ON THE ARRANGEMENT OF COMMUNE-LEVEL ADMINISTRATIVE DIVISIONS OF QUANG NGAI PROVINCE IN 2025

Pursuant to the Constitution of the Socialist Republic of Vietnam amended by the Resolution No. 203/2025/QH15;
Pursuant to the Law on Local Government Organization No. 72/2025/QH15;
Pursuant to the National Assembly’s Resolution No. 202/2025/QH15 dated June 12, 2025 on arrangement of provincial administrative divisions;
Pursuant to the Resolution No. 76/2025/UBTVQH15 dated April 14, 2025 of the Standing Committee of the National Assembly on arrangement of administrative divisions in 2025;
In view of the Government’s request in the Document No. 361/TTr-CP and Project No. 362/DA-CP dated May 09, 2025, Verification Report No. 436/BC-UBPLTP15 dated June 03, 2025 of the Committee on Law and Justice,
HEREBY RESOLVES:
Article 1. Arrangement of commune-level administrative divisions of Quang Ngai province
According to the Government’s Project No. 362/DA-CP dated May 09, 2025 on the arrangement of commune-level administrative divisions of Quang Ngai province (new) in 2025, the Standing Committee of the National Assembly makes a decision on the arrangement to establish commune-level administrative divisions of Quang Ngai province as follows:
1. Merge the entire natural area and population size of communes of Tinh Ky, Tinh Chau, Tinh Long, Tinh Thien and Tinh Khe into a new commune called Tinh Khe commune.
2. Merge the entire natural area and population size of communes of Nghia Ha, Nghia Dong, Nghia Dung and An Phu into a new commune called An Phu commune.
3. Merge the entire natural area and population size of communes of Pho Nhon and Pho Phong into a new commune called Nguyen Nghiem commune.
4. Merge the entire natural area and population size of communes of Pho Khanh and Pho Cuong into a new commune called Khanh Cuong commune.
5. Merge the entire natural area and population size of communes of Binh Khuong, Binh An and Binh Minh into a new commune called Binh Minh commune.
6. Merge the entire natural area and population size of communes of Binh My and Binh Chuong into a new commune called Binh Chuong commune.
7. Merge the entire natural area and population size of Chau O commune-level town; communes of Binh Thanh, Binh Chanh, Binh Duong, Binh Nguyen, Binh Trung and Binh Long into a new commune called Binh Son commune.
8. Merge the entire natural area and population size of communes of Binh Thuan, Binh Dong, Binh Tri, Binh Hai, Binh Hoa and Binh Phuoc into a new commune called Van Tuong commune.
9. Merge the entire natural area and population size of communes of Binh Hiep, Binh Thanh, Binh Tan Phu, Binh Chau and Tinh Hoa into a new commune called Dong Son commune.
10. Merge the entire natural area and population size of communes of Tinh Giang, Tinh Dong and Tinh Minh into a new commune called Truong Giang commune.
11. Merge the entire natural area and population size of communes of Tinh Bac, Tinh Hiep and Tinh Tra into a new commune called Ba Gia commune.
12. Merge the entire natural area and population size of Thinh Ha commune-level town; communes of Tinh Binh and Tinh Son into a new commune called Son Tinh commune.
13. Merge the entire natural area and population size of communes of Tinh Phong and Tinh Tho into a new commune called Tho Phong commune.
14. Merge the entire natural area and population size of La Ha commune-level town; communes of Nghia Trung, Nghia Thuong and Nghia Hoa into a new commune called Tu Nghia commune.
15. Merge the entire natural area and population size of Song Ve commune-level town; communes of Nghia Hiep and Nghia Phuong into a new commune called Ve Giang commune.
16. Merge the entire natural area and population size of communes of Nghia Thuan, Nghia Ky and Nghia Dien into a new commune called Nghia Giang commune.
17. Merge the entire natural area and population size of communes of Nghia Son, Nghia Lam and Nghia Thang into a new commune called Tra Giang commune.
18. Merge the entire natural area and population size of Cho Chua commune-level town; communes of Hanh Thuan and Hanh Trung into a new commune called Nghia Hanh commune.
