ON THE ARRANGEMENT OF COMMUNE-LEVEL ADMINISTRATIVE DIVISIONS OF TUYEN QUANG PROVINCE IN 2025

Pursuant to the Constitution of the Socialist Republic of Vietnam amended by the Resolution No. 203/2025/QH15;
Pursuant to the Law on Local Government Organization No. 72/2025/QH15;
Pursuant to the National Assembly’s Resolution No. 202/2025/QH15 dated June 12, 2025 on arrangement of provincial administrative divisions;
Pursuant to the Resolution No. 76/2025/UBTVQH15 dated April 14, 2025 of the Standing Committee of the National Assembly on arrangement of administrative divisions in 2025;
In view of the Government’s request in the Document No. 366/TTr-CP and Project No. 367/DA-CP dated May 09, 2025, Verification Report No. 444/BC-UBPLTP15 dated June 03, 2025 of the Committee on Law and Justice,
HEREBY RESOLVES:
Article 1. Arrangement of commune-level administrative divisions of Tuyen Quang Province
According to the Government’s Project No. 367/DA-CP dated May 09, 2025 on the arrangement of commune-level administrative divisions of Tuyen Quang Province (new) in 2025, the Standing Committee of the National Assembly makes a decision on the arrangement to establish commune-level administrative divisions of Tuyen Quang Province as follows:
1. Merge the entire natural area and population size of Khuon Ha Commune and Thuong Lam Commune into a new Commune called Thuong Lam Commune.
2. Merge the entire natural area and population size of Lang Can Town, Phuc Yen Commune and Xuan Lap Commune into a new Commune called Lam Binh Commune.
3. Merge the entire natural area and population size of communes of Phuc Son, Hong Quang and Minh Quang into a new Commune called Minh Quang Commune.
4. Merge the entire natural area and population size of Tho Binh Commune and Binh An Commune into a new Commune called Binh An Commune.
5. Merge the entire natural area and population size of Sinh Long Commune and Con Lon Commune into a new Commune called Con Lon Commune.
6. Merge the entire natural area and population size of Khau Tinh Commune and Yen Hoa Commune into a new Commune called Yen Hoa Commune.
7. Merge the entire natural area and population size of Thuong Giap Commune and Thuong Nong Commune into a new Commune called Thuong NoCommune.
8. Merge the entire natural area and population size of communes of Da Vi, Son Phu and Hong Thai into a new Commune called Hong Thai Commune.
9. Merge the entire natural area and population size of Na Hang Town, Nang Kha Commune and Thanh Tuong Commune into a new Commune called Na Hang Commune.
10. Merge the entire natural area and population size of Hung My Commune and Tan My Commune into a new Commune called Tan My Commune.
11. Merge the entire natural area and population size of Binh Phu Commune and Yen Lap Commune into a new Commune called Yen Lap Commune.
12. Merge the entire natural area and population size of Ha Lang Commune and Tan An Commune into a new Commune called Tan An Commune.
13. Merge the entire natural area and population size of Vinh Loc Town and communes of Xuan Quang, Phuc Thinh, Ngoc Hoi and Trung Hoa into a new Commune called Chiem Hoa Commune.
14. Merge the entire natural area and population size of communes of Tan Thinh, Nhan Ly and Hoa An into a new Commune called Hoa An Commune.
15. Merge the entire natural area and population size of Phu Binh Commune and Kien Dai Commune into a new Commune called Kien Dai Commune.
16. Merge the entire natural area and population size of Linh Phu Commune and Tri Phu Commune into a new Commune called Tri Phu Commune.
17. Merge the entire natural area and population size of communes of Vinh Quang, Binh Nhan and Kim Binh into a new Commune called Kim Binh Commune.
18. Merge the entire natural area and population size of Hoa Phu Commune and Yen Nguyen Commune into a new Commune called Yen Nguyen Commune.
19. Merge the entire natural area and population size of Yen Lam Commune and Yen Phu Commune into a new Commune called Yen Phu Commune.
20. Merge the entire natural area and population size of communes of Yen Thuan, Minh Khuong and Bach Xa into a new Commune called Bach Xa Commune.
21. Merge the entire natural area and population size of Minh Dan Commune and Phu Luu Commune into a new Commune called Phu Luu Commune.
22. Merge the entire natural area and population size of Tan Yen Town and communes of Tan Thanh (Ham Yen District), Bang Coc and Nhan Muc into a new Commune called Ham Yen Commune.
23. Merge the entire natural area and population size of Minh Huong Commune and Binh Xa Commune into a new Commune called Binh Xa Commune.
24. Merge the entire natural area and population size of Thanh Long Commune and Thai Son Commune into a new Commune called Thai Son Commune.
25. Merge the entire natural area and population size of Duc Ninh Commune and Thai Hoa Commune into a new Commune called Thai Hoa Commune.
