ON THE ARRANGEMENT OF COMMUNE-LEVEL ADMINISTRATIVE DIVISIONS OF THANH HOA PROVINCE IN 2025
THE STANDING COMMITTEE OF THE NATIONAL ASSEMBLY
Pursuant to the Constitution of the Socialist Republic of Vietnam amended by the Resolution No. 203/2025/QH15;
Pursuant to the Law on Local Government Organization No. 72/2025/QH15;
Pursuant to the Resolution No. 76/2025/UBTVQH15 dated April 14, 2025 of the Standing Committee of the National Assembly on arrangement of administrative divisions in 2025;
In view of the Government’s request in the Document No. 351/TTr-CP and Project No. 352/DA-CP dated May 09, 2025, Verification Report No. 442/BC-UBPLTP15 dated June 03, 2025 of the Committee on Law and Justice,
HEREBY RESOLVES:
Article 1. Arrangement of commune-level administrative divisions of Thanh Hoa Province
According to the Government’s Project No. 352/DA-CP dated May 09, 2025 on the arrangement of commune-level administrative divisions of Thanh Hoa Province (new) in 2025, the Standing Committee of the National Assembly makes a decision on the arrangement to establish commune-level administrative divisions of Thanh Hoa Province as follows:
1. Merge the entire natural area and population size of Anh Son Commune and Cac Son Commune into a new Commune called Cac Son Commune.
2. Merge the entire natural area and population size of Tan Truong Commune and Truong Lam Commune into a new Commune called Truong Lam Commune.
3. Merge the entire natural area and population size of communes of Ha Dong, Ha Ngoc and Yen Son and part of the natural area and population size of Ha Trung Town and Ha Binh Commune into a new Commune called Ha Trung Commune.
4. Merge the entire natural area and population size of Ha Linh Town and communes of Ha Tien, Ha Tan and Ha Son into a new Commune called Tong Son Commune.
5. Merge the entire natural area and population size of Ha Long Town, Ha Bac Commune and Ha Giang Commune into a new Commune called Ha Long Commune.
6. Merge the entire natural area and population size of Yen Duong Commune, Hoat Giang Commune and remaining part of Ha Trung Town and Ha Binh Commune after the arrangement specified in clause 3 of this Article into a new Commune called Hoat Giang Commune.
7. Merge the entire natural area and population size of communes of Ha Hai, Ha Chau, Thai Lai and Linh Toai into a new Commune called Linh Toai Commune.
8. Merge the entire natural area and population size of communes of Dai Loc, Tien Loc and Trieu Loc into a new Commune called Trieu Loc Commune.
9. Merge the entire natural area and population size of communes of Dong Loc, Thanh Loc, Cau Loc and Tuy Loc into a new Commune called Dong Thanh Commune.
10. Merge the entire natural area and population size of Hau Loc Town and communes of Thuan Loc, My Loc and Loc Son into a new Commune called Hau Loc Commune.
11. Merge the entire natural area and population size of communes of Xuan Loc (Hau Loc District), Lien Loc, Quang Loc, Phu Loc, Hoa Loc and Hoa Loc into a new Commune called Hoa Loc Commune.
12. Merge the entire natural area and population size of communes of Minh Loc, Hai Loc, Hung Loc, Ngu Loc and Da Loc into a new Commune called Van Loc Commune.
13. Merge the entire natural area and population size of Nga Son Town and communes of Nga Yen, Nga Thanh, Nga Hiep and Nga Thuy into a new Commune called Nga Son Commune.
14. Merge the entire natural area and population size of communes of Nga Van, Nga Phuong, Nga Thach and Nga Thang into a new Commune called Nga Thang Commune.
15. Merge the entire natural area and population size of communes of Nga Hai, Nga Thanh, Nga Giap and Nga Lien into a new Commune called Ho Vuong Commune.
16. Merge the entire natural area and population size of communes of Nga Tien, Nga Tan and Nga Thai into a new Commune called Tan Tien Commune.
