ON THE ARRANGEMENT OF COMMUNE-LEVEL ADMINISTRATIVE DIVISIONS OF THAI NGUYEN PROVINCE IN 2025

Pursuant to the Constitution of the Socialist Republic of Vietnam amended by the Resolution No. 203/2025/QH15;
Pursuant to the Law on Local Government Organization No. 72/2025/QH15;
Pursuant to the National Assembly’s Resolution No. 202/2025/QH15 dated June 12, 2025 on arrangement of provincial administrative divisions;
Pursuant to the Resolution No. 76/2025/UBTVQH15 dated April 14, 2025 of the Standing Committee of the National Assembly on arrangement of administrative divisions in 2025;
In view of the Government’s request in the Document No. 374/TTr-CP and Project No. 375/DA-CP dated May 09, 2025, Verification Report No. 441/BC-UBPLTP15 dated June 03, 2025 of the Committee on Law and Justice,
HEREBY RESOLVES:
Article 1. Arrangement of commune-level administrative divisions of Thai Nguyen province
According to the Government’s Project No. 375/DA-CP dated May 09, 2025 on the arrangement of commune-level administrative divisions of Thai Nguyen province (new) in 2025, the Standing Committee of the National Assembly makes a decision on the arrangement to establish commune-level administrative divisions of Thai Nguyen province as follows:
1. Merge the entire natural area and population size of communes of Thinh Duc, Binh Son and Tan Cuong into a new commune called Tan Cuong commune.
2. Merge the entire natural area and population size of Hung Son commune-level town and communes of Phuc Xuan, Phuc Triu, Tan Thai, Phuc Tan into a new commune called Dai Phuc commune.
3. Merge the entire natural area and population size of communes of Van Phai and Thanh Cong into a new commune called Thanh Cong commune.
4. Merge the entire natural area and population size of Cho Chu commune-level town and communes of Phuc Chu, Bao Linh, Dong Thinh into a new commune called Dinh Hoa commune.
5. Merge the entire natural area and population size of communes of Trung Luong, Dinh Bien, Thanh Dinh and Binh Yen into a new commune called Binh Yen commune.
6. Merge the entire natural area and population size of communes of Phu Tien, Boc Nhieu and Trung Hoi into a new commune called Trung Hoi commune.
7. Merge the entire natural area and population size of communes of Tan Duong, Tan Thinh and Phuong Tien into a new commune called Phuong Tien commune.
8. Merge the entire natural area and population size of communes of Diem Mac and Phu Dinh into a new commune called Phu Dinh commune.
9. Merge the entire natural area and population size of communes of Son Phu and Binh Thanh into a new commune called Binh Thanh Commune.
10. Merge the entire natural area and population size of communes of Quy Ky and Kim Phuong into a new commune called Kim Phuong commune.
11. Merge the entire natural area and population size of communes of Linh Thong and Lam Vy into a new commune called Lam Vy commune.
12. Merge the entire natural area and population size of Dinh Ca commune-level town and communes of Phu Thuong and Lau Thuong into a new commune called Vo Nhai commune.
13. Merge the entire natural area and population size of communes of Binh Long, Phuong Giao and Dan Tien into a new commune called Dan Tien commune.
14. Merge the entire natural area and population size of communes of Vu Chan and Nghinh Tuong into a new commune called Nghinh Tuong commune.
15. Merge the entire natural area and population size of communes of Thuong Nung and Than Xa into a new commune called Than Sa commune.
16. Merge the entire natural area and population size of communes of Cuc Duong and La Hien into a new commune called La Hien commune.
17. Merge the entire natural area and population size of communes of Lien Minh and Trang Xa into a new commune called Trang Xa commune.
18. Merge the entire natural area and population size of commune-level towns of Du and Giang Tien; and communes of Yen Lac and Dong Dat into a new commune called Phu Luong commune.
19. Merge the entire natural area and population size of communes of Tuc Tranh, Co Lung, Phu Do and Vo Tranh into a new commune called Vo Tranh commune.
20. Merge the entire natural area and population size of communes of Yen Ninh, Yen Do, and Yen Trach into a new commune called Yen Trach commune.
