ON ARRANGEMENT OF COMMUNE-LEVEL ADMINISTRATIVE DIVISIONS OF VINH LONG PROVINCE IN 2025

Pursuant to the Constitution of the Socialist Republic of Vietnam, as amended by the Resolution No. 203/2025/QH15;
Pursuant to the Law on Organization of Local Governments No. 72/2025/QH15;
Pursuant to the National Assembly’s Resolution No. 202/2025/QH15 dated June 12, 2025 on arrangement of provincial-level administrative divisions;
Pursuant to the Resolution No. 76/2025/UBTVQH15 dated April 14, 2025 of the Standing Committee of the National Assembly on arrangement of administrative divisions in 2025;
In view of the Government’s request in the Document No. 336/TTr-CP and Project No. 337/DA-CP dated May 09, 2025, Verification Report No. 445/BC-UBPLTP15 dated June 03, 2025 of the Committee on Law and Justice,
HEREIN RESOLVES:
Article 1. Arrangement of commune-level administrative divisions of Vinh Long Province
According to the Government’s Project No. 337/DA-CP dated May 09, 2025 on the arrangement of commune-level administrative divisions of Vinh Long Province (new) in 2025, the Standing Committee of the National Assembly makes a decision on the arrangement to establish commune-level administrative divisions of Vinh Long Province as follows:
1. Merge the entire natural area and population size of An Phuoc Commune (Mang Thit District), Chanh An Commune and Cai Nhum Town into a new Commune called Cai Nhum Commune.
2. Merge the entire natural area and population size of communes of Tan An Hoi, Tan Long and Tan Long Hoi into a new Commune called Tan Long Hoi Commune.
3. Merge the entire natural area and population size of communes of My An (Mang Thit District), My Phuoc and Nhon Phu into a new Commune called Nhon Phu Commune.
4. Merge the entire natural area and population size of communes of Long My (Mang Thit District), Hoa Tinh and Binh Phuoc into a new Commune called Binh Phuoc Commune.
5. Merge the entire natural area and population size of communes of Hoa Ninh, Binh Hoa Phuoc, Dong Phu and An Binh into a new Commune called An Binh Commune.
6. Merge the entire natural area and population size of Long Ho Town, Long An Commune and Long Phuoc Commune into a new Commune called Long Ho Commune.
7. Merge the entire natural area and population size of communes of Loc Hoa, Hoa Phu, Thanh Quoi and Phu Quoi into a new Commune called Phu Quoi Commune.
8. Merge the entire natural area and population size of Thanh Binh Commune and Quoi Thien Commune into a new Commune called Quoi Thien Commune.
9. Merge the entire natural area and population size of Vung Liem Town, Trung Hieu Commune and Trung Thanh Commune into a new Commune called Trung Thanh Commune.
10. Merge the entire natural area and population size of communes of Trung Thanh Dong, Trung Nghia and Trung Ngai into a new Commune called Trung Ngai Commune.
11. Merge the entire natural area and population size of communes of Trung Thanh Tay, Tan Quoi Trung and Quoi An into a new Commune called Quoi An Commune.
12. Merge the entire natural area and population size of communes of Tan An Luong, Trung Chanh and Trung Hiep into a new Commune called Trung Hiep Commune.
13. Merge the entire natural area and population size of communes of Hieu Thuan, Trung An and Hieu Phung into a new Commune called Hieu Phung Commune.
14. Merge the entire natural area and population size of communes of Hieu Nhon, Hieu Nghia and Hieu Thanh into a new Commune called Hieu Thanh Commune.
15. Merge the entire natural area and population size of Phu Thanh Commune and Luc Si Thanh Commune into a new Commune called Luc Si Thanh Commune.
16. Merge the entire natural area and population size of Tich Thien Commune and part of the natural area and population size of Tra On Town into a new Commune called Tra On Commune.
17. Merge the entire natural area and population size of communes of Nhon Binh, Tra Con and Tan My, and part of the natural area and population size of Tam Binh Town into a new Commune called Tra Con Commune.
18. Merge the entire natural area and population size of communes of Huu Thanh, Thuan Thoi and Vinh Xuan into a new Commune called Vinh Xuan Commune.
