ON ARRANGEMENT OF COMMUNE-LEVEL ADMINISTRATIVE DIVISIONS OF LAO CAI PROVINCE IN 2025

Pursuant to the Constitution of the Socialist Republic of Vietnam, as amended by the Resolution No. 203/2025/QH15;
Pursuant to the Law on Organization of Local Governments No. 72/2025/QH15;
Pursuant to the National Assembly’s Resolution No. 202/2025/QH15 dated June 12, 2025 on arrangement of provincial-level administrative divisions;
Pursuant to the Resolution No. 76/2025/UBTVQH15 dated April 14, 2025 of the Standing Committee of the National Assembly on arrangement of administrative divisions in 2025;
In view of the Government’s request in the Document No. 388/TTr-CP and Project No. 389/DA-CP dated May 09, 2025, Verification Report No. 432/BC-UBPLTP15 dated June 03, 2025 of the Committee on Law and Justice,
HEREIN RESOLVES:
Article 1. Arrangement of commune-level administrative divisions of Lao Cai Province
According to the Government’s Project No. 389/DA-CP dated May 09, 2025 on the arrangement of commune-level administrative divisions of Lao Cai Province (new) in 2025, the Standing Committee of the National Assembly makes a decision on the arrangement to establish commune-level administrative divisions of Lao Cai Province as follows:
1. Merge the entire natural area and population size of Ho Bon Commune and Khao Mang Commune into a new Commune called Khao Mang Commune.
2. Merge the entire natural area and population size of Mu Cang Chai Town and communes of Kim Noi, Mo De and Che Cu Nha into a new Commune called Mu Cang Chai Commune.
3. Merge the entire natural area and population size of communes of Nam Khat, La Pan Tan, De Xu Phinh and Pung Luong into a new Commune called Pung Luong Commune.
4. Merge the entire natural area and population size of Cao Pha Commune and Tu Le Commune into a new Commune called Tu Le Commune.
5. Merge the entire natural area and population size of communes of Pa Lau, Pa Hu, Tuc Dan and Tram Tau into a new Commune called Tram Tau Commune.
6. Merge the entire natural area and population size of Tram Tau Town and communes of Ban Cong, Hat Luu and Xa Ho into a new Commune called Hanh Phuc Commune.
7. Merge the entire natural area and population size of communes of Lang Nhi, Ban Mu and Phinh Ho into a new Commune called Phinh Ho Commune.
8. Merge the entire natural area and population size of Nong Truong Lien Son Town, Son A Commune and Nghia Phuc Commune into a new Commune called Lien Son Commune.
9. Merge the entire natural area and population size of communes of Nam Bung, Nam Lanh and Gia Hoi into a new Commune called Gia Hoi Commune.
10. Merge the entire natural area and population size of communes of Nam Muoi, Sung Do, Suoi Quyen and Son Luong into a new Commune called Son Luong Commune.
11. Merge the entire natural area and population size of Son Thinh Town and communes of Dong Khe, Suoi Bu and Suoi Giang into a new Commune called Van Chan Commune.
12. Merge the entire natural area and population size of Nong Truong Tran Phu Town and Thuong Bang La Commune into a new Commune called Thuong Bang La Commune.
13. Merge the entire natural area and population size of communes of Tan Thinh (Van Chan District), Dai Lich and Chan Thinh into a new Commune called Chan Thinh Commune.
14. Merge the entire natural area and population size of communes of Binh Thuan, Minh An and Nghia Tam into a new Commune called Nghia Tam Commune.
15. Merge the entire natural area and population size of Xuan Tam Commune and Phong Du Ha Commune into a new Commune called Phong Du Ha Commune.
16. Merge the entire natural area and population size of Chau Que Thuong Commune and Chau Que Ha Commune into a new Commune called Chau Que Commune.
17. Merge the entire natural area and population size of Lang Thip Commune and Lam Giang Commune into a new Commune called Lam Giang Commune.
18. Merge the entire natural area and population size of communes of Quang Minh, An Binh, Dong An and Dong Cuong into a new Commune called Dong Cuong Commune.
19. Merge the entire natural area and population size of communes of Dai Son, Na Hau and Tan Hop into a new Commune called Tan Hop Commune.
20. Merge the entire natural area and population size of Mau A Town and communes of Yen Thai, An Thinh, Mau Dong and Ngoi A into a new Commune called Mau A Commune.
