ON THE ARRANGEMENT OF COMMUNE-LEVEL ADMINISTRATIVE DIVISIONS OF QUANG TRI PROVINCE IN 2025

Pursuant to the Constitution of the Socialist Republic of Vietnam amended by the Resolution No. 203/2025/QH15;
Pursuant to the Law on Local Government Organization No. 72/2025/QH15;
Pursuant to the National Assembly’s Resolution No. 202/2025/QH15 dated June 12, 2025 on arrangement of provincial administrative divisions;
Pursuant to the Resolution No. 76/2025/UBTVQH15 dated April 14, 2025 of the Standing Committee of the National Assembly on arrangement of administrative divisions in 2025;
In view of the Government’s request in the Document No. 344/TTr-CP and Project No. 365/DA-CP dated May 09, 2025, Verification Report No. 438/BC-UBPLTP15 dated June 03, 2025 of the Committee on Law and Justice,
HEREBY RESOLVES:
Article 1. Arrangement of commune-level administrative divisions of Quang Tri province
According to the Government’s Project No. 365/DA-CP dated May 09, 2025 on the arrangement of commune-level administrative divisions of Quang Tri province (new) in 2025, the Standing Committee of the National Assembly makes a decision on the arrangement to establish commune-level administrative divisions of Quang Tri province as follows:
1. Merge the entire natural area and population size of communes of Quang Hoa, Quang Loc, Quang Van and Quang Minh into a new commune called Nam Gianh commune.
2. Merge the entire natural area and population size of communes of Quang Tan, Quang Trung, Quang Tien, Quang Son and Quang Thuy into a new commune called Nam Ba Don commune.
3. Merge the entire natural area and population size of communes of Trong Hoa and Dan Hoa into a new commune called Dan Hoa commune.
4. Merge the entire natural area and population size of communes of Hoa Son and Hoa Hop into a new commune called Kim Dien commune.
5. Merge the entire natural area and population size of communes of Thuong Hoa, Trung Hoa, Minh Hoa and Tan Hoa into a new commune called Kim Phu commune.
6. Merge the entire natural area and population size of Quy Dat commune-level town; communes of Xuan Hoa, Yen Hoa and Hong Hoa into a new commune called Minh Hoa commune.
7. Merge the entire natural area and population size of communes of Lam Hoa and Thanh Hoa into a new commune called Tuyen Lam commune.
8. Merge the entire natural area and population size of communes of Thanh Trach and Huong Hoa into a new commune called Tuyen Son commune.
9. Merge the entire natural area and population size of Dong Le commune-level town; communes of Kim Hooa, Le Hooa, Thuan Hooa and Son Hooa into a new commune called Dong Le commune.
10. Merge the entire natural area and population size of communes of Dong Hoa, Thach Hoa and Duc Hoa into a new commune called Tuyen Phu commune.
11. Merge the entire natural area and population size of communes of Phong Hoa, Ngu Hoa and Mai Hoa into a new commune called Tuyen Binh commune.
12. Merge the entire natural area and population size of communes of Tien Hoa, Chau Hoa, Cao Quang and Van Hoa into a new commune called Tuyen Hoa commune.
13. Merge the entire natural area and population size of communes of Phu Canh, Lien Truong and Quang Thanh into a new commune called Tan Gianh commune.
14. Merge the entire natural area and population size of communes of Quang Luu, Quang Thach and Quang Tien into a new commune called Trung Thuan commune.
15. Merge the entire natural area and population size of communes of Quang Phuong, Quang Xuan and Quang Hung into a new commune called Quang Trach commune.
16. Merge the entire natural area and population size of communes of Quang Chau, Quang Tung and Canh Duong into a new commune called Hoa Trach commune.
17. Merge the entire natural area and population size of communes of Quang Dong, Quang Phu, Quang Kim and Quang Hop into a new commune called Phu Trach commune.
18. Merge the entire natural area and population size of communes of Tan Trach and Thuong Trach into a new commune called Thuong Trach commune.
19. Merge the entire natural area and population size of Phong Nha commune-level town; communes of Lam Trach, Xuan Trach and Phuc Trach into a new commune called Phong Nha commune.
20. Merge the entire natural area and population size of communes of Thanh Trach, Ha My, Lien Trach and Bac Trach into a new commune called Bac Trach commune.
21. Merge the entire natural area and population size of communes of Hai Phu (Bo Trach district), Son Loc, Duc Trach and Dong Trach into a new commune called Dong Trach commune.
22. Merge the entire natural area and population size of Hoan Lao commune-level town; communes of Trung Trach, Dai Trach, Tay Trach and Hoa Trach into a new commune called Hoan Lao commune.
23. Merge the entire natural area and population size of communes of Hung Trach, Cu Nam, Van Trach and Phu Dinh into a new commune called Bo Trach commune.
24. Merge the entire natural area and population size of Viet Trung Farm commune-level town; communes of Nhan Trach and Ly Nam into a new commune called Nam Trach commune.
