ON THE ARRANGEMENT OF COMMUNE-LEVEL ADMINISTRATIVE DIVISIONS OF NGHE AN PROVINCE IN 2025

Pursuant to the Constitution of the Socialist Republic of Vietnam amended by the Resolution No. 203/2025/QH15;
Pursuant to the Law on Local Government Organization No. 72/2025/QH15;
Pursuant to the Resolution No. 76/2025/UBTVQH15 dated April 14, 2025 of the Standing Committee of the National Assembly on arrangement of administrative divisions in 2025;
In view of the Government’s request in the Document No. 342/TTr-CP and Project No. 343/DA-CP dated May 09, 2025, Verification Report No. 433/BC-UBPLTP15 dated June 03, 2025 of the Committee on Law and Justice,
HEREBY RESOLVES:
Article 1. Arrangement of commune-level administrative divisions of Nghe An Province
According to the Government’s Project No. 343/DA-CP dated May 09, 2025 on the arrangement of commune-level administrative divisions of Nghe An Province in 2025, the Standing Committee of the National Assembly makes a decision on the arrangement to establish commune-level administrative divisions of Nghe An Province as follows:
1. Merge the entire natural area and population size of Kim Nhan Town, Duc Son Commune and Phuc Son Commune into a new Commune called Anh Son Commune.
2. Merge the entire natural area and population size of communes of Cao Son, Khai Son, Linh Son and Long Son into a new Commune called Yen Xuan Commune.
3. Merge the entire natural area and population size of communes of Cam Son, Hung Son and Tam Dinh into a new Commune called Nhan Hoa Commune.
4. Merge the entire natural area and population size of communes of Lang Son, Tao Son and Vinh Son into a new Commune called Anh Son Dong Commune.
5. Merge the entire natural area and population size of communes of Hoa Son, Hoi Son and Tuong Son into a new Commune called Vinh Tuong Commune.
6. Merge the entire natural area and population size of communes of Binh Son (Anh Son District), Thanh Son and Tho Son into a new Commune called Thanh Binh Tho Commune.
7. Merge the entire natural area and population size of Tra Lan Town, Chi Khe Commune and Yen Khe Commune a new Commune called Con Cuong Commune.
8. Merge the entire natural area and population size of Luc Da Commune and Mon Son Commune into a new Commune called Mon Son Commune.
9. Merge the entire natural area and population size of Mau Duc Commune and Thach Ngan Commune into a new Commune called Mau Thach Commune.
10. Merge the entire natural area and population size of Cam Lam Commune and Don Phuc Commune into a new Commune called Cam Phuc Commune.
11. Merge the entire natural area and population size of Lang Khe Commune and Chau Khe Commune into a new Commune called Chau Khe Commune.
12. Merge the entire natural area and population size of Dien Thanh Town and communes of Dien Hoa, Dien Phuc and Ngoc Bich into a new Commune called Dien Chau Commune.
13. Merge the entire natural area and population size of communes of Dien Hong, Dien Ky, Dien Phong and Dien Van into a new Commune called Duc Chau Commune.
14. Merge the entire natural area and population size of communes of Dien Dong, Dien Lien, Dien Thai and Xuan Thap into a new Commune called Quang Chau Commune.
15. Merge the entire natural area and population size of communes of Dien Hoang, Dien Kim, Dien My and Hung Hai into a new Commune called Hai Chau Commune.
16. Merge the entire natural area and population size of communes of Dien Loc, Dien Loi, Dien Phu and Dien Tho into a new Commune called Tan Chau Commune.
17. Merge the entire natural area and population size of communes of Dien An, Dien Tan, Dien Thinh and Dien Trung into a new Commune called An Chau Commune.
18. Merge the entire natural area and population size of communes of Dien Cat, Dien Nguyen, Hanh Quang and Minh Chau into a new Commune called Minh Chau Commune.
19. Merge the entire natural area and population size of communes of Dien Doai, Dien Lam, Dien Truong and Dien Yen into a new Commune called Hung Chau Commune.
20. Merge the entire natural area and population size of Bac Son Commune and Nam Son Commune (Do Luong District), communes of Da Son, Dang Son, Luu Son, Thinh Son, Van Son and Yen Son and Do Luong Town into a new Commune called Do Luong Commune.
21. Merge the entire natural area and population size of communes of Boi Son, Giang Son Dong, Giang Son Tay and Bach Ngoc into a new Commune called Bach Ngoc Commune.
