025 of the Standing Committee of the National Assembly of Vietnam on arrangement of administrative divisions in 2025;

In view of the Government’s request in the Document No. 398/TTr-CP and Project No. 399/DA-CP dated May 09, 2025, Verification Report No. 430/BC-UBPLTP15 dated June 03, 2025 of the Committee on Law and Justice,

HEREBY RESOLVES:

Article 1. Arrangement of commune-level administrative divisions of Lam Dong province

According to the Government’s Project No. 399/DA-CP dated May 09, 2025 on the arrangement of commune-level administrative divisions of Lam Dong province in 2025, the Standing Committee of the National Assembly makes a decision on the arrangement to establish commune-level administrative divisions of Lam Dong province as follows:

1. Merge the entire natural area and population size of communes of Da Sar, Da Nhim and Da Chais into a new commune called Lac Duong commune.

2. Merge the entire natural area and population size of Thanh My commune-level town; communes of Da Ron and Tu Tra into a new commune called Don Duong commune.

3. Merge the entire natural area and population size of communes of Lac Lam and Ka Do into a new commune called Ka Do commune.

4. Merge the entire natural area and population size of communes of Ka Don and Quang Lap into a new commune called Quang Lap commune.

5. Merge the entire natural area and population size of D’Ran commune-level town and Lac Xuan commune into a new commune called D’Ran commune.

6. Merge the entire natural area and population size of communes of Hiep An, Lien Hiep and Hiep Thanh into a new commune called Hiep Thanh commune.

7. Merge the entire natural area and population size of Lien Nghia commune-level town and Phu Hoi commune into a new commune called Duc Trong commune.

8. Merge the entire natural area and population size of communes of Tan Thanh (Duc Trong district), N’ Thon Ha and Tan Hoi into a new commune called Tan Hoi commune.

9. Merge the entire natural area and population size of communes of Ninh Loan, Da Loan and Ta Hine into a new commune called Ta Hine commune.

10. Merge the entire natural area and population size of communes of Da Quyn and Ta Nang into a new commune called Ta Nang commune.

11. Merge the entire natural area and population size of communes of Binh Thanh (Duc Trong district), Tan Van; and Dinh Van commune-level town into a new commune called Dinh Van Lam Ha commune.

12. Merge the entire natural area and population size of communes of Phu Son and Da Don into a new commune called Phu Son Lam Ha commune.

13. Merge the entire natural area and population size of communes of Nam Ha and Phi To into a new commune called Nam Ha Lam Ha commune.

14. Merge the entire natural area and population size of Nam Ban commune-level town; communes of Dong Thanh, Me Linh and Gia Lam into a new commune called Nam Ban Lam Ha commune.

15. Merge the entire natural area and population size of communes of Tan Ha (Lam Ha district), Hoai Duc, Dan Phuong and Lien Ha into a new commune called Tan Ha Lam Ha commune.

16. Merge the entire natural area and population size of communes of Phuc Tho and Tan Thanh into a new commune called Phuc Tho Lam Ha commune.

17. Merge the entire natural area and population size of communes of Phi Lieng and Da K’Nang into a new commune called Dam Rong 1 commune.

18. Merge the entire natural area and population size of communes of Ro Men and Lieng Srong into a new commune called Dam Rong 2 commune.

19. Merge the entire natural area and population size of communes of Da Rsal and Da M’Rong into a new commune called Dam Rong 3 commune.

20. Merge the entire natural area and population size of communes of Da Tong, Da Long and Dung K’No into a new commune called Dam Rong 4 commune.

21. Merge the entire natural area and population size of Di Linh commune-level town; communes of Lien Dam, Tan Chau and Gung Re into a new commune called Di Linh commune.

22. Merge the entire natural area and population size of communes of Dinh Trang Hoa, Hoa Trung and Hoa Ninh into a new commune called Hoa Ninh commune.