19. Merge the entire natural area and population size of communes of Xuan Hiep, Thoi Hoa and Hoa Binh into a new Commune called Hoa Binh Commune.
20. Merge the entire natural area and population size of communes of Hoa Thanh, Hoa Loc and Hoa Hiep into a new Commune called Hoa Hiep Commune.
21. Merge the entire natural area and population size of My Thanh Trung Commune and remaining part of Tam Binh Town after the arrangement specified in clause 17 of this Article into a new Commune called Tam Binh Commune.
22. Merge the entire natural area and population size of Loan My Commune, Binh Ninh Commune, part of the natural area and population size of Ngai Tu Commune and remaining part of Tra On Town after arrangement specified in clause 16 of this Article into a new Commune called Ngai Tu Commune.
23. Merge the entire natural area and population size of communes of Tan Phu (Tam Binh District), Long Phu, Phu Thinh and Song Phu into a new Commune called Song Phu Commune.
24. Merge the entire natural area and population size of communes of My Loc, Tan Loc, Hau Loc and Phu Loc into a new Commune called Cai Ngang Commune.
25. Merge the entire natural area and population size of Tan Binh Commune (Binh Tan District), Thanh Loi Commune and Tan Quoi Town into a new Commune called Tan Quoi Commune.
26. Merge the entire natural area and population size of communes of Tan Thanh, Tan An Thanh and Tan Luoc into a new Commune called Tan Luoc Commune.
27. Merge the entire natural area and population size of communes of Thanh Trung, Nguyen Van Thanh and My Thuan into a new Commune called My Thuan Commune.
28. Merge the entire natural area and population size of Hiep Thanh Commune and Long Huu Commune into a new Commune called Long Huu Commune.
29. Merge the entire natural area and population size of Cang Long Town, My Cam Commune and Nhi Long Phu Commune into a new Commune called Cang Long Commune.
30. Merge the entire natural area and population size of communes of Tan Binh (Cang Long District), An Truong A and An Truong into a new Commune called An Truong Commune.
31. Merge the entire natural area and population size of Huyen Hoi Commune and Tan An Commune into a new Commune called Tan An Commune.
32. Merge the entire natural area and population size of communes of Dai Phuoc, Duc My and Nhi Long into a new Commune called Nhi Long Commune.
33. Merge the entire natural area and population size of communes of Binh Phu (Cang Long District), Dai Phuc and Phuong Thanh into a new Commune called Binh Phu Commune.
34. Merge the entire natural area and population size of Chau Thanh Town (Chau Thanh District, Tra Vinh Province) and communes of My Chanh (Chau Thanh District), Thanh My and Da Loc into a new Commune called Chau Thanh Commune.
35. Merge the entire natural area and population size of communes of Luong Hoa (Chau Thanh District), Luong Hoa A and Song Loc into a new Commune called Song Loc Commune.
36. Merge the entire natural area and population size of communes of Hoa Loi (Chau Thanh District), Phuoc Hao and Hung My into a new Commune called Hung My Commune.
37. Merge the entire natural area and population size of Cau Ke Town, Hoa An Commune and Chau Dien Commune into a new Commune called Cau Ke Commune.
38. Merge the entire natural area and population size of communes of Ninh Thoi, Phong Phu and Phong Thanh into a new Commune called Phong Thanh Commune.
39. Merge the entire natural area and population size of Hoa Tan Commune and An Phu Tan Commune into a new Commune called An Phu Tan Commune.
40. Merge the entire natural area and population size of communes of Thong Hoa, Thanh Phu and Tam Ngai into a new Commune called Tam Ngai Commune.
41. Merge the entire natural area and population size of Tieu Can Town, Phu Can Commune and Hieu Trung Commune into a new Commune called Tieu Can Commune.
42. Merge the entire natural area and population size of Long Thoi Commune (Tieu Can District), Tan Hoa Commune and Cau Quan Town into a new Commune called Tan Hoa Commune.
43. Merge the entire natural area and population size of communes of Ngai Hung, Tan Hung and Hung Hoa into a new Commune called Hung Hoa Commune.
