Resolution No. 1682/NQ-UBTVQH15 on the arrangement of commune-level administrative divisions of Tay Ninh province in 2025

 

RESOLUTION

ON THE ARRANGEMENT OF COMMUNE-LEVEL ADMINISTRATIVE DIVISIONS OF TAY NINH PROVINCE IN 2025

THE STANDING COMMITTEE OF THE NATIONAL ASSEMBLY

Pursuant to the Constitution of the Socialist Republic of Vietnam amended by the Resolution No. 203/2025/QH15;

Pursuant to the Law on Local Government Organization No. 72/2025/QH15;

Pursuant to the National Assembly’s Resolution No. 202/2025/QH15 dated June 12, 2025 on arrangement of provincial administrative divisions;

Pursuant to the Resolution No. 76/2025/UBTVQH15 dated April 14, 2025 of the Standing Committee of the National Assembly on arrangement of administrative divisions in 2025;

In view of the Government’s request in the Document No. 349/TTr-CP and Project No. 350/DA-CP dated May 09, 2025, Verification Report No. 440/BC-UBPLTP15 dated June 03, 2025 of the Committee on Law and Justice,

HEREBY RESOLVES:

Article 1. Arrangement of commune-level administrative divisions of Tay Ninh Province

According to the Government’s Project No. 350/DA-CP dated May 09, 2025 on the arrangement of commune-level administrative divisions of Tay Ninh Province (new) in 2025, the Standing Committee of the National Assembly makes a decision on the arrangement to establish commune-level administrative divisions of Tay Ninh Province as follows:

1. Merge the entire natural area and population size of communes of Hung Ha, Hung Dien B and Hung Dien into a new Commune called Hung Dien Commune.

2. Merge the entire natural area and population size of communes of Thanh Hung (Tan Hung District), Vinh Chau B and Hung Thanh into a new Commune called Vinh Thanh Commune.

3. Merge the entire natural area and population size of Tan Hung Town, Vinh Thanh Commune and Vinh Loi Town into a new Commune called Tan Hung Commune.

4. Merge the entire natural area and population size of communes of Vinh Dai, Vinh Buu and Vinh Chau A into a new Commune called Vinh Chau Commune.

5. Merge the entire natural area and population size of Tuyen Binh Commune, Tuyen Binh Tay Commune and part of the natural area and population size of communes of Vinh Binh, Vinh Thuan and Thai Binh Trung into a new Commune called Tuyen Binh Commune.

6. Merge the entire natural area and population size of Vinh Hung Town, part of the natural area and population size of communes of Vinh Tri, Thai Tri, Khanh Hung and Thai Binh Trung and remaining part of communes of Vinh Thuan and Vinh Binh after the arrangement specified in clause 5 of this Article into a new Commune called Vinh Hung Commune.

7. Merge the entire natural area and population size of Hung Dien A Commune, remaining part of Thai Binh Trung after the arrangement specified in clause 5 and clause 6 of this Article and remaining part of communes of Vinh Tri, Thai Tri and Khanh Hung after the arrangement specified in clause 6 of this Article into a new Commune called Khanh Hung Commune.

8. Merge the entire natural area and population size of Thanh Hung Commune (Kien Tuong Town), Tuyen Thanh Commune and part of the natural area and population size of Bac Hoa Commune into a new Commune called Tuyen Thanh Commune.

9. Merge the entire natural area and population size of communes of Thanh Tri, Binh Tan, Binh Hoa Tay and Binh Hiep into a new Commune called Binh Hiep Commune.

10. Merge the entire natural area and population size of communes of Binh Thanh (Moc Hoa District), Binh Hoa Dong and Binh Hoa Trung into a new Commune called Binh Hoa Commune.

11. Merge the entire natural area and population size of Tan Thanh Commune, Tan Lap Commune (Moc Hoa District) and Binh Phong Thanh Town into a new Commune called Moc Hoa Commune.

12. Merge the entire natural area and population size of Hau Thanh Dong Commune, Hau Thanh Tay Commune and remaining part of Bac Hoa Commune after the arrangement specified in clause 8 of this Article into a new Commune called Hau Thanh Commune.

