A children’s toy is understood as any product or material designed and manufactured for play by children under 16 years of age.
1. Import Conditions for Children’s Toys
According to Article 9 of Circular 28/2014/TT-BVHTTDL on children’s toys, such items must meet the following conditions:
- Must be 100% new; unused.
- Must comply with the national technical regulation on the Safety of Children’s Toys, as stipulated in Circular 09/2019/TT-BKHCN (replacing Circular 18/2009/TT-BKHCN).
- Must not contain content, form, design, or functions that are harmful to education or personality development, pose a danger, or affect children’s health. They must also not violate the provisions of Article 6 of Circular 28/2014/TT-BVHTTDL.
Children’s toys that meet these conditions are permitted for import into Vietnam. Import procedures are carried out at customs authorities.