23. Merge the entire natural area and population size of communes of Hoa Nam and Hoa Bac into a new commune called Hoa Bac commune.

24. Merge the entire natural area and population size of communes of Tan Lam, Tan Thuong and Dinh Trang Thuong into a new commune called Dinh Trang Thuong commune.

25. Merge the entire natural area and population size of communes of Dinh Lac, Tan Nghia and Bao Thuan into a new commune called Bao Thuan commune.

26. Merge the entire natural area and population size of communes of Gia Bac and Son Dien into a new commune called Son Dien commune.

27. Merge the entire natural area and population size of communes of Tam Bo and Gia Hiep into a new commune called Gia Hiep commune.

28. Merge the entire natural area and population size of Loc Thang commune-level town; communes of Loc Quang and Loc Ngai into a new commune called Bao Lam 1 commune.

29. Merge the entire natural area and population size of communes of Loc An, Loc Duc and Tan Lac into a new commune called Bao Lam 2 commune.

30. Merge the entire natural area and population size of communes of Loc Thanh and Loc Nam into a new commune called Bao Lam 3 commune.

31. Merge the entire natural area and population size of communes of Loc Phu, Loc Lam and B’La into a new commune called Bao Lam 4 commune.

32. Merge the entire natural area and population size of communes of Loc Bao and Loc Bac into a new commune called Bao Lam 5 commune.

33. Merge the entire natural area and population size of Ma Da Guoi commune-level town; communes of Ma Da Guoi and Da Oai into a new commune called Da Huoai commune.

34. Merge the entire natural area and population size of Da M’ri commune-level town and Ha Lam commune into a new commune called Da Huoai 2 commune.

35. Merge the entire natural area and population size of Da The commune-level town; communes of An Nhon and Da Lay into a new commune called Da Teh commune.

36. Merge the entire natural area and population size of communes of Quang Tri, Da Pal and Da Kho into a new commune called Da Teh 2 commune.

37. Merge the entire natural area and population size of communes of My Duc and Quoc Oai into a new commune called Da Teh 3 commune.

38. Merge the entire natural area and population size of Cat Tien commune-level town; communes of Nam Ninh and Quang Ngai into a new commune called Cat Tien commune.

39. Merge the entire natural area and population size of Phuoc Cat commune-level town; communes of Phuoc Cat 2 and Duc Pho into a new commune called Cat Tien 2 commune.

40. Merge the entire natural area and population size of communes of Gia Vien, Tien Hoang and Dong Nai Thuong into a new commune called Cat Tien 3 commune.

41. Merge the entire natural area and population size of communes of Vinh Tan and Vinh Hao into a new commune called Vinh Hao commune.

42. Merge the entire natural area and population size of Lien Huong commune-level town; communes of Binh Thanh (Tuy Phong district), Phuoc The and Phu Lac into a new commune called Lien Huong commune.

43. Merge a part of the natural area and population size of Phan Dung commune and a part of the natural area of Phong Phu commune into a new commune called Tuy Phong commune.

44. Merge the entire natural area and population size of Phan Ri Cua commune-level town; communes of Chi Cong, Hoa Minh; and remaining part of Phong Phu commune after the merger prescribed in clause 43 of this Article into a new commune called Phan Ri Cua commune.

45. Merge the entire natural area and population size of Cho Lau commune-level town; communes of Phan Hoa, Phan Hiep and Phan Ri Thanh into a new commune called Bac Binh commune.

46. Merge a part of the natural area and population size of communes of Phan Thanh, Hong Thai; and a part of the natural area of Hoa Thang commune into a new commune called Hong Thai commune.

47. Merge the entire natural area and population size of communes of Binh An, Phan Dien and Hai Ninh into a new commune called Hai Ninh commune.

48. Merge the entire natural area and population size of communes of Phan Lam and Phan Son into a new commune called Phan Son commune.

49. Merge the entire natural area and population size of communes of Phan Tien, Binh Tan and Song Luy into a new commune called Song Luy commune.