19. Merge the entire natural area and population size of communes of Hanh Duc, Hanh Phuoc and Hanh Thinh into a new commune called Dinh Cuong commune.
20. Merge the entire natural area and population size of communes of Hanh Thien, Hanh Tin Tay and Hanh Tin Dong into a new commune called Thien Tin commune.
21. Merge the entire natural area and population size of communes of Hanh Dung, Hanh Nhan and Hanh Minh into a new commune called Phuoc Giang commune.
22. Merge the entire natural area and population size of communes of Thang Loi, Duc Nhuan and Duc Hiep into a new commune called Long Phung commune.
23. Merge the entire natural area and population size of communes of Duc Chanh, Duc Thanh and Duc Minh into a new commune called Mo Cay commune.
24. Merge the entire natural area and population size of Mo Duc commune-level town; communes of Duc Hoa, Duc Phu and Duc Tan into a new commune called Mo Duc commune.
25. Merge the entire natural area and population size of communes of Duc Phong and Duc Lan into a new commune called Lan Phong commune.
26. Merge the entire natural area and population size of Tra Xuan commune-level town; communes of Tra Son and Tra Thuy into a new commune called Tra Bong commune.
27. Merge the entire natural area and population size of communes of Tra Binh, Tra Phu and Tra Giang into a new commune called Dong Tra Bong commune.
28. Merge the entire natural area and population size of communes of Son Tra, Tra Phong and Tra Xinh into a new commune called Tay Tra commune.
29. Merge the entire natural area and population size of communes of Tra Lam, Tra Hiep and Tra Thanh into a new commune called Thanh Bong commune.
30. Merge the entire natural area and population size of Tra Tan commune; and a part of the natural area and population size of Tra Bui commune into a new commune called Ca Dam commune.
31. Merge the entire natural area and population size of communes of Huong Tra, Tra Tay; and remaining part of Tra Bui commune after the merger prescribed in clause 30 of this Article into a new commune called Tay Tra Bong commune.
32. Merge the entire natural area and population size of communes of Son Thanh, Son Nham and Son Ha into a new commune called Son Ha commune.
33. Merge the entire natural area and population size of communes of Son Giang, Son Cao and Son Linh into a new commune called Son Linh commune.
34. Merge the entire natural area and population size of Di Lang commune-level town; communes of Son Bao and Son Thuong into a new commune called Son Ha commune.
35. Merge the entire natural area and population size of communes of Son Trung, Son Hai and Son Thuy into a new commune called Son Thuy commune.
36. Merge the entire natural area and population size of communes of Son Ba and Son Ky into a new commune called Son Ky commune.
37. Merge the entire natural area and population size of communes of Son Long, Son Tan and Son Dung into a new commune called Son Tay commune.
38. Merge the entire natural area and population size of communes of Son Mua, Son Lien and Son Bua into a new commune called Son Tay Thuong commune.
39. Merge the entire natural area and population size of communes of Son Tinh, Son Lap and Son Mau into a new commune called Son Tay Ha commune.
40. Merge the entire natural area and population size of communes of Long Hiep, Thanh An and Long Mon into a new commune called Minh Long commune.
41. Merge the entire natural area and population size of communes of Long Mai and Long Son into a new commune called Son Mai commune.
42. Merge the entire natural area and population size of communes of Ba Tieu, Ba Ngac and Ba Vi into a new commune called Ba Vi commune.
43. Merge the entire natural area and population size of communes of Ba Le, Ba Nam and Ba To into a new commune called Ba To commune.
44. Merge the entire natural area and population size of communes of Ba Giang and Ba Dinh into a new commune called Ba Dinh commune.
45. Merge the entire natural area and population size of Ba To commune-level town; communes of Ba Cung and Ba Bich into a new commune called Ba To commune.
46. Merge the entire natural area and population size of communes of Ba Dien and Ba Vinh into a new commune called Ba Vinh commune.
47. Merge the entire natural area and population size of communes of Ba Lien, Ba Thanh and Ba Dong into a new commune called Ba Dong commune.
