RESOLUTION

ON THE ARRANGEMENT OF COMMUNE-LEVEL ADMINISTRATIVE DIVISIONS OF NINH BINH PROVINCE IN 2025

THE STANDING COMMITTEE OF THE NATIONAL ASSEMBLY

Pursuant to the Constitution of the Socialist Republic of Vietnam as amended and supplemented by Resolution No. 203/2025/QH15;

Pursuant to Law on Organization of Local Government 72/2025/QH15;

Pursuant to the National Assembly’s Resolution No. 202/2025/QH15 dated June 12, 2025 on arrangement of provincial administrative divisions;

Pursuant to Resolution No. 76/2025/UBTVQH15 dated April 14, 2025 of the Standing Committee of the National Assembly on rearrangement of administrative units in 2025;

In view of the Government’s request in the Document No. 338/TTr-CP and Project No. 339/DA-CP dated May 09, 2025, Verification Report No. 434/BC-UBPLTP15 dated June 03, 2025 of the Committee on Law and Justice,

HEREBY RESOLVES:

Article 1. Arrangement of commune-level administrative divisions of Ninh Binh province

According to the Government’s Project No. 339/DA-CP dated May 09, 2025 on the arrangement of commune-level administrative divisions of Ninh Binh province (new) in 2025, the  Standing Committee of the National Assembly makes a decision on the arrangement to establish commune-level administrative divisions of Ninh Binh province as follows:

1. Merge the entire natural area and population size of communes of Binh Nghia, Trang An and Dong Du into a new commune called Binh Luc commune.

2. Merge the entire natural area and population size of Binh My commune-level town, Don Xa commune, and La Son commune into a new commune called Binh My commune.

3. Merge the entire natural area and population size of communes of Trung Luong, Ngoc Lu and Binh An into a new commune called Binh An commune.

4. Merge the entire natural area and population size of communes of Bo De, Vu Ban, and An Ninh into a new commune called Binh Giang commune.

5. Merge the entire natural area and population size of communes of Tieu Dong, An Lao and An Do into a new commune called Binh Son commune.

6. Merge the entire natural area and population size of communes of Liem Phong, Liem Can and Thanh Ha into a new commune called Liem Ha commune

7. Merge the entire natural area and population size of Tan Thanh commune-level town, Thanh Thuy commune, and Thanh Phong commune into a new commune called Tan Thanh commune

8. Merge the entire natural area and population size of communes of Liem Son, Liem Thuan and Liem Tuc into a new commune called Thanh Binh commune

9. Merge the entire natural area and population size of communes of Thanh Nghi, Thanh Tan and Thanh Hai into a new commune called Thanh Lam commune

10. Merge the entire natural area and population size of communes of Thanh Huong, Thanh Tam and Thanh Nguyen into a new commune called Thanh Liem commune

11. Merge the entire natural area and population size of communes of Chinh Ly, Hop Ly and Van Ly into a new commune called Ly Nhan commune.

12. Merge the entire natural area and population size of communes of Cong Ly, Nguyen Ly and Duc Ly into a new commune called Nam Xang commune.

13. Merge the entire natural area and population size of communes of Chan Ly, Dao Ly and Bac Ly into a new commune called Bac Ly commune.

14. Merge the entire natural area and population size of Vinh Tru commune-level town, Chan Ly commune, and Nhan Khang commune into a new commune called Vinh Tru commune.

15. Merge the entire natural area and population size of communes of Tran Hung Dao, Nhan Nghia and Nhan Binh into a new commune called Tran Thuong commune.

16. Merge the entire natural area and population size of communes of Nhan Thinh, Nhan My and Xuan Khe into a new commune called Nhan Ha commune.

17. Merge the entire natural area and population size of communes of Tien Thang (Ly Nhan district), Phu Phuc and Hoa Hau into a new commune called Nam Ly commune

18. Merge the entire natural area and population size of Nam Giang commune-level town, Nam Cuong commune, and Nam Hung commune into a new commune called Nam Truc commune.

19. Merge the entire natural area and population size of communes of Nam Duong, Binh Minh and Nam Tien into a new commune called Nam Minh commune.

20. Merge the entire natural area and population size of Dong Son commune and Nam Thai commune into a new commune called Nam Dong commune.

21. Merge the entire natural area and population size of communes of Nam Hoa, Nam Loi, Nam Hai, and Nam Thanh into a new commune called Nam Ninh commune.

22. Merge the entire natural area and population size of communes of Tan Thinh, Nam Thang, and Nam Hong into a new commune called Nam Hong commune.

23. Merge the entire natural area and population size of Cong Hoa commune and Minh Tan commune into a new commune called Minh Tan commune.

