ON THE ARRANGEMENT OF COMMUNE-LEVEL ADMINISTRATIVE DIVISIONS OF PHU THO PROVINCE IN 2025

Pursuant to the Constitution of the Socialist Republic of Vietnam amended by the Resolution No. 203/2025/QH15;
Pursuant to the Law on Local Government Organization No. 72/2025/QH15;
Pursuant to the National Assembly’s Resolution No. 202/2025/QH15 dated June 12, 2025 on arrangement of provincial administrative divisions;
Pursuant to the Resolution No. 76/2025/UBTVQH15 dated April 14, 2025 of the Standing Committee of the National Assembly on arrangement of administrative divisions in 2025;
In view of the Government’s request in the Document No. 386/TTr-CP and Project No. 387/DA-CP dated May 09, 2025, Verification Report No. 435/BC-UBPLTP15 dated June 03, 2025 of the Committee on Law and Justice,
HEREBY RESOLVES:
Article 1. Arrangement of commune-level administrative divisions of Phu Tho Province
According to the Government’s Project No. 387/DA-CP dated May 09, 2025 on the arrangement of commune-level administrative divisions of Phu Tho Province (new) in 2025, the Standing Committee of the National Assembly makes a decision on the arrangement to establish commune-level administrative divisions of Phu Tho Province as follows:
1. Merge the entire natural area and population size of communes of Thanh Dinh, Chu Hoa and Hy Cuong into a new Commune called Hy Cuong Commune.
2. Merge the entire natural area and population size of Hung Son Town, Lam Tho Town and Thach Son Commune into a new Commune called Lam Thao Commune.
3. Merge the entire natural area and population size of communes of Tien Kien, Xuan Huy and Xuan Lung into a new Commune called Xuan Lung Commune.
4. Merge the entire natural area and population size of communes of Tu Xa, Son Vi and Phung Nguyen into a new Commune called Phung Nguyen Commune.
5. Merge the entire natural area and population size of communes of Cao Xa, Vinh Lai and Ban Nguyen into a new Commune called Ban Nguyen Commune.
6. Merge the entire natural area and population size of communes of Phong Chau Town and communes of Phu Nham, Phu Loc and Phu Ninh into a new Commune called Phu Ninh Commune.
7. Merge the entire natural area and population size of communes of Bao Thanh, Tri Quan, Ha Giap and Gia Thanh into a new Commune called Dan Chu Commune.
8. Merge the entire natural area and population size of communes of Lien Hoa, Le My and Phu My into a new Commune called Phu My Commune.
9. Merge the entire natural area and population size of communes of Tien Phu, Trung Giap and Tram Than into a new Commune called Tram Than Commune.
10. Merge the entire natural area and population size of communes of Tien Du, An Dao and Binh Phu into a new Commune called Binh Phu Commune.
11. Merge the entire natural area and population size of Thanh Ba Town and communes of Dong Xuan, Hanh Cu and Van Linh into a new Commune called Thanh Ba Commune.
12. Merge the entire natural area and population size of communes of Dai An, Dong Linh and Quang Yen into a new Commune called Quang Yen Commune.
13. Merge the entire natural area and population size of communes of Ninh Dan, Man Lan and Hoang Cuong into a new Commune called Hoang Cuong Commune.
14. Merge the entire natural area and population size of communes of Khai Xuan, Vo Lao and Dong Thanh into a new Commune called Dong Thanh Commune.
15. Merge the entire natural area and population size of communes of Son Cuong, Thanh Ha and Chi Tien into a new Commune called Chi Tien Commune.
16. Merge the entire natural area and population size of communes of Do Son, Do Xuyen and Luong Lo into a new Commune called Lien Minh Commune.
17. Merge the entire natural area and population size of Doan Hung Town, Hop Nhat Commune and Ngoc Quan Commune into a new Commune called Doan Hung Commune.
18. Merge the entire natural area and population size of communes of Phu Lam, Ca Dinh and Tay Coc into a new Commune called Tay Coc Commune.
19. Merge the entire natural area and population size of communes of Hung Long, Yen Kien and Chan Mong into a new Commune called Chan Mong Commune.
20. Merge the entire natural area and population size of Hung Xuyen Commune and Chi Dam Commune into a new Commune called Chi Dam Commune.
21. Merge the entire natural area and population size of communes of Bang Doan, Phuc Lai and Bang Luan into a new Commune called Bang Luan Commune.
22. Merge the entire natural area and population size of Ha Hoa Town and communes of Minh Hac, Am Ha and Gia Dien into a new Commune called Ha Hoa Commune.
23. Merge the entire natural area and population size of communes of Tu Hiep, Dai Pham, Ha Luong and Dan Thuong into a new Commune called Dan Thuong Commune.
24. Merge the entire natural area and population size of communes of Huong Xa, Phuong Vien and Yen Ky into a new Commune called Yen Ky Commune.