21. Merge the entire natural area and population size of communes of On Luong, Phu Ly and Hop Thanh into a new commune called Hop Thanh commune.
22. Merge the entire natural area and population size of commune-level towns of Hoa Thuong and Song Cau; and communes of Minh Lap and Hoa Trung into a new commune called Dong Hy commune.
23. Merge the entire natural area and population size of communes of Tan Long and Quang Son into a new commune called Quang Son commune.
24. Merge the entire natural area and population size of Trai Cau commune-level town and Hop Tien commune into a new commune called Trai Cau commune.
25. Merge the entire natural area and population size of communes of Cay Thi and Nam Hoa into a new commune called Nam Hoa commune.
26. Merge the entire natural area and population size of communes of Khe Mo and Van Han into a new commune called Van Han commune.
27. Merge the entire natural area and population size of communes of Hoa Binh and Van Lang into a new commune called Van Lang commune.
28. Merge the entire natural area and population size of communes of Binh Thuan, Khoi Ky, My Yen and Luc Ba into a new commune called Dai Tu commune.
29. Merge the entire natural area and population size of communes of Minh Tien, Phuc Luong and Duc Luong into a new commune called Duc Luong commune.
30. Merge the entire natural area and population size of communes of Ban Ngoai, Phu Cuong and Phu Thinh into a new commune called Phu Thinh commune.
31. Merge the entire natural area and population size of communes of Hoang Nong, Tien Hoi and La Bang into a new commune called La Bang commune.
32. Merge the entire natural area and population size of communes of Phuc Linh, Tan Linh and Phu Lac into a new commune called Phu Lac commune.
33. Merge the entire natural area and population size of communes of Cu Van, Ha Thuong and An Khanh into a new commune called An Khanh commune.
34. Merge the entire natural area and population size of Quan Chu commune-level town and Cat Ne commune into a new commune called Quan Chu commune.
35. Merge the entire natural area and population size of communes of Van Yen and Van Phu into a new commune called Van Phu commune.
36. Merge the entire natural area and population size of communes of Yen Lang and Phu Xuyen into a new commune called Phu Xuyen commune.
37. Merge the entire natural area and population size of Huong Son commune-level town; communes of Xuan Phuong, Uc Ky, Nha Long, Bao Ly; and a part of the natural area and population size of Thuong Dinh commune into a new commune called Phu Binh commune.
38. Merge the entire natural area and population size of communes of Tan Hoa, Tan Kim and Tan Thanh into a new commune called Tan Thanh commune.
39. Merge the entire natural area and population size of communes of Ha Chau, Nga My, Diem Thuy; and remaining part of Thuong Dinh commune after the merger prescribed in clause 37 into a new commune called Diem Thuy commune.
40. Merge the entire natural area and population size of communes of Luong Phu, Tan Duc, Thanh Ninh, Duong Thanh and Kha Son into a new commune called Kha Son commune.
41. Merge the entire natural area and population size of communes of Ban Dat, Dao Xa and Tan Khanh into a new commune called Tan Khanh commune.
42. Merge the entire natural area and population size of communes of Boc Bo, Nhan Mon, Giao Hieu and Bang Thanh into a new commune called Bang Thanh commune.
43. Merge the entire natural area and population size of communes of Xuan La, An Thang and Nghien Loan into a new commune called Nghien Loan commune.
44. Merge the entire natural area and population size of communes of Cong Bang, Co Linh and Cao Tan into a new commune called Cao Minh commune.
45. Merge the entire natural area and population size of communes of Cao Thuong, Nam Mau and Khang Ninh into a new commune called Ba Be commune.
46. Merge the entire natural area and population size of Cho Ra commune-level town; and communes of Thuong Giao and Dia Linh into a new commune called Cho Ra commune.
47. Merge the entire natural area and population size of communes of Banh Trach, Ha Hieu and Phuc Loc into a new commune called Phuc Loc commune.
48. Merge the entire natural area and population size of communes of Yen Duong, Chu Huong and My Phuong into a new commune called Thuong Minh commune.