13. Merge the entire natural area and population size of communes of Tan Lap (Tan Thanh District), Nhon Hoa and Nhon Hoa Lap into a new Commune called Nhon Hoa Lap Commune.

14. Merge the entire natural area and population size of communes of Tan Thanh (Tan Thanh District), Tan Ninh and Nhon Ninh into a new Commune called Nhon Ninh Commune.

15. Merge the entire natural area and population size of Tan Binh Commune, Tan Hoa Commune (Tan Thanh District), Kien Binh Commune and Tan Thanh Town into a new Commune called Tan Thanh Commune.

16. Merge the entire natural area and population size of communes of Tan Hiep (Thanh Hoa District), Thuan Binh and Binh Hoa Hung into a new Commune called Binh Thanh Commune.

17. Merge the entire natural area and population size of communes of Thuan Nghia Hoa, Thanh Phu and Thanh Phuoc into a new Commune called Thanh Phuoc Commune.

18. Merge the entire natural area and population size of Thanh Hoa Town, Tuy Tay Commune and Thanh An Commune into a new Commune called Thanh Hoa Commune.

19. Merge the entire natural area and population size of communes of Tan Dong (Thanh Hoa District), Thuy Dong and Tan Tay into a new Commune called Tan Tay Commune.

20. Merge the entire natural area and population size of Thu Thua Town, part of the natural area and population size of Binh Thanh Commune and Tan Thanh Commune (Thu Thua District) and Nhi Thanh Commune into a new Commune called Thu Thua Commune.

21. Merge the entire natural area and population size of My Phu Commune and My An Commune into a new Commune called My An Commune.

22. Merge the entire natural area and population size of communes of Binh An, My Lac and My Thanh and remaining part of Tan Thanh Commune (Thu Thua District) after the arrangement specified in clause 20 of this Article into a new Commune called My Thanh Commune.

23. Merge the entire natural area and population size of communes of Long Thuan (Thu Thua District), Long Thanh and Tan Long into a new Commune called Tan Long Commune.

24. Merge the entire natural area and population size of communes of My Thanh Bac, My Quy Dong and My Quy Tay into a new Commune called My Quy Commune.

25. Merge the entire natural area and population size of Dong Thanh Town and communes of My Thanh Tay, My Thanh Dong and My Binh into a new Commune called Dong Thanh Commune.

26. Merge the entire natural area and population size of communes of Binh Hoa Bac, Binh Hoa Nam and Binh Thanh into a new Commune called Duc Hue Commune.

27. Merge the entire natural area and population size of communes of Loc Giang, An Ninh Dong and An Ninh Tay into a new Commune called An Ninh Commune.

28. Merge the entire natural area and population size of Tan Phu Commune (Duc Hoa District), Hiep Hoa Commune and Hiep Hoa Town into a new Commune called Hiep Hoa Commune.

29. Merge the entire natural area and population size of Hau Nghia Town, Duc Lap Thuong Commune and Tan My Commune into a new Commune called Hau Nghia Commune.

30. Merge the entire natural area and population size of communes of Hoa Khanh Tay, Hoa Khanh Nam and Hoa Khanh Dong into a new Commune called Hoa Khanh Commune.

31. Merge the entire natural area and population size of Duc Lap Ha Commune, My Hanh Bac Commune and part of the natural area and population size of Duc Hoa Thuong Commune into a new Commune called Duc Lap Commune.

32. Merge the entire natural area and population size of Duc Hoa Dong Commune, My Hanh Nam Commune and remaining part of Duc Hoa Thuong Commune after the arrangement specified in clause 31 of this Article into a new Commune called My Hanh Commune.

33. Merge the entire natural area and population size of Duc Hoa Town, Huu Thanh Commune and Duc Hoa Ha Commune into a new Commune called Duc Hoa Commune.

34. Merge the entire natural area and population size of communes of Thanh Hoa, Luong Binh and Thanh Loi into a new Commune called Thanh Loi Commune.

35. Merge the entire natural area and population size of communes of Thanh Duc (Ben Luc District), Nhut Chanh and Binh Duc into a new Commune called Binh Duc Commune.