26. Merge the entire natural area and population size of Trung Minh Commune and Hung Loi Commune into a new Commune called Hung Loi Commune.
27. Merge the entire natural area and population size of communes of Dao Vien, Cong Da and Trung Son into a new Commune called Trung Son Commune.
28. Merge the entire natural area and population size of Phu Thinh Commune and Tien Bo Commune and part of the natural area and population size of Thai Binh Commune into a new Commune called Thai Binh Commune.
29. Merge the entire natural area and population size of Tan Tien (Yen Son District) and Tan Long Commune into a new Commune called Tan Long Commune.
30. Merge the entire natural area and population size of communes of Trung Truc, Phuc Ninh and Xuan Van into a new Commune called Xuan Van Commune.
31. Merge the entire natural area and population size of communes of Quy Quan, Chieu Yen and Luc Hanh into a new Commune called Luc Hanh Commune.
32. Merge the entire natural area and population size of Yen Son Town and communes of Tua Quan, Lang Quan and Chan Son into a new Commune called Yen Son Commune.
33. Merge the entire natural area and population size of communes of Nhu Han, Doi Binh and Nhu Khe into a new Commune called Nhu Khe Commune.
34. Merge the entire natural area and population size of communes of Kim Quan, Trung Yen and Tan Trao into a new Commune called Tan Trao Commune.
35. Merge the entire natural area and population size of communes of Binh Yen, Luong Thien and Minh Thanh into a new Commune called Minh Thanh Commune.
36. Merge the entire natural area and population size of Son Duong Town and communes of Hop Thanh, Phuc Ung and Tu Thinh into a new Commune called Son Duong Commune.
37. Merge the entire natural area and population size of communes of Thuong Am, Cap Tien and Vinh Loi into a new Commune called Binh Ca Commune.
38. Merge the entire natural area and population size of communes of Khang Nhat, Hop Hoa and Tan Thanh into a new Commune called Tan Thanh Commune.
39. Merge the entire natural area and population size of communes of Ninh Lai, Thien Ke and Son Nam into a new Commune called Son Thuy Commune.
40. Merge the entire natural area and population size of communes of Dai Phu, Tam Da and Phu Luong into a new Commune called Phu Luong Commune.
41. Merge the entire natural area and population size of communes of Hao Phu, Dong Loi and Truong Sinh into a new Commune called Truong Sinh Commune.
42. Merge the entire natural area and population size of communes of Chi Thiet, Van Phu and Hong Son into a new Commune called Hong Son Commune.
43. Merge the entire natural area and population size of communes of Dong Quy, Quyet Thang and Dong Tho into a new Commune called Dong Tho Commune.
44. Merge the entire natural area and population size of communes of Ma Le, Lung Tao and Lung Cu into a new Commune called Lung Cu Commune.
45. Merge the entire natural area and population size of Dong Van Town and communes of Ta Lung (Dong Van District), Ta Phin, Thai Phin Tung and Pai Lung into a new Commune called Dong Van Commune.
46. Merge the entire natural area and population size of communes of Sung La, Sinh Lung, Sang Tung and Sa Phin into a new Commune called Sa Phin Commune.
47. Merge the entire natural area and population size of Pho Bang Town and communes of Pho La, Pho Cao and Lung Thau into a new Commune called Pho Bang Commune.
48. Merge the entire natural area and population size of communes of Sung Trai, Ho Quang Phin and Lung Phin into a new Commune called Lung Phin Commune.
49. Merge the entire natural area and population size of communes of Lung Chinh, Sung Tra and Sung Mang into a new Commune called Sung Mang Commune.
50. Merge the entire natural area and population size of communes of Thuong Phung, Xin Cai and Son Vi into a new Commune called Son Vi Commune.
51. Merge the entire natural area and population size of Meo Vac Town and communes of Ta Lung (Meo Vac District), Giang Chu Phin and Pa Vi into a new Commune called Meo Vac Commune.
52. Merge the entire natural area and population size of communes of Can Chu Phin, Lung Pu and Khau Vai into a new Commune called Khau Vai Commune.
53. Merge the entire natural area and population size of Niem Tong Commune and Niem Son Commune into a new Commune called Niem Son Commune.
54. Merge the entire natural area and population size of Nam Ban Commune and Tat Nga Commune into a new Commune called Tat Nga Commune.
55. Merge the entire natural area and population size of communes of Sung Chang, Sung Thai and Thang Mo into a new Commune called Thang Mo Commune.
56. Merge the entire natural area and population size of communes of Phu Lung, Na Khe and Bach Dich into a new Commune called Bach Dich Commune.
57. Merge the entire natural area and population size of Yen Minh Town and communes of Lao Va Chai, Huu Vinh, Dong Minh and Van Chai into a new Commune called Yen Minh Commune.
