RESOLUTION

ON THE ARRANGEMENT OF COMMUNE-LEVEL ADMINISTRATIVE DIVISIONS OF HO CHI MINH CITY IN 2025

THE STANDING COMMITTEE OF THE NATIONAL ASSEMBLY

Pursuant to the Constitution of the Socialist Republic of Vietnam amended by the Resolution No. 203/2025/QH15;

Pursuant to the Law on Local Government Organization No. 72/2025/QH15;

Pursuant to the National Assembly’s Resolution No. 202/2025/QH15 dated June 12, 2025 on arrangement of provincial administrative divisions;

Pursuant to the Resolution No. 76/2025/UBTVQH15 dated April 14, 2025 of the Standing Committee of the National Assembly on arrangement of administrative divisions in 2025;

In view of the Government’s request in the Document No. 355/TTr-CP and Project No. 356/DA-CP dated May 09, 2025, Verification Report No. 443/BC-UBPLTP15 dated June 03, 2025 of the Committee on Law and Justice,

HEREBY RESOLVES:

Article 1. Arrangement of commune-level administrative divisions of Ho Chi Minh City

According to the Government’s Project No. 356/DA-CP dated May 09, 2025 on the arrangement of commune-level administrative divisions of Ho Chi Minh City (new) in 2025, the Standing Committee of the National Assembly makes a decision on the arrangement to establish commune-level administrative divisions of Ho Chi Minh City as follows:

1. Merge the entire natural area and population size of Ben Nghe Ward and part of the natural area and population size of Da Kao Ward and Nguyen Thai Binh Ward into a new Ward called Sai Gon Ward.

2. Merge the entire natural area and population size of Tan Dinh Ward (District 1) and remaining part of Da Kao Ward after the merger specified in clause 1 of this Article into a new Ward called Tan Dinh Ward.

3. Merge the entire natural area and population size of Ben Thanh Ward and Ngu Lao Ward and part of the natural area and population size of Cau Ong Lanh Ward, remaining part of Nguyen Thai Binh Ward after the merger specified in clause 1 of this Article into a new Ward called Ben Thanh Ward.

4. Merge the entire natural area and population size of wards of Nguyen Cu Trinh, Cau Kho and Co Giang and remaining part of Cau Ong Lanh Ward after the merger specified in clause 3 of this Article into a new Ward called Cau Ong Lanh Ward.

5. Merge the entire natural area and population size of Ward 1, Ward 2, Ward 3, Ward 5 and part of the natural area and population size of Ward 4 (District 3) into a new Ward called Ban Co Ward.

6. Merge the entire natural area and population size of Vo Thi Sau Ward and remaining part of Ward 4 (District 3) after the merger specified in clause 5 of this Article into a new Ward called Xuan Hoa Ward.

7. Merge the entire natural area and population size of Ward 9, Ward 11, Ward 12 and Ward 14 (District 3) into a new Ward called Nhieu Loc Ward.

8. Merge the entire natural area and population size of Ward 13, Ward 16, Ward 18 and part of the natural area and population size of Ward 15 (District 4) into a new Ward called Xom Chieu Ward.

9. Merge the entire natural area and population size of Ward 8 and Ward 9 (District 4), part of the natural area and population size of Ward 2 and Ward 4 (District 4), remaining part of Ward 15 (District 4) after the merger specified in clause 8 of this Article into a new Ward called Khanh Hoi Ward.

10. Merge the entire natural area and population size of Ward 1 and Ward 3 (District 4), remaining part of Ward 2 and Ward 4 (District 4) after the merger specified in clause 9 of this Article into a new Ward called Vinh Hoi Ward.

11. Merge the entire natural area and population size of Ward 1, Ward 2 and Ward 4 (District 5) into a new Ward called Cho Quan Ward.

12. Merge the entire natural area and population size of Ward 5, Ward 7 and Ward 9 (District 5) into a new Ward called An Dong Ward.

13. Merge the entire natural area and population size of Ward 11, Ward 12, Ward 13 and Ward 14 (District 5) into a new Ward called Cho Lon Ward.

14. Merge the entire natural area and population size of Ward 2 and Ward 9 (District 6) into a new Ward called Binh Tay Ward.

15. Merge the entire natural area and population size of Ward 1, Ward 7 and Ward 8 (District 6) into a new Ward called Binh Tien Ward.

16. Merge the entire natural area and population size of Ward 10 and Ward 11 (District 6) and part of the natural area and population size of Ward 16 (District 8) into a new Ward called Binh Phu Ward.