36. Merge the entire natural area and population size of Tan Buu Commune and Luong Hoa Commune into a new Commune called Luong Hoa Commune.

37. Merge the entire natural area and population size of An Thanh Commune (Ben Luc District), Thanh Phu Commune and Ben Luc Town into a new Commune called Ben Luc Commune.

38. Merge the entire natural area and population size of communes of Long Hiep, Phuoc Loi and My Yen into a new Commune called My Yen Commune.

39. Merge the entire natural area and population size of communes of Long Dinh, Phuoc Van and Long Cang into a new Commune called Long Cang Commune.

40. Merge the entire natural area and population size of communes of Long Trach, Long Khe and Long Hoa into a new Commune called Rach Kien Commune.

41. Merge the entire natural area and population size of communes of Tan Trach, Long Son and My Le into a new Commune called My Le Commune.

42. Merge the entire natural area and population size of communes of Phuoc Dong Commune (Can Duoc District) and Tan Lan Commune into a new Commune called Tan Lan Commune.

43. Merge the entire natural area and population size of Can Duoc Town and communes of Phuoc Tuy, Tan An and Tan Chanh into a new Commune called Can Duoc Commune.

44. Merge the entire natural area and population size of communes of Long Huu Dong Commune and Long Huu Tay Commune into a new Commune called Long Huu Commune.

45. Merge the entire natural area and population size of communes of Long Thuong, Phuoc Hau and Phuoc Ly into a new Commune called Phuoc Ly Commune.

46. Merge the entire natural area and population size of communes of Phuoc Lam, Thuan Thanh and My Loc into a new Commune called My Loc Commune.

47. Merge the entire natural area and population size of Can Giuoc Town, Phuoc Lai Commune and Long Hau Commune into a new Commune called Can Giuoc Commune.

48. Merge the entire natural area and population size of communes of Long An, Long Phung and Phuoc Vinh Tay into a new Commune called Phuoc Vinh Tay Commune.

49. Merge the entire natural area and population size of communes of Dong Thanh, Phuoc Vinh Dong and Tan Tap into a new Commune called Tan Tap Commune.

50. Merge the entire natural area and population size of communes of Tan Phuoc Tay, Nhat Ninh and Duc Tan into a new Commune called Vam Co Commune.

51. Merge the entire natural area and population size of Tan Tru Town and communes of Binh Trinh Dong, Binh Lang and Binh Tinh into a new Commune called Tan Tru Commune.

52. Merge the entire natural area and population size of communes of Tan Binh (Tan Tru District), Que My Thanh and Lac Tan and remaining part of Nhi Thanh Commune after the arrangement specified in clause 20 of this Article into a new Commune called Nhut Tao Commune.

53. Merge the entire natural area and population size of communes of Thanh Phu Long, Thanh Vinh Dong and Thuan My into a new Commune called Thuan My Commune.

54. Merge the entire natural area and population size of communes of Duong Xuan Hoi, Long Tri and An Luc Long into a new Commune called An Luc Long Commune.

55. Merge the entire natural area and population size of Tam Vu Town and communes of Hiep Thanh (Chau Thanh District), Phu Ngai Tri and Phuoc Tan Hung into a new Commune called Tam Vu Commune.

56. Merge the entire natural area and population size of communes of Hoa Phu, Binh Quoi and Vinh Cong into a new Commune called Vinh Cong Commune.

57. Merge the entire natural area and population size of Phuoc Binh Commune and Phuoc Chi Commune into a new Commune called Phuoc Chi Commune.

58. Merge the entire natural area and population size of Don Thuan Commune and Hung Thuan Commune into a new Commune called Hung Thuan Commune.

59. Merge the entire natural area and population size of communes of Thanh Duc Commune (Go Dau District) and Cam Giang Commune into a new Commune called Thanh Duc Commune.

60. Merge the entire natural area and population size of communes of Hiep Thanh (Go Dau District), Phuoc Trach and Phuoc Thanh into a new Commune called Phuoc Thanh Commune.