49. Merge the entire natural area and population size of communes of Quang Khe, Hoang Tri, Bang Phuc and Dong Phuc into a new commune called Dong Phuc commune.
50. Merge the entire natural area and population size of communes of Thuong An and Bang Van into a new commune called Bang Van commune.
51. Merge the entire natural area and population size of Van Tung commune-level town; communes of Coc Dan and Duc Van into a new commune called Ngan Son commune.
52. Merge the entire natural area and population size of Na Phac commune-level town and Trung Thanh commune into a new commune called Na Phac commune.
53. Merge the entire natural area and population size of communes of Thuan Mang and Hiep Luc into a new commune called Hiep Luc commune.
54. Merge the entire natural area and population size of communes of Xuan Lac, Dong Lac and Nam Cuong into a new commune called Nam Cuong commune.
55. Merge the entire natural area and population size of communes of Tan Lap and Quang Bach into a new commune called Quang Bach commune.
56. Merge the entire natural area and population size of communes of Ban Thi, Yen Thuong and Yen Thinh into a new commune called Yen Thinh commune.
57. Merge the entire natural area and population size of Bang Lung commune-level town; communes of Ngoc Phai, Phuong Vien and Bang Lang into a new commune called Cho Don commune.
58. Merge the entire natural area and population size of communes of Dai Sao, Yen My and Yen Phong into a new commune called Yen Phong commune.
59. Merge the entire natural area and population size of communes of Luong Bang, Binh Trung and Nghia Ta into a new commune called Nghia Ta commune.
60. Merge the entire natural area and population size of Phu Thong commune-level town; communes of Vi Huong, Tan Tu and Luc Binh into a new commune called Phu Thong commune.
61. Merge the entire natural area and population size of communes of Quan Ha, Nguyen Phuc, My Thanh and Cam Giang into a new commune called Cam Giang commune.
62. Merge the entire natural area and population size of communes of Sy Binh, Vu Muon and Cao Son into a new commune called Vinh Thong commune.
63. Merge the entire natural area and population size of communes of Dong Thang, Duong Phong and Quang Thuan into a new commune called Bach Thong commune.
64. Merge the entire natural area and population size of communes of Duong Quang and Don Phong into a new commune called Phong Quang commune.
65. Merge the entire natural area and population size of communes of Kim Hy, Luong Thuong and Van Lang into a new commune called Van Lang commune.
66. Merge the entire natural area and population size of communes of Van Vu and Cuong Loi into a new commune called Cuong Loi commune.
67. Merge the entire natural area and population size of Yen Lac commune-level town; communes of Son Thanh and Kim Lu into a new commune called Na Ri commune.
68. Merge the entire natural area and population size of communes of Van Minh, Cu Le and Tran Phu into a new commune called Tran Phu commune.
69. Merge the entire natural area and population size of communes of Quang Phong, Duong Son and Con Minh into a new commune called Con Minh commune.
70. Merge the entire natural area and population size of communes of Dong Xa, Liem Thuy and Xuan Duong into a new commune called Xuan Duong commune.
71. Merge the entire natural area and population size of communes of Tan Son, Cao Ky and Hoa Muc into a new commune called Tan Ky commune.
72. Merge the entire natural area and population size of communes of Thanh Van, Mai Lap and Thanh Mai into a new commune called Thanh Mai commune.
73. Merge the entire natural area and population size of communes of Nong Ha and Thanh Thinh into a new commune called Thanh Thinh commune.
74. Merge the entire natural area and population size of Dong Tam commune-level town; communes of Quang Chu and Nhu Co into a new commune called Cho Moi commune.
75. Merge the entire natural area and population size of communes of Yen Cu, Binh Van and Yen Han into a new commune called Yen Binh commune.
76. Merge the entire natural area and population size of wards of Trung Vuong, Tuc Duyen, Dong Quang, Quang Trung, Hoang Van Thu, Tan Thinh, Phan Dinh Phung; and a part of the natural area and population size of Gia Sang ward into a new ward called Phan Dinh Phung ward.