58. Merge the entire natural area and population size of communes of Ngam La, Mau Long and Mau Due into a new Commune called Mau Due Commune.
59. Merge the entire natural area and population size of Du Tien Commune and Du Gia Commune into a new Commune called Du Gia Commune.
60. Merge the entire natural area and population size of Lung Ho Commune and Duong Thuong Commune into a new Commune called Duong Thuong Commune.
61. Merge the entire natural area and population size of communes of Thai An, Dong Ha and Lung Tam into a new Commune called Lung Tam Commune.
62. Merge the entire natural area and population size of Bat Dai Commune and Can Ty Commune into a new Commune called Can Ty Commune.
63. Merge the entire natural area and population size of Thanh Van Commune and Nghia Thuan Commune into a new Commune called Nghia Thuan Commune.
64. Merge the entire natural area and population size of Tam Son Town, Quyet Tien Commune and Quan Ba Commune into a new Commune called Quan Ba Commune.
65. Merge the entire natural area and population size of communes of Cao Ma Po, Ta Van and Tung Vai into a new Commune called Tung Vai Commune.
66. Merge the entire natural area and population size of Phieng Luong Commune and Yen Cuong Commune into a new Commune called Yen Cuong Commune.
67. Merge the entire natural area and population size of communes of Duong Am, Phu Nam and Duong Hong into a new Commune called Duong Hong Commune.
68. Merge the entire natural area and population size of Yen Phu Town, Yen Phong Commune and Lac Nong Commune into a new Commune called Bac Me Commune.
69. Merge the entire natural area and population size of Minh Ngoc Commune, Thuong Tan Commune and part of the natural area and population size of Yen Dinh Commune into a new Commune called Minh Ngoc Commune.
70. Merge the entire natural area and population size of Ngoc Duong Commune and remaining part of Yen Dinh Commune after the arrangement specified in clause 69 of this Article into a new Commune called Ngoc Duong Commune.
71. Merge the entire natural area and population size of communes of Xin Chai, Thanh Duc and Lao Chai into a new Commune called Lao Chai Commune.
72. Merge the entire natural area and population size of Phuong Tien Commune and Thanh Thuy Commune into a new Commune called Thanh Thuy Commune.
73. Merge the entire natural area and population size of communes of Kim Thach, Kim Linh and Phu Linh into a new Commune called Phu Linh Commune.
74. Merge the entire natural area and population size of communes of Ngoc Linh, Trung Thanh and Linh Ho into a new Commune called Linh Ho Commune.
75. Merge the entire natural area and population size of Ngoc Minh Commune and Bach Ngoc Commune into a new Commune called Bach Ngoc Commune.
76. Merge the entire natural area and population size of Vi Xuyen Town, Viet Lam Farm Town, Dao Duc Commune and part of the natural area and population size of Viet Lam Commune into a new Commune called Vi Xuyen Commune.
77. Merge the entire natural area and population size of Quang Ngan Commune and remaining part of Viet Lam Commune after the arrangement specified in clause 76 of this Article into a new Commune called Viet Lam Commune.
78. Merge the entire natural area and population size of communes of Tan Thanh (Bac Quang District), Tan Lap and Tan Quang into a new Commune called Tan Quang Commune.
79. Merge the entire natural area and population size of communes of Dong Tien, Thuong Binh and Dong Tam into a new Commune called Dong Tam Commune.
80. Merge the entire natural area and population size of communes of Huu San, Duc Xuan and Lien Hiep into a new Commune called Lien Hiep Commune.
81. Merge the entire natural area and population size of communes of Kim Ngoc, Vo Diem and Bang Hanh into a new Commune called Bang Hanh Commune.
82. Merge the entire natural area and population size of Viet Quang Town, Quang Minh Commune and Viet Vinh Commune into a new Commune called Bac Quang Commune.
83. Merge the entire natural area and population size of communes of Viet Hong, Tien Kieu and Hung An into a new Commune called Hung An Commune.
84. Merge the entire natural area and population size of Vinh Tuy Town, Vinh Hao Town and Dong Thanh Commune into a new Commune called Vinh Tuy Commune.
85. Merge the entire natural area and population size of Vinh Phuc Commune and Dong Yen Commune into a new Commune called Dong Yen Commune.
86. Merge the entire natural area and population size of communes of Vi Thuong, Huong Son and Tien Yen into a new Commune called Tien Yen Commune.
87. Merge the entire natural area and population size of Na Khuong Commune and Xuan Giang Commune into a new Commune called Xuan Giang Commune.

95. Merge the entire natural area and population size of communes of Tan Tien (Hoang Su Phi District), Ban Nhung and Tung San into a new Commune called Tan Tien Commune.
96. Merge the entire natural area and population size of Vinh Quang Town and communes of Ban Luoc, Ngam Dang Vai, Tu Nhan and Dan Van into a new Commune called Hoang Su Phi Commune.
