ON THE ARRANGEMENT OF COMMUNE-LEVEL ADMINISTRATIVE DIVISIONS OF QUANG NINH PROVINCE IN 2025
THE STANDING COMMITTEE OF THE NATIONAL ASSEMBLY OF VIETNAM
Pursuant to the Constitution of the Socialist Republic of Vietnam amended by the Resolution No. 203/2025/QH15;
Pursuant to the Law on Local Government Organization No. 72/2025/QH15;
Pursuant to the Resolution No. 76/2025/UBTVQH15 dated April 14, 2025 of the Standing Committee of the National Assembly on arrangement of administrative divisions in 2025;
In view of the Government’s request in the Document No. 372/TTr-CP and Project No. 373/DA-CP dated May 09, 2025, Verification Report No. 437/BC-UBPLTP15 dated June 03, 2025 of the Committee on Law and Justice,
HEREBY RESOLVES:
Article 1. Arrangement of commune-level administrative divisions of Quang Ninh province
According to the Government’s Project No. 373/DA-CP dated May 09, 2025 on the arrangement of commune-level administrative divisions of Quang Ninh province in 2025, the Standing Committee of the National Assembly makes a decision on the arrangement to establish commune-level administrative divisions of Quang Ninh province as follows:
1. Merge the entire natural area and population size of communes of Bang Ca, Dan Chu, Tan Dan and Quang La into a new commune called Quang La commune.
2. Merge the entire natural area and population size of communes of Vu Oai, Hoa Bình, Thong Nhat; and a part of the natural area and population size of Dong Lam commune into a new commune called Thong Nhat commune.
3. Merge part of the natural area of Hai Hoa commune into Hai Lang commune.
4. Merge the entire natural area and population size of Tien Yen commune-level town; communes of Phong Du, Tien Lang; and a part of the natural area and population size of communes of Yen Than, Dai Duc, Dong Ngu and Vo Ngai called Tien Yen commune.
5. Merge the entire natural area and population size of communes of Ha Lau, Dien Xa; and remaining part of Yen Than commune after the merger prescribed in clause 4 of this Article into a new commune called Dien Xa commune.
6. Merge the entire natural area and population size of communes of Dong Hai; and remaining part of communes of Dai Duc and Dong Ngu after the merger prescribed in clause 4 of this Article into a new commune called Dong Ngu commune.
7. Merge a part of the natural area and population size of Dong Rui commune; a part of the natural area and population size of Hai Lang commune; and remaining part of Hai Hoa commune after the merger prescribed in clause 3 of this Article into a new commune called Hai Lang commune.
8. Merge the entire natural area and population size of communes of Dong Son and Luong Minh into a new commune called Luong Minh commune.
9. Merge the entire natural area and population size of communes of Thanh Lam, Dap Thanh and Ky Thuong into a new commune called Ky Thuong commune.
10. Merge the entire natural area and population size of Ba Che commune-level town; communes of Thanh Son, Nam Son, Don Dac; and remaining part of Hai Lang commune after the merger prescribed in clauses 3 and 7 of this Article into a new commune called Ba Che commune.
11. Merge the entire natural area and population size of communes of Quang An, Duc Yen, Quang Lam and Quang Tan into a new commune called Quang Tan commune.
12. Merge the entire natural area and population size of Dam Ha commune-level town; communes of Tan Binh, Dai Binh, Tan Lap and Dam Ha into a new commune called Dam Ha commune.
13. Merge the entire natural area and population size of Quang Ha commune-level town; communes of Quang Minh, Quang Chinh, Quang Phong; and a part of the natural area and population size of Quang Long commune into a new commune called Quang Ha commune.
14. Merge the entire natural area and population size of communes Quang Son, Duong Hoa; and remaining part of Quang Long commune after the merger prescribed in clause 13 of this Article into a new commune called Duong Hoa commune.
15. Merge the entire natural area and population size of communes of Quang Thanh, Quang Thinh and Quang Duc into a new commune called Quang Duc commune.