61. Merge the entire natural area and population size of Bau Don Commune and Truong Mit Commune into a new Commune called Truong Mit Commune.

62. Merge the entire natural area and population size of Ben Cui Commune and Loc Ninh Commune and part of the natural area and population size of Phuoc Minh Commune into a new Commune called Loc Ninh Commune.

63. Merge the entire natural area and population size of Phuoc Ninh Commune, Cau Khoi Commune and part of the natural area and population size of Cha La Commune into a new Commune called Cau Khoi Commune.

64. Merge the entire natural area and population size of Duong Minh Chau Town, part of the natural area and population size of Phan Commune, Suoi Da Commune and remaining part of Phuoc Minh Commune after the arrangement specified in clause 62 of this Article into a new Commune called Duong Minh Chau Commune.

65. Merge the entire natural area and population size of Tan Dong Commune (Tan Chau District) and Tan Ha Commune into a new Commune called Tan Dong Commune.

66. Merge the entire natural area and population size of Tan Chau Town, Thanh Dong Commune and part of the natural area and population size of Tan Phu Commune (Tan Chau District) and Suoi Day Commune into a new Commune called Tan Chau Commune.

67. Merge the entire natural area and population size of Tan Hung Commune, part of the natural area and population size of communes of Mo Cong, Tra Vong and Tan Phong and remaining part of Tan Phu Commune (Tan Chau District) after the arrangement specified in clause 66 of this Article into a new Commune called Tan Phu Commune.

68. Merge the entire natural area and population size of Tan Hiep Commune (Tan Chau District) and Tan Hoi Commune into a new Commune called Tan Hoi Commune.

69. Merge the entire natural area and population size of Tan Thanh Commune (Tan Chau District) and remaining part of Suoi Day Commune after the arrangement specified in clause 66 of this Article into a new Commune called Tan Thanh Commune.

70. Merge the entire natural area and population size of Tan Hoa Commune (Tan Chau District) and Suoi Ngo Commune into a new Commune called Tan Hoa Commune.

71. Merge the entire natural area and population size of Tan Lap Commune (Tan Bien District) and Thanh Bac Commune into a new Commune called Tan Lap Commune.

72. Merge the entire natural area and population size of Tan Binh Commune (Tan Bien District), Thanh Tay Commune and Tan Bien Town into a new Commune called Tan Bien Commune.

73. Merge the entire natural area and population size of Thanh Binh Commune and remaining part of Tan Phong Commune after the arrangement specified in clause 67 of this Article into a new Commune called Thanh Binh Commune.

74. Merge the entire natural area and population size of Mo Cong Commune and Tra Vong Commune after the arrangement specified in clause 67 of this Article into a new Commune called Tra Vong Commune.

75. Merge the entire natural area and population size of Hoa Hiep Commune and Phuoc Vinh Commune into a new Commune called Phuoc Vinh Commune.

76. Merge the entire natural area and population size of communes of Bien Gioi, Hoa Thanh and Hoa Hoi into a new Commune called Hoa Hoi Commune.

77. Merge the entire natural area and population size of Thanh Long Commune and Ninh Dien Commune into a new Commune called Ninh Dien Commune.

78. Merge the entire natural area and population size of Chau Thanh Town, Dong Khoi Commune, An Binh Commune and part of the natural area and population size of Thai Binh Commune into a new Commune called Chau Thanh Commune.

79. Merge the entire natural area and population size of communes of An Co, Tri Binh and Hao Duoc into a new Commune called Hao Duoc Commune.

80. Merge the entire natural area and population size of communes of Long Vinh, Long Phuoc and Long Chu into a new Commune called Long Chu Commune.

81. Merge the entire natural area and population size of communes of Long Thuan (Ben Cau District), Long Giang and Long Khanh into a new Commune called Long Thuan Commune.

82. Merge the entire natural area and population size of communes of Ben Cau Town and communes of An Thanh (Ben Cau District), Tien Thuan and Loi Thuan into a new Commune called Ben Cau Commune.

83. Merge the entire natural area and population size of Ward 1, Ward 2 and Ward 3 (Kien Tuong Town) into a new Ward called Kien Tuong Ward.