44. Merge the entire natural area and population size of Hieu Tu Commune and Tap Ngai Commune into a new Commune called Tap Ngai Commune.
45. Merge the entire natural area and population size of My Hoa Commune (Cau Ngang District), Thuan Hoa Commune and Cau Ngang Town into a new Commune called Cau Ngang Commune.
46. Merge the entire natural area and population size of My Long Town, My Long Bac Commune and My Long Nam Commune into a new Commune called My Long Commune.
47. Merge the entire natural area and population size of Kim Hoa Commune and Vinh Kim Commune into a new Commune called Vinh Kim Commune.
48. Merge the entire natural area and population size of communes of Hiep Hoa, Truong Tho and Nhi Truong into a new Commune called Nhi Truong Commune.
49. Merge the entire natural area and population size of communes of Long Son, Hiep My Dong and Hiep My Tay into a new Commune called Hiep My Commune.
50. Merge the entire natural area and population size of Tra Cu Town, Ngai Xuyen Commune and Thanh Son Commune into a new Commune called Tra Cu Commune.
51. Merge the entire natural area and population size of Dinh An Town, Dinh An Commune and Dai An Commune into a new Commune called Dai An Commune.
52. Merge the entire natural area and population size of An Quang Huu Commune and Luu Nghiep Anh Commune into a new Commune called Luu Nghiep Anh Commune.
53. Merge the entire natural area and population size of communes of Ham Tan, Kim Son and Ham Giang into a new Commune called Ham Giang Commune.
54. Merge the entire natural area and population size of communes of Ngoc Bien, Tan Hiep and Long Hiep into a new Commune called Long Hiep Commune.
55. Merge the entire natural area and population size of communes of Tan Son, Phuoc Hung and Tap Son into a new Commune called Tap Son Commune.
56. Merge the entire natural area and population size of Long Thanh Town and Long Khanh Commune into a new Commune called Long Thanh Commune.
57. Merge the entire natural area and population size of Don Xuan Commune and Don Chau Commune into a new Commune called Don Chau Commune.
58. Merge the entire natural area and population size of Thanh Hoa Son Commune and Ngu Lac Commune into a new Commune called Ngu Lac Commune.
59. Merge the entire natural area and population size of Chau Thanh Town (Chau Thanh District, Ben Tre Province) and communes of Tan Thach, Tuong Da, Phu Tuc into a new Commune called Phu Tuc Commune.
60. Merge the entire natural area and population size of communes of An Phuoc (Chau Thanh District), Quoi Son and Giao Long into a new Commune called Giao Long Commune.
61. Merge the entire natural area and population size of Tien Thuy Town, Thanh Trieu Commune and Quoi Thanh Commune into a new Commune called Tien Thuy Commune.
62. Merge the entire natural area and population size of communes of Tan Phu (Chau Thanh District), Tien Long and Phu Duc into a new Commune called Tan Phu Commune.
63. Merge the entire natural area and population size of communes of Son Dinh, Vinh Binh and Phu Phung into a new Commune called Phu Phung Commune.
64. Merge the entire natural area and population size of Long Thoi Commune (Cho Lach District), Hoa Nghia Commune and Cho Lach Town into a new Commune called Cho Lach Commune.
65. Merge the entire natural area and population size of communes of Phu Son, Tan Thieng and Vinh Thanh into a new Commune called Vinh Thanh Commune.
66. Merge the entire natural area and population size of communes of Vinh Hoa (Cho Lach District), Hung Khanh Trung A and Hung Khanh Trung B into a new Commune called Hung Khanh Trung Commune.
67. Merge the entire natural area and population size of Phuoc My Trung Town and communes of Phu My, Thanh Ngai and Tan Phu Tay into a new Commune called Phuoc My Trung Commune.
68. Merge the entire natural area and population size of communes of Tan Binh (Mo Cay Bac District), Thanh An, Hoa Loc and Tan Thanh Binh into a new Commune called Tan Thanh Binh Commune.
69. Merge the entire natural area and population size of communes of Khanh Thanh Tan, Tan Thanh Tay and Nhuan Phu Tan into a new Commune called Nhuan Phu Tan Commune.