17. Merge the entire natural area and population size of communes of Nga Dien, Nga Phu and Nga An into a new Commune called Nga An Commune.
18. Merge the entire natural area and population size of communes of Nga Vinh, Nga Truong, Nga Thien and Ba Dinh into a new Commune called Ba Dinh Commune.
19. Merge the entire natural area and population size of But Son Town and communes of Hoang Duc, Hoang Dong, Hoang Dao, Hoang Ha and Hoang Dat into a new Commune called Hoang Hoa Commune.
20. Merge the entire natural area and population size of communes of Hoang Yen, Hoang Hai, Hoang Truong and Hoang Tien into a new Commune called Hoang Tien Commune.
21. Merge the entire natural area and population size of communes of Hoang Dong, Hoang Ngoc, Hoang Phu and Hoang Thanh into a new Commune called Hoang Thanh Commune.
22. Merge the entire natural area and population size of communes of Hoang Thinh, Hoang Thai, Hoang Thanh, Hoang Trach, Hoang Tan and Hoang Loc into a new Commune called Hoang Loc Commune.
23. Merge the entire natural area and population size of communes of Hoang Thang, Hoang Phong, Hoang Luu and Hoang Chau into a new Commune called Hoang Chau Commune.
24. Merge the entire natural area and population size of communes of Hoang Trinh, Hoang Xuyen, Hoang Cat and Hoang Son into a new Commune called Hoang Son Commune.
25. Merge the entire natural area and population size of communes of Hoang Quy, Hoang Kim, Hoang Trung and Hoang Phu into a new Commune called Hoang Phu Commune.
26. Merge the entire natural area and population size of communes of Hoang Xuan, Hoang Quy, Hoang Hop and Hoang Giang into a new Commune called Hoang Giang Commune.
27. Merge the entire natural area and population size of Tan Phong Town, Quang Duc Commune and Quang Dinh Commune into a new Commune called Luu Ve Commune.
28. Merge the entire natural area and population size of communes of Quang Trach, Quang Hoa, Quang Long and Quang Yen into a new Commune called Quang Yen Commune.
29. Merge the entire natural area and population size of communes of Quang Hop, Quang Van, Quang Phuc and Quang Ngoc into a new Commune called Quang Ngoc Commune.
30. Merge the entire natural area and population size of communes of Quang Nhan, Quang Hai and Quang Ninh into a new Commune called Quang Ninh Commune.
31. Merge the entire natural area and population size of communes of Quang Luu, Quang Loc, Quang Thai and Quang Binh into a new Commune called Quang Binh Commune.
32. Merge the entire natural area and population size of communes of Quang Thach, Quang Nam and Tien Trang into a new Commune called Tien Trang Commune.
33. Merge the entire natural area and population size of communes of Quang Truong, Quang Khe, Quang Trung and Quang Chinh into a new Commune called Quang Chinh Commune.
34. Merge the entire natural area and population size of Nong Cong Town and communes of Van Thang, Van Hoa, Van Thien, Minh Nghia and Minh Khoi into a new Commune called Nong Cong Commune.
35. Merge the entire natural area and population size of communes of Trung Thanh (Nong Cong District), Te Nong, Te Thang and Te Loi into a new Commune called Thang Loi Commune.
36. Merge the entire natural area and population size of communes of Tan Phuc (Nong Cong District), Tan Tho, Tan Khang, Hoang Son, Hoang Giang and Trung Chinh into a new Commune called Trung Chinh Commune.
37. Merge the entire natural area and population size of communes of Truong Minh, Truong Trung, Truong Son and Truong Giang into a new Commune called Truong Van Commune.
38. Merge the entire natural area and population size of communes of Thang Long, Thang Tho and Thang Binh into a new Commune called Thang Binh Commune.
39. Merge the entire natural area and population size of communes of Tuong Son, Tuong Van and Tuong Linh into a new Commune called Tuong Linh Commune.
