ON THE ARRANGEMENT OF COMMUNE-LEVEL ADMINISTRATIVE DIVISIONS OF LANG SON PROVINCE IN 2025

Pursuant to the Constitution of the Socialist Republic of Vietnam as amended and supplemented by Resolution No. 203/2025/QH15;
Pursuant to Law on Organization of Local Government 72/2025/QH15;
Pursuant to Resolution No. 76/2025/UBTVQH15 dated April 14, 2025 of the Standing Committee of the National Assembly on rearrangement of administrative units in 2025;
In view of the Government’s request in the Document No. 384/TTr-CP and Project No. 385/DA-CP dated May 09, 2025, Report No. 467/BC-UBPLTP15 dated June 03, 2025, Verification Report No. 431/BC-UBPLTP15 dated June 03, 2025 of the Committee on Law and Justice,
HEREBY RESOLVES:
Article 1. Arrangement of commune-level administrative divisions of Lang Son province
According to the Government’s Project No. 385/DA-CP dated May 09, 2025 on the arrangement of commune-level administrative divisions of Lang Son province in 2025, the Standing Committee of the National Assembly makes a decision on the arrangement to establish commune-level administrative divisions of Lang Son province as follows:
1. Merge the entire natural area and population size of Chi Lang commune (Trang Dinh district), Chi Minh commune and That Khe commune-level town into a new commune called That Khe commune.
2. Merge the entire natural area and population size of communes of Khanh Long, Cao Minh and Doan Ket into a new commune called Doan Ket commune.
3. Merge the entire natural area and population size of communes of Tan Yen, Kim Dong and Tan Tien into a new commune called Tan Tien commune.
4. Merge the entire natural area and population size of communes of De Tham, Hung Son and Hung Viet into a new commune called Trang Dinh commune.
5. Merge the entire natural area and population size of communes of Tri Phuong, Doi Can and Quoc Khanh into a new commune called Quoc Khanh commune.
6. Merge the entire natural area and population size of communes of Trung Thanh, Tan Minh and Khang Chien into a new commune called Khang Chien commune.
7. Merge the entire natural area and population size of Dao Vien commune and Quoc Viet commune into a new commune called Quoc Viet commune.
8. Merge the entire natural area and population size of Hoang Van Thu commune (Binh Gia district), Mong An commune, and Binh Gia commune-level town into a new commune called Binh Gia commune.
9. Merge the entire natural area and population size of communes of Hong Thai (Binh Gia district), Binh La, and Tan Van into a new commune called Tan Van commune.
10. Merge the entire natural area and population size of Hong Phong commune (Ginh Gia district) and Minh Khai commune into a new commune called Hong Phong commune.
11. Merge the entire natural area and population size of Hung Dao commune and Hoa Tham commune into a new commune called Hoa Tham commune.
12. Merge the entire natural area and population size of Vinh Yen commune and Quy Hoa commune into a new commune called Quy Hoa commune.
13. Merge the entire natural area and population size of Yen Lo commune and Thien Hoa commune into a new commune called Thien Hoa commune.
14. Merge the entire natural area and population size of Quang Trung commune and Thien Thuat commune into a new commune called Thien Thuat commune.
15. Merge the entire natural area and population size of communes of Hoa Binh (Binh Gia district), Tan Hoa, and Thien Long into a new commune called Thien Long commune.
16. Merge the entire natural area and population size of Bac Son commune-level town, Long Dong commune, and Bac Quynh commune into a new commune called Bac Son commune.
17. Merge the entire natural area and population size of Tran Yen commune and Hung Vu commune into a new commune called Hung Vu commune.
18. Merge the entire natural area and population size of communes of Tan Lap, Tan Huong, Chieu Vu and Vu Lang into a new commune called Vu Lang commune.
19. Merge the entire natural area and population size of communes of Tan Thanh (Bac Son district), Nhay Tien, and Nhat Hoa into a new commune called Nhat Hoa commune.
20. Merge the entire natural area and population size of communes of Chien Thang (Bac Son district), Vu Son, and Vu Le into a new commune called Vu Le commune.
21. Merge the entire natural area and population size of communes of Dong Y, Van Thuy, and Tan Tri into a new commune called Tan Tri commune.