17. Merge the entire natural area and population size of Ward 12, Ward 13 and Ward 14 (District 6) into a new Ward called Phu Lam Ward.

18. Merge the entire natural area and population size of wards of Binh Thuan, Tan Thuan Dong and Tan Thuan Tay into a new Ward called Tan Thuan Ward.

19. Merge the entire natural area and population size of Phu Thuan and part of the natural area and population size of Phu My Ward (District 7) into a new Ward called Phu Thuan Ward.

20. Merge the entire natural area and population size of Tan Phu Ward (District 7) and remaining part of Phu My Ward (District 7) after the merger specified in clause 19 of this Article into a new Ward called Tan My Ward.

21. Merge the entire natural area and population size of wards of Tan Phong, Tan Quy, Tan Kieng and Tan Hung into a new Ward called Tan Hung Ward.

22. Merge the entire natural area and population size of Ward 4 (District 8), Rach Ong Ward, Hung Phu Ward and part of the natural area and population size of Ward 5 (District 8) into a new Ward called Chanh Hung Ward.

23. Merge the entire natural area and population size of Ward 14 and Ward 15 (District 8), Xom Cui Ward and part of the natural area and population size of Ward 16 (District 8) into a new Ward called Phu Dinh Ward.

24. Merge the entire natural area and population size of Ward 6 (District 8), part of the natural area and population size of Ward 7 (District 8), An Phu Tay Commune and remaining part of Ward 5 (District 8) after the merger specified in clause 22 of this Article into a new Ward called Binh Dong Ward.

25. Merge the entire natural area and population size of Ward 6 and Ward 8 (District 10) and part of the natural area and population size of Ward 14 (District 10) into a new Ward called Dien Hong Ward.

26. Merge the entire natural area and population size of Ward 1, Ward 2, Ward 4, Ward 9 and Ward 10 (District 10) into a new Ward called Vuon Lai Ward.

27. Merge the entire natural area and population size of Ward 12, Ward 13 and Ward 15 (District 10) and remaining part of Ward 14 (District 10) after the merger specified in clause 25 of this Article into a new Ward called Hoa Hung Ward.

28. Merge the entire natural area and population size of Ward 1, Ward 7 and Ward 16 (District 11) into a new Ward called Minh Phung Ward.

29. Merge the entire natural area and population size of Ward 3 and Ward 10 (District 11) and part of the natural area and population size of Ward 8 (District 11) into a new Ward called Binh Thoi Ward.

30. Merge the entire natural area and population size of Ward 5 and Ward 14 (District 11) into a new Ward called Hoa Binh Ward.

31. Merge the entire natural area and population size of Ward 11 and Ward 15 (District 11), remaining part of Ward 8 (District 11) after the merger specified in clause 29 of this Article into a new Ward called Phu Tho Ward.

32. Merge the entire natural area and population size of wards of Tan Thoi Nhat, Tan Hung Thuan and Dong Hung Thuan into a new Ward called Dong Hung Thuan Ward.

33. Merge the entire natural area and population size of Tan Chanh Hiep Ward and Trung My Tay Ward into a new Ward called Trung My Tay Ward.

34. Merge the entire natural area and population size of Hiep Thanh Ward (District 12) and Tan Thoi Hiep Ward into a new Ward called Tan Thoi Hiep Ward.

35. Merge the entire natural area and population size of Thanh Xuan Ward and Thoi An Ward into a new Ward called Thoi An Ward.

36. Merge the entire natural area and population size of Thanh Loc Ward and An Phu Dong Ward into a new Ward called An Phu Dong Ward.

37. Merge the entire natural area and population size of wards of Binh Tri Dong B, An Lac A and An Lac into a new Ward called An Lac Ward.

38. Merge the entire natural area and population size of Binh Hung Hoa B Ward and part of the natural area and population size of Binh Tri Dong A Ward and Tan Tao Ward into a new Ward called Binh Tan Ward.

39. Merge part of the natural area and population size of Tan Tao A Ward, Tan Tao Ward and Tan Kien Commune into a new Ward called Tan Tao Ward.

40. Merge the entire natural area and population size of Binh Tri Dong Ward, part of the natural area and population size of Binh Hung Hoa A Ward and remaining part of Binh Tri Dong A Ward after the merger specified in clause 38 of this Article into a new Ward called Binh Tri Dong Ward.

41. Merge the entire natural area and population size of Binh Hung Hoa Ward, part of the natural area of Son Ky Ward and remaining part of Binh Hung Hoa A Ward after the merger specified in clause 40 of this Article into a new Ward called Binh Hung Hoa Ward.

