Article 1. Amendments to some articles of Circular No. 22/2013/TT-BKHCN dated September 26, 2013 of the Minister of Science and Technology on management of measurement in gold trading and quality management of gold jewelry on the market
1. Amendments to clause 1, Article 4:
“1. The scale used for determining gold mass and gold content in transactions between organizations and individuals shall satisfy the following requirements:
a) The scale must have a measurement range and accuracy suitable for the gold mass to be measured. The capacity of the scale shall comply with the verification scale interval (e) prescribed in Table 1.

b) The scale must have been recognized and appointed in accordance with laws on metrology. The inspection certificate (inspection mark, inspection seal, or inspection certificate) must be unexpired.
2. Amendments to clause 3, Article 4:
“3. The mass of gold traded or tested must not be smaller than the declared mass. The measurement error limit for the gold mass shall comply with requirements prescribed in Table 2.

The error limit of gold mass (m) not prescribed in Table 2 is determined as follows:
a) For m < 30 g, the error limit (S) is calculated by the following formula and rounded to the nearest verification scale interval (e) of the scale:
| S= |
13 |
* m | ||
|
30 |
Example 1:
A golden ring weighs 7.5 g using a scale with e = 1 mg. The error limit (S) is:
![]()
a) For 30 g < m < 6000 g, the error limit (S) is calculated by the following formula and rounded to the nearest verification scale interval (e) of the scale:
|
S = (S |
+ |
Si+1 – Si |
* (m – mi)) | ||
|
mi+1 – mi |
Where:
S: The maximum error;
m: gold mass;
mi, mi+1: two consecutive values of gold mass with indices i and i+1 in Table 2, provided mi < m < mi+1;
Si, Si+1: error limits in Table 2 corresponding to mi, mi+1;
Example 2:
A golden bracelet weighs 86 g (m = 86 g) using a scale with e = 1 mg. According to Table 2, 50 g < 86 g < 100 g.
Thus:
m2 = 50 g, m3 = 100 g; S2 = 17 mg, S3 = 30 mg;
The error limit (S) is:
![]()
c) For m > 6kg, the error limit (S) is calculated by multiplying the measurement result by 0,0175% and rounded to the nearest verification scale interval (e) of the scale.
Example 3:
A gold bar weighs 10 kg using a scale with e = 100 mg.. The error limit (S) is:
S = (10 x 0,0175 %) kg ~ 1,8 g
Article 2. Amendments to point b, section 3.4.2 of the National Technical Regulation QCVN 19:2019/BKHCN on LED lighting products attached to Circular No. 08/2019/TT-BKHCN dated September 25, 2019 of the Minister of Science and Technology

The scope of testing of the testing organization shall comply with requirements of this Technical Regulation.”.
Article 2. Amendments to section 4.4.3 of the National Technical Regulation QCVN 03:2019/BKHCN on safety of toys attached to Circular No. 09/2019/TT-BKHCN dated September 30, 2019 of the Minister of Science and Technology
“4.4.3. The scope of testing of the testing organization shall comply with requirements of this Technical Regulation.”.
Article 4. Amendments to clause 1, Article 4 of Circular No. 23/2013/TT-BKHCN dated September 26, 2013 of the Minister of Science and Technology on Group 2 measuring instruments amended by clause 2, Article 1 of Circular No. 07/2019/TT-BKHCN dated July 26, 2019 of the Minister of Science and Technology on amendments to some articles of Circular No. 23/2013/TT-BKHCN; and amended by Article 1 of Circular No. 03/2024/TT-BKHCN dated April 15, 2024 of the Minister of Science and Technology