22. Merge the entire natural area and population size of Hoa Binh commune (Van Quan district), Tu Xuyen commune, and Van Quan commune-level town into a new commune called Van Quan commune.
23. Merge the entire natural area and population size of communes of Tran Ninh, Lien Hoi and Diem He into a new commune called Diem He commune.
24. Merge the entire natural area and population size of communes of An Son, Binh Phuc and Yen Phuc into a new commune called Yen Phuc commune.
25. Merge the entire natural area and population size of communes of Luong Nang, Huu Le, and Tri Le into a new commune called Tri Le commune.
26. Merge the entire natural area and population size of Tan Thanh commune (Cao Loc district), Trang Phai commune, and Tan Doan commune into a new commune called Tan Doan commune.
27. Merge the entire natural area and population size of communes of Xuan Long, Binh Trung, and Khanh Khe into a new commune called Khanh Khe commune.
28. Merge the entire natural area and population size of Na Sam commune-level town, Hoang Viet commune, and Bac Hung commune into a new commune called Na Sam commune.
29. Merge the entire natural area and population size of Hong Thai commune and Hoang Van Thu commune (Van Lang district), and communes of Tan My, Nhac Ky, and Tan Thanh into a new commune called Hoang Van Thu commune.
30. Merge the entire natural area and population size of Thuy Hung commune (Van Lang district), Thanh Long commune, and Trung Khanh commune into a new commune called Thuy Hung commune.
31. Merge the entire natural area and population size of communes of Bac Viet, Bac La, Tan Tac and Thanh Hoa into a new commune called Van Lang commune.
32. Merge the entire natural area and population size of Gia Mien commune and Hoi Hoan commune into a new commune called Hoi Hoan commune.
33. Merge the entire natural area and population size of Loc Binh commune-level town and communes of Khanh Xuan, Dong Buc, Huu Khanh into a new commune called Loc Binh commune.
34. Merge the entire natural area and population size of Mau Son commune (Loc Binh district), Yen Khoai commune, and Tu Mich commune into a new commune called Mau Son commune.
35. Merge the entire natural area and population size of Na Duong commune-level town, Dong Quan commune, and Tu Doan commune into a new commune called Na Duong commune.
36. Merge the entire natural area and population size of San Vien commune and Loi Bac commune into a new commune called Loi Bac commune.
37. Merge the entire natural area and population size of communes of Minh Hiep, Huu Lan, and Thong Nhat into a new commune called Thong Nhat commune.
38. Merge the entire natural area and population size of communes of Nam Quan, Ai Quoc, and Xuan Duong into a new commune called Xuan Duong commune.
39. Merge the entire natural area and population size of Tam Gia commune and Khuat Xa commune into a new commune called Khuat Xa commune.
40. Merge the entire natural area and population size of Dinh Lap commune-level town, Dinh Lap commune, and part of natural area and population size of Binh Xa commune into a new commune called Dinh Lap commune.
41. Merge the entire natural area and population size of Nong Truong Thai Binh commune-level town, Lam Ca commune, and Thai Binh commune into a new commune called Thai Binh commune
42. Merge the entire natural area and population size of communes of Bac Lang, Dong Thang, Cuong Loi, Chau Son, and part of natural area and population size of Kien Moc commune into a new commune called Son Chau commune.
43. Merge the entire natural area and population size of Bac Xa commune, remaining part of Binh Xa commune after the merger specified in Clause 40 of this Article, and remaining part of Kien Moc commune after the merger specified in Clause 42 of this Article into a new commune called Kien Moc commune.
44. Merge the entire natural area and population size of Huu Lung commune-level town, Dong Tan commune, and Ho Son commune into a new commune called Huu Lung commune.
45. Merge the entire natural area and population size of communes of Minh Son, Minh Hoa and Hoa Thang into a new commune called Tuan Son commune.
46. Merge the entire natural area and population size of communes of Tan Thanh (Huu Lung district), Hoa Lac, and Hoa Son into a new commune called Tan Thanh commune.
47. Merge the entire natural area and population size of communes of Minh Tien, Nhat Tien and Van Nham into a new commune called Van Nham commune.
48. Merge the entire natural area and population size of communes of Thanh Son, Dong Tien and Thien Tan into a new commune called Thien Tan commune.
