Resolution No. 1681/NQ-UBTVQH15 on the arrangement of commune-level administrative divisions of Son La province in 2025

RESOLUTION

ON THE ARRANGEMENT OF COMMUNE-LEVEL ADMINISTRATIVE DIVISIONS OF SON LA PROVINCE IN 2025

THE STANDING COMMITTEE OF THE NATIONAL ASSEMBLY OF VIETNAM

Pursuant to the Constitution of the Socialist Republic of Vietnam amended by the Resolution No. 203/2025/QH15;

Pursuant to the Law on Local Government Organization No. 72/2025/QH15;

Pursuant to the Resolution No. 76/2025/UBTVQH15 dated April 14, 2025 of the Standing Committee of the National Assembly on arrangement of administrative divisions in 2025;

In view of the Government’s request in the Document No. 345/TTr-CP and Project No. 346/DA-CP dated May 09, 2025, Verification Report No. 439/BC-UBPLTP15 dated June 03, 2025 of the Committee on Law and Justice,

HEREBY RESOLVES:

Article 1. Arrangement of commune-level administrative divisions of Son La province

According to the Government’s Project No. 346/DA-CP dated May 09, 2025 on the arrangement of commune-level administrative divisions of Son La in 2025, the Standing Committee of the National Assembly makes a decision on the arrangement to establish commune-level administrative divisions of Son La province as follows:

1. Merge the entire natural area and population size of communes of Chieng Chung (Moc Chau district-level town) and Doan Ket into a new commune called Doan Ket commune.

2. Merge the entire natural area and population size of communes of Chieng and Long Sap into a new commune called Long Sap commune.

3. Merge the entire natural area and population size of communes of Chieng Xuan and Chieng Son into a new commune called Chieng Son commune.

4. Merge the entire natural area and population size of communes of Long Luong, Chieng Yen, Muong Men and Van Ho into a new commune called Van Ho commune.

5. Merge the entire natural area and population size of communes of Muong Te, Lien Hoa, Quang Minh and Song Khua into a new commune called Song Khua commune.

6. Merge the entire natural area and population size of communes of Chieng Khoa, Suoi Bang and To Mua into a new commune called To Mua commune.

7. Merge the entire natural area and population size of communes of Tan Xuan and Xuan Nha into a new commune called Xuan Nha commune.

8. Merge the entire natural area and population size of Muong Giang commune-level town; communes of Chieng Bang, Chieng Khoang and Chieng On into a new commune called Quynh Nhai commune.

9. Merge the entire natural area and population size of communes of Chieng Khay, Ca Nang and Muong Chieng into a new commune called Muong Chieng commune.

10. Merge the entire natural area and population size of communes of Pa Ma Pha Khinh and Muong Gion into a new commune called Muong Gion commune.

11. Merge the entire natural area and population size of communes of Nam Et and Muong Sai into a new commune called Muong Sai commune.

12. Merge the entire natural area and population size of Thuan Chau commune-level town; communes of Phong Ly, Thom Mon, Tong Lanh, Chieng Pac into a new commune called Thuan Chau commune.

13. Merge the entire natural area and population size of communes of Chieng Ngam, Nong Lay, Tong Co and Chieng La into a new commune called Chieng La commune.

14. Merge the entire natural area and population size of communes of Chieng Bom, Pung Tra and Nam Lau into a new commune called Nam Lau commune.

15. Merge the entire natural area and population size of communes of Ban Lam, Bon Phang and Muoi Noi into a new commune called Muoi Noi commune.

16. Merge the entire natural area and population size of communes of Liep Te, Bo Muoi and Muong Khieng into a new commune called Muong Khieng commune.

17. Merge the entire natural area and population size of communes of Co Tong, Pa Long and Co Ma into a new commune called Co Ma commune.

18. Merge the entire natural area and population size of communes of Phong Lai and Chieng Pha into a new commune called Binh Thuan commune.

19. Merge the entire natural area and population size of communes of Phong Lap and Muong E into a new commune called Muong E commune.

20. Merge the entire natural area and population size of communes of E Tong and Long He into a new commune called Long He commune.