25. Merge the entire natural area and population size of Quan Hau commune-level town; communes of Vinh Ninh, Vo Ninh and Ham Ninh into a new commune called Quang Ninh commune.
26. Merge the entire natural area and population size of communes of Tan Ninh, Gia Ninh, Duy Ninh and Hai Ninh into a new commune called Ninh Chau commune.
27. Merge the entire natural area and population size of communes of Van Ninh, An Ninh, Xuan Ninh and Hien Ninh into a new commune called Truong Ninh commune.
28. Merge the entire natural area and population size of communes of Truong Xuan and Truong Son into a new commune called Truong Son commune.
29. Merge the entire natural area and population size of Kien Giang commune-level town; communes of Xuan Thuy, An Thuy, Phong Thuy and Loc Thuy into a new commune called Le Thuy commune.
30. Merge the entire natural area and population size of communes of Cam Thuy (Le Thuy district), Thanh Thuy, Hong Thuy and Ngu Thuy Bac into a new commune called Cam Hong commune.
31. Merge the entire natural area and population size of communes of Hung Thuy, Sen Thuy and Ngu Thuy into a new commune called Sen Ngu commune.
32. Merge the entire natural area and population size of communes of Tan Thuy, Duong Thuy, My Thuy and Thai Thuy into a new commune called Tan My commune.
33. Merge the entire natural area and population size of communes of Truong Thuy, Mai Thuy and Phu Thuy into a new commune called Truong Phu commune.
34. Merge the entire natural area and population size of Le Ninh Farm commune-level town; communes of Son Thuy and Hoa Thuy into a new commune called Le Ninh commune.
35. Merge the entire natural area and population size of communes of Kim Thuy, Ngan Thuy and Lam Thuy into a new commune called Kim Ngan commune.
36. Merge the entire natural area and population size of Ho Xa commune-level town; and communes of Vinh Long and Vinh Chap into a new commune called Vinh Linh commune.
37. Merge the entire natural area and population size of Cua Tung commune-level town; communes of Vinh Giang, Hien Thanh and Kim Thach into a new commune called Cua Tung commune.
38. Merge the entire natural area and population size of communes of Vinh Thai, Trung Nam, Vinh Hoa and Vinh Tu into a new commune called Vinh Hoang commune.
39. Merge the entire natural area and population size of communes of Vinh Lam, Vinh Son and Vinh Thuuy into a new commune called Vinh Thuy commune.
40. Merge the entire natural area and population size of Ben Quan commune-level town; communes of Vinh O, Vinh Ha and Vinh Khe into a new commune called Ben Quan commune.
41. Merge the entire natural area and population size of communes of Hai Thai, Linh Truong, Gio An and Gio Son into a new commune called Con Tien commune.
42. Merge the entire natural area and population size of Cua Viet commune-level town; communes of Gio Mai and Gio Hai into a new commune called Cua Viet commune.
43. Merge the entire natural area and population size of Gio Linh commune-level town; communes of Gio Quang, Gio My and Phong Binh into a new commune called Gio Linh commune.
44. Merge the entire natural area and population size of communes of Trung Hai, Trung Giang and Trung Son into a new commune called Ben Hai commune.
45. Merge the entire natural area and population size of Cam Lo commune-level town; communes of Cam Thanh, Cam Chinh and Cam Nghia into a new commune called Cam Lo commune.
46. Merge the entire natural area and population size of communes of Cam Thuy (Cam Lo district), Cam Hieu, Cam Tuyen and Thanh An into a new commune called Hieu Giang commune.
47. Merge the entire natural area and population size of communes of A Bung and A Ngo into a new commune called La Lay commune.
48. Merge the entire natural area and population size of communes of A Vao, Huc Nghi and Ta Rut into a new commune called Ta Rut commune.
49. Merge the entire natural area and population size of communes of Ba Nang, Ta Long and Dakrong into a new commune called Dakrong commune.
50. Merge the entire natural area and population size of communes of Trieu Nguyen and Ba Long into a new commune called Ba Long commune.
51. Merge the entire natural area and population size of Krong Klang commune-level town; communes of Mo O and Huong Hiep into a new commune called Huong Hiep commune.
52. Merge the entire natural area and population size of communes of Huong Viet and Huong Lap into a new commune called Huong Lap commune.
53. Merge the entire natural area and population size of communes of Huong Son, Huong Linh and Huong Phung into a new commune called Huong Phung commune.
54. Merge the entire natural area and population size of Khe Sanh commune-level town; communes of Tan Hop, Huc and Huong Tan into a new commune called Khe Sanh commune.
55. Merge the entire natural area and population size of communes of Tan Lien, Huong Loc and Tan Lap into a new commune called Tan Lap commune.
56. Merge the entire natural area and population size of communes of Tan Thanh (Huong Hoa district), Tan Long and Lao Bao commune-level town into a new commune called Lao Bao commune.