22. Merge the entire natural area and population size of communes of Tan Son (Do Luong District), Hoa Son, Quang Son, Thai Son and Thuong Son into a new Commune called Van Hien Commune.
23. Merge the entire natural area and population size of communes of Dai Son, Hien Son, My Son and Tru Son into a new Commune called Bach Ha Commune.
24. Merge the entire natural area and population size of communes of Minh Son (Do Luong District), Lac Son, Nhan Son, Thuan Son, Trung Son and Xuan Son into a new Commune called Thuan Trung Commune.
25. Merge the entire natural area and population size of communes of Bai Son, Dong Son, Hong Son and Trang Son into a new Commune called Luong Son Commune.
26. Merge the entire natural area and population size of Hung Nguyen Town and communes of Hung Dao, Hung Tay and Thinh My into a new Commune called Hung Nguyen Commune.
27. Merge the entire natural area and population size of Hung Yen Bac, Hung Yen Nam and Hung Trung into a new Commune called Yen Trung Commune.
28. Merge the entire natural area and population size of communes of Hung Linh, Long Xa, Thong Tan and Xuan Lam into a new Commune called Hung Nguyen Nam Commune.
29. Merge the entire natural area and population size of communes of Chau Nhan, Hung Nghia, Hung Thanh and Phuc Loi into a new Commune called Lam Thanh Commune.
30. Merge the entire natural area and population size of Bao Thang Commune and Chieu Luu Commune into a new Commune called Chieu Luu Commune.
31. Merge the entire natural area and population size of communes of Bao Nam, Huu Lap and Huu Kiem into a new Commune called Huu Kiem Commune.
32. Merge the entire natural area and population size of Muong Ai Commune and Muong Tip Commune into a new Commune called Muong Tip Commune.
33. Merge the entire natural area and population size of Muong Xen Town, Ta Ca Commune and Tay Son Commune into a new Commune called Muong Xen Commune.
34. Merge the entire natural area and population size of Dooc May Commune and Na Loi Commune into a new Commune called Na Loi Commune.

40. Merge the entire natural area and population size of communes of Nam Anh, Nam Linh and Nam Xuan into a new Commune called Dai Hue Commune.
41. Merge the entire natural area and population size of communes of Khanh Son, Nam Kim and Trung Phuc Cuong into a new Commune called Thien Nhan Commune.
42. Merge the entire natural area and population size of Nghia Dan Town, Nghia Binh Commune and Nghia Trung Commune into a new Commune called Nghia Dan Commune.
43. Merge the entire natural area and population size of communes of Nghia Hoi, Nghia Loi and Nghia Tho into a new Commune called Nghia Tho Commune.
44. Merge the entire natural area and population size of communes of Nghia Lac, Nghia Son, Nghia Yen and Nghia Lam into a new Commune called Nghia Lam Commune.
45. Merge the entire natural area and population size of communes of Nghia Hong, Nghia Minh and Nghia Mai into a new Commune called Nghia Mai Commune.
46. Merge the entire natural area and population size of Nghia Thanh Commune and Nghia Hung Commune into a new Commune called Nghia Hung Commune.
47. Merge the entire natural area and population size of communes of Nghia An, Nghia Duc and Nghia Khanh into a new Commune called Nghia Khanh Commune.

51. Merge the entire natural area and population size of communes of Khanh Hop, Nghi Thach and Thinh Truong into a new Commune called Dong Loc Commune.
52. Merge the entire natural area and population size of communes of Nghi Long, Nghi Quang, Nghi Thuan and Nghi Xa into a new Commune called Trung Loc Commune.

59. Merge the entire natural area and population size of Hanh Dich Commune and Tien Phong Commune into a new Commune called Tien Phong Commune.
60. Merge the entire natural area and population size of Nam Nhoong Commune and Tri Le Commune into a new Commune called Tri Le Commune.
61. Merge the entire natural area and population size of Tan Lac Town and communes of Chau Hanh, Chau Hoi and Chau Nga into a new Commune called Quy Chau Commune.
62. Merge the entire natural area and population size of communes of Chau Tien (Quy Chau District), Chau Binh, Chau Thang and Chau Thuan into a new Commune called Chau Tien Commune.
63. Merge the entire natural area and population size of communes of Chau Hoan, Chau Phong and Dien Lam into a new Commune called Hung Chan Commune.