65. Merge the entire natural area and population size of Phu Trung Ward, Hoa Thanh Ward, part of the natural area and population size of Tan Thoi Hoa Ward and remaining part of Tan Thanh Ward after the merger specified in clause 63 and clause 64 of this Article into a new Ward called Tan Phu Ward.

66. Merge the entire natural area and population size of Hiep Tan Ward, Phu Thanh Ward and remaining part of Tan Thoi Hoa Ward after the merger specified in clause 65 of this Article into a new Ward called Phu Thanh Ward.

115. Merge the entire natural area and population size of Le Minh Xuan Commune and Binh Loi Commune into a new Commune called Binh Loi Commune.

116. Merge the entire natural area and population size of Tan Tuc Town, Tan Nhut Commune, remaining part of Tan Tao A Ward and Tan Kien Commune after the merger specified in clause 39 of this Article, remaining part of Ward 16 (District 8) after the merger specified in clause 16 and clause 23 of this Article into a new Commune called Tan Nhut Commune.

117. Merge the entire natural area and population size of Tan Quy Tay Commune, Binh Chanh Commune and remaining part of An Phu Tay Commune after the merger specified in clause 24 of this Article into a new Commune called Binh Chanh Commune.

118. Merge the entire natural area and population size of communes of Da Phuoc, Qui Duc and Hung Long into a new Commune called Hung Long Commune.

119. Merge the entire natural area and population size of Phong Phu Commune, Binh Hung Commune and remaining part of Ward 7 (District 8) after the merger specified in clause 24 of this Article into a new Commune called Binh Hung Commune.

120. Merge the entire natural area and population size of Tam Thon Hiep Commune, Binh Khanh Commune and part of the natural area and population size of An Thoi Dong Commune into a new Commune called Binh Khanh Commune.

131. Merge the entire natural area and population size of Tan Hiep (Hoc Mon District), Tan Xuan Commune and Hoc Mon Town into a new Commune called Hoc Mon Commune.

132. Merge the entire natural area and population size of communes of Tan Thoi Nhi, Xuan Thoi Dong and Xuan Thoi Son into a new Commune called Thoi An Xuan Thoi Son Commune.

133. Merge the entire natural area and population size of communes of Xuan Thoi Thuong, Trung Chanh and Ba Diem into a new Commune called Ba Diem Commune.

134. Merge the entire natural area and population size of communes of Phu Xuan, Phuoc Kien and Phuoc Loc into a new Commune called Nha Be Commune.

135. Merge the entire natural area and population size of communes of Nhon Duc, Long Thoi and Hiep Phuoc into a new Commune called Hiep Phuoc Commune.

136. Merge the entire natural area and population size of communes of Lac An, Hieu Liem and Thuong Tan and remaining part of Tan My Commune after the merger specified in clause 99 of this Article into a new Commune called Thuong Tan Commune.

137. Merge the entire natural area and population size of Tan Thanh Town, Dat Cuoc Commune and Tan Dinh Commune into a new Commune called Bac Tan Uyen Commune.

138. Merge the entire natural area and population size of Phuoc Vinh Town, An Binh Commune and part of the natural area and population size of Tam Lap Commune into a new Commune called Phu Giao Commune.

139. Merge the entire natural area and population size of Vinh Hoa Commune, Phuoc Hoa Commune and remaining part of Tam Lap Commune after the merger specified in clause 138 of this Article into a new Commune called Phuoc Hoa Commune.

140. Merge the entire natural area and population size of communes of Tan Hiep (Phu Giao District), An Thai and Phuoc Sang into a new Commune called Phuoc Thanh Commune.

141. Merge the entire natural area and population size of communes of An Linh, Tan Long and An Long into a new Commune called An Long Commune.

142. Merge the entire natural area and population size of Tru Van Tho Commune, Cay Truong II Commune and part of the natural area and population size of Lai Uyen Town into a new Commune called Tru Van Tho Commune.

143. Merge the remaining part of Lai Uyen Town after the merger specified in clause 142 of this Article into a new Commune called Bau Bang Commune.

144. Merge the entire natural area and population size of Long Tan Commune and Long Hoa Commune (Dau Tieng District) and part of the natural area and population size of Minh Tan Commune and Minh Thanh Commune into a new Commune called Long Hoa Commune.

145. Merge the entire natural area and population size of Thanh An Commune, part of the natural area and population size of Dinh Hiep Commune and remaining part of Thanh Tuyen Commune and An Lap Commune after the merger specified in clause 93 of this Article into a new Commune called Thanh An Commune.