21. Merge the entire natural area and population size of It Ong commune-level town; communes of Nam Pam, Chieng San, Chieng Muon, Muong Trai and Pi Toong into a new commune called Muong La commune.

22. Merge the entire natural area and population size of communes of Nam Gion, Hua Trai and Chieng Lao into a new commune called Chieng Lao commune.

23. Merge the entire natural area and population size of communes of Muong Chum, Ta Bu and Muong Bu into a new commune called Muong Bu commune.

24. Merge the entire natural area and population size of communes of Chieng an, Chieng Cong and Chieng Hoa into a new commune called Chieng Hoa commune.

25. Merge the entire natural area and population size of Bac Yen commune-level town; communes of Phieng Ban, Hong Ngai and Song Pe into a new commune called Bac Yen commune.

26. Merge the entire natural area and population size of communes of Lang Cheu, Hang Dong and Ta Xua into a new commune called Ta Xua commune.

27. Merge the entire natural area and population size of communes of Muong Khoa, Hua Nhan and Ta Khoa into a new commune called Ta Khoa commune.

28. Merge the entire natural area and population size of communes of Hang Chu and Xim Vang into a new commune called Xim Vang commune.

29. Merge the entire natural area and population size of communes of Chim Van and Pac Nga into a new commune called Pac Nga commune.

30. Merge the entire natural area and population size of communes of Phieng Con and Chieng Sai into a new commune called Chieng Sai commune.

31. Merge the entire natural area and population size of Quang Huy commune-level town; communes of Huy Ha, Huy Tuong, Huy Tan and Huy Thuong into a new commune called Phu Yen commune.

32. Merge the entire natural area and population size of communes of Tuong Phu, Suoi Bau, Sap Xa and Gia Phu into a new commune called Gia Phu commune.

33. Merge the entire natural area and population size of communes of Tuong Thuong, Tuong Phong, Tuong Tien and Tuong Ha into a new commune called Tuong Ha commune.

34. Merge the entire natural area and population size of communes of Muong Thai, Tan Lang and Muong Coi into a new commune called Muong Coi commune.

35. Merge the entire natural area and population size of communes of Muong Do, Muong Lang and Muong Bang into a new commune called Muong Bang commune.

36. Merge the entire natural area and population size of communes of Bac Phong, Nam Phong and Tan Phong into a new commune called Tan Phong commune.

37. Merge the entire natural area and population size of communes of Da Do and Kim Bon into a new commune called Kim Bon commune.

38. Merge the entire natural area and population size of Yen Chau commune-level town; communes of Chieng Dong, Chieng Sang, Chieng Pan, Chieng Khoi, Sap Vat into a new commune called Yen Chau commune.

39. Merge the entire natural area and population size of communes of Tu Nang, Muong Lum and Chieng Hac into a new commune called Chieng Hac commune.

40. Merge the entire natural area and population size of communes of Chieng Tuong and Long Phieng into a new commune called Long Phieng commune.

41. Merge the entire natural area and population size of communes of Chieng On and Yen Son into a new commune called Yen Son commune.

42. Merge the entire natural area and population size of communes of Chieng Ban, Chieng Kheo, Chieng Dong, Chieng Ve and Chieng Mai into a new commune called Chieng Mai commune.

43. Merge the entire natural area and population size of Hat Lot commune-level town; communes of Hat Lot and Co Noi into a new commune called Mai Son commune.

44. Merge the entire natural area and population size of communes of Na Ot, Chieng Luong and Phieng Pan into a new commune called Phieng Pan commune.

45. Merge the entire natural area and population size of communes of Muong Bang, Muong Bon and Chieng Mung into a new commune called Chieng Mung commune.

46. Merge the entire natural area and population size of communes of Chieng Noi and Phieng Cam into a new commune called Phieng Cam commune.

47. Merge the entire natural area and population size of communes of Chieng Chung (Mai Son district) and Muong Chanh into a new commune called Muong Chanh commune.

48. Merge the entire natural area and population size of communes of Na Bo and Ta Hoc into a new commune called Ta Hoc commune.

49. Merge the entire natural area and population size of communes of Chieng Chan and Chieng Sung into a new commune called Chieng Sung commune.