64. Merge the entire natural area and population size of Quy Hop Town and communes of Chau Dinh, Chau Quang and Tho Hop into a new Commune called Quy Hop Commune.
65. Merge the entire natural area and population size of communes of Tam Hop (Quy Hop District), Dong Hop, Nghia Xuan and Yen Hop into a new Commune called Tam Hop Commune.
66. Merge the entire natural area and population size of Lien Hop Commune and Chau Loc Commune into a new Commune called Chau Loc Commune.
67. Merge the entire natural area and population size of communes of Chau Tien (Quy Hop District), Chau Thanh and Chau Hong into a new Commune called Chau Hong Commune.
68. Merge the entire natural area and population size of Chau Cuong Commune and Chau Thai Commune into a new Commune called Muong Ham Commune.
69. Merge the entire natural area and population size of Bac Son Commune and Nam Son Commune (Quy Hop District) and Chau Ly Commune into a new Commune called Muong Chong Commune.
70. Merge the entire natural area and population size of communes of Ha Son, Van Loi and Minh Hop into a new Commune called Minh Hop Commune.
71. Merge the entire natural area and population size of Cau Giat Town and communes of Binh Son (Quynh Luu District), Quynh Dien, Quynh Giang and Quynh Hau called Quynh Luu Commune.
72. Merge the entire natural area and population size of communes of Quynh Tan, Quynh Thach and Quynh Van into a new Commune called Quynh Van Commune.
73. Merge the entire natural area and population size of communes of Minh Luong, Quynh Bang, Quynh Doi, Quynh Thanh and Quynh Yen into a new Commune called Quynh Anh Commune.
74. Merge the entire natural area and population size of communes of Tan Son (Quynh Luu District), Quynh Chau and Quynh Tam into a new Commune called Quynh Tam Commune.
75. Merge the entire natural area and population size of communes of An Hoa, Phu Nghia, Thuan Long and Van Hai into a new Commune called Quynh Phu Commune.
76. Merge the entire natural area and population size of communes of Ngoc Son (Quynh Luu District), Quynh Lam and Quynh Son into a new Commune called Quynh Son Commune.
77. Merge the entire natural area and population size of Tan Thang Commune and Quynh Thang Commune into a new Commune called Quynh Thang Commune.
78. Merge the entire natural area and population size of Tan Ky Town and communes of Nghia Dung, Ky Tan and Ky Son into a new Commune called Tan Ky Commune.
79. Merge the entire natural area and population size of communes of Nghia Thai (Tan Ky District), Hoan Long, Tan Xuan and Tan Phu into a new Commune called Tan Phu Commune.
80. Merge the entire natural area and population size of communes of Huong Son, Nghia Phuc and Tan An into a new Commune called Tan An Commune.
81. Merge the entire natural area and population size of Binh Hop Commune and Nghia Dong Commune into a new Commune called Nghia Dong Commune.
82. Merge the entire natural area and population size of Tan Hop Commune and Giai Xuan Commune into a new Commune called Giai Xuan Commune.
83. Merge the entire natural area and population size of communes of Phu Son, Tan Huong and Nghia Hanh into a new Commune called Nghia Hanh Commune.
84. Merge the entire natural area and population size of Dong Van Commune (Tan Ky District) and Tien Ky Commune into a new Commune called Tien Dong Commune.

86. Merge the entire natural area and population size of communes of Mai Giang, Thanh Lam, Thanh Tung and Thanh Xuan into a new Commune called Bich Hao Commune.
87. Merge the entire natural area and population size of communes of Minh Son (Thanh Chuong District), Cat Van and Phong Thinh into a new Commune called Cat Ngan Commune.
88. Merge the entire natural area and population size of Dung Town and communes of Dong Van (Thanh Chuong District), Thanh Ngoc, Thanh Phong and Dai Dong into a new Commune called Dai Dong Commune.
89. Merge the entire natural area and population size of Thanh Duc Commune and Hanh Lam Commune into a new Commune called Hanh Lam Commune.

105. Merge the entire natural area and population size of communes of Lien Thanh, My Thanh and Van Tu into a new Commune called Van Tu Commune.
106. Merge the entire natural area and population size of communes of Minh Thanh, Tay Thanh and Thinh Thanh into a new Commune called Van Du Commune.
107. Merge the entire natural area and population size of communes of Dong Thanh, Kim Thanh and Quang Thanh into a new Commune called Quang Dong Commune.