48. Merge the entire natural area and population size of communes of Ba Trang and Ba Kham into a new commune called Dang Thuy Tram commune.
49. Merge the entire natural area and population size of communes of Kroong, Vinh Quang and Ngok Bay into a new commune called Ngok Bay commune.
50. Merge the entire natural area and population size of communes of Doan Ket, Dak Nang and Ia Chim into a new commune called Ia Chim commune.
51. Merge the entire natural area and population size of communes of Hoa Binh, Chu Hreng, Dak Bla and Dak Ro Wa into a new commune called Dak Ro Wa commune.
52. Merge the entire natural area and population size of communes of Dak Long (Dak Ha district) and Dak Pxi into a new commune called Dak Pxi commune.
53. Merge the entire natural area and population size of communes of Dak Hring and Dak Mar into a new commune called Dak Mar commune.
54. Merge the entire natural area and population size of communes of Dak Ngok and Dak Ui into a new commune called Dak Ui commune.
55. Merge the entire natural area and population size of communes of Ngok Wang and Ngok Reo into a new commune called Ngok Reo commune.
56. Merge the entire natural area and population size of Dak Ha commune-level town; communes of Ha Mon and Dak La into a new commune called Dak Ha commune.
57. Merge the entire natural area and population size of communes of Dak Ro Nga and Ngok Tu into a new commune called Ngok Tu commune.
58. Merge the entire natural area and population size of Dak To commune-level town; communes of Tan Canh, Po Ko and Dien Binh into a new commune called Dak To commune.
59. Merge the entire natural area and population size of communes of Van Lem, Dak Tram and Kon Dao into a new commune called Kon Dao commune.
60. Merge the entire natural area and population size of communes of Dak Na and Dak Sao into a new commune called Dak Sao commune.
61. Merge the entire natural area and population size of communes of Dak Ro Ong and Dak To Kan into a new commune called Dak To Kan commune.
62. Merge the entire natural area and population size of communes of Dak Ha and Tu Mo Rong into a new commune called Tu Mo Rong commune.
63. Merge the entire natural area and population size of communes of Ngok Yeu, Van Xuoi, Te Xang, Ngok Lay and Mang Ri into a new commune called Mang Ri commune.
64. Merge the entire natural area and population size of Plei Kan commune-level town; communes of Dak Xu and Po Y into a new commune called Bo Y commune.
65. Merge the entire natural area and population size of communes of Dak Kan and Sa Loong into a new commune called Sa Loong commune.
66. Merge the entire natural area and population size of communes of Dak Ang, Dak Duc and Dak Nong into a new commune called Duc Nong commune.
67. Merge the entire natural area and population size of communes of Dak Choong and Xop into a new commune called Xop commune.
68. Merge the entire natural area and population size of communes of Muong Hoong and Ngoc Linh into a new commune called Ngoc Linh commune.
69. Merge the entire natural area and population size of communes of Dak Nhoong, Dak Man and Dak Plo into a new commune called Dak Plo commune.
70. Merge the entire natural area and population size of Dak Glei commune-level town and Dak Pek commune into a new commune called Dak Pek commune.
71. Merge the entire natural area and population size of communes of Dak Kroong and Dak Mon into a new commune called Dak Mon commune.
72. Merge the entire natural area and population size of Sa Thay commune-level town; communes of Sa Son and Sa Nhon into a new commune called Sa Thay commune.
73. Merge the entire natural area and population size of communes of Sa Nghia, Ho Moong and Sa Binh into a new commune called Sa Binh commune.
74. Merge the entire natural area and population size of communes of Ya Xier, Ya Tang and Ya Ly into a new commune called Ya Ly commune.
75. Merge the entire natural area and population size of communes of Ia Dom and Ia Toi into a new commune called Ia Toi commune.
76. Merge the entire natural area and population size of communes of Dak To Lung and Dak Koi into a new commune called Dak Koi commune.
77. Merge the entire natural area and population size of communes of Dak To Re, Dak Ruong and Tan Lap into a new commune called Kon Braih commune.
