Resolution No. 1675/NQ-UBTVQH15 on the arrangement of commune-level administrative divisions of Hue City in 2025

RESOLUTION

ON THE ARRANGEMENT OF COMMUNE-LEVEL ADMINISTRATIVE DIVISIONS OF HUE CITY IN 2025

THE STANDING COMMITTEE OF THE NATIONAL ASSEMBLY

Pursuant to the Constitution of the Socialist Republic of Vietnam as amended and supplemented by Resolution No. 203/2025/QH15;

Pursuant to Law on Organization of Local Government 72/2025/QH15;

Pursuant to Resolution No. 76/2025/UBTVQH15 dated April 14, 2025 of the Standing Committee of the National Assembly on rearrangement of administrative units in 2025;

In view of the Government’s request in the Document No. 400/TTr-CP and Project No. 401/DA-CP dated May 09, 2025, Verification Report No. 426/BC-UBPLTP15 dated June 03, 2025 of the Committee on Law and Justice,

HEREBY RESOLVES:

Article 1. Arrangement of commune-level administrative divisions of Hue City

According to the Government’s Project No. 401 /DA-CP dated May 09, 2025 on the arrangement of commune-level administrative divisions of Hue City in 2025, the Standing Committee of the National Assembly makes a decision on the arrangement to establish commune-level administrative divisions of Hue City as follows:

1. Merge the entire natural area and population size of Phong Thu ward, Phong My commune and Xuan Phong commune into a new ward called Phong Dien ward.

2. Merge the entire natural area and population size of Phong An ward, Phong Hien ward and Phong Son commune into a new ward called Phong Thai ward.

3. Merge the entire natural area and population size of Phong Hoa ward, Phong Binh commune and Phong Chuong commune into a new ward called Phong Dinh ward.

4. Merge the entire natural area and population size of Phong Phu ward and Phong Thanh commune into a new ward called Phong Phu ward.

5. Merge the entire natural area and population size of Phong Hai ward, Quang Cong commune, and Quang Ngan commune into a new ward called Phong Quang ward.

6. Merge the entire natural area and population size of Tu Ha ward, Huong Van ward, and Huong Van ward into a new ward called Huong Tra ward.

7. Merge the entire natural area and population size of Huong Xuan ward, Huong Chu ward, and Huong Toan commune into a new ward called Kim Tra ward.

8. Merge the entire natural area and population size of Long Ho ward, Huong Long ward, and Kim Long ward into a new ward called Kim Long ward.

9. Merge the entire natural area and population size of An Hoa ward, Huong So ward, and Huong An ward into a new ward called Huong An ward.

10. Merge the entire natural area and population size of wards of Gia Hoi, Phu Hau, Tay Loc, Thuan Loc, Thuan Hoa and Dong Ba into a new ward called Phu Xuan ward.

11. Merge the entire natural area and population size of Thuan An ward, Phu Hai commune and Phu Thuan commune into a new ward called Thuan An ward.

12. Merge the entire natural area and population size of Huong Phong ward, Huong Vinh ward, and Quang Thanh commune into a new ward called Hoa Chau ward.

13. Merge the entire natural area and population size of Phu Thuong ward, Phu An commune and Phu My commune into a new ward called My Thuong ward.

14. Merge the entire natural area and population size of wards of Thuy Van, Xuan Phu, and Vy Da into a new ward called Vy Da ward.

15. Merge the entire natural area and population size of wards of Phu Hoi, Phu Nhuan, Phuong Duc, Vinh Ninh, Phuoc Vinh, and Truong An into a new ward called Thuan Hoa ward.

16. Merge the entire natural area and population size of wards of An Dong, An Tay, and An Cuu into a new ward called An Cuu ward.

17. Merge the entire natural area and population size of wards of Thuy Bieu, Thuy Bang and Thuy Xuan into a new ward called Thua Xuan ward.

18. Merge the entire natural area and population size of Thuy Duong ward, Thuy Phuong ward, and Thuy Thanh commune into a new ward called Thanh Thuy ward.

19. Merge the entire natural area and population size of Thuy Luong ward, Thuy Chau ward, and Thuy Tan commune into a new ward called Huong Thuy ward.

20. Merge the entire natural area and population size of Phu Bai ward, Thuy Phu commune, Phu Son commune, and Duong Hoa commune into a new ward called Phu Bai ward.

21. Merge the entire natural area and population size of communes of Quang Thai, Quang Loi, Quang Vinh and Quang Phu into a new commune called Dan Dien commune.