146. Merge the entire natural area and population size of Dau Tieng Town, Dinh An Commune, Dinh Thanh Commune and remaining part of Dinh Hiep Commune after the merger specified in clause 145 of this Article into a new Commune called Dau Tieng Commune.

147. Merge the entire natural area and population size of Minh Hoa Commune and remaining part of Minh Tan Commune and Minh Thanh Commune after the merger specified in clause 144 of this Article into a new Commune called Minh Thanh Commune.

148. Merge the entire natural area and population size of Toc Tien Commune and Chau Pha Commune into a new Commune called Chau Pha Commune.

149. Merge the entire natural area and population size of Long Hai Town, Phuoc Tinh Commune and Phuoc Hung Commune into a new Commune called Long Hai Commune.

150. Merge the entire natural area and population size of Long Dien Town and Tam An Commune into a new Commune called Long Dien Commune.

151. Merge the entire natural area and population size of Phuoc Hai Town and Phuoc Hoi Commune into a new Commune called Phuoc Hai Commune.

152. Merge the entire natural area and population size of Dat Do Town and communes of Long Tan (Long Dat District), Lang Dai and Phuoc Long Tho into a new Commune called Dat Do Commune.

153. Merge the entire natural area and population size of Da Bac Commune and Nghia Thanh Commune into a new Commune called Nghia Thanh Commune.

154. Merge the entire natural area and population size of Ngai Giao Town, Binh Ba Commune and Suoi Nghe Commune into a new Commune called Ngai Giao Commune.

155. Merge the entire natural area and population size of Kim Long Town, Bau Chinh Commune and Lang Lon Commune into a new Commune called Kim Long Commune.

156. Merge the entire natural area and population size of Cu Bi Commune and Xa Bang Commune into a new Commune called Chau Duc Commune.

157. Merge the entire natural area and population size of communes of Binh Trung, Quang Thanh and Binh Gia into a new Commune called Binh Gia Commune.

158. Merge the entire natural area and population size of communes of Suoi Rao, Son Binh and Xuan Son into a new Commune called Xuan Son Commune.

159. Merge the entire natural area and population size of Phuoc Buu Town, Phuoc Tan Commune and Phuoc Thuan Commune into a new Commune called Ho Tram Commune.

160. Merge the entire natural area and population size of communes of Bong Trang, Bung Rieng and Xuyen Moc into a new Commune called Xuyen Moc Commune.

161. Merge the entire natural area and population size of communes of Hoa Hung, Hoa Binh and Hoa Hoi into a new Commune called Hoa Hoi Commune.

162. Merge the entire natural area and population size of Tan Lam Commune and Bau Lam Commune into a new Commune called Bau Lam Commune.

163. Merge the entire natural area and population size of Con Dao District into a special zone called Con Dao special zone.

164. After the arrangement, Ho Chi Minh City has 168 commune-level administrative divisions, including 113 wards, 54 communes and 01 special zone; of which 112 wards, 50 communes and 01 special zone are formed after the arrangement specified in this Article and 05 commune-level administrative divisions are not subject to the arrangement, namely Thoi Hoa Ward, and communes of Long Son, Hoa Hiep, Binh Chau and Thanh An.

Article 2. Effect

1. This Resolution comes into force from the date on which it is approved.

2. Agencies shall, under their authority, expeditiously make necessary preparations to ensure that local governments of commune-level administrative divisions formed after the arrangement specified in Article 1 of this Resolution officially commence operations from July 01, 2025.

3. Local governments of commune-level administrative divisions before the arrangement shall continue to operate until local governments of commune-level administrative divisions formed after the arrangement officially commence operations.

Article 3. Organizing implementation

1. The Government, People’s Council of Ho Chi Minh City, People’s Committee of Ho Chi Minh City, local governments of administrative divisions related to the arrangement and other organizations and individuals concerned shall organize the implementation of this Resolution; arrange and stabilize apparatuses of local agencies and organizations; stabilize lives of the local people and satisfy the socio-economic development, national defense and security requirements in the City.

2. The Government is assigned to rely on this Resolution and Project No. 356/DA-CP dated May 09, 2025 of the Government to organize the determination of natural area of commune-level administrative divisions and make it publicly available before September 30, 2025; at the same time expeditiously conduct on-site surveying activities and determine boundaries of administrative divisions to prepare dossiers on boundaries of administrative divisions as prescribed.

3. The Ethnic Minorities Council, Committees of the National Assembly, Delegations of the National Assembly Deputies and Ho Chi Minh City Delegation of National Assembly Deputies shall, within the bounds of their tasks and powers, supervise the implementation of this Resolution.