40. Merge the entire natural area and population size of communes of Cong Liem, Yen My and Cong Chinh and part of the natural area and population size of Thanh Tan Commune into a new Commune called Cong Chinh Commune.
41. Merge the entire natural area and population size of communes of Thieu Phuc, Thieu Cong, Thieu Nguyen and part of the natural area and population size of Thieu Hoa Town and Thieu Long Commune into a new Commune called Thieu Hoa Commune.
42. Merge the entire natural area and population size of communes of Thieu Duy, Thieu Hop, Thieu Thinh, Thieu Giang and Thieu Quang and part of the natural area and population size of Thieu Hoa Town into a new Commune called Thieu Quang Commune.
43. Merge the entire natural area and population size of communes of Thieu Ngoc, Thieu Vu, Thieu Thanh and Thieu Tien into a new Commune called Thieu Tien Commune.
44. Merge the entire natural area and population size of Hau Hien Town and communes of Thieu Chinh, Thieu Hoa and Thieu Toan into a new Commune called Thieu Toan Commune.
45. Merge the entire natural area and population size of communes of Thieu Van, Thieu Ly, Thieu Vien and Thieu Trung and remaining part of Thieu Hoa Town after the arrangement specified in clause 41 and clause 42 of this Article into a new Commune called Thieu Trung Commune.
46. Merge the entire natural area and population size of Quan Lao Town and communes of Dinh Lien, Dinh Long and Dinh Tang into a new Commune called Yen Dinh Commune.
47. Merge the entire natural area and population size of communes of Yen Trung, Yen Phong, Yen Thai and Yen Truong into a new Commune called Yen Truong Commune.
48. Merge the entire natural area and population size of Thong Nhat Town, Yen Tam Commune and Yen Phu Commune into a new Commune called Yen Phu Commune.
49. Merge the entire natural area and population size of Yen Tho Commune (Yen Dinh District), Yen Lam Town and Quy Loc Town into a new Commune called Quy Loc Commune.
50. Merge the entire natural area and population size of communes of Yen Hung, Yen Thinh and Yen Ninh into a new Commune called Yen Ninh Commune.
51. Merge the entire natural area and population size of communes of Dinh Hai (Yen Dinh District), Dinh Hung, Dinh Tien and Dinh Tan into a new Commune called Dinh Tan Commune.
52. Merge the entire natural area and population size of communes of Dinh Binh, Dinh Cong, Dinh Thanh and Dinh Hoa and remaining part of Thieu Long Commune after the arrangement specified in clause 41 of this Article into a new Commune called Dinh Hoa Commune.
53. Merge the entire natural area and population size of Tho Xuan Town and communes of Xuan Hong, Xuan Truong and Xuan Giang into a new Commune called Tho Xuan Commune.
54. Merge the entire natural area and population size of communes of Tho Loc, Xuan Phong, Nam Giang, Bac Luong and Tay Ho into a new Commune called Tho Long Commune.
55. Merge the entire natural area and population size of communes of Xuan Hoa (Tho Xuan District), Tho Hai, Tho Dien and Xuan Hung into a new Commune called Xuan Hoa Commune.
56. Merge the entire natural area and population size of Sao Vang Town and communes of Tho Lam, Xuan Phu and Xuan Sinh into a new Commune called Sao Vang Commune.
57. Merge the entire natural area and population size of Lam Son Town, Xuan Bai Commune and Tho Xuong Commune into a new Commune called Lam Son Commune.
58. Merge the entire natural area and population size of communes of Xuan Thien, Thuan Minh and Tho Lap into a new Commune called Tho Lap Commune.
59. Merge the entire natural area and population size of communes of Phu Xuan (Tho Xuan District), Quang Phu and Xuan Tin into a new Commune called Xuan Tin Commune.
60. Merge the entire natural area and population size of communes of Xuan Minh, Xuan Lai, Truong Xuan and Xuan Lap into a new Commune called Xuan Lap Commune.