22. Merge the entire natural area and population size of communes of Sia commune-level town and communes of Quang Phuoc, Quang An, Quang Tho into a new commune called Quang Dien commune.

23. Merge the entire natural area and population size of communes of Huong Binh, Binh Thanh and Binh Tien into a new commune called Binh Dien commune.

24. Merge the entire natural area and population size of communes of Phu Dien, Vinh Xuan, Vinh An and Vinh Thanh into a new commune called Phu Vinh commune.

25. Merge the entire natural area and population size of communes of Phu Xuan, Phu Luong and Phu Ho into a new commune called Phu Ho commune.

26. Merge the entire natural area and population size of Phu Da commune-level town, Phu Gia commune, and Vinh Ha commune into a new commune called Phu Vang commune.

27. Merge the entire natural area and population size of communes of Vinh Hung, Vinh My, Giang Hai and Vinh Hien into a new commune called Vinh Loc commune.

28. Merge the entire natural area and population size of Loc Son commune-level town, Loc Bon commune, and Xuan Loc commune into a new commune called Hung Loc commune.

29. Merge the entire natural area and population size of communes of Loc Hoa, Loc Dien and Loc An into a new commune called Loc An commune.

30. Merge the entire natural area and population size of Phu Loc commune-level town, Loc Tri commune, and Loc Binh commune into a new commune called Phu Loc commune.

31. Merge the entire natural area and population size of Lang Co commune-level town, Loc Tien commune, Loc Vinh commune, and Loc Thuy commune into a new commune called Chan May – Lang Co commune.

32. Merge the entire natural area and population size of communes of  Thuong Quang, Thuong Long and Huong Huu into a new commune called Long Quang commune.

33. Merge the entire natural area and population size of communes of  Huong Xuan, Thuong Nhat and Huong Son into a new commune called Nam Dong commune.

34. Merge the entire natural area and population size of Khe Tre commune-level town and communes of Huong Phu, Huong Loc, Thuong Lo into a new commune called Khe Tre commune.

35. Merge the entire natural area and population size of communes of Hong Thuy, Hong Van, Trung Son and Hong Kim into a new commune called A Luoi 1 commune.

36. Merge the entire natural area and population size of A Luoi commune-level town and communes of Hong Bac, Quang Nham, A Ngo into a new commune called A Luoi 2 commune.

37. Merge the entire natural area and population size of communes of Son Thuy, Hong Thuong, Phu Vinh and Hong Thai into a new commune called A Luoi 3 commune.

38. Merge the entire natural area and population size of communes of  Huong Phong, A Roang, Dong Son and Lam Dot into a new commune called A Luoi 4 commune.

39. Merge the entire natural area and population size of Huong Nguyen commune and Hong Ha commune into a new commune called A Luoi 5 commune.

40. After the arrangement, Hue City has 40 commune-level administrative divisions, including 21 wards and 19 communes; of which 20 wards and 19 communes are formed after the arrangement specified in this Article and 01 ward is not subject to the arrangement, namely Duong No ward.

Article 2. Effect

1. This Resolution comes into force from the date on which it is approved.

2. Agencies shall, under their authority, expeditiously make necessary preparations to ensure that local governments of commune-level administrative divisions formed after the arrangement specified in Article 1 of this Resolution officially commence operations from July 01, 2025.

3. Local governments of commune-level administrative divisions before the arrangement shall continue to operate until local governments of commune-level administrative divisions formed after the arrangement officially commence operations.

Article 3. Organizing implementation

1. The Government, People’s Council of Hue City, People’s Committee of Hue City, local governments of administrative divisions related to the arrangement and other agencies, organizations concerned shall organize the implementation of this Resolution; arrange and stabilize apparatuses of local agencies and organizations; stabilize lives of the local people and satisfy the socio-economic development, national defense and security requirements in the City.

2. The Government is assigned to rely on this Resolution and Project No. 401/DA-CP dated May 09, 2025 of the Government to organize the determination of natural area of commune-level administrative divisions and make it publicly available before September 30, 2025; at the same time expeditiously conduct on-site surveying activities and determine boundaries of administrative divisions to prepare dossiers on boundaries of administrative divisions as prescribed.

3. The Ethnic Minorities Council, Committees of the National Assembly, Delegations of the National Assembly Deputies and Delegation of National Assembly Deputies of Hue City shall, within the bounds of their tasks and powers, supervise the implementation of this Resolution.

This Resolution was adopted by the Standing Committee of the 15th National Assembly of Socialist Republic of Vietnam on June 16, 2025.