50. Merge the entire natural area and population size of Luong Son commune-level town and Song Binh commune into a new commune called Luong Son commune.

51. Merge the entire natural area and population size of Hong Phong commune and remaining part of Hoa Thang commune after the merger prescribed in clause 46 of this Article into a new commune called Hoa Thang commune.

52. Merge the entire natural area and population size of communes of Dong Tien and Dong Giang into a new commune called Dong Giang commune.

53. Merge the entire natural area and population size of communes of Da Mi and La Da into a new commune called La Da commune.

54. Merge the entire natural area and population size of communes of Thuan Hoa, Ham Tri and Ham Phu into a new commune called Ham Thuan Bac commune.

55. Merge the entire natural area and population size of Ma Lam commune-level town; communes of Thuan Minh and Ham Duc into a new commune called Ham Thuan commune.

56. Merge the entire natural area and population size of communes of Hong Liem and Hong Son into a new commune called Hong Son commune.

57. Merge the entire natural area and population size of communes of Ham Chinh and Ham Liem into a new commune called Ham Liem commune.

58. Merge the entire natural area and population size of communes of Tien Loi and Ham My into a new commune called Tuyen Quang commune.

59. Merge the entire natural area and population size of communes of My Thanh, Ham Can and Ham Thanh into a new commune called Ham Thanh commune.

60. Merge the entire natural area and population size of communes of Muong Man, Ham Cuong and Ham Kiem into a new commune called Ham Kiem commune.

61. Merge the entire natural area and population size of communes of Tan Thanh (Ham Thuan Nam district), Thuan Quy and Tan Thuan into a new commune called Tan Thanh commune.

62. Merge the entire natural area and population size of Thuan Nam district-level town and Ham Minh commune into a new commune called Ham Thuan Nam commune.

63. Merge the entire natural area and population size of communes of Song Phan and Tan Lap into a new commune called Tan Lap commune.

64. Merge the entire natural area and population size of Tan Minh commune-level town; communes of Tan Duc and Tan Phuc into a new commune called Tan Minh commune.

65. Merge the entire natural area and population size of communes of Tan Ha (Ham Tan district), Tan Xuan; and Tan Nghia commune-level town into a new commune called Ham Tan commune.

66. Merge the entire natural area and population size of communes of Tan Thang, Thang Hai and Son My into a new commune called Son My commune.

67. Merge the entire natural area and population size of communes of Tan Tien and Tan Hai into a new commune called Tan Hai commune.

68. Merge the entire natural area and population size of communes of Duc Phu and Nghi Duc into a new commune called Nghi Duc commune.

69. Merge the entire natural area and population size of communes of Mang To and Bac Ruong into a new commune called Bac Ruong commune.

70. Merge the entire natural area and population size of communes of Huy Khiem, La Ngau, Duc Binh and Dong Kho into a new commune called Dong Kho commune.

71. Merge the entire natural area and population size of Lac Tanh commune-level town; communes of Gia An and Duc Thuan into a new commune called Tanh Linh commune.

72. Merge the entire natural area and population size of communes of Gia Huynh and Suoi Kiet into a new commune called Suoi Kiet commune.

73. Merge the entire natural area and population size of communes of Me Pu, Sung Nhon and Da Kai into a new commune called Nam Thanh ward.

74. Merge the entire natural area and population size of Vo Xu commune-level town; communes of Nam Chinh and Vu Hoa into a new commune called Duc Linh commune.

75. Merge the entire natural area and population size of Duc Tai commune-level town; communes of Duc Tin and Duc Hanh into a new commune called Hoai Duc commune.

76. Merge the entire natural area and population size of communes of Tan Ha (Duc Linh district), Dong Ha and Tra Tan into a new commune called Tra Tan commune.

77. Merge the entire natural area and population size of communes of Ea Po and Dak Wil into a new commune called Dak Wil commune.