24. Merge the entire natural area and population size of communes of Hop Hung, Trung Thanh, Quang Trung and Hien Khanh into a new commune called Hien Khanh commune.

25. Merge the entire natural area and population size of Goi commune-level town, Kim Thai commune, and Tam Thanh commune into a new commune called Vu Ban commune

26. Merge the entire natural area and population size of communes of Vinh Hao, Dai Thang and Lien Minh into a new commune called Lien Minh commune.

27. Merge the entire natural area and population size of Yen Phong commune and Hong Quang commune (Y Yen district), Yen Khanh commune, and Lam commune-level town into a new commune called Y Yen commune.

28. Merge the entire natural area and population size of Yen Dong commune (Y Yen district), Yen Tri commune, and Yen Khang commune into a new commune called Yen Dong commune.

29. Merge the entire natural area and population size of Yen Nhan commune and Yen Loc commune (Y Yen district), Yen Phuc commune, and Yen Cuong commune into a new commune called Yen Cuong commune.

30. Merge the entire natural area and population size of Yen Thang commune (Y Yen district), Yen Tien commune, and Yen Luong commune into a new commune called Van Thang commune.

31. Merge the entire natural area and population size of Yen My commune (Y Yen district), Yen Binh commune, Yen Duong commune, Yen Ninh commune into a new commune called Vu Duong commune.

32. Merge the entire natural area and population size of Trung Nghia commune and Tan Minh commune into a new commune called Tan Minh commune.

33. Merge the entire natural area and population size of communes of Phu Hung, Yen Tho and Yen Chinh into a new commune called Phong Doanh commune.

34. Merge the entire natural area and population size of Co Le commune-level town, Trung Dong commune, and Truc Tuan commune into a new commune called Co Le commune.

35. Merge the entire natural area and population size of communes of Truc Chinh, Phuong Dinh and Liem Hai into a new commune called Ninh Giang commune

36. Merge the entire natural area and population size of Cat Thanh commune-level town, Viet Hung commune, and Truc Dao commune into a new commune called Cat Thanh commune.

42. Merge the entire natural area and population size of communes of Xuan Vinh, Tra Lu and Tho Nghiep into a new commune called Xuan Hung commune.

43. Merge the entire natural area and population size of communes of Xuan Tan, Xuan Phu and Xuan Giang into a new commune called Xuan Giang commune.

44. Merge the entire natural area and population size of communes of Xuan Chau, Xuan Thanh, Xuan Thuong and Xuan Hong into a new commune called Xuan Hong commune.

45. Merge the entire natural area and population size of Yen Dinh commune-level town, Hai Trung commune, and Hai Long commune into a new commune called Hai Hau commune.

46. Merge the entire natural area and population size of communes of Hai Minh, Hai Duong and Hai Anh into a new commune called Hai Anh commune.

47. Merge the entire natural area and population size of Con commune-level town, Hai Son commune and Hai Tan commune into a new commune called Hai Tien commune.

48. Merge the entire natural area and population size of communes of Hai Nam, Hai Loc and Hai Hung into a new commune called Hai Hung commune.

49. Merge the entire natural area and population size of communes of Hai Phong, Hai Giang and Hai An into a new commune called Hai An commune.

66. Merge the entire natural area and population size of Nam Dien commune (Nghia Hung district), Phuc Thang commune, and Rang Dong commune-level town into a new commune called Rang Dong commune

67. Merge the entire natural area and population size of Thinh Vuong commune-level town and Gia Hoa commune into a new commune called Gia Vien commune

68. Merge the entire natural area and population size of Tien Thang commune (Gia Vien district), Gia Phuong commune, and Gia Trung commune into a new commune called Dai Hoang commune.

69. Merge the entire natural area and population size of Lien Son commune (Gia Vien district), Gia Phu commune, and Gia Hung commune into a new commune called Gia Hung commune.

74. Merge the entire natural area and population size of communes of Gia Son, Xich Tho and Gia Lam into a new commune called Gia Lam commune.

75. Merge the entire natural area and population size of communes of Gia Thuy, Duc Long and Gia Tuong into a new commune called Gia Tuong commune

76. Merge the entire natural area and population size of communes of Thach Binh, Lac Van and Phu Son into a new commune called Phu Son commune.

77. Merge the entire natural area and population size of Van Phuong commune and Cuc Phuong commune into a new commune called Cuc Phuong commune.

78. Merge the entire natural area and population size of Ky Phu commune and Phu Long commune into a new commune called Phu Long commune.

79. Merge the entire natural area and population size of Thanh Son commune (Nho Quang district), Thuong Hoa commune and Van Phu commune into a new commune called Thanh Son commune

82. Merge the entire natural area and population size of Khanh Hong commune and Khanh Nhac commune into a new commune called Khanh Nhac commune.