50. Merge the entire natural area and population size of communes of Pu Bau, Chieng En and Bo Sinh into a new commune called Bo Sinh commune.

51. Merge the entire natural area and population size of communes of Muong Sai and Chieng Khuong into a new commune called Chieng Khuong commune.

52. Merge the entire natural area and population size of communes of Chieng Cang and Muong Hung into a new commune called Muong Hung commune.

53. Merge the entire natural area and population size of communes of Muong Cai and Chieng Khoong into a new commune called Chieng Khoong commune.

54. Merge the entire natural area and population size of communes of Dua Mon and Muong Lam into a new commune called Muong Lam commune.

55. Merge the entire natural area and population size of communes of Chieng Phung and Nam Ty into a new commune called Nam Ty commune.

56. Merge the entire natural area and population size of Song Ma commune-level town and NaNghiu commune into a new commune called Song Ma commune.

57. Merge the entire natural area and population size of communes of Nam Man and Huoi Mot into a new commune called Huoi Mot commune.

58. Merge the entire natural area and population size of communes of Yen Hung and Chieng So into a new commune called Chieng So commune.

59. Merge the entire natural area and population size of communes of Muong Va, Nam Lanh and Sop Cop into a new commune called Sop Cop commune.

60. Merge the entire natural area and population size of communes of Dom Cang, Sam Kha and Pung Banh into a new commune called Pung Banh commune.

61. Merge the entire natural area and population size of wards of Quyet Thang, Quyet Tam, Chieng Le and To Hieu into a new ward called To Hieu ward.

62. Merge the entire natural area and population size of wards of Chieng An; communes of Chieng Xom and Chieng Den into a new ward called Chieng An ward.

63. Merge the entire natural area and population size of wards of Chieng Coi; communes of Hua La and Chieng Co into a new ward called Chieng Coi ward.

64. Merge the entire natural area and population size of Chieng Sinh ward and Chieng Ngan commune into a new ward called Chieng Sinh ward.

65. Merge the entire natural area and population size of wards of Moc Ly, Muong Sang; and Chieng Hac commune into a new ward called Moc Chau ward.

66. Merge the entire natural area and population size of wards of Dong Sang and Moc Son into a new ward called Moc Son ward.

67. Merge the entire natural area and population size of wards of Binh Minh and Van Son into a new ward called Van Son ward.

68. Merge the entire natural area and population size of wards of Co Do and Thao Nguyen into a new ward called Thao Nguyen ward.

69. After the arrangement, Thai Nguyen province has 75 administrative-level divisions including 67 communes and 08 wards; of which 60 communes and 08 wards are formed after the arrangement prescribed in this Article, and 07 communes are not subject to the arrangement, namely Muong Lan, Phieng Khoai, Suoi To, Ngoc Chien, Tan Yen, Muong Bam, Muong Leo.

Article 2. Effect

1. This Resolution comes into force from the day on which it is ratified.

2. Agencies shall, under their authority, expeditiously make necessary preparations to ensure that local governments of commune-level administrative divisions formed after the arrangement prescribed in Article 1 of this Resolution officially commence operations from July 01, 2025.

3. Local governments of commune-level administrative divisions before the arrangement shall continue to operate until local governments of commune-level administrative divisions formed after the arrangement officially commence operations.

Article 3. Implementation

1. The Government, People’s Council of Son La province, People’s Committee of Son La province, local governments of administrative divisions related to the arrangement and other organizations and individuals concerned shall organize the implementation of this Resolution; arrange and stabilize apparatuses of local agencies and organizations; stabilize lives of the local people and satisfy the socio-economic development, national defense and security requirements in the province.

2. The Government is assigned to rely on this Resolution and Project No. 346/DA-CP dated May 09, 2025 of the Government to organize the determination of natural area of commune-level administrative divisions and disclose it before September 30, 2025; at the same time expeditiously conduct on-site surveying activities and determine boundaries of administrative divisions to prepare dossiers on boundaries of administrative divisions as prescribed.

3. The Ethnic Minorities Council, Committees of the National Assembly, Delegations of the National Assembly Deputies and Delegation of National Assembly Deputies of Son La province shall, within the bounds of their tasks and powers, supervise the implementation of this Resolution.