49. Merge the entire natural area and population size of Yen Thinh commune and Huu Lien commune into a new commune called Huu Lien commune.
51. Merge the entire natural area and population size of communes of Yen Vuong, Yen Son and Cai Kinh into a new commune called Cai Kinh commune.
52. Merge the entire natural area and population size of Chi Lang commune (Chi Lang district), Chi Lang commune-level town and Dong Mo commune-level town into a new commune called Chi Lang commune.
53. Merge the entire natural area and population size of Yen Thinh commune and Huu Lien commune into a new commune called Huu Lien commune.
54. Merge the entire natural area and population size of Chien Thang commune (Chi Lang district), Van An commune, Lien Son commune, and Van Thuy commune into a new commune called Chien Thang commune.
55. Merge the entire natural area and population size of communes of Mai Sao, Bac Thuy, Lam Son and Nhan Ly into a new commune called Nhan Ly commune.
56. Merge the entire natural area and population size of communes of Gia Loc, Bang Huu, Thuong Cuong and Bang Mac into a new commune called Bang Mac commune.
57. Merge the entire natural area and population size of Hoa Binh commune (Chi Lang district), Y Tich commune, and Van Linh commune into a new commune called Van Linh commune.
58. Merge the entire natural area and population size of Dong Dang commune-level town and communes of Thuy Hung (Cao Loc district), Phu Xa, Hong Phong, Bao Lam into a new commune called Dong Dang commune.
59. Merge the entire natural area and population size of communes of Loc Yen, Thanh Loa and Thach Dan into a new commune called Cao Loc commune.
60. Merge the entire natural area and population size of communes of Hoa Cu, Hai Yen and Cong Son into a new commune called Cong Son commune.
61. Merge the entire natural area and population size of Mau Son commune (Cao Loc district), Cao Lau commune, and Xuat Le commune into a new commune called Ba Son commune.
62. Merge the entire natural area and population size of Tam Thanh ward and Hoang Dong commune, Dien Lac and Dien Hoa into a new ward called Tam Thanh ward.
63. Merge the entire natural area and population size of Chi Lang ward and Quang Lac commune into a new ward called Luong Van Tri ward.
64. Merge the entire natural area and population size of Hoang Van Thu ward, Cao Loc commune-level town, and communes of Hop Thanh, Tan Lien, Gia Cat into a new ward called Ky Lua ward.
65. Merge the entire natural area and population size of Vinh Trai ward, Dong Kinh ward, Yen Trach commune, and Mai Pha commune into a new ward called Dong Kinh ward.
66. After the arrangement, Lang Son province has 65 commune-level administrative divisions, including 61 communes and 4 wards.
1. This Resolution comes into force from the date on which it is approved.
2. Agencies shall, under their authority, expeditiously make necessary preparations to ensure that local governments of commune-level administrative divisions formed after the arrangement specified in Article 1 of this Resolution officially commence operations from July 01, 2025.
3. Local governments of commune-level administrative divisions before the arrangement shall continue to operate until local governments of commune-level administrative divisions formed after the arrangement officially commence operations.
Article 3. Organizing implementation
1. The Government, People’s Council of Lang Son province, People’s Committee of Lang Son province, local governments of administrative divisions related to the arrangement and other agencies, organizations concerned shall organize the implementation of this Resolution; arrange and stabilize apparatuses of local agencies and organizations; stabilize lives of the local people and satisfy the socio-economic development, national defense and security requirements in the province.
2. The Government is assigned to rely on this Resolution and Project No. 385/DA-CP dated May 09, 2025 of the Government to organize the determination of natural area of commune-level administrative divisions and make it publicly available before September 30, 2025; at the same time expeditiously conduct on-site surveying activities and determine boundaries of administrative divisions to prepare dossiers on boundaries of administrative divisions as prescribed.
3. The Ethnic Minorities Council, Committees of the National Assembly, Delegations of the National Assembly Deputies and Delegation of National Assembly Deputies of Lang Son province shall, within the bounds of their tasks and powers, supervise the implementation of this Resolution.
This Resolution was adopted by the Standing Committee of the 15th National Assembly of Socialist Republic of Vietnam on June 16, 2025.