61. Merge the entire natural area and population size of Vinh Loc Town and communes of Ninh Khang, Vinh Phuc, Vinh Hung and Vinh Hoa into a new Commune called Vinh Loc Commune.

80. Merge the entire natural area and population size of communes of Trung Tien, Trung Xuan and Trung Ha into a new Commune called Trung Ha Commune.
81. Merge the entire natural area and population size of Lang Chanh Town and Tri Nang Commune into a new Commune called Linh Son Commune.
82. Merge the entire natural area and population size of Tan Phuc Commune (Lang Chanh District) and Dong Luong Commune into a new Commune called Dong Luong Commune.

117. Merge the entire natural area and population size of Phu Nhuan Commune and Mau Lam Commune into a new Commune called Mau Lam Commune.
118. Merge the entire natural area and population size of Ben Sung Town, Xuan Khang Commune and Hai Long Commune and part of the natural area and population size of Yen Tho Commune (Nhu Thanh District) into a new Commune called Nhu Thanh Commune.
119. Merge the entire natural area and population size of Xuan Phuc Commune, Yen Lac Commune and remaining part of Yen Tho Commune (Nhu Thanh District) after the arrangement specified in clause 118 of this Article into a new Commune called Yen Tho Commune.
120. Merge the entire natural area and population size of Thanh Ky Commune and remaining part of Thanh Tan Commune after the arrangement specified in clause 40 of this Article into a new Commune called Thanh Ky Commune.
121. Merge the entire natural area and population size of Thuong Xuan Town and communes of Tho Thanh, Ngoc Phung and Xuan Duong into a new Commune called Thuong Xuan Commune.
122. Merge the entire natural area and population size of Xuan Cao Commune, Luan Thanh Commune and part of the natural area and population size of Luan Khe Commune into a new Commune called Luan Thanh Commune.
123. Merge the entire natural area and population size of Tan Thanh Commune and remaining part of Luan Khe Commune after the arrangement specified in clause 122 of this Article into a new Commune called Tan Thanh Commune.
124. Merge the entire natural area and population size of Xuan Loc Commune (Thuong Xuan District) and Xuan Thang Commune into a new Commune called Thang Loc Commune.
125. Merge the entire natural area and population size of Xuan Le Commune and Xuan Chinh Commune into a new Commune called Xuan Chinh Commune.
126. Merge the entire natural area and population size of Muong Lat Town into a new Commune called Muong Lat Commune.
127. Merge the entire natural area and population size of wards of Phu Son, Lam Son, Ba Dinh, Ngoc Trao and Dong Son (Thanh Hoa City), Truong Thi, Dien Bien, Dong Huong, Dong Hai and Dong Ve and part of the natural area and population size of Dong Tho Ward and An Hung Ward into a new Ward called Hac Thanh Ward.
128. Merge the entire natural area and population size of wards of Quang Hung, Quang Tam, Quang Thanh, Quang Dong, Quang Thinh, Quang Cat and Quang Phu into a new Ward called Quang Phu Ward.
129. Merge the entire natural area and population size of Quang Thang Ward, communes of Dong Vinh, Dong Quang, Dong Yen, Dong Van, Dong Phu and Dong Nam and remaining part of An Hung Ward after the arrangement specified in clause 127 of this Article into a new Ward called Dong Quang Ward.
130. Merge the entire natural area and population size of wards of Rung Thong, Dong Thinh and Dong Tan communes of Dong Hoa, Dong Minh, Dong Hoang, Dong Khe and Dong Ninh into a new Ward called Dong Son Commune.
131. Merge the entire natural area and population size of Dong Linh Ward, Thieu Khanh Ward and communes of Dong Thanh, Thieu Van, Tan Chau, Thieu Giao and Dong Tien into a new Ward called Dong Tien Ward.
132. Merge the entire natural area and population size of wards of Thieu Duong, Dong Cuong, Nam Ngan and Ham Rong and remaining part of Dong Tho Commune after the arrangement specified in clause 127 of this Article into a new Ward called Ham Rong Ward.