83. Merge the entire natural area and population size of communes of Khanh Cuong, Khanh Loi and Khanh Thien into a new commune called Khanh Thien commune

84. Merge the entire natural area and population size of communes of Khanh Mau, Khanh Thuy and Khanh Hoi into a new commune called Khanh Hoi commune.

85. Merge the entire natural area and population size of communes of Khanh Thanh, Khanh Cong and Khanh Trung into a new commune called Khanh Trung commune.

86. Merge the entire natural area and population size of Yen Thinh commune-level town, Khanh Duong commune and Yen Hoa commune into a new commune called Yen Mo commune.

87. Merge the entire natural area and population size of Yen Phong commune and Yen Nhan commune (Yen Mo district), Yen Tu commune into a new commune called Yen Tu commune.

88. Merge the entire natural area and population size of communes of Yen My (Yen Mo district), Yen Lam and Yen Man into a new commune called Yen Mac commune.

89. Merge the entire natural area and population size of Yen Dong commune (Yen Mo district), Yen Thanh commune, and Yen Thai commune into a new commune called Dong Thai commune.

90. Merge the entire natural area and population size of communes of Xuan Chinh, Hoi Ninh and Chat Binh into a new commune called Chat Binh commune.

91. Merge the entire natural area and population size of communes of Kim Dinh, An Hoa and Hung Tien into a new commune called Kim Son commune.

92. Merge the entire natural area and population size of communes of Nhu Hoa, Dong Huong and Quang Thien into a new commune called Quang Thien commune.

93. Merge the entire natural area and population size of Phat Diem commune-level town, Thuong Kiem commune, and Kim Chinh commune into a new commune called Phat Diem commune

94. Merge the entire natural area and population size of communes of Yen Loc (Kim Son district), Tan Thanh, and Lai Thanh into a new commune called Lai Thanh commune.

95. Merge the entire natural area and population size of communes of Van Hai, Kim Tan and Dinh Hoa into a new commune called Dinh Hoa commune.

96. Merge the entire natural area and population size of Binh Minh commune-level town, Con Thoi commune, and Kim My commune into a new commune called Binh Minh commune.

97. Merge the entire natural area and population size of Kim Trung communes, Kim Dong commune, and land reclamation areas (under the management of Kim Son district) into a new commune called Kim Dong commune.

98. Merge the entire natural area and population size of communes of Chuyen Ngoai, Trac Van, Yen Nam and part of natural area and population size of Hoa Mac ward in to a new ward called Duy Tien ward.

99. Merge the entire natural area and population size of Chau Giang ward, Moc Hoan commune and remaining part of Hoa Mac ward after the merger specified in Clause 98 of this Article into a new ward called Duy Tan ward

100. Merge the entire natural area and population size of wards of Bach Thuong, Yen Bac, and Dong Van  into a new ward called Dong Van ward.

101. Merge the entire natural area and population size of Duy Minh ward, Duy Hai ward, and part of natural area and population size of Hoang Dong ward into a new commune called Duy Ha ward.

102. Merge the entire natural area and population size of Tien Son ward and part of natural area and population size of Tien Noi ward, Tien Ngoai commune in to a new ward called Tien Son ward.

103. Merge the entire natural area and population size of wards of Dai Cuong, Dong Hoa and Le Ho  into a new ward called Le Ho ward.

104. Merge the entire natural area and population size of Tuong Linh ward, Tan Son ward and Nguyen Uy ward into a new ward called Nguyen Uy ward.

105. Merge the entire natural area and population size of Lien Son commune and Thanh Son commune (Kim Bang district-level town), Thi Son ward into a new ward called Ly Thuong Kiet ward.

106. Merge the entire natural area and population size of Tan Cuu ward and Hoang Tay commune into a new ward called Tam Thanh ward.

107. Merge the entire natural area and population size of Ba Sao ward, Kha Phong commune and Thuy Loi commune into a new ward called Tam Chuc ward.

108. Merge the entire natural area and population size of Que ward, Ngoc Son ward, and Van Xa commune into a new ward called Kim Bang ward.

109. Merge the entire natural area and population size of Lam Ha ward, Tan Hiep ward, part of natural area and population size of Quang Trung (Phu Ly city), remaining part of Hoang Dong after the merger specified in Clause 101 of this Article, and remaining part of Tien Noi ward, Tien Ngoai commune after the merger specified in Clause 102 of this Article  into a new ward called Ha Nam ward.

110. Merge the entire natural area and population size of Le Hong Phong ward, Kim Binh commune and Phu Van commune into a new ward called Phu Van ward.

111. Merge the entire natural area and population size of Thanh Tuyen ward, Chau Son ward, and Kien Khe commune-level town into a new ward called Chau Son ward.