70. Merge the entire natural area and population size of communes of Dinh Thuy, Phuoc Hiep and Binh Khanh into a new Commune called Dong Khoi Commune.
71. Merge the entire natural area and population size of Mo Cay Town and communes of An Thanh (Mo Cay Nam District), Tan Hoi and Da Phuoc Hoi into a new Commune called Mo Cay Commune.
72. Merge the entire natural area and population size of communes of An Thoi, Thanh Thoi A and Thanh Thoi B into a new Commune called Thanh Thoi Commune.
73. Merge the entire natural area and population size of communes of Tan Trung, Minh Duc and An Dinh into a new Commune called An Dinh Commune.
74. Merge the entire natural area and population size of communes of Ngai Dang, Cam Son and Huong My into a new Commune called Huong My Commune.
75. Merge the entire natural area and population size of communes of Phu Khanh, Tan Phong, Thoi Thanh and Dai Dien into a new Commune called Dai Dien Commune.
76. Merge the entire natural area and population size of communes of Hoa Loi (Thanh Phu District), My Hung and Quoi Dien into a new Commune called Quoi Dien Commune.
77. Merge the entire natural area and population size of Thanh Phu Town and communes of An Thanh (Thanh Phu District), Binh Thanh and My An into a new Commune called Thanh Phu Commune.
78. Merge the entire natural area and population size of communes of An Thuan, An Nhon and An Qui into a new Commune called An Qui Commune.
79. Merge the entire natural area and population size of An Dien Commune and Thanh Hai Commune into a new Commune called Thanh Hai Commune.
80. Merge the entire natural area and population size of Giao Thanh Commune and Thanh Phong Commune into a new Commune called Thanh Phong Commune.
81. Merge the entire natural area and population size of Tiem Tom Town, An Hoa Tay Commune and Tan Thuy Commune into a new Commune called Tan Thuy Commune.
82. Merge the entire natural area and population size of Bao Thuan Commune and Bao Thanh Commune into a new Commune called Bao Thanh Commune.
83. Merge the entire natural area and population size of Ba Tri Town and communes of Vinh Hoa (Ba Tri District), An Duc, Vinh An and An Binh into a new Commune called Ba Tri Commune.
84. Merge the entire natural area and population size of communes of Phu Le, Phuoc Ngai and Tan Xuan into a new Commune called Tan Xuan Commune.
85. Merge the entire natural area and population size of My Hoa Commune and My Chanh Commune (Ba Tri District), My Nhon Commune into a new Commune called My Chanh Commune.
86. Merge the entire natural area and population size of communes of My Thanh (Ba Tri District), An Phu Trung and An Ngai Trung into a new Commune called An Ngai Trung Commune.
87. Merge the entire natural area and population size of communes of Tan Hung, An Ngai Tay and An Hiep into a new Commune called An Hiep Commune.
88. Merge the entire natural area and population size of communes of Tan Thanh, Hung Le and Hung Nhuong into a new Commune called Hung Nhuong Commune.
89. Merge the entire natural area and population size of Giong Trom Town, Binh Hoa Commune and Binh Thanh Commune into a new Commune called Giong Trom Commune.

102. Merge the entire natural area and population size of Ward 5 (Vinh Long City), and Thanh Duc Commune into a new Ward called Thanh Duc Ward.
103. Merge the entire natural area and population size of Ward 1 and Ward 9 (Vinh Long City), Truong An Ward into a new Ward called Long Chau Ward.
104. Merge the entire natural area and population size of Ward 3 and Ward 4 (Vinh Long City), Phuoc Hau Commune into a new Ward called Phuoc Hau Ward.
105. Merge the entire natural area and population size of Ward 8 (Vinh Long City) and Tan Hanh Commune into a new Ward called Tan Hanh Ward.
106. Merge the entire natural area and population size of wards of Tan Hoa, Tan Hoi and Tan Ngai into a new Ward called Tan Ngai Ward.
107. Merge the entirety of Thuan An Commune and part of the natural area and population size of Thanh Phuoc Ward, Cai Von Ward into a new Ward called Binh Minh Ward.