57. Merge the entire natural area and population size of communes of Thanh, Thuan and Lia into a new commune called Lia commune.
58. Merge the entire natural area and population size of communes of Ba Tang, Xy and A Doi into a new commune called A Doi commune.
59. Merge the entire natural area and population size of Ai Tu commune-level town; communes of Trieu Thanh and Trieu Thuong into a new commune called Trieu Phong commune.
60. Merge the entire natural area and population size of communes of Trieu Ai, Trieu Giang and Trieu Long into a new commune called Ai Tu commune.
61. Merge the entire natural area and population size of communes of Trieu Do, Trieu Thuan, Trieu Hoa and Trieu Dai into a new commune called Trieu Binh commune.
62. Merge the entire natural area and population size of communes of Trieu Trung, Trieu Tai and Trieu Co into a new commune called Trieu Co commune.
63. Merge the entire natural area and population size of communes of Trieu Trach, Trieu Phuoc and Trieu Tan into a new commune called Nam Cua Viet commune.
64. Merge the entire natural area and population size of Dien Sanh commune-level town; communes of Hai Truong and Hai Dinh into a new commune called Dien Sanh commune.
65. Merge the entire natural area and population size of communes of Hai Duong, Hai An and Hai Khe into a new commune called My Thuy commune.
66. Merge the entire natural area and population size of communes of Hai Phu (Hai Lang district), Hai Lam and Hai Thuong into a new commune called Hai Lang commune.
67. Merge the entire natural area and population size of communes of Hai Son, Hai Phong and Hai Chanh into a new commune called Nam Hai Lang commune.
68. Merge the entire natural area and population size of communes of Hai Quy, Hai Hung and Hai Binh into a new commune called Vinh Dinh commune.
69. Merge the entire natural area and population size of wards of Duc Ninh Dong, Dong Hai, Dong Phu, Phu Hai, Hai Thanh, Nam Ly; communes of Bao Ninh and Duc Ninh into a new ward called Dong Hoi ward.
70. Merge the entire natural area and population size of Bac Ly ward; communes of Loc Ninh and Quang Phu into a new ward called Dong Thuan ward.
71. Merge the entire natural area and population size of wards of Bac Nghia, Dong Son; communes of Nghia Ninh and Thuan Duc into a new ward called Dong Son ward.
72. Merge the entire natural area and population size of wards of Quang Phong, Quang Long, Ba Don; and Quang Hai commune into a new ward called Ba Don ward.
73. Merge the entire natural area and population size of wards of Quang Phuc, Quang Tho and Quang Thuan into a new ward called Bac Gianh ward.
74. Merge the entire natural area and population size of wards 1 and 3 (Dong Ha city), ward 4, Dong Giang ward and Dong Thanh ward into a new ward called Dong Ha ward.
75. Merge the entire natural area and population size of ward 2 (Dong Ha city), ward 5, Dong Le ward and Dong Luong ward into a new ward called Nam Dong ward.
76. Merge the entire natural area and population size of wards 1, 2 and 3 (Quang Tri district-level), An Dong ward and Hai Le commune into a new ward called Quang Tri ward.
77. Arrange the entire natural area and population size of Con Co district into Con Co special administrative division.
78. After the arrangement, Quang Tri province has 78 administrative-level divisions including 69 communes, 08 wards and 01 special administrative division; of which 68 communes, 08 wards and 01 special administrative division are formed after the arrangement prescribed in this Article and 01 commune is not subject to the arrangement, namely Tan Thanh commune (Minh Hoa district).
1. This Resolution comes into force from the day on which it is ratified.
2. Agencies shall, under their authority, expeditiously make necessary preparations to ensure that local governments of commune-level administrative divisions formed after the arrangement prescribed in Article 1 of this Resolution officially commence operations from July 01, 2025.
3. Local governments of commune-level administrative divisions before the arrangement shall continue to operate until local governments of commune-level administrative divisions formed after the arrangement officially commence operations.
1. The Government, People’s Council of Quang Tri province, People’s Committee of Quang Tri province, local governments of administrative divisions related to the arrangement and other organizations and individuals concerned shall organize the implementation of this Resolution; arrange and stabilize apparatuses of local agencies and organizations; stabilize lives of the local people and satisfy the socio-economic development, national defense and security requirements in the province.
2. The Government is assigned to rely on this Resolution and Project No. 365/DA-CP dated May 09, 2025 of the Government to organize the determination of natural area of commune-level administrative divisions and disclose it before September 30, 2025; at the same time expeditiously conduct on-site surveying activities and determine boundaries of administrative divisions to prepare dossiers on boundaries of administrative divisions as prescribed.
3. The Ethnic Minorities Council, Committees of the National Assembly, Delegations of the National Assembly Deputies and Delegation of National Assembly Deputies of Quang Tri province shall, within the bounds of their tasks and powers, supervise the implementation of this Resolution.
This Resolution was ratified by the Standing Committee of the 15th National Assembly of Socialist Republic of Vietnam on June 16, 2025.