112. Merge the entire natural area and population size of wards of Chau Cau, Thanh Chau, Liem Chinh and remaining part of Quang Trung ward (Phu Ly city) after the merger specified in Clause 109 of this Article into a new ward called Phu Ly ward

113. Merge the entire natural area and population size of Tan Liem ward, Dinh Xa commune, and Trinh Xa commune into a new ward called Liem Tuyen ward.

114. Merge the entire natural area and population size of wards of Quang Trung (Nam Dinh city), Vi Xuyen, Loc Vuong, Cuu Bac, Tran Hung Dao, Nang Tinh, Cuu Nam, and My Phuc commune into a new ward called Nam Dinh ward.

115. Merge the entire natural area and population size of Loc Ha ward, My Tan commune, and My Trung commune into a new ward called Thien Truong ward.

116. Merge the entire natural area and population size of Loc Hoa ward, My Thang commune, and My Ha commune into a new ward called Dong A ward.

117. Merge the entire natural area and population size of Nam Dien commune (Nam Truc district) and Nam Phong ward into a new ward called Vi Khe ward.

118. Merge the entire natural area and population size of My Xa ward and Dai An commune into a new ward called Thanh Nam ward.

119. Merge the entire natural area and population size of Truong Thi ward and Thanh Loi commune into a new ward called Truong Thi ward.

120. Merge the entire natural area and population size of Hong Quang commune (Nam Truc district), Nghia An commune, and Nam Van ward into a new ward called Hong Quang ward.

121. Merge the entire natural area and population size of Hung Loc ward, My Thuan commune, and My Loc commune into a new ward called My Loc ward.

122. Merge the entire natural area and population size of Ninh Giang ward, communes of Truong Yen, Ninh Hoa, Phuc Son, Gia Sinh and remaining part of Gia Tan commune after the merger specified in Clause 71 of this Article into a new ward called Tay Hoa Lu ward.

123. Merge the entire natural area and population size of wards of Ninh My, Ninh Khanh, Dong Thanh, Tan Thanh, Van Giang, Nam Thanh, Nam Binh, Bich Dao, and communes of Ninh Khang, Ninh Nhat, Ninh Tien into a new ward called Hoa Lu ward.

124. Merge the entire natural area and population size of Ninh Phong ward, Ninh Son ward, and communes of Ninh Van, Ninh An, Ninh Hai into a new ward called Nam Hoa Lu ward.

125. Merge the entire natural area and population size of Ninh Phuc ward and communes of Khanh Hoa, Khanh Phu, and Khanh An into a new ward called Dong Hoa Lu ward.

126. Merge the entire natural area and population size of Bac Son ward, Tay Son ward, and Quang Son commune into a new ward called Tam Diep ward.

127. Merge the entire natural area and population size of Tan Binh ward, Quang Lac commune, and Yen Son commune into a new ward called Yen Son ward.

128. Merge the entire natural area and population size of Nam Son ward, Trung Son ward, and Dong Son commune into a new ward called Trung Son ward.

129. Merge the entire natural area and population size of Yen Thang commune (Yen Mo district), Khanh Thuong commune, and Yen Binh ward into a new ward called Yen Thang ward.

130. After the arrangement, Ninh Binh province has 129 commune-level administrative divisions, including 97 communes and 32 wards.

Article 2. Effect

1. This Resolution comes into force from the date on which it is approved.

2. Agencies shall, under their authority, expeditiously make necessary preparations to ensure that local governments of commune-level administrative divisions formed after the arrangement specified in Article 1 of this Resolution officially commence operations from July 01, 2025.

3. Local governments of commune-level administrative divisions before the arrangement shall continue to operate until local governments of commune-level administrative divisions formed after the arrangement officially commence operations.

Article 3. Organizing implementation

1. The Government, People’s Council of Ninh Binh province, People’s Committee of Ninh Binh province, local governments of administrative divisions related to the arrangement and other agencies, organizations concerned shall organize the implementation of this Resolution; arrange and stabilize apparatuses of local agencies and organizations; stabilize lives of the local people and satisfy the socio-economic development, national defense and security requirements in the province.

2. The Government is assigned to rely on this Resolution and Project No. 339/DA-CP dated May 09, 2025 of the Government to organize the determination of natural area of commune-level administrative divisions and make it publicly available before September 30, 2025; at the same time expeditiously conduct on-site surveying activities and determine boundaries of administrative divisions to prepare dossiers on boundaries of administrative divisions as prescribed.

3. The Ethnic Minorities Council, Committees of the National Assembly, Delegations of the National Assembly Deputies and Delegation of National Assembly Deputies of Ninh Binh province shall, within the bounds of their tasks and powers, supervise the implementation of this Resolution.