43. Merge the entire natural area and population size of Tan Lap Commune and Tan Minh Commune (Thanh Son District) and Van Mieu Commune into a new Commune called Van Mieu Commune.
44. Merge the entire natural area and population size of communes of Tat Thang, Thang Son and Cu Dong into a new Commune called Cu Dong Commune.
45. Merge the entire natural area and population size of communes of Yen Luong, Yen Lang and Huong Can into a new Commune called Huong Can Commune.
46. Merge the entire natural area and population size of communes of Tinh Nhue, Luong Nha and Yen Son into a new Commune called Yen Son Commune.

118. Merge the entire natural area and population size of Cu Yen Commune, Lien Son Commune and remaining part of Cao Son Commune (Luong Son Commune) after the arrangement specified in clause 116 of this Article into a new Commune called Lien Son Commune.
119. Merge the entire natural area and population size of Mai Chau Town, communes of Na Phon, Thanh Son and Tong Dau and part of the natural area and population size of Dong Tan Commune into a new Commune called Mai Chau Commune.
120. Merge the entire natural area and population size of communes of Mai Hich, Xam Khoe and Bao La into a new Commune called Bao La Commune.
121. Merge the entire natural area and population size of communes of Chieng Chau, Van Mai and Mai Ha into a new Commune called Mai Ha Commune.
122. Merge the entire natural area and population size of communes of Cun Pheo, Hang Kia and Pa Co and remaining part of Dong Tan Commune after the arrangement specified in clause 119 of this Article into a new Commune called Pa Co Commune.

136. Merge the entire natural area and population size of Hung Vuong Ward (Phu Tho Town), Van Lung Commune and Ha Loc Commune Duc into a new Ward called Phu Tho Ward.
137. Merge the entire natural area and population size of Phong Chau Ward, Phu Ho Commune and Ha Thach Commune into a new Ward called Phong Chau Ward.
138. Merge the entire natural area and population size of Thanh Vinh Ward, Au Co Ward and Thanh Minh Commune into a new Ward called Au Co Ward.
139. Merge the entire natural area and population size of wards of Dinh Trung, Lien Bao, Khai Quang, Ngo Quyen and Dong Da into a new Ward called Vinh Phuc Ward.
140. Merge the entire natural area and population size of wards of Tich Son, Hoi Hop and Dong Tam and Thanh Tru Commune into a new Ward called Vinh Yen Ward.
141. Merge the entire natural area and population size of wards of Hung Vuong (Phuc Yen City), Hai Ba Trung, Phuc Thang, Tien Chau and Nam Viem into a new Ward called Phuc Yen Ward.
142. Merge the entire natural area and population size of Dong Xuan Ward, Xuan Hoa Ward, Cao Minh Commune and Ngoc Thanh Ward into a new Ward called Xuan Hoa Ward.
143. Merge the entire natural area and population size of wards of Dong Tien, Huu Nghi, Phuong Lam, Quynh Lam, Tan Thinh, Thinh Lang and Trung Minh into a new Ward called Hoa Binh Ward.
144. Merge the entire natural area and population size of Ky Son Ward, Doc Lap Commune and Mong Hoa Commune into a new Ward called Ky Son Ward.
145. Merge the entire natural area and population size of Tan Hoa Ward, Hoa Binh Commune and Yen Mong Commune into a new Ward called Tan Hoa Ward.
146. Merge the entire natural area and population size of wards of Dan Chu, Thai Binh and Thong Nhat and remaining part of Vay Nua Commune after the arrangement specified in clause 99 of this Article into a new Ward called Thong Nhat Ward.
147. After the arrangement, Phu Tho Province has 148 commune-level administrative divisions, including 133 communes and 15 wards; of which 131 communes and 15 wards are formed after the arrangement specified in this Article and 02 communes are not subject to the arrangement, namely Thu Cuc Commune and Trung Son Commune.
1. This Resolution comes into force from the date on which it is approved.
2. Agencies shall, under their authority, expeditiously make necessary preparations to ensure that local governments of commune-level administrative divisions formed after the arrangement specified in Article 1 of this Resolution officially commence operations from July 01, 2025.
3. Local governments of commune-level administrative divisions before the arrangement shall continue to operate until local governments of commune-level administrative divisions formed after the arrangement officially commence operations.
Article 3. Organizing implementation
1. The Government, People’s Council of Phu Tho Province, People’s Committee of Phu Tho Province, local governments of administrative divisions related to the arrangement and other organizations and individuals concerned shall organize the implementation of this Resolution; arrange and stabilize apparatuses of local agencies and organizations; stabilize lives of the local people and satisfy the socio-economic development, national defense and security requirements in the Province.
2. The Government is assigned to rely on this Resolution and Project No. 387/DA-CP dated May 09, 2025 of the Government to organize the determination of natural area of commune-level administrative divisions and make it publicly available before September 30, 2025; at the same time expeditiously conduct on-site surveying activities and determine boundaries of administrative divisions to prepare dossiers on boundaries of administrative divisions as prescribed.
3. The Ethnic Minorities Council, Committees of the National Assembly, Delegations of the National Assembly Deputies and Phu Tho Province Delegation of National Assembly Deputies shall, within the bounds of their tasks and powers, supervise the implementation of this Resolution.
This Resolution was adopted by the Standing Committee of the 15th National Assembly of Socialist Republic of Vietnam on this 16th of June 2025.