16. Merge the entire natural area and population size of communes of Dong Van and Hoanh Mo into a new commune called Hoanh Mo commune.
17. Merge the entire natural area and population size of communes of Dong Tam and Luc Hon into a new commune called Luc Hon commune.
18. Merge the entire natural area and population size of Binh Lieu commune-level town; Huc Dong commune; and remaining part of Vo Ngai commune after the merger prescribed in clause 4 of this Article into a new commune called Binh Lieu commune.
19. Merge the entire natural area and population size of communes of Bac Son and Hai Son into a new commune called Hai Son commune.
20. Merge the entire natural area and population size of communes of Quang Nghia and Hai Tien into a new commune called Hai Ninh commune.
21. Merge the entire natural area and population size of communes of Vinh Trung and Vinh Thuc into a new commune called Vinh Thuc commune.
22. Merge the entire natural area and population size of Binh Duong ward; communes of Anh Sinh, Viet Dan; and a part of the natural area and population size of Duc Chinh ward into a new ward called An Sinh ward.
23. Merge the entire natural area and population size of wards of Thuy An, Hung Dao, Hong Phong; Nguyen Hue commune; and remaining part of Duc Chinh ward after the merger prescribed in clause 22 of this Article into a new ward called Dong Trieu ward.
24. Merge the entire natural area and population size of wards of Trang An, Binh Khe and Trang Luong into a new ward called Binh Khe ward.
25. Merge the entire natural area and population size of wards of Xuan Son, Kim Son, Yen Tho and Mao Khe into a new ward called Mao Khe ward.
26. Merge the entire natural area and population size of wards of Yen Duc, Hoang Que, Hong Thai Tay and Hong Thai Dong into a new ward called Hoang Que ward.
27. Merge the entire natural area and population size of wards of Phuong Dong, Phuong Nam and Thuong Yen Cong commune into a new ward called Yen Tu ward.
28. Merge the entire natural area and population size of wards of Bac Son, Nam Khe, Vang Danh; and a part of the natural area and population size of Trung Vuong ward into a new ward called Vang Danh ward.
29. Merge the entire natural area and population size of wards of Quang Trung, Thanh Son, Yen Thanh; and remaining part of Trung Vuong ward after the merger prescribed in clause 28 of this Article into a new ward called Uong Bi ward.
30. Merge the entire natural area and population size of wards of Minh Thanh and Dong Mai into a new ward called Dong Mai ward.
31. Merge the entire natural area and population size of Cong Hoa ward; communes of Song Khoai and Hiep Hoa into a new ward called Hiep Hoa ward.
32. Merge the entire natural area and population size of wards of Yen Giang, Quang Yen; and Tien An commune into a new ward called Quang Yen ward.
33. Merge the entire natural area and population size of wards of Tan An, Ha An; Hoang Tan commune; and a part of the natural area and population size of Lien Hoa into a new ward called Ha An ward.
34. Merge the entire natural area and population size of wards of Nam Hoa, Yen Hai, Phong Coc; and Cam La commune into a new ward called Phong Coc ward.
35. Merge the entire natural area and population size of Phong Hai ward; communes of Lien Vi, Tien Phong; and remaining part of Lien Hoa commune after the merger prescribed in clause 33 of this Article into a new ward called Lien Hoa ward.
36. Merge the entire natural area and population size of wards of Dai Yen, Tuan Chau; and a part of the natural area and population size of Ha Khau ward into a new ward called Tuan Chau ward.
37. Merge the entire natural area and population size of wards of Gieng Day, Viet Hung; and remaining part of Ha Khau ward after the merger prescribed in clause 36 of this Article into a new ward called Viet Hung ward.
38. Merge the entire natural area and population size of wards of Hung Thang and Bai Chay into a new ward called Bai Chay ward.
39. Merge the entire natural area and population size of wards of Ha Phong and Ha Tu into a new ward called Ha Tu ward.
40. Merge the entire natural area and population size of wards of Cao Thang, Ha Trung and Ha Lam into a new ward called Ha Lam ward.