133. Merge the entire natural area and population size of Tao Xuyen Ward, Long Anh, Hoang Quang and Hoang Dai into a new Ward called Nguyet Vien Ward.
134. Merge the entire natural area and population size of wards of Bac Son (Sam Son City), Quang Tien, Quang Cu, Trung Son, Truong Son, Quang Chau and Quang Tho into a new Ward called Sam Son Ward.

138. Merge the entire natural area and population size of Thanh Son Commune (Nghi Son Town), Thanh Thuy Commune, Hai Chau Ward and Hai Ninh Ward into a new Ward called Ngoc Son Ward.
139. Merge the entire natural area and population size of Hai An Ward, Tan Dan Ward and Ngoc Linh Commune into a new Ward called Tan Dan Ward.
140. Merge the entire natural area and population size of Dinh Hai Commune (Nghi Son Town), Ninh Hai Ward and Hai Linh Ward into a new Ward called Hai Linh Commune.
141. Merge the entire natural area and population size of wards of Hai Hoa, Binh Minh, Hai Thanh and Hai Nhan commune into a new Ward called Tinh Gia Ward.
142. Merge the entire natural area and population size of Nguyen Binh Ward and Xuan Lam Ward into a new Ward called Dao Duy Tu Ward.
143. Merge the entire natural area and population size of wards of Mai Lam, Tinh Hai and Hai Binh into a new Ward called Hai Binh Ward.
144. Merge the entire natural area and population size of Truc Lam Ward and communes of Phu Son (Nghi Son Town), Phu Lam and Tung Lam into a new Ward called Truc Lam Ward.
145. Merge the entire natural area and population size of Hai Thuong Ward, Hai Ha Commune and Nghi Son Commune into a new Ward called Nghi Son Ward.
146. After the arrangement, Thanh Hoa Province has 166 commune-level administrative divisions, including 147 communes and19 wards; of which 126 communes and 19 wards are formed after the arrangement specified in this Article and 21 communes are not subject to the arrangement, namely communes of Phu Xuan (Quan Hoa District), Muong Chanh, Quang Chieu, Tam Chung, Pu Nhi, Nhi Son, Muong Ly, Trung Ly, Trung Son, Na Meo, Son Thuy, Son Dien, Muong Min, Tam Thanh, Yen Khuong, Yen Thang, Xuan Thai, Bat Mot, Yen Nhan, Luong Son and Van Xuan.
1. This Resolution comes into force from the date on which it is approved.
2. Agencies shall, under their authority, expeditiously make necessary preparations to ensure that local governments of commune-level administrative divisions formed after the arrangement specified in Article 1 of this Resolution officially commence operations from July 01, 2025.
3. Local governments of commune-level administrative divisions before the arrangement shall continue to operate until local governments of commune-level administrative divisions formed after the arrangement officially commence operations.
Article 3. Organizing implementation
1. The Government, People’s Council of Thanh Hoa Province, People’s Committee of Thanh Hoa Province, local governments of administrative divisions related to the arrangement and other organizations and individuals concerned shall organize the implementation of this Resolution; arrange and stabilize apparatuses of local agencies and organizations; stabilize lives of the local people and satisfy the socio-economic development, national defense and security requirements in the Province.
2. The Government is assigned to rely on this Resolution and Project No. 352/DA-CP dated May 09, 2025 of the Government to organize the determination of natural area of commune-level administrative divisions and make it publicly available before September 30, 2025; at the same time expeditiously conduct on-site surveying activities and determine boundaries of administrative divisions to prepare dossiers on boundaries of administrative divisions as prescribed.
3. The Ethnic Minorities Council, Committees of the National Assembly, Delegations of the National Assembly Deputies and Thanh Hoa Province Delegation of National Assembly Deputies shall, within the bounds of their tasks and powers, supervise the implementation of this Resolution.