108. Merge the entire natural area and population size of My Hoa Commune (Binh Minh Town), remaining part of Ngai Tu Commune after the arrangement specified in clause 22 of this Article, and remaining part of Thanh Phuoc Ward, Cai Von Ward after the arrangement specified in clause 107 of this Article into a new Ward called Cai Von Ward.
109. Merge the entire natural area and population size of Dong Thuan Ward and communes of Dong Binh, Dong Thanh, and Dong Thanh into a new Ward called Dong Thanh Ward.
110. Merge the entire natural area and population size of Ward 1, Ward 3 and Ward 9 (Tra Vinh City) into a new Ward called Tra Vinh Ward.
111. Merge the entire natural area and population size of Ward 4 (Tra Vinh City) and Long Duc Commune into a new Ward called Long Duc Ward.
112. Merge the entire natural area and population size of Ward 7 and Ward 8 (Tra Vinh City), Nguyet Hoa Commune into a new Ward called Nguyet Hoa Ward.
113. Merge the entire natural area and population size of Ward 5 (Tra Vinh City) and Hoa Thuan Commune into a new Ward called Hoa Thuan Ward.
114. Merge the entire natural area and population size of Ward 1 (Duyen Hai Town), Long Toan Commune and Dan Thanh Commune into a new Ward called Duyen Hai Ward.
115. Merge the entire natural area and population size of Ward 2 (Duyen Hai Town) and Truong Long Hoa Commune into a new Ward called Truong Long Hoa Ward.
116. Merge the entire natural area and population size of An Hoi Ward and communes of My Thanh An, Phu Nhuan and Son Phu into a new Ward called An Hoi Ward.
117. Merge the entire natural area and population size of Ward 8 (Ben Tre City), Phu Khuong Ward, Phu Hung Commune and Nhon Thanh Commune into a new Ward called Phu Khuong Ward.
118. Merge the entire natural area and population size of Ward 7 and Binh Phu Commune (Ben Tre City), Thanh Tan Commune into a new Ward called Ben Tre Ward.
119. Merge the entire natural area and population size of Ward 6, Son Dong Commune and Tam Phuoc Commune into a new Ward called Son Dong Ward.
120. Merge the entire natural area and population size of Phu Tan Ward, Huu Dinh Commune and Phuoc Thanh Commune into a new Ward called Phu Tan Ward.
121. After the arrangement, Vinh Long Province has 124 commune-level administrative divisions, including 105 communes and 19 wards; of which 101 communes and 19 wards are formed after the arrangement specified in this Article and 04 communes are not subject to the arrangement, namely Long Hoa (Chau Thanh District), Dong Hai, Long Vinh and Hoa Minh.
1. This Resolution comes into force from the day on which it is ratified.
2. Agencies shall, under their authority, expeditiously make necessary preparations to ensure that local governments of commune-level administrative divisions formed after the arrangement specified in Article 1 of this Resolution officially commence operations from July 01, 2025.
3. Local governments of commune-level administrative divisions before the arrangement shall continue operating until local governments of commune-level administrative divisions formed after the arrangement officially commence operations.
Article 3. Implementation organization
1. The Government, People’s Council of Vinh Long Province, People’s Committee of Vinh Long Province, local governments of administrative divisions related to the arrangement and other agencies and organizations concerned shall organize the implementation of this Resolution; arrange and stabilize apparatuses of local agencies and organizations; stabilize lives of the local people and satisfy the socio-economic development, national defense and security requirements in the Province.
2. The Government is assigned to rely on this Resolution and Project No. 337/DA-CP dated May 09, 2025 of the Government to organize the determination of natural area of commune-level administrative divisions and make it publicly available before September 30, 2025; at the same time expeditiously conduct on-site surveying activities and determine boundaries of administrative divisions to prepare dossiers on boundaries of administrative divisions as prescribed.
3. The Ethnic Minorities Council, Committees of the National Assembly, Delegations of the National Assembly Deputies and Vinh Long Province Delegation of National Assembly Deputies shall, within the bounds of their tasks and powers, supervise the implementation of this Resolution.
This Resolution is ratified by the Standing Committee of the 15th National Assembly of Socialist Republic of Vietnam on this 16th of June 2025.