77. Merge the entire natural area and population size of wards of Chua Hang and Dong Bam; communes of Cao Ngan, Huong Thuong and Linh Son into a new ward called Linh Son ward.
78. Merge the entire natural area and population size of wards of Trung Thanh (Thai Nguyen city), Phu Xa, Tan Thanh, Tan Lap, Tich Luong; and a part of the natural area and population size of Cam Gia ward into a new ward called Tich Luong ward.
79. Merge the entire natural area and population size of Huong Son ward, Dong Lien commune, remaining part of Gia Sang ward after the merger prescribed in clause 76 of this Article, and remaining part of Cam Gia ward after the merger prescribed in clause 78 of this Article into a new ward called Gia Sang ward.
80. Merge the entire natural area and population size of Thinh Dan ward; communes of Phuc Ha and Quyet Thang into a new ward called Quyet Thang ward.
81. Merge the entire natural area and population size of wards of Tan Long, Quang Vinh, Quang Trieu; and Son Cam commune into a new ward called Quan Trieu ward.
82. Merge the entire natural area and population size of wards of Thang Loi, Pho Co and Cai Dan into a new ward called Song Cong ward.
83. Merge the entire natural area and population size of wards of Mo Che, Chau Son; and Ba Xuyen commune into a new ward called Ba Xuyen ward.
84. Merge the entire natural area and population size of wards of Luong Son, Bach Quang; and Tan Quang commune into a new ward called Bach Quang ward.
85. Merge the entire natural area and population size of wards of Ba Hang, Hong Tien, Bai Bong and Dac Son into a new ward called Pho Yen ward.
86. Merge the entire natural area and population size of wards of Nam Tien, Dong Tien, Tan Huong and Tien Phong into a new ward called Van Xuan ward.
87. Merge the entire natural area and population size of wards of Trung Thanh (Pho Yen city), Dong Cao, Tan Phu and Thuan Thanh into a new ward called Trung Thanh ward.
88. Merge the entire natural area and population size of Bac Son ward; communes of Minh Duc and Phuc Thuan into a new ward called Phuc Thuan ward.
89. Merge the entire natural area and population size of wards of Nguyen Thi Minh Khai, Huyen Tung and Duc Xuan into a new ward called Duc Xuan ward.
90. Merge the entire natural area and population size of wards of Song Cau, Phung Chi Kien, Xuat Hoa; and Nong Thuong commune into a new ward called Bac Kan ward.
91. After the arrangement, Thai Nguyen province has 92 administrative-level divisions including 77 communes and 15 wards; of which 75 communes and 15 wards are formed after the arrangement prescribed in this Article and 02 communes are not subject to the arrangement, namely Sang Moc and Thuong Quan.
1. This Resolution comes into force from the day on which it is ratified.
2. Agencies shall, under their authority, expeditiously make necessary preparations to ensure that local governments of commune-level administrative divisions formed after the arrangement prescribed in Article 1 of this Resolution officially commence operations from July 01, 2025.
3. Local governments of commune-level administrative divisions before the arrangement shall continue to operate until local governments of commune-level administrative divisions formed after the arrangement officially commence operations.
1. The Government, People’s Council of Thai Nguyen province, People’s Committee of Thai Nguyen province, local governments of administrative divisions related to the arrangement and other organizations and individuals concerned shall organize the implementation of this Resolution; arrange and stabilize apparatuses of local agencies and organizations; stabilize lives of the local people and satisfy the socio-economic development, national defense and security requirements in the province.
2. The Government is assigned to rely on this Resolution and Project No. 375/DA-CP dated May 09, 2025 of the Government to organize the determination of natural area of commune-level administrative divisions and make it publicly available before September 30, 2025; at the same time expeditiously conduct on-site surveying activities and determine boundaries of administrative divisions to prepare dossiers on boundaries of administrative divisions as prescribed.
3. The Ethnic Minorities Council, Committees of the National Assembly, Delegations of the National Assembly Deputies and Delegation of National Assembly Deputies of Thai Nguyen province shall, within the bounds of their tasks and powers, supervise the implementation of this Resolution.