41. Merge the entire natural area and population size of wards of Ha Khanh and Cao Xanh into a new ward called Cao Xanh ward.
42. Merge the entire natural area and population size of wards of Bach Dang, Tran Hung Dao and Hong Gai into a new ward called Hong Gai ward.
43. Merge the entire natural area and population size of wards of Hong Ha and Hong Hai into a new ward called Ha Long ward.
44. Merge the entire natural area and population size of Hoanh Bo ward; communes of Son Duong, Le Loi; and remaining part of Dong Lam commune after the merger prescribed in clause 2 of this Article into a new ward called Hoanh Bo ward.
45. Merge the entire natural area and population size of Mong Duong ward and Duong Huy commune into a new ward called Mong Duong ward.
46. Merge the entire natural area and population size of wards of Cam Thach, Cam Thuy and Quang Hanh into a new ward called Quan Hanh ward.
47. Merge the entire natural area and population size of wards of Cam Trung, Cam Thanh, Cam Binh, Cam Tay and Cam Dong into a new ward called Cam Pha ward.
48. Merge the entire natural area and population size of wards of Cam Phu, Cam Thinh, Cam Son and Cua Ong into a new ward called Cua Ong ward.
49. Merge the entire natural area and population size of wards of Tran Phu, Hai Hoa, Binh Ngoc, Tra Co; and Hai Xuan commune into a new ward called Mong Cai 1 ward.
50. Merge the entire natural area and population size of wards of Ninh Duong, Ka Long; and Van Ninh commune into a new ward called Mong Cai 2 ward.
51. Merge the entire natural area and population size of Hai Yen ward and Hai Dong commune into a new ward called Mong Cai 3 ward.
52. Merge the entire natural area and population size of communes of Cai Rong commune-level town; communes of Ban Sen, Binh Dan, Dai Xuyen, Doan Ket, Dong Xa, Ha Long, Minh Chau, Ngoc Vung, Quan Lan, Thang Loi and Van Yen into Van Don special administrative division.
53. Merge the entire natural area and population size of Co To commune-level town; communes of Dong Tien and Thanh Lan into Co To special administrative division.
54. After the arrangement, Quang Ninh province has 54 administrative-level divisions including 22 communes, 30 wards and 02 special administrative divisions; of which 21 communes, 30 wards and 02 special administrative divisions are formed after the arrangement prescribed in this Article and 01 commune is not subject to the arrangement, namely Cai Chien.
1. This Resolution comes into force from the day on which it is ratified.
2. Agencies shall, under their authority, expeditiously make necessary preparations to ensure that local governments of commune-level administrative divisions formed after the arrangement prescribed in Article 1 of this Resolution officially commence operations from July 01, 2025.
3. Local governments of commune-level administrative divisions before the arrangement shall continue to operate until local governments of commune-level administrative divisions formed after the arrangement officially commence operations.
1. The Government, People’s Council of Quang Ninh province, People’s Committee of Quang Ninh province, local governments of administrative divisions related to the arrangement and other organizations and individuals concerned shall organize the implementation of this Resolution; arrange and stabilize apparatuses of local agencies and organizations; stabilize lives of the local people and satisfy the socio-economic development, national defense and security requirements in the province.
2. The Government is assigned to rely on this Resolution and Project No. 373/DA-CP dated May 09, 2025 of the Government to organize the determination of natural area of commune-level administrative divisions and disclose it before September 30, 2025; at the same time expeditiously conduct on-site surveying activities and determine boundaries of administrative divisions to prepare dossiers on boundaries of administrative divisions as prescribed.
3. The Ethnic Minorities Council, Committees of the National Assembly, Delegations of the National Assembly Deputies and Delegation of National Assembly Deputies of Quang Ninh province shall, within the bounds of their tasks and powers, supervise the implementation of this Resolution.
This Resolution was ratified by the Standing Committee of the 15th National Assembly of Socialist Republic of Vietnam on June 16, 2025.