21. Merge the entire natural area and population size of communes of Dai Phac, Yen Phu, Yen Hop, Vinh Son and Xuan Ai into a new Commune called Xuan Ai Commune.
22. Merge the entire natural area and population size of An Luong Commune and Mo Vang Commune into a new Commune called Mo Vang Commune.
23. Merge the entire natural area and population size of communes of Mai Son, Khanh Thien, Tan Phuong and Lam Thuong into a new Commune called Lam Thuong Commune.
24. Merge the entire natural area and population size of Yen The Town and communes of Minh Xuan, Yen Thang and Lieu Do into a new Commune called Luc Yen Commune.
25. Merge the entire natural area and population size of communes of Minh Chuan, Tan Lap, Phan Thanh, Khai Trung and Tan Linh into a new Commune called Tan Linh Commune.
26. Merge the entire natural area and population size of communes of To Mau, An Lac, Dong Quan and Khanh Hoa into a new Commune called Khanh Hoa Commune.
27. Merge the entire natural area and population size of communes of Truc Lau, Trung Tam and Phuc Loi into a new Commune called Phuc Loi Commune.
28. Merge the entire natural area and population size of communes of An Phu, Vinh Lac, Minh Tien and Muong Lai into a new Commune called Muong Lai Commune.
29. Merge the entire natural area and population size of communes of Xuan Long, Ngoc Chan and Cam Nhan into a new Commune called Cam Nhan Commune.
30. Merge the entire natural area and population size of communes of Phuc Ninh, My Gia, Xuan Lai, Phuc An and Yen Thanh into a new Commune called Yen Thanh Commune.
31. Merge the entire natural area and population size of Thac Ba Town and communes of Vu Linh, Bach Ha, Han Da, Vinh Kien and Dai Minh into a new Commune called Thac Ba Commune.
32. Merge the entire natural area and population size of Yen Binh Town and communes of Tan Huong, Thinh Hung and Dai Dong into a new Commune called Yen Binh Commune.
33. Merge the entire natural area and population size of communes of Cam An, Mong Son, Tan Nguyen and Bao Ai into a new Commune called Bao Ai Commune.
34. Merge the entire natural area and population size of Co Phuc Town and communes of Bao Dap, Tan Dong, Thanh Thinh, Hoa Cuong and Minh Quan into a new Commune called Tran Yen Commune.
35. Merge the entire natural area and population size of Hong Ca Commune and Hung Khanh Commune into a new Commune called Hung Khanh Commune.
36. Merge the entire natural area and population size of Hung Thinh Commune and Luong Thinh Commune into a new Commune called Luong Thinh Commune.
37. Merge the entire natural area and population size of communes of Viet Cuong, Van Hoi and Viet Hong into a new Commune called Viet Hong Commune.
38. Merge the entire natural area and population size of communes of Kien Thanh, Y Can and Quy Mong into a new Commune called Quy Mong Commune.
39. Merge the entire natural area and population size of communes of Dong Tuyen, Tong Sanh and Coc San into a new Commune called Coc San Commune.
40. Merge the entire natural area and population size of Ta Phoi Commune and Hop Thanh Commune into a new Commune called Hop Thanh Commune.
41. Merge the entire natural area and population size of Nong Truong Phong Hai Town and Ban Cam Commune into a new Commune called Phong Hai Commune.
42. Merge the entire natural area and population size of communes of Phong Nien, Tri Quang and Xuan Quang into a new Commune called Xuan Quang Commune.
43. Merge the entire natural area and population size of Pho Lu Town and communes of Son Ha, Son Hai and Thai Nien into a new Commune called Bao Thang Commune.
44. Merge the entire natural area and population size of Tang Loong Town and Phu Nhuan Commune into a new Commune called Tang Loong Commune.
45. Merge the entire natural area and population size of communes of Xuan Giao, Thong Nhat and Gia Phu into a new Commune called Gia Phu Commune.
46. Merge the entire natural area and population size of communes of Nam Pung, Trung Leng Ho and Muong Hum into a new Commune called Muong Hum Commune.
47. Merge the entire natural area and population size of communes of Den Thang, Sang Ma Sao and Den Sang into a new Commune called Den Sang Commune.
48. Merge the entire natural area and population size of A Lu Commune and Y Ty Commune into a new Commune called Y Ty Commune.
49. Merge the entire natural area and population size of Nam Chac Commune and A Mu Sung Commune into a new Commune called A Mu Sung Commune.