97. Merge the entire natural area and population size of communes of Po Lo, Then Chu Phin and Thang Tin into a new Commune called Thang Tin Commune.
98. Merge the entire natural area and population size of communes of Ban Phung, Chien Pho and Ban May into a new Commune called Ban May Commune.
99. Merge the entire natural area and population size of communes of San Sa Ho, Nang Don and Po Ly Ngai into a new Commune called Po Ly Ngai Commune.
100. Merge the entire natural area and population size of communes of Then Phang, Nan Xin, Ban Diu, Chi Ca and Xin Man into a new Commune called Xin Man Commune.
101. Merge the entire natural area and population size of Coc Pai Town and communes of Nan Ma, Ban Ngo and Pa Vay Su into a new Commune called Pa Vay Su Commune.
102. Merge the entire natural area and population size of communes of Che La, Ta Nhiu and Nam Dan into a new Commune called Nam Dan Commune.
103. Merge the entire natural area and population size of communes of Coc Re, Thu Ta and Trung Thinh into a new Commune called Trung Thinh Commune.
104. Merge the entire natural area and population size of Na Chi Commune and Khuon Lung Commune into a new Commune called Khuon Lung Commune.
105. Merge the entire natural area and population size of My Lam Ward, My Bang Commune and part of the natural area and population size of Kim Phu Commune into a new Ward called My Lam Ward.
106. Merge the entire natural area and population size of wards of Y La, Tan Ha, Phan Thiet, Minh Xuan and Tan Quang, Trung Mon Commune and remaining part of Kim Phu Commune after the arrangement specified in clause 105 of this Article into a new Ward called Minh Xuan Ward.
107. Merge the entire natural area and population size of Nong Tien Ward, Trang Da Commune and remaining part of Thai Binh Commune after the arrangement specified in clause 28 of this Article into a new Ward called Nong Tien Ward.
108. Merge the entire natural area and population size of Hung Thanh Ward, An Tuong Ward and communes of Luong Vuong, An Khang and Hoang Khai into a new Ward called An Tuong Ward.
109. Merge the entire natural area and population size of Doi Can Ward and Thai Long Commune into a new Ward called Binh Thuan Ward.
110. Merge the entire natural area and population size of Nguyen Trai Ward, Phuong Thien Commune, Phuong Do Commune and part of the natural area and population size of Quang Trung Ward into a new Ward called Ha Giang 1 Ward.
111. Merge the entire natural area and population size of wards of Ngoc Ha, Tran Phu and Minh Khai, remaining part of Quang Trung Ward after the arrangement specified in clause 110 of this Article and Phong Quang Commune into a new Ward called Ha Giang 2 Ward.
112. After the arrangement, Tuyen Quang Province has 124 commune-level administrative divisions, including 117 communes and 07 wards; of which 104 communes and 07 wards are formed after the arrangement specified in this Article and 13 communes are not subject to the arrangement, namely communes of Trung Ha, Kien Thiet, Hung Duc, Minh Son, Minh Tan, Thuan Hoa, Tung Ba, Thuong Son, Cao Bo, Ngoc Long, Giap Trung, Tien Nguyen and Quang Nguyen.
1. This Resolution comes into force from the date on which it is approved.
2. Agencies shall, under their authority, expeditiously make necessary preparations to ensure that local governments of commune-level administrative divisions formed after the arrangement specified in Article 1 of this Resolution officially commence operations from July 01, 2025.
3. Local governments of commune-level administrative divisions before the arrangement shall continue to operate until local governments of commune-level administrative divisions formed after the arrangement officially commence operations.
Article 3. Organizing implementation
1. The Government, People’s Council of Tuyen Quang Province, People’s Committee of Tuyen Quang Province, local governments of administrative divisions related to the arrangement and other organizations and individuals concerned shall organize the implementation of this Resolution; arrange and stabilize apparatuses of local agencies and organizations; stabilize lives of the local people and satisfy the socio-economic development, national defense and security requirements in the Province.
2. The Government is assigned to rely on this Resolution and Project No. 367/DA-CP dated May 09, 2025 of the Government to organize the determination of natural area of commune-level administrative divisions and make it publicly available before September 30, 2025; at the same time expeditiously conduct on-site surveying activities and determine boundaries of administrative divisions to prepare dossiers on boundaries of administrative divisions as prescribed.
3. The Ethnic Minorities Council, Committees of the National Assembly, Delegations of the National Assembly Deputies and Tuyen Quang Province Delegation of National Assembly Deputies shall, within the bounds of their tasks and powers, supervise the implementation of this Resolution.
This Resolution was adopted by the Standing Committee of the 15th National Assembly of Socialist Republic of Vietnam on this 16th of June 2025.