78. Merge the entire natural area and population size of communes of Dak D’rong and Nam Dong into a new commune called Nam Dong commune.

79. Merge the entire natural area and population size of Ea T’ling commune-level town; communes of Truc Son, Tam Thang and Cu K’nia into a new commune called Cu Jut commune.

80. Merge the entire natural area and population size of communes of Dak Lao and Thuan An into a new commune called Thuan An commune.

81. Merge the entire natural area and population size of Dak Mil commune-level town; communes of Duc Manh and Duc Minh into a new commune called Duc Lap commune.

82. Merge the entire natural area and population size of communes of Dak Gan, Dak N’Drot and Dak R’La into a new commune called Dak Mil commune.

83. Merge the entire natural area and population size of communes of Nam Xuan, Long Son and Dak Sak into a new commune called Dak Sak commune.

84. Merge the entire natural area and population size of communes of Buon Choah, Dak Sor and Nam Da into a new commune called Nam Da commune.

85. Merge the entire natural area and population size of communes of Tan Thanh (Krong No district), Dak Dro; and Dak Mam commune-level town into a new commune called Krong No commune.

86. Merge the entire natural area and population size of communes of Nam N’Dir and Nam Nung into a new commune called Nam Nung commune.

87. Merge the entire natural area and population size of communes of Duc Xuyen, Dak Nang and Quang Phu into a new commune called Quang Phu commune.

88. Merge the entire natural area and population size of communes of Dak Mol and Dak Hoa into a new commune called Dak Song commune.

89. Merge the entire natural area and population size of Duc An commune-level town; communes of Dak N’Drung and Nam Binh into a new commune called Duc An commune.

90. Merge the entire natural area and population size of communes of Thuan Ha and Thuan Hanh into a new commune called Thuan Hanh commune.

91. Merge the entire natural area and population size of communes of Nam N’Jang and Truong Xuan into a new commune called Truong Xuan commune.

92. Merge the entire natural area and population size of communes of Dak Som and Dak R’Mang into a new commune called Ta Dung commune.

93. Merge the entire natural area and population size of communes of Dak Plao and Quang Khe into a new commune called Quang Khe commune.

94. Merge the entire natural area and population size of communes of Dak Ngo and Quang Tan into a new commune called Quang Tan commune.

95. Merge the entire natural area and population size of communes of Quang Tam, Dak R’Tih and Dak Buk So into a new commune called Tuy Duc commune.

96. Merge the entire natural area and population size of Kien Duc commune-level town; communes of Dao Nghia, Nghia Thang and Kien Thanh into a new commune called Kien Duc commune.

97. Merge the entire natural area and population size of communes of Nhan Dao, Dak Wer and Nhan Co into a new commune called Nhan Co commune.

98. Merge the entire natural area and population size of communes of Dak Sin, Hung Binh, Dak Ru and Quang Tin into a new commune called Quang Tin commune.

99. Merge the entire natural area and population size of wards 1, 2 (Da Lat city), 3, 4 and 10 into a new ward called Xuan Huong – Da Lat ward.

100. Merge the entire natural area and population size of wards 5, 6; and Ta Nung commune into a new ward called Cam Ly – Da Lat ward.

101. Merge the entire natural area and population size of wards 8, 9 and 12 into a new ward called Lam Vien – Da Lat ward.

102. Merge the entire natural area and population size of ward 11; communes Xuan Tho, Xuan Truong and Tram Hanh into a new ward called Xuan Truong – Da Lat ward.

103. Merge the entire natural area and population size of ward 7, Lac Duong commune-level town and Lat commune into a new ward called Lang Biang – Da Lat ward.

104. Merge the entire natural area and population size of ward 1 (Bao Loc city), Loc Phat ward and Loc Thanh commune into a new ward called ward 1 Bao Loc.

105. Merge the entire natural area and population size of ward 2 (Bao Loc city); communes of Loc Tan and DamBri into a new ward called ward 2 Bao Loc.