84. Merge the entire natural area and population size of Ward 1 and Ward 3 (Tan An City), Ward 4, Ward 5, Ward 6, Huong Tho Phu Commune and remaining part of Binh Thanh Commune (Thu Thua District) after the arrangement specified in clause 20 of this Article into a new Ward called Long An Ward.

85. Merge the entire natural area and population size of Ward 7 and communes of Binh Tam, Nhon Thanh Trung and An Vinh Ngai into a new Ward called Tan An Ward.

86. Merge the entire natural area and population size of Tan Khanh Ward, Khanh Hau Ward and Loi Binh Nhon Commune into a new Ward called Khanh Hau Ward.

87. Merge the entire natural area and population size of Ward 1, Ward 2 and Ward 3 (Tay Ninh City), Ward IV, Hiep Ninh Ward and remaining part of Thai Binh Commune after the arrangement specified in clause 78 of this Article into a new Ward called Tan Ninh Ward.

88. Merge the entire natural area and population size of Ninh Son Ward, communes of Tan Binh (Tay Ninh City), Binh Minh and Thanh Tan and remaining part of Suoi Da Commune and Phan Commune after the arrangement specified in clause 64 of this Article into a new Ward called Binh Minh Ward.

89. Merge the entire natural area and population size of Ninh Thanh Ward, Bau Nang Commune and remaining part of Cha La Commune after the arrangement specified in clause 63 of this Article into a new Ward called Ninh Thanh Ward.

90. Merge the entire natural area and population size of Long Thanh Bac Ward, Long Hoa Ward and communes of Truong Hoa, Truong Tay and Truong Dong into a new Ward called Long Hoa Ward.

91. Merge the entire natural area and population size of Long Thanh Trung Ward and Long Thanh Nam Commune into a new Ward called Hoa Thanh Ward.

92. Merge the entire natural area and population size of Hiep Tan Ward and Thanh Dien Commune into a new Ward called Thanh Dien Ward.

93. Merge the entire natural area and population size of An Hoa Ward and Trang Bang Ward into a new Ward called Trang Bang Ward.

94. Merge the entire natural area and population size of Loc Hung Ward and An Tinh Ward into a new Ward called An Tinh Ward.

95. Merge the entire natural area and population size of Gia Binh Town, Go Dau Town and Thanh Phuoc Commune into a new Ward called Go Dau Ward.

96. Merge the entire natural area and population size of Phuoc Dong (Go Dau District) and Gia Loc Ward into a new Ward called Gia Loc Ward.

97. After the arrangement, Tay Ninh Province has 96 commune-level administrative divisions, including 82 communes and 14 wards.

Article 2. Effect

1. This Resolution comes into force from the date on which it is approved.

2. Agencies shall, under their authority, expeditiously make necessary preparations to ensure that local governments of commune-level administrative divisions formed after the arrangement specified in Article 1 of this Resolution officially commence operations from July 01, 2025.

3. Local governments of commune-level administrative divisions before the arrangement shall continue to operate until local governments of commune-level administrative divisions formed after the arrangement officially commence operations.

Article 3. Organizing implementation

1. The Government, People’s Council of Tay Ninh Province, People’s Committee of Tay Ninh Province, local governments of administrative divisions related to the arrangement and other organizations and individuals concerned shall organize the implementation of this Resolution; arrange and stabilize apparatuses of local agencies and organizations; stabilize lives of the local people and satisfy the socio-economic development, national defense and security requirements in the Province.

2. The Government is assigned to rely on this Resolution and Project No. 350/DA-CP dated May 09, 2025 of the Government to organize the determination of natural area of commune-level administrative divisions and make it publicly available before September 30, 2025; at the same time expeditiously conduct on-site surveying activities and determine boundaries of administrative divisions to prepare dossiers on boundaries of administrative divisions as prescribed.

3. The Ethnic Minorities Council, Committees of the National Assembly, Delegations of the National Assembly Deputies and Tay Ninh Province Delegation of National Assembly Deputies shall, within the bounds of their tasks and powers, supervise the implementation of this Resolution.