50. Merge the entire natural area and population size of Coc My Commune and Trinh Tuong Commune into a new Commune called Trinh Tuong Commune.
51. Merge the entire natural area and population size of communes of Pa Cheo, Muong Vi and Ban Xeo into a new Commune called Ban Xeo Commune.
52. Merge the entire natural area and population size of Bat Xat Town and communes of Ban Vuoc, Ban Qua, Phin Ngan and Quang Kim into a new Commune called Bat Xat Commune.
53. Merge the entire natural area and population size of communes of Nam Ma, Nam Dang and Vo Lao into a new Commune called Vo Lao Commune.
54. Merge the entire natural area and population size of communes of Khanh Yen Trung, Liem Phu and Khanh Yen Ha into a new Commune called Khanh Yen Commune.
55. Merge the entire natural area and population size of Khanh Yen Town and communes of Khanh Yen Thuong, Son Thuy, Lang Giang and Hoa Mac into a new Commune called Van Ban Commune.
56. Merge the entire natural area and population size of Tham Duong Commune and Duong Quy Commune into a new Commune called Duong Quy Commune.
57. Merge the entire natural area and population size of Nam Tha Commune and Chieng Ken Commune into a new Commune called Chieng Ken Commune.
58. Merge the entire natural area and population size of Nam Xay Commune and Minh Luong Commune into a new Commune called Minh Luong Commune.
59. Merge the entire natural area and population size of Dan Thang Commune and Nam Chay Commune into a new Commune called Nam Chay Commune.
60. Merge the entire natural area and population size of Pho Rang Town and communes of Yen Son, Luong Son and Xuan Thuong into a new Commune called Bao Yen Commune.
61. Merge the entire natural area and population size of communes of Tan Tien, Vinh Yen and Nghia Do into a new Commune called Nghia Do Commune.
62. Merge the entire natural area and population size of communes of Dien Quan, Minh Tan and Thuong Ha into a new Commune called Thuong Ha Commune.
63. Merge the entire natural area and population size of Tan Duong Commune and Xuan Hoa Commune into a new Commune called Xuan Hoa Commune.
64. Merge the entire natural area and population size of Viet Tien Commune and Phuc Khanh Commune into a new Commune called Phuc Khanh Commune.
65. Merge the entire natural area and population size of communes of Kim Son, Cam Con, Tan An, Tan Thuong and Bao Ha into a new Commune called Bao Ha Commune.
66. Merge the entire natural area and population size of Lien Minh Commune and Muong Bo Commune into a new Commune called Muong Bo Commune.
67. Merge the entire natural area and population size of Thanh Binh Commune (Sa Pa Town) and Ban Hoa Commune into a new Commune called Ban Ho Commune.
68. Merge the entire natural area and population size of communes of Hoang Lien, Muong Hoa and Ta Van into a new Commune called Ta Van Commune.
69. Merge the entire natural area and population size of Trung Chai Commune and Ta Phin Commune into a new Commune called Ta Phin Commune.
70. Merge the entire natural area and population size of communes of Nam Luc, Ban Cai and Coc Lau into a new Commune called Coc Lau Commune.
71. Merge the entire natural area and population size of communes of Nam Det, Coc Ly and Bao Nhai into a new Commune called Bao Nhai Commune.
72. Merge the entire natural area and population size of Nam Khanh Commune and Ban Lien Commune into a new Commune called Ban Lien Commune.
73. Merge the entire natural area and population size of Bac Ha Town and communes of Na Hoi, Thai Giang Pho, Ban Pho, Hoang Thu Pho and Nam Mon into a new Commune called Bac Ha Commune.
74. Merge the entire natural area and population size of Lung Cai Commune and Ta Cu Commune into a new Commune called Ta Cu Ty Commune.
75. Merge the entire natural area and population size of communes of Ta Van Chu, Lung Phinh and Lung Than into a new Commune called Lung Phinh Commune.
76. Merge the entire natural area and population size of communes of Ta Ngai Cho, Din Chin, Ta Gia Khau and Pha Long into a new Commune called Pha Long Commune.
77. Merge the entire natural area and population size of Muong Khuong Town and communes of Thanh Binh (Muong Khuong District), Nam Chay, Tung Chung Pho and Nam Lu into a new Commune called Muong Khuong Commune.
78. Merge the entire natural area and population size of communes of Ban Sen, Lung Vai and Ban Lau into a new Commune called Ban Lau Commune.