78. Merge the entire natural area and population size of Dak Rve commune-level town and Dak Pne commune into a new commune called Dak Rve commune.
79. Merge the entire natural area and population size of Mang Den commune-level town; communes of Mang Canh and Dak Tang into a new commune called Mang Den commune.
80. Merge the entire natural area and population size of communes of Dak Nen, Dak Ring and Mang But into a new commune called Mang But commune.
81. Merge the entire natural area and population size of communes of Ngok Tem, Hieu and Po E into a new commune called Kon Plong commune.
82. Merge the entire natural area and population size of Truong Quang Trong ward; and communes of Tinh An Tay, Tinh An Dong, Tinh An into a new ward called Truong Quang Trong ward.
83. Merge the entire natural area and population size of wards of Nguyen Nghiem, Tran Hung Dao (Quang Ngai city), Nghia Chanh and Chanh Lo into a new ward called Cam Thanh ward.
84. Merge the entire natural area and population size of wards of Le Hong Phong, Tran Phu, Quang Phu and Nghia Lo into a new ward called Nghia Lo ward.
85. Merge the entire natural area and population size of wards of Pho Van, Pho Quang; communes of Pho An and Pho Thuan into a new ward called Tra Cau ward.
86. Merge the entire natural area and population size of wards of Nguyen Nghiem (Duc Pho district-level town), Pho Hoa, Pho Minh, Pho Vinh and Pho Ninh into a new ward called Duc Pho ward.
87. Merge the entire natural area and population size of Pho Thanh ward and Pho Chau commune into a new ward called Sa Huynh ward.
88. Merge the entire natural area and population size of wards of Quang Trung, Quyet Thang, Thang Loi, Truong Chinh and Thong Nhat into a new ward called Kon Tum ward.
89. Merge the entire natural area and population size of wards of Ngo May and Duy Tan; Dak Cam commune into a new ward called Dak Cam ward.
90. Merge the entire natural area and population size of wards of Tran Hung Dao (Kon Tum city), Le Loi and Nguyen Trai into a new ward called Dak Bla ward.
91. Merge the entire natural area and population size of Ly Son commune into Ly Son special administrative division.
92. After the arrangement, Quang Ngai province has 96 administrative-level divisions including 86 communes, 09 wards and 01 special administrative division; of which 81 communes, 09 wards and 01 special administrative division are formed after the arrangement prescribed in this Article and 05 communes are not subject to the arrangement, namely Dak Long (Dak Glei district), Ba Xa, Ro Koi, Mo Rai, Ia Dal.
1. This Resolution comes into force from the day on which it is ratified.
2. Agencies shall, under their authority, expeditiously make necessary preparations to ensure that local governments of commune-level administrative divisions formed after the arrangement prescribed in Article 1 of this Resolution officially commence operations from July 01, 2025.
3. Local governments of commune-level administrative divisions before the arrangement shall continue to operate until local governments of commune-level administrative divisions formed after the arrangement officially commence operations.
1. The Government, People’s Council of Quang Ngai province, People’s Committee of Quang Ngai province, local governments of administrative divisions related to the arrangement and other organizations and individuals concerned shall organize the implementation of this Resolution; arrange and stabilize apparatuses of local agencies and organizations; stabilize lives of the local people and satisfy the socio-economic development, national defense and security requirements in the province.
2. The Government is assigned to rely on this Resolution and Project No. 362/DA-CP dated May 09, 2025 of the Government to organize the determination of natural area of commune-level administrative divisions and disclose it before September 30, 2025; at the same time expeditiously conduct on-site surveying activities and determine boundaries of administrative divisions to prepare dossiers on boundaries of administrative divisions as prescribed.
3. The Ethnic Minorities Council, Committees of the National Assembly, Delegations of the National Assembly Deputies and Delegation of National Assembly Deputies of Quang Ngai province shall, within the bounds of their tasks and powers, supervise the implementation of this Resolution.
This Resolution was ratified by the Standing Committee of the 15th National Assembly of Socialist Republic of Vietnam on June 16, 2025.