108. Merge the entire natural area and population size of communes of Hau Thanh, Lang Thanh and Phuc Thanh into a new Commune called Giai Lac Commune.
109. Merge the entire natural area and population size of communes of Duc Thanh, Ma Thanh, Tan Thanh and Tien Thanh into a new Commune called Binh Minh Commune.
110. Merge the entire natural area and population size of communes of Do Thanh, Phu Thanh and Tho Thanh into a new Commune called Dong Thanh Commune.
111. Merge the entire natural area and population size of Quynh Thien Ward, Quynh Trang Commune and Quynh Vinh Commune into a new Ward called Hoang Mai Ward.
112. Merge the entire natural area and population size of wards of Mai Hung, Quynh Phuong and Quynh Xuan and Quynh Lien Commune into a new Ward called Quynh Mai Ward.
113. Merge the entire natural area and population size of Quynh Di Ward, Quynh Lap Commune and Quynh Loc Commune into a new Ward called Tan Mai Ward.
114. Merge the entire natural area and population size of wards of Hoa Hieu, Long Son and Quang Phu into a new Ward called Thai Hoa Ward.
115. Merge the entire natural area and population size of Quang Tien Ward, Nghia Tien Commune and Tay Hieu Commune into a new Ward called Tay Hieu Ward.
116. Merge the entire natural area and population size of wards of Ben Thuy, Hung Dung, Hung Phuc, Trung Do, Truong Thi and Vinh Tan and Hung Hoa Commune into a new Ward called Truong Vinh Ward.
117. Merge the entire natural area and population size of wards of Cua Nam, Dong Vinh, Hung Binh, Le Loi and Quang Trung and Hung Hoa Commune into a new Ward called Thanh Vinh Ward.
118. Merge the entire natural area and population size of Hung Dong Ward, Quan Bau Ward, Nghi Kim Commune and Nghi Lien Commune into a new Ward called Vinh Hung Ward.
119. Merge the entire natural area and population size of wards of Ha Huy Tap, Nghi Duc and Nghi Phu and Nghi An Commune into a new Ward called Vinh Phu Ward.
120. Merge the entire natural area and population size of Hung Loc Ward and communes of Nghi Phong, Nghi Thai, Nghi Xuan and Phuc Tho into a new Ward called Vinh Loc Ward.
121. Merge the entire natural area and population size of wards of Nghi Hai, Nghi Hoa, Nghi Huong, Nghi Tan, Nghi Thu, Nghi Thuy and Thu Thuy into a new Commune called Cua Lo Commune.
122. After the arrangement, Nghe An Province has 130 commune-level administrative divisions, including 119 communes and 11 wards; of which 110 communes and 11 wards are formed after the arrangement specified in this Article and 09 communes are not subject to the arrangement, namely communes of Keng Du, My Ly, Bac Ly, Huoi Tu, Muong Long, Binh Chuan, Huu Khuong, Luong Minh and Chau Binh.
1. This Resolution comes into force from the date on which it is approved.
2. Agencies shall, under their authority, expeditiously make necessary preparations to ensure that local governments of commune-level administrative divisions formed after the arrangement specified in Article 1 of this Resolution officially commence operations from July 01, 2025.
3. Local governments of commune-level administrative divisions before the arrangement shall continue to operate until local governments of commune-level administrative divisions formed after the arrangement officially commence operations.
Article 3. Organizing implementation
1. The Government, People’s Council of Nghe An Province, People’s Committee of Nghe An Province, local governments of administrative divisions related to the arrangement and other organizations and individuals concerned shall organize the implementation of this Resolution; arrange and stabilize apparatuses of local agencies and organizations; stabilize lives of the local people and satisfy the socio-economic development, national defense and security requirements in the Province.
2. The Government is assigned to rely on this Resolution and Project No. 343/DA-CP dated May 09, 2025 of the Government to organize the determination of natural area of commune-level administrative divisions and make it publicly available before September 30, 2025; at the same time expeditiously conduct on-site surveying activities and determine boundaries of administrative divisions to prepare dossiers on boundaries of administrative divisions as prescribed.
3. The Ethnic Minorities Council, Committees of the National Assembly, Delegations of the National Assembly Deputies and Nghe An Province Delegation of National Assembly Deputies shall, within the bounds of their tasks and powers, supervise the implementation of this Resolution.
This Resolution was adopted by the Standing Committee of the 15th National Assembly of Socialist Republic of Vietnam on this 16th of June 2025.