79. Merge the entire natural area and population size of communes of Lung Khau Nhin, Ta Thang, La Pan Tan and Cao Son into a new Commune called Cao Son Commune.
80. Merge the entire natural area and population size of Si Ma Cai Town and communes of San Chai, Nan San, Can Cau, Quan Ho Than into a new Commune called Si Ma Cai Commune.
81. Merge the entire natural area and population size of communes of Ban Me, Thao Chu Phin, Nan Sin and Sin Cheng into a new Commune called Sin Cheng Commune.
82. Merge the entire natural area and population size of Tan An Ward, Pu Trang Ward, Nghia An Commune and Nghia Son Commune into a new Ward called Nghia Lo Ward.
83. Merge the entire natural area and population size of Trung Tam Ward and communes of Phu Nham, Nghia Loi and Nghia Lo into a new Ward called Trung Tam Ward.
84. Merge the entire natural area and population size of Cau Thia Ward and communes of Thanh Luong, Thach Luong, Phuc Son and Hanh Son into a new Ward called Cau Thia Ward.
85. Merge the entire natural area and population size of Yen Thinh Ward and communes of Tan Thinh (Yen Bai City), Van Phu and Phu Thinh into a new Ward called Van Phu Ward.
86. Merge the entire natural area and population size of wards of Dong Tam, Yen Ninh, Minh Tan, Nguyen Thai Hoc and Hong Ha into a new Ward called Yen Bai Ward.
87. Merge the entire natural area and population size of Nam Cuong Ward (Yen Bai City) and communes of Minh Bao, Tuy Loc and Cuong Thinh into a new Ward called Nam Cuong Ward.
88. Merge the entire natural area and population size of Hop Minh Ward and communes of Gioi Phien, Minh Quan and Au Lau into a new Ward called Au Lau Ward.
89. Merge the entire natural area and population size of wards of Nam Cuong (Lao Cai City), Xuan Tang, Pom Han, Bac Cuong, Bac Lenh and Binh Minh, and Cam Duong Commune Lau into a new Ward called Cam Duong Ward.
90. Merge the entire natural area and population size of wards of Duyen Hai, Coc Leu, Kim Tan and Lao Cai, Van Hoa Commune and Ban Phiet Commune into a new Ward called Lao Cai Ward.
91. Merge the entire natural area and population size of wards of Ham Rong, O Quy Ho, Sa Pa, Cau May, Phan Si Pang and Sa Pa into a new Ward called Sa Pa Ward.
92. After the arrangement, Lao Cai Province has 99 commune-level administrative divisions, including 89 communes and 10 wards; of which 81 communes and 10 wards are formed after the arrangement specified in this Article and 08 communes are not subject to the arrangement, namely Nam Xe, Ngu Chi Son, Che Tao, Lao Chai, Nam Co, Ta Xi Lang, Cat Thinh and Phong Du Thuong.
1. This Resolution comes into force from the day on which it is ratified.
2. Agencies shall, under their authority, expeditiously make necessary preparations to ensure that local governments of commune-level administrative divisions formed after the arrangement specified in Article 1 of this Resolution officially commence operations from July 01, 2025.
3. Local governments of commune-level administrative divisions before the arrangement shall continue operating until local governments of commune-level administrative divisions formed after the arrangement officially commence operations.
Article 3. Implementation organization
1. The Government, People’s Council of Lao Cai Province, People’s Committee of Lao Cai Province, local governments of administrative divisions related to the arrangement and other agencies and organizations concerned shall organize the implementation of this Resolution; arrange and stabilize apparatuses of local agencies and organizations; stabilize lives of the local people and satisfy the socio-economic development, national defense and security requirements in the Province.
2. The Government is assigned to rely on this Resolution and Project No. 389/DA-CP dated May 09, 2025 of the Government to organize the determination of natural area of commune-level administrative divisions and make it publicly available before September 30, 2025; at the same time expeditiously conduct on-site surveying activities and determine boundaries of administrative divisions to prepare dossiers on boundaries of administrative divisions as prescribed.
3. The Ethnic Minorities Council, Committees of the National Assembly, Delegations of the National Assembly Deputies and Lao Cai Province Delegation of National Assembly Deputies shall, within the bounds of their tasks and powers, supervise the implementation of this Resolution.
This Resolution is ratified by the Standing Committee of the 15th National Assembly of Socialist Republic of Vietnam on this 16th of June 2025.