106. Merge the entire natural area and population size of Loc Tien ward; communes of Loc Chau and Dai Lao into a new ward called ward 3 Bao Loc.

107. Merge the entire natural area and population size of wards of Loc Son, B’Lao and Loc Nga into a new ward called B’Lao ward.

108. Merge the entire natural area and population size of Xuan An ward, Phu Long commune-level town and Ham Thang commune into a new ward called Ham Thang ward.

109. Merge the entire natural area and population size of Phu Tai ward; communes of Phong Nam and Ham Hiep into a new ward called Binh Thuan ward.

110. Merge the entire natural area and population size of wards of Ham Tien, Mui Ne; and Thien Nghiep commune into a new ward called Mui Ne ward.

111. Merge the entire natural area and population size of wards of Thanh Hai, Phu Hai and Phu Thuy into a new ward called Phu Thuy ward.

112. Merge the entire natural area and population size of wards of Phu Trinh, Lac Dao and Binh Hung into a new ward called Phan Thiet ward.

113. Merge the entire natural area and population size of Duc Long ward and Tien Thanh commune into a new ward called Tien Thanh ward.

114. Merge the entire natural area and population size of wards of Tan An, Binh Tan, Tan Thien; and Tan Binh commune into a new ward called La Gi commune.

115. Merge the entire natural area and population size of wards of Phuoc Loc, Phuoc Hoi; Tan Phuoc commune into a new ward called Phuoc Hoi ward.

116. Merge the entire natural area and population size of wards of Quang Thanh, Nghia Thanh, Nghia Duc; and Dak Ha commune into a new ward called Bac Gia Nghia ward.

117. Merge the entire natural area and population size of wards of Nghia Phu, Nghia Tan; and Dak R’Moan commune into a new ward called Nam Gia Nghia ward.

118. Merge the entire natural area and population size of Nghia Trung ward and Dak Nia commune into a new ward called Dong Gia Nghia ward.

119. Arrange the entire natural area and population size of communes of Long Hai, Ngu Phung and Tam Thanh into Phu Quy special administrative division.

120. Ba Gia commune is changed into Da Huoai 3 commune.

121. After the arrangement, Lam Dong province has 124 administrative-level divisions including 103 communes, 20 wards and 01 special administrative division; of which 99 communes, 20 wards and 01 special administrative division are formed after the arrangement prescribed in this Article and 04 communes are not subject to the arrangement, namely Quang Hoa, Quang Son, Quang Truc and Ninh Gia.

Article 2. Effect

1. This Resolution comes into force from the day on which it is ratified.

2. Agencies shall, under their authority, expeditiously make necessary preparations to ensure that local governments of commune-level administrative divisions formed after the arrangement prescribed in Article 1 of this Resolution officially commence operations from July 01, 2025.

3. Local governments of commune-level administrative divisions before the arrangement shall continue to operate until local governments of commune-level administrative divisions formed after the arrangement officially commence operations.

Article 3. Implementation

1. The Government, People’s Council of Lam Dong province, People’s Committee of Lam Dong province, local governments of administrative divisions related to the arrangement and other organizations and individuals concerned shall organize the implementation of this Resolution; arrange and stabilize apparatuses of local agencies and organizations; stabilize lives of the local people and satisfy the socio-economic development, national defense and security requirements in the province.

2. The Government is assigned to rely on this Resolution and Project No. 399/DA-CP dated May 09, 2025 of the Government to organize the determination of natural area of commune-level administrative divisions and disclose it before September 30, 2025; at the same time expeditiously conduct on-site surveying activities and determine boundaries of administrative divisions to prepare dossiers on boundaries of administrative divisions as prescribed.

3. The Ethnic Minorities Council, Committees of the National Assembly, Delegations of the National Assembly Deputies and Delegation of National Assembly Deputies of Lam Dong province shall, within the bounds of their tasks and powers, supervise the implementation of this Resolution.
